Counter No.9 in the departure right wing of immigration by

clearing officer. During search, restricted documents pertaining

to Indian Air Force were also recovered. On interrogation it

came to notice that Abdul Jabbar was case India on the directions

of ISI for the purpose of espionage and to work to

facilitate terrorism in India. It is also come ito light that one

Khalil Ahmed, who met Jabbar in Delhi played a important role

providing base to Abdul Jabbar in Lucknow. He also facilitated and guided him with all means

and helped him prepared documents fraudulently. The

arrest of Khalil Ahmed may lead to unearth major links of ISI in

India.

doorbell and on opened the door, Mrs. Tarveen

Delhi found two persons were standing outside the main door. One of

the persons threw some liquid on her from the

bottle, which was carrying and while

another person set lher on fire by lighting match

box stick. Both the persons fled away on a

motor cycle. On 20.10.07, Mrs. Tarveen Suri @

Mona was died due to her injuries.

FIVE ACTIVE MEMBERS OF DESPERATE BUS ROBBERS-CUM-AUTO LIFTERS OF GINNI GANG ARRESTED : FIVE STOLEN MOTORCYCLES, THREE KNIVES & TWO SURGICAL BLADES

RECOVERED FROM THEM

South District Police has arrested 5 active members of desperate Ginni Gang who were involved in several incidents of robberies and pick-pocketing in buses as well as Motor Vehicle Thefts in various parts of Delhi. With their arrest, five motorcycles, three knives and two surgical blades have been recovered so far.

ACCUSED ARRESTED:

The team worked relentlessly and collected details of several criminals with similar modus- operandi and particular area of operation. These details were analyzed minutely and it came to fore that Ginni Gang headed by one Shakil Alam @ Ginni might be involved in these incidents.

2 Babloo age 32 years S/O Ramdas R/O H No 490 Gali No 3 Chhatarpur Pahari New Delhi.

3 Shambhu age 30 years S/O Jagpal R/O A 129 Ayur Vigyan Nagar, New Delhi.

4 Prashant age 32 years S/O Madan R/O H No 490 Gali No 3 Chhatarpur Pahari New Delhi.

5 Sam Samual Roe age 31 years S/O John Michel Roe R/o H No 490 Gali No 3, Chhatarpur Pahari, New Delhi.

INCIDENT, TEAM & ARREST

In the recent past, several cases of pick-pocketing and robberies in running buses were reported all over Delhi and especially on Mehrauli - Anand Vihar route. Recently, three motorcycles i.e. one Enfield, one Hero Honda Passion and one Hero Honda Splendor were reported to be stolen from the area of PS Malviya Nagar vide FIR Nos. 592/09, 608/09 4/10.

In order to prevent these incidents and to nab the criminals involved in these cases, several teams were constituted. A team of PS Malviya Nagar, South District consisting of SI Aishvir Singh, ASI Rambhool Singh, HCs Suresh Kumar, Sanjeev Kumar and Pappu Ram Cts. Santosh Kumar, Sanej Kumar,and Sandeep. under the supervision of Inspector Jarnail Singh, SHO/PS Malviya Nagar and Shri Mehar

Shakil @ Ginni is a Proclaimed Offender of PS Kalkaji. Ginni and Prashant have previously been arrested 5 times for their involvement in criminal activities.

Singh, ACP/Hauz Khas was formed to collect the information regarding the criminals involved in these incidents and apprehend them. The team worked relentlessly and collected details of several criminals with similar modus- operandi and particular area of operation. These details were analyzed minutely and it came to fore that Ginni Gang headed by one Shakil Alam @ Ginni might be involved in these incidents of MV theft and pick-pocketing. Secret informers were deployed to collect the information about the activities of abovesaid criminals. The hard work of police team bore results and specific information was received on 20.01.2010 that 5 -6 persons having knives would assemble in forest area near Singhania Hospital road and Press Enclave road crossing, Malviya Nagar.

Immediately, the team laid a trap near Singhania Hospital road and Press Enclave road crossing. At about 3.15 PM, five persons entered the forest area. They were identified by the informer. After sensing the police presence, they started running, but police team acted promptly and apprehended all the five accused persons while they were planning to commit a dacoity in the bus of Route No. 534. Three knives and two surgical blades were recovered from their possession. A case vide FIR No 28/10 U/S 399/402 IPC & 25/54/59 A. Act was registered at PS Malviya Nagar and all the five accused were arrested.

