Despite the fact that the Governor included it in his budget and the House and Senate committees approved the tax relief, it died because of the resistance of the Senate President Tom Lee to tax relief above $100 million in a $62 billion budget. The good news is the BRAC report is very positive for Northeast Florida and Southeast Georgia. Our primary goal was to save NAVAIR. Thanks to NAVAIR's extraordinary efforts, particularly with Lean, and its leadership team headed by Captain David Beck, NAVAIR is not on the closure list. If the recommended list survives the commission review between now and September and the Presidential and Congressional reviews, we will see a dramatic increase in personnel and commands throughout the region. Lessons learned from these two activities: 1. Be Prepared: On both cases we were well prepared. Our presentations were good, our knowledge of the issues were excellent. 2. Resell: We did a much better job of reselling the BRAC position than the Sales Tax. We need to be better at educating key players about manufacturing. I am convinced that Senator Lee will be supportive in the future if we take the time to have him visit some of our manufacturing plants. 3. Think Long Term: I never accept defeat--I will consider delay. We will be successful because our case is strong and we are the key to creating more wealth in our region and state. I regret the set back in the legislature but we will redouble our efforts for the next year. Remember this has been an active item for FCMA for several years. I am very proud of the BRAC process. The objectivity of the process is good and sets the stage for the commission review. I believe we will be more than pleased at the end of the day. Good News and Bad News

The world moves in fits and starts. Our life in the manufacturing community is no different. First the bad news - Our key issueto eliminate the $50,000 cap on sales tax paid for purchase of manufacturing and equipment did not pass the legislature.Despite the fact that the Governor included it in his budget and the House and Senate committees approved the tax relief, it died because of the resistance of the Senate President Tom Lee to tax relief above $100 million in a $62 billion budget.

The good news is the BRAC report is very positive for Northeast Florida and Southeast Georgia. Our primary goal was to saveNAVAIR. Thanks to NAVAIR's extraordinary efforts, particularly with Lean, and its leadership team headed by Captain DavidBeck, NAVAIR is not on the closure list.
