TERMS OF REFERENCE

1. BACKGROUND INFORMATION

1.1. Beneficiary Country and Province

1.2. Contracting Authority

Under the Second Punjab Education Sector Project and in agreement with the World Bank, the Programme Monitoring and Implementation Unit (PMIU), School Education Department (SED), Government of the Punjab is the contracting authority.

1.3. BACKGROUND AND OBJECTIVE

Government of the Punjab has received financing from the World Bank towards the cost of the Second Punjab Education Sector Project, and intends to apply part of the proceeds under Technical Assistance (Component II) for consulting services.

1.4. Government of the Punjab is implementing the Education Sector Reforms Programme (PESRP) with the assistance of the World Bank to support and scale-up specific interventions to improve education outcomes. GOPunjab is intended to implement the given initiatives in transparent and robust manner to accomplish the desired output within a minimum possible timeframe. These initiatives have been designed to directly promote greater school quality, access and governance apart from other steps at all levels and through these improvements, promote the retention of students and school participation of new children. Earlier the campaign was carried out in two districts namely Bhakkar and Kasur, which made a very positive contribution in making the stakeholders aware of the steps being initiated by the GOPb.

1.5. Phase II of the Supplemental Stipends Pilot Program (SSPP-II) is a three-year pilot to be launched in 2014 in 18 tehsils from six districts with below average school participation rates of girls ages 11-15 in rural areas of Punjab.1 In these 18 tehsils, girls in grades 6-10 in select rural government schools will be offered a supplemental benefit amount, over and above Rs. 2,400 per year that they are currently receiving. SSPP-II will also test at least one additional new design feature, i.e. an additional stipend on progression to grades 9 and 10. Specifically, the following financial incentive packages (or “treatments”) have been proposed for piloting:

Treatment I:(i) Girls in grades 6-8 will receive Rs. 900 per quarter based on 80% attendance.(ii) Girls in grades 9-10 will receive Rs. 1200 per quarter based on 80% attendance.Treatment II:(i) Girls in grades 6-8 will receive Rs. 900 per quarter based on 80% attendance.

(ii) Girls in grade 9-10 receive Rs. 2400 upon progression to this in the first quarter of the school year + Rs. 1200 per quarter based on 80% attendance.2

A control group also exist but the awareness campaign will only cover schools in the two treatment groups as well as the surrounding areas. A list of schools in Treatment groups I and II can be found in Appendix 1.

2. Scope of work/methodology

1. Develop communication materials for SSPP-II for both treatment I & II2. Post approval of communication materials by the PMIU, The firm will print and produce

the materials to an appropriate quality.3. The firm is required to propose a multi-level communication strategy which reflects the:

a. different types of beneficiaries (girls at different grade levels in the education system and whether they are in/or out of school);

b. other stakeholders in the decision making process of sending girls to school and in the provision of education services (district staff, (head) teachers, parents and community members etc.), and;

c. need to preserve the integrity of the programme design (ensure a robust impact evaluation).

4. Conduct the awareness campaign and submit deliverables as covered in the deliverable section below.

a. Suggested Methodology

Methodological details can be found in Appendix 3. In brief, the suggested methodology envisions the following communications with district staff:

1. Hold meeting with EDOs & DMOs at PMIU level to share the intervention, sensitizing them about their roles

2. Hold orientation meeting in each district with DMO, EDOs, DDEOs, AEOs, MEAs and Head teachers to share printed materials leaflets, posters and CDs

3. Organize orientation meetings with schools, and hold meetings with head teachers, teachers and students in each district, tehsils or union council to share the initiatives and distribute posters, leaflets, and banners to be displayed in their schools.

Besides, the suggested methodology envisions the following communications with communities and beneficiaries:

1. Content material for making announcement, verbal communication and sharing of initiatives in village assemblies, school assemblies and for discussion session with girls in large groups.

2. Display banners and posters in tehsils, districts, schools and communities at appropriate prominent places.

3. Distribute leaf lets, and posters in pilot middle, secondary schools and feeder primary schools among students.

4. Hold meetings with school council members and other prominent and respectable members of the communities at union council/markaz or tehsil level to engage them to increase enrolment of girl students in schools.

4. Evaluation Criteria

4.1. For this purpose, PMIU intends to hire the services of a firm which has proven relevant background and experience working with the government. Evaluation criteria for evaluating the Expression of Interest (EOI) would be as follows:

• Corporate Capacity ( attach certificate of incorporation): Firms Experience: 2 scores for each year: 20 scores

Track Record: 5 assignments of Rs 5.0 million and above or 10 assignments below Rs 5.0 million: 20 scores

Detail of similar works/assignments already completed (please give complete detail as indicated below: 60 scoresi. Name of each assignment completed, duration and cost involved 5 scores for each

assignment of Rs 3.00 million and above: 30 scoresii. Experience in awareness campaigns in Public Sector, 5 scores for each assignment:

5. Selection Method

5.1. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [January 2011](“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

5.2. A consulting firm will be selected in accordance with the Selection Based on Consultants Qualification (CQS) method set out in the World Bank’s Guidelines: Selection and Employment of Consultants (under IBRD Loans & IDA Credits and Grants) by World Bank Borrowers (2011).