INTEROGATION, MODUS-OPERANDI AND PROFILE

During the interrogation, it revealed that Shakil Alam @ Ginni is the leader of this gang. After getting failed in 10 th Class and having no source of income, he started pick-pocketing in the running buses. He has previously been arrested 5-6 times for preparation of dacoity and possession of illegal weapons. Before robbing the bus passengers at knife/surgical blade point, Ginni alongwith his 6-7 accomplices used to conduct recee on stolen motorcycles of various bus routes at lonely places.

Shakil Alam @ Ginni is a Proclaimed Offender in a case of PS Kalkaji. He has previously been arrested in following cases:-

1. FIR No.1101/05 u/s 399/402 IPC PS Kalkaji.2. FIR No. 832/04 U/S 399/402 IPC PS Kalkaji, 3. FIR No.1103/05 U/S 25/54/59 A. Act PS Kalkaji

4. FIR No. 50/06 U/S 25/54/59 A. Act PS Defence Colony.5. FIR No 418/03 U/S 25/27/54/59 A. Act PS Sangam Vihar

Babloo has studied up to 5th class in Govt. School, Sadik Nagar and after getting failed in 5 th class, he started pick-pocketing. He has previously been arrested in case FIR No 83/02 U/S 399/402 IPC PS Kalkaji.

Shambhu has studied up to class 10th in Govt School Laxmibai Nagar. He has earlier worked as a Ward Boy in AIIMS Hospital. In the year 2000, he alongwith his accomplices assaulted an MLA with the intention to kill him in AIIMS Hospital. He was arrested in that case. After getting ‘Bail’, he joined the Ginni Gang and started committing crime.

Prashant left the study after getting failed in 5th class in a Govt. School, Gautam Nagar, New Delhi and started criminal activities. He has previously been arrested in following cases:

Sam Samual Roe left the study after getting failed in 10th class in Govt. School, K.M.Pur, New Delhi. He has previously been arrested by Kalkai Police in the year 2004.

RECOVERY

1. Five stolen Motorcycles.2. Three Knives.3. Two Surgical Blades.

Investigation of the case is in progress and efforts are being made to effect more recoveries and arrest their other accomplices.

Traffic Arrangements – Full Dress Rehearsal on 23 rd January,2010

Full Dress Rehearsal of Republic Day Parade-2010 is being held on Saturday, the 23rd January, 2010. The parade will start at 0950 hrs. from Vijay Chowk and reach Red Fort Ground.

ROUTE OF THE PARADE

VIJAY CHOWK – RAJPATH - INDIA GATE - TILAK MARG - W-POINT (TILAK BRIDGE) - BAHADUR SHAH ZAFAR MARG –‘A’ POINT(R.C. AGGARWAL CHOWK CROSSING) - DELHI GATE - SUBHASH MARG - RED FORT CHOWK AND REACH RED FORT GROUND.

TRAFFIC RESTRICTIONS

In order to facilitate the free passage of parade, movement of traffic on certain roads leading to the route of the Parade will be restricted as under:- (1) No traffic will be allowed on Vijay Chowk & Rajpath. from 0500 to 1230 hrs. (2) No traffic will be allowed to cross Rajpath on the following roads from 0930 hrs:-

(a) Rafi Marg.(b) Janpath.(c) Man Singh Road.

(d) ‘C’-Hexagon.

(3) From 1000 hrs.- Traffic on Tilak Marg, Bahadur Shah Zafar Marg, Subhash Marg will not be allowed on both directions. However, cross traffic on intersections on these roads will be allowed according to the position of the Parade.

Road users are therefore requested to plan their journey in advance and avoid the route of

the Parade, Vijay Chowk, Rajpath, India Gate, Tilak Marg, ITO, Delhi Gate, Subhash Marg, Red Fort Chowk from 0930 hours to 1200 hours for their own convenience.

