Awards and recognition of
cities in Gujarat is not a
new phenomena; in the last
couple of years, cities like
Ahmedabad, Surat, and
Vadodara have consistently
figured at the top in sur-
veys conducted by various
international and national
agencies like Forbes, City
Mayors Association, International Market Research Bureau
(IMRB) etc.
These awards and recognitions are a result of series of initia-
tives undertaken by the State Government in the last decade
that have focused on development of urban infrastructure viz.
roads, transport, water supply, waste water and solid waste
management etc. The Government of Gujarat (GoG) has initi-
ated many reform-driven schemes like the Swarnim Jayanti
Mukhya Mantri Shaheri Vikas Yojana (SJMMSVY) - which caters
to the development need of Gujarat‟s major urban centers (i.e.
8 Municipal Corporations and 159 Municipalities across the
state).
Apart from these, the state government has initiated several
projects in the areas of disaster management, health care, edu-
cation, women empowerment, rurban development, industrial
development, investment promotion etc. which have been repli-
cated in other states of the country.
Owing to the proactive approach of governance, it has been
able to put at bay the issues arising out of the rapid urbaniza-
tion which the state is witnessing. (Census 2011 figures show
that there is 42.6% urban population in the state).
With this overview, we will take you through the details of how
the state has been able to invigorate the development of its
cities and urban spaces with innovative ideas and their speedy
implementation in this edition of the newsletter.
We have been and remain committed to provide best infra-
structure and healthy ecosystem in the state. So I welcome you

Gujarat tops in attracting private investment: Assocham April 12, 2013
The total outstanding investments attracted by the state of Gujarat was over Rs 14 lakh crore
as of December 2012. Foreign and domestic Investors account for over Rs 10 lakh crore which
is about 73% of the total investments, according to a just concluded analysis by apex industry
body ASSOCHAM.
Besides, acquiring a share of about 14% in the total outstanding private sector investments
worth over Rs 75 lakh crore (including both domestic and foreign private sources), Gujarat has
ranked on top for attracting maximum private investments across India as of December 2012,
according to a sector specific analysis titled „Composition of Outstanding Investments Across
States,‟ carried out by The Associated Chambers of Commerce and Industry of India
(ASSOCHAM).
Kolkata visit of Hon‘ble Chief Minister of Gujarat, Shri Narendra Modi April 08, 2013
Hon‟ble Chief Minister of Gujarat Shri Narendra Modi addressed West Bengal's
top business leaders in Kolkata. He said, “It is said this is the century of knowl-
edge. But Bengal has been rich in knowledge and learning for 100s of years.
West Bengal's development will make the Eastern part of the country powerful”.
He added that, “The youth of the world is in India. If we take advantage of the
demographic dividend, we can change the face of the world. We have the op-
portunity to make Swami Vivekananda's dream into a reality. In India everyone
can climb on to the development bandwagon. This land of the Bengal has poten-
tial - without your strength and support, India's development will not be complete”.
Hon‘ble Chief Minister of Gujarat inaugurates ‗Gujarat Travel Mart‘, India‘s biggest
tourism event April 01, 2013
Hon‟ble Chief Minister of Gujarat inaugurated “Gujarat Travel Mart” on 1st April
2013. The number of tourists coming to the State has increased by 54 lakh over the last
two years and now the number of tourists stands at 2.25 crore. He said that while tour-
ism in India has grown by 7 per cent; Gujarat has witnessed a growth of 16% during
the same period.
He further informed that, “Gujarat‟s march of tourism would continue for ever, offering
a variety of vibrant places from the ancient Dholavira to futuristic Dholera SIR, with
spiritual centers for all, including Hinduism, Parsi, Buddhism, Sikhism and Jainism.
He said that his government accords top priority to tourism, true to India‟s tradition of
„Atithi Devo Bhavah‟.. He informed that state‟s budget allocation has increased from
Rs.30 crore in 2004 to Rs.500 crore. Leading nations across the globe are taking inter-
est in Gujarat tourism as clearly evident from the recent „Lonely Planet‟ magazine‟s arti-
cle on Gujarat
Nearly 800 delegates, representatives from 15 Indian States and 32 countries partici-
pated in the travel mart. The event witnessed over 125 - tourism, tour and travel sec-
tor operators during the two-day event, which is considered to be India‟s biggest B2B
event for tours and travels agents.