5.3. A consulting firm may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

Punjab Education Sector Project (PESP)Supplemental Stipends Pilot Program Phase II

Methodological Notefor

Awareness Campaign

1. ContextPhase II of the Supplemental Stipends Pilot Program (SSPP-II) is a three-year pilot to be launched in 2014 in 18 tehsils from six districts with below average school participation rates of girls ages 11-15 in rural areas of Punjab.3 In these tehsils, girls in grades 6-10 in select rural government schools will be offered a supplemental benefit amount, over and above the Rs. 2,400 per year that they are currently receiving. SSPP-II will also test at least one additional new design feature, i.e. an additional stipend on progression to grades 9 and 10. Specifically, the following financial incentive packages (or “treatments”) have been proposed for piloting:

Treatment I:(i) Girls in grades 6-8 will receive Rs. 900 per quarter based on 80% attendance.(ii) Girls in grades 9-10 will receive Rs. 1200 per quarter based on 80% attendance.Treatment II:(i) Girls in grades 6-8 will receive Rs. 900 per quarter based on 80% attendance.(ii) Girls in grade 9-10 receive Rs. 2400 upon progression to this grade based on 80%

attendance in the first quarter of the school year + Rs. 1200 per quarter based on 80% attendance.

Control:Girls in grades 6-10 will receive Rs. 600 per quarter based on 80% attendance. This is the same benefit structure as in the original stipends program.4

2. Scope of WorkThe firm will design and implement an awareness campaign for SSPP-II in the pilot districts. This awareness campaign will be based on the successful awareness campaign for Phase I of the Supplemental Stipends Pilot Program (SSPP-I) conducted in 2013. The objectives of the campaign are:

i) create awareness among various stakeholders in selected schools (middle, secondary level) and districts about the increased provision of the quarterly stipend payment, and

ii) implement the communication strategy (awareness campaign) to enhance girls’ enrolment and retention at middle and secondary school level.

3. Methodology

3.1. Key considerationsIt is pertinent to begin this section by commenting on the main considerations and challenges of this pilot programme:

SSPP-II will be rolled out in 659 treatment and control schools in 6 districts. it is important that the awareness campaign is limited to treatment schools (143 in Treatment I and 155 in Treatment II) only and robust mitigation strategies are in place to avoid information passing to the control schools or from schools in one treatment arm to the other (which are in the same tehsil and other tehsils). This will ensure integrity of the programme design;

a single ‘one size fits all campaign’ may not be feasible given the socio-economic and demographic differences between the districts.

3.2. Target Groups

4. Approach

The two main targets groups for this promotional campaign have been identified:

Type 1 – Currently Out of SchoolGiven the cost, time & effort involved in it. Some options to target OOS girls are:

Peer Network: One option to get the message out to OOS beneficiaries is for teachers to ask all students in pilot schools and in feeder primary schools if they have any sisters/cousins who dropped out of school after completing either of the grades 5-9 [or are in a different school in grades 5-9]. If so, give these students flyers about the nearest middle/secondary school and ask them to hand these to the (OOS) girls they know or their parents. This option does not require additional effort or cost.

Material:

Advertise (through posters/banners) near venues people most frequent visits: One way of getting information out in catchment communities is to advertise the information (through posters) near venues. These venues could be schools main roads or bus stops, shops (like a general store, or a shop owned by a retail agent), etc.

3 days community level camps on cluster basis in front of school – announcement through loud speakers and brochures at the time of opening and closing of schools. Moreover, banners and posters placed all around in each camp (130 schools).

Type 2: Currently In School

The in school awareness has already been carried by PMIU in October 2014 in all treatment schools. However, during 3 day camp, the hired firm representative will address the girls in school assemblies.

4.1. Community- and School-Level CampaignsIn addition to the above target groups, the firm is required to work closely with the following stakeholders who either provide education services to girls or are decision makers in sending girls to school:

1 day orientation meeting at district level with the EDO (E), DEO, and concerned DDEOs. Orientation meeting with head teachers and teachers in pilot schools: AEOs will visit pilot schools

under their control and convene a meeting with the head teachers and teachers in that school. Distribution of broachers and banners for display it in school.

During the above mentioned orientation meetings with H.T, the hired firm representative may meet with SC members for awareness.

We believe the above strategies are the most effective to address the target groups. For target group 1 we believe the main approach is by organizing community level campaigns. Each team will be provided with a camp log proforma to be filled while interacting with visitors of the camps.

For target group 2 we feel it will be effective for the students to be aware of this new pilot through an interactive assembly and brochures distributed among them. The banners and posters will further elaborate on the campaign. The posters in the schools will again acts as prompts and reminder for teacher, parents and students on the proposed scheme.