SUGGESTED ROUTES

However if the journey is unavoidable and road user is inclined to cross the India Gate they are suggested to take the following routes-

NORTH –SOUTH CORRIDOR

Ring Road – Ashram Chowk – Sarai Kale Khan – I.P. Flyover – Rajghat – Ring Road From Aurobindo Chowk – T/L – Safdarjung Road – Kamal Atatturk Marg – Kautilya Marg – Sardar Patel

A) Incoming

(I) Buses from Ghaziabad bound for Shivaji Stadium shall take NH-24, Ring Road, turn right Bhairon Road and terminate at Bus Terminal Bhairon Road.

(II) All buses coming from Ghaziabad side will be diverted at Mohan Nagar towards Bhopra Chungi for Wazirabad Bridge.

(III) All buses coming from Dhaula Kuan side shall terminate at R/A Dhaula Kuan. (IV) All buses coming from Badarpur shall terminate at New ISBT Sarai Kale Khan. (V) All buses coming from NH-24 shall take right turn on Road No. 56 and terminate at ISBT Anand Vihar.

B) Outgoing

(I) No bus shall be allowed to take U-turn at Northern loop of Ring Road near Budh Vihar.(II) Buses bound for Ghaziabad shall proceed via Wazirabad Bridge/ISBT Bridge.

Metro Rail Service is available for commuters for Connaught Place & adjoining stations.

HGVs/LGVs

HGVs/LGVs will not be allowed between Sarai Kale Khan to I.S.B.T. on 23.01.2010 from 0730 hours till 1330 hours.

Traffic police has made elaborate arrangements for the guidance of the public. Motorists are requested to have patience, observe traffic & road discipline and follow directions of Traffic Police personnel deployed at all intersections.

TRAFFIC ADVISORY- REPUBLIC DAY PARADE

Republic Day Parade shall start on 26th January, 2010 at about 9.50A.M. from Vijay Chowk for Red Fort Grounds. Other functions relating to Republic Day Celebrations shall start at 900 hrs. at India Gate.

In order to ensure free and uninterrupted movement of Parade along the route and to regulate city traffic, Traffic Police has made elaborate arrangements.

ROUTE OF THE PARADE

VIJAY CHOWK-RAJPATH-INDIA GATE-TILAK MARG-‘W’ POINT (TILAK BRIDGE) - R.C. AGGARWAL CHOWK-BAHADUR SHAH ZAFAR MARG-SUBHASH MARG-RED FORT CHOWK AND REACH RED FORT GROUND.

CONTROLLED AREA

Area bounded by KAUTILYA MARG-KAMAL ATATURK MARG-AURANGZEB ROAD-‘Q’-POINT-HUMAYUN ROAD-SUBRAMANIAM BHARTI MARG-MATHURA ROAD-BHAGWAN DASS ROAD-FEROZE ROAD R/A WINDSOR PLACE-ASHOKA ROAD-BABA KHARAK SINGH MARG-MOTHER TERESA CRESCENT AND SARDAR PATEL MARG upto KAUTILYA MARG WILL BE CONTROLLED AREA.

Only labelled vehicles of the invitees and vehicles of bonafide residents of this area shall be permitted to enter till conclusion of the Parade about 12.30 P.M. Invitees are requested to follow the routes and instructions printed on the back of label to reach the parking lots.

RESTRICTION ON ROUTE OF THE PRADE

No vehicles will not be allowed to ply on Rajpath after 1800 hrs. on 25 th January, 2010 till the closure of function on 26th January, 2010. No traffic will be allowed on Tilak Marg, B S Z Marg, Netaji Subhash Marg upto Red Fort after 4:00 A.M. on the republic Day.

The cross traffic on the route of the parade at Dr. Dineshnandini Dalmia Chowk (W. point) R.C. Aggarwal Chowk ( A Point ), Delhi Gate and beyond will be allowed depending upon the progress of the parade.

SITTING ENCLOSURES AND PARKING LABELS

Invitation Cards/tickets have been issued for the invitees and other spectators. People are requested to acquaint themselves with the location of their seating enclosures and the parking lots.

Enclosure Nos. 1 to 17 is located on the Southern side of Rajpath, while enclosure Nos. 18 to 35 is located on the Northern side of Rajpath.

