1. Position Purpose» Prepare and contribute to the preparation and delivery of Structure Plans, Precinct

Structure Plans, Development Plans, Developer Contribution Plans and Policies and Strategies.

» Develop and implement Council adopted Strategic Policies and Plans.

» Provide advice, assess and negotiate excellent outcomes for the City of Casey.

2. Key Responsibility Areas Strategic and City Planning » Lead the preparation, implementation and review of strategic, statutory plans and

policies, including those involving significant or complex issues, and advocate on behalf of Council and internal stakeholders.

» Manage strategic planning projects including the development of briefs, coordination of consultants and community liaison.

» Provide advice, assess and negotiate excellent outcomes for the City of Casey with developers and their proponents.

» Work with other agencies and manage specialist consultants to ensure best practice planning outcomes and compliance with State Government requirements.

» Provide technical and professional advice to the Director, Manager and Team Leaders on strategic and statutory issues when requested.

» Prepare complex Council and Committee reports together with appropriate recommendation’s for consideration by the Manager and/or Team Leader, and prepare relevant correspondence.

» Monitor, analyse and interpret demographic, housing, employment data and growth trends and other statistical indicators and prepare relevant reports, as directed.

» Prepare appeal and panel submissions and represent Council at the Victorian Civil and

Administrative Tribunal, Panel Hearings and other forums.

» Prepare and process Planning Scheme Amendments that relate to strategic planning matters, including development contributions plans, as directed.

» Facilitate / organise community consultation processes and deal with enquiries.

» Discuss or explain strategic planning matters with professional and non-professional individuals and groups.

General» Through leadership and example promote Casey’s trademark behaviours: show respect,

take responsibility, listen and respond, be positive, think things through.

3. Occupational Health & Safety Responsibilities » Make sure that any hazards, incidents (including near misses) and injuries are reported

immediately to your supervisor.

» Cooperate in relation to activities taken by the organisation to comply with OH&S legislation.

» Participate in consultation, meetings, training and other health and safety activities.

» Take reasonable care for your own health and safety and the health and safety of others in the workplace.

4. Accountability and Extent of Authority » The position is directly responsible for preparing strategic planning reports, submissions

and associated correspondence and ensuring all matters are processed in accordance with relevant legislation and Council policies.

» The incumbent provides information and advice to members of the public and other relevant persons/organisations on strategic planning matters.

» The freedom to act is governed by regulations, policies and clear objectives, with frequent prior consultation and regular reporting mechanism to ensure adherence to plans and accountability.

» The employee acts on overall priorities set by the Manager City Planning.

5. Judgement and Decision Making » Although the work objectives are not always clearly defined, there are established

procedures and guidance and advice are usually available from more senior officers.

» The position involves making reasoned decisions based on the results of research in the context of strategic planning matters and providing justification to support recommendations.

» All recommendations are subject to review by more senior officers.

6. Management Skills » Skills in managing time, setting priorities and planning and organising work to achieve

specific and set objectives in the most efficient way possible, within the resources available and within a set timetable.

7. Interpersonal Skills » High level interpersonal skills with the ability to gain co-operation and assistance from

others, including consultants, members of the public and other employees.

» Ability to liaise with counterparts in other organisations to discuss planning related matters and with other employees to resolve intra-organisational problems.

» Well-developed skills in written and verbal communication.

8. Specialists Skills and Knowledge » The position requires a good understanding of all legislation and regulations relevant to

strategic planning, and the ability to research and apply legal precedents relevant to planning matters.

» An understanding is required of the role, function and long term goals of the City Planning and the wider organisation.

9. Inherent Physical Requirements » Ability to read fine print and distinguish colours on plans.

» Ability to communicate clearly both face to face and by telephone.

» The incumbent must be able to drive a vehicle in order to travel to Council buildings and sites throughout the municipality, including areas where access to public transport is difficult or non-existent.

10. Qualifications and Experience » A Degree or Diploma in Town Planning, Urban Studies or Urban Geography.

» Proven experience as a Strategic Town Planner. Some Local Government experience as a strategic planner would be considered an advantage.

» Current Australian Driver's License.

11. Key Selection Criteria » Excellent project management skills and experience.

» Proven negotiation skills and demonstrated ability to deal effectively and diplomatically with enquiries and complaints.

» Demonstrated ability to interpret regulations and policies, and apply precedents.

» Knowledge of legislation and regulations relevant to planning, environment and subdivisions planning.

12. Conditions of Employment Conditions of employment are as per the City of Casey Enterprise Agreement, Casey’s policies and procedures and the letter of offer.

Hours - The position is full-time worked on a 19-day/4-weeks arrangement.

Organisational Redesign – The City of Casey is currently undergoing an Organisational Redesign to position our employees to work in an agile, customer focused, strategic and collaborative manner and to align the organisation to best meet future challenges. While this position is established in the current structure, the City of Casey reserves the right to change the functions and reporting lines of this position in accordance with the Organisational Redesign.

Health Declaration - The preferred applicant is required to complete a Health Declaration form and return it to the Occupational Health and Safety Co-ordinator (Human Resources Department) prior to commencement.Driving Licence – The incumbent must hold a Current Driver's Licence which allows them to drive within Victoria.

Transport – Employees are expected to use Council-owned vehicles whenever practical and reasonable to do so, for work-related travel. In the event that an employee uses a privately-owned vehicle for work-related travel, Council recommends that the vehicle be comprehensively insured and the insurance company notified that the vehicle is being used for work-related travel. If an employee using a privately owned, comprehensively insured vehicle for work-related travel is involved in an accident they may be eligible for reimbursement of the insurance excess. Vehicles not comprehensively insured will not be eligible for reimbursement.

Recreation Leave - Annual leave must be taken at times that are mutually agreeable to both employee and employer, within 12 months of it falling due.

Sick Leave - A medical certificate may be required for any absence and must be provided for sick leave exceeding three working days or absence on the working day before or after a rostered day off, annual leave or public holiday.

Multiskilling - The employee may be directed to carry out any duties within the limit of his/her skills, competence and training, provided that such duties do not promote a narrowing of their skill base.

Risk Management – Employees must understand and comply with risk management policy and procedures.

Employment Status - Prior to commencement of duties the successful applicant must provide proof of permission to work in Australia.

Probation Period - In accordance with Federal Government legislation, a six month Probation Period applies.
