BOARD ENTERS EXECUTIVE SESSION

MOTION by Mr. Pinou, seconded by Mr. Martin and carried unanimously that the Board move into Executive Session to discuss a specific confidential personnel matter.

The Board entered Executive Session at 7:15 p.m.

BOARD EXITS EXECUTIVE SESSION AND RECONVENES PUBLIC SESSION

MOTION by Mr. Pinou, seconded by Mr. Martin and carried unanimously that the Board exit Executive Session and reconvene Public Session.

The Board exited Executive Session at 8:15 p.m.

Mrs. Heineman called the Meeting to order at 8:16 p.m. and led everyone in the Pledge of Allegiance.

High school students performed quite well at the Future Business Leaders of America (FBLA) District Competition.  Congratulations were offered to the following students and advisor Erin McKinstry:

Madeline O’Connor - 1st Place in Advertising; Vincent Aversa - 2nd Place in Management and Decision Making; Stephen Michael - 2nd Place in Personal Finance and 4th Place in Securities and Investments; Matthew Savino - 3rd Place in Banking and Financial Systems; Sophie Read - 3rd Place in Hospitality Management and 4th Place in Entrepreneurship; Chase Gladd - 4th Place in Personal Finance; Jack Arlotta - 4th Place in Securities and Investments; Ethan DePalma - 4th Place in Technology Concepts; Nathaniel Rust- 4th Place in Technology Concepts; Nicholas Krawiec - 5th Place in Accounting II; Caroline Feryo - 5th Place in Business Communications; Annie Sullivan - 5th Place in Impromptu Speaking; and Dean Trapani - 5th Place in Job Interview.

REPORT ON CAPITAL PROJECTS

Ms. DiCapua reported on the progress of capital projects throughout the District.

TREASURER’S REPORT

Ms. DiCapua presented the Treasurer’s Report of December 2017 indicating a beginning of the month cash balance of $47,083,015; receipts of $6,766,823; disbursements of $12,950,253; and a closing balance of $40,899,585.

REPORTS FROM MEMBERS OF THE BOARD OF EDUCATION

Mr. Pinou reported that he attended Parent University on February 1st. Dr. Cannone did a great job of managing speakers and staff. There were great workshops with valuable information. Mr. Pinou thanked the PTA, SEPTA, and all those involved.

Mr. Martin reported he attended the N-SSBA meeting where they reviewed State financing and the property growth factor mistake. Mr. Martin attended the NCCOSS Financial Forum. Topics included State Education funding/allocation; how Nassau County is penalized; loss of local control, ENL, mental health issues, shift of demographics, increase of lower income and statistics of free and reduced to back-up statement; and State mandates continue without funding.

Mrs. Heineman thanked the Friends of Music, Women’s Lacrosse, Boys Lacrosse, Assemblyman Ra, and PTA for the grants that are on the Agenda for approval. These donations go directly to our students and are very much appreciated.

CITIZENS’ QUESTIONS OR COMMENTS

Dr. Lynch asked the Board how it addresses or manages rumors circulating about the budget.

Mrs. Kaiserman asked about the BOCES services increase in the proposed 2018/2019 budget and the Governor’s proposal to cap the BOCES reimbursement.

Ms. Pine asked about the increase in the textbooks code proposed in the 2018/2019 budget.

Mr. Wakeham commented on the donation from Friends of Music and added that people move to Garden City for its STEM and music programs. These programs set Garden City apart from other districts.

Rhonda D’Antonio thanked Mr. Pinou for attending Parent University. PTA takes a leadership role with Parent University and several other organizations are involved; Garden City Community Coalition, Garden City

Be It Resolved, that the Board of Education approves the agreement with CBIZ Valuation Group, LLC, for annual electronic capital asset update service to the District at a rate of $1,540; with a cost of $250 per roll of (1,000) barcode tags. This service is for the school year ending June 30, 2018.

Be It Further Resolved, that the Board of Education authorizes the District Clerk to execute said agreement on its behalf.

MOTION by Mr. Martin, seconded by Mr. Holub and carried unanimously that the Board of Education approves the following resolution:

Be It Resolved, that the Board of Education approves the establishment of the scholarship to be named the Daniel Shuhet Humanitarian Award in the amount of $1,000 for the 2017/2018 school year. The recipient, who will be selected by the Daniel Shuhet Foundation, must possess altruism and compassion for the less fortunate, helpful to special needs, generosity, loyal, ambition, integrity, love for people, social, and respect for education.

The award will be presented to the deserving student at the June 2018 awards ceremony.

MOTION by Mr. Holub, seconded by Mr. Pinou and carried unanimously that the Board of Education approves the following resolution:

Resolved, that in honor of Flag Day, New York State Assemblyman Edward Ra has arranged to have an American flag flown over the Capital Building. He then presents and donates this flag to a local elementary school.

Further Resolved, that Assemblyman Ra has chosen Homestead School as the recipient of the flag this year.

Therefore, Be It Resolved, that the Board of Education accepts this flag as a donation to Homestead School.

MOTION by Mr. Pinou, seconded by Mr. Martin and carried unanimously that the Board of Education approves the following resolution:

Be It Resolved, that the Board of Education accepts a donation of $4,750 from the Garden City Friends of Music to fund a new, high quality Tuba for Garden City High School’s upper level bands, Wind Symphony, and Wind Ensemble.

Be It Further Resolved, that the Board of Education approves an increase in the 2017/2018 General Fund Revenue and Appropriation Budget code A-2110-200-10-1700 in the amount of $4,750 for this purpose.

Be it Resolved, that the Board of Education approves an agreement with the Uniondale Union Free School District for the purpose of providing health and welfare services for 66 children residing in the Garden City Union Free School District and attending non-public schools in Uniondale during the 2017/2018 school year at a per pupil cost of $760.48.

Be It Further Resolved, that the Board of Education authorizes the District Clerk to execute said agreement on its behalf.

On Tuesday, March 13, 2018, a Special Session of the Board of Education will be held at the high school. There will be one item on the Agenda which will be to approve a contract for the new superintendent.