The triangular labels are meant for parking lots 1 to 5 situated on the South of Rajpath behind the Water Channel. Similarly, rectangular parking labels 6 to 9 are meant for parking lots on Northern side of Rajpath behind Water Channel.

In addition separate parking labels meant for “Park & Ride Scheme” on same pattern i.e. Rectangular for parking at Palika Parking Connaught Place ( North of Raj Path enclosures) and triangular for parking at CCSCSB Ground at Vinay Marg (South of Raj Path enclosures) have been issued.

Invitees/ticket holders are requested to acquaint themselves with the arrival and dispersal plan of their parking lots.

PARK & RIDE SCHEME

In view of the shrinking of parking space due to construction of Delhi Metro Rail and for de-congesting and improving the traffic circulation to parking lots Nos. 4, 5 & 9, a ‘Park & Ride’ Scheme has been introduced for the officers of the rank of Director and below. Such officers who are issued with invitation cards for Enclosure No.5, 8, 13, 14, 15, 22, 24, 29 and 31 were also issued parking label for parking vehicles in the parking lot behind the seating enclosures. Now with the introduction of ‘Park & Ride’ Scheme, such invitees are being issued ‘Park and Ride’ labels. The invitees will now reach one of the two ‘Park & Ride’ lots identified at Football Ground, Central Civil Services Cultural & Sport Board Ground, Vinay Marg and Palika Bazar Parking, Connaught Place and park the vehicles there and avail a free ride on low floor DTC buses to their respective seating enclosures on the South/North of Rajpath to witness Republic Day parade. They will not go straight to the seating enclosure, South/North of Rajpath. Invitees are required to reach ‘Park & Ride” lots between 0730 hours to 0900 hours.

For South of Rajpath, the buses shall de-board the invitees at Akbar Road near round about Man Singh Road and Maulana Azad Road near Nirman Bhawan whichever is closer to their seating enclosures. For North of Rajpath, the buses shall de-board the officers at Rajender Prasad Road on both side at its crossing with Janpath.

After conclusion of the ceremony, the officers may board the waiting buses from the same points where they had alighted and reach their respective ‘Park & Ride’ lots where they had parked their vehicles.

Wide publicity, including issue of circulars to respective Ministry/offices, is being made so that all invitees coming to witness the Republic Day Parade are aware of the new arrangements and no inconvenience is caused to them. The invitees covered under the scheme are also requested not to bring their vehicles to Rajpath and surrounding areas to avoid inconveniences.

NORTH-SOUTH CORRIDOR

In case journey is unavoidable, following corridors are available for North-South travel:-

1. Motorists are requested to take Ring Road-Ashram Chowk- Sarai Kale Khan-IP flyover and Rajghat. 2. Lajpat Rai Marg-Mathura Road-Bhairon Road-Ring Road for onward journey.

3. Aurobindo Marg-T/R Lodhi Road to join Lajpat Rai Marg and proceed towards Mathura Road or 4. From Aurobindo Chowk –T/L Safdarjung Road-Kamal Ataturk Marg- Kautilya Marg-Sardar Patel Marg-Mother

Delhi Traffic Police has made arrangements for the diversion/curtailment of City Transport and other buses around the Republic Day Parade. The following are the bus terminating points which are nearest to their original destinations:-

1. Pragati Maidan2. Shivaji Stadium (Connaught Place )3. Ajmeri Gate4. Delhi Sachivalaya(I.G. Stadium )5. Mori Gate.6. ISBT (Kashmere Gate).

D.T.C. and other private buses should not ply on the roads leading to the route of the Parade to avoid

inconvenience and congestion on the roads. They should take alternative routes for their destinations.

Borders will be sealed from 11.00P.M. on 25.01.2010 till 1.30P.M. on 26.01.2010. The vehicles entering in the city will be subjected to heavy screening and checking.

Traffic Police Help Line 23010101 and 1095 shall function round the clock.

Metro Rail service shall be available for commuters upto Rajiv Chowk & Barakhamba Road only.

General public is requested to avoid the route of the Parade, Vijay Chowk, Rajpath, India Gate, Tilak Marg, I.T.O., Delhi Gate, Subhash Marg, Red Fort Chowk and plan their journey, in advance to avoid inconvenience.