Reliance Industries Limited (RIL) was awarded the prestigious „International
Refiner of the Year‟ 2013 at HART Energy‟s 27th World Refining & Fuel Con-
ference held recently at San Antonio, Texas, USA. The award was presented
to Reliance for producing cleaner, higher-quality gasoline and diesel fuel,
operating with the highest international refining standards and innovative use
of resources in diverse environments and for innovation, global vision, and
ability to chart future changes.
This is the second time that Reliance has received this Award for its Jamnagar
Refinery, the first being in 2005. RIL is the only Asian refiner to have been
conferred this award twice.
Reliance operates two of the world‟s largest and most complex refineries.
With 1.24 million barrels per day (MBPD) of crude processing capacity, Reli-
ance is the largest refiner at any single location in the world. The addition of a
new refinery has transformed its Jamnagar complex into the „largest refining
hub of the world‟. Further, Reliance is among the Top 10 private sector refining
companies globally, and owns 25% of the world‟s most complex refining ca-
pacity.

Argentina delegation visits Gujarat
A high-powered delegation from the Government of Argentina, led by Governor of Mendoza province in Argentina, Dr
Fransisco Perez, met Gujarat Chief Minister Narendra Modi in Gandhinagar on 15th April 2013. The delegation discussed
issues of collaboration and investment opportunities in various fields like higher education, research, sports, academics,
among others, and signed four Memorandums of Understandings (MoUs) for mutual collaboration in four sectors.
The following MoUs were signed (a) iNDEXTb for investment and promotion of socio-economic-cultural activities, (b) Indus-
tries Department for industrial investment and business promotion with small and medium manufacturing units, (c) Gujarat‟s
Water Resources Department for irrigation, water management for optimum utilization and climate change, and (d) with
M.S. University, Vadodara, for teachers‟ and students‟ exchange between Mendoza State and improvement of quality of
education.
The delegation included Francisco Ernesto Garcia Ibanez, General Legal and Technical Secretary, Jose Luis Alvarez, Head
of the General Irrigation Department, Marcelo Daniel Barg, Minister of Industry and Technology, Laura Maria Michieli
Manzotti, Investment Promotion Agency, Anselmo Gabriel Caruana Soto, Director of Digital Communication and Webs, and
Tomas Ferrari, Minister from the Economic and Commercial Council of Argentina, Mumbai apart from five journalists.
Speaking on the occasion, Chief Minister of Gujarat Mr. Narendra Modi talked about similarities between Gujarat and
Argentina in areas of agriculture and animal husbandry, mining and manufacturing sector, tourism, forestry, oil exploration,
irrigation management, food and agro processing. The Chief Minister invited delegation from Argentina at Gujarat‟s forth-
coming Agro-Tech Festival in 2014 and Vibrant Gujarat Global Investors‟ Summit in 2015. He also extended a warm wel-
come to Argentina to partner with Gujarat‟s petroleum and gas, energy, potash-fertilizer, tourism, i-Create Incubation &
Research Centre.
Dr Francisco hailed Gujarat‟s achievements in irrigation, water management, Narmada river-grid and listed water man-
agement through hydraulic technology as Argentina‟s strength. He extended a welcome for partnerships in the field of cli-
mate change, petroleum energy, healthcare, exchanging research in educational technology to begin a new chapter in the
mutual collaboration between the two provinces. He mentioned that the greater cooperation between Mendoza and Guja-
rat should contribute to build better relation between Argentina and India.

Gujarat has invigorated the development of its cities and urban spaces with innovative ideas
and their speedy implementation
Gujarat has been witnessing a phenomenal increase in urbanization. Census 2011 figures show that the urban population of the state is 2.57 crore, which is 42.6% of the total population. The decennial growth of urbanization in the state is a staggering 35.8%. Fully responsive to the requirements of the burgeoning population in urban areas, and committed to sustainable development and inclusive growth, the Government of Gujarat (GoG) has initiated many reform-driven schemes
like the Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana (SJMMSVY).
The noteworthy approach of the SJMMSVY initiative lies in the fact that it caters to the development needs of Gujarat‟s 8 Municipal Corporations (cities – Gandhinagar, Ahmedabad, Surat, Vadodara, Rajkot, Jamnagar, Bhavnagar, Junagadh) and 159 Nagarpalikas (towns) across the state, bringing at their doorstep facilities usually associated with bigger cities. The initiative is completely funded by the state Government and while it started with an initial budget of Rs. 7000 crore,
today this figure has increased to an outlay of Rs. 15,000 crore.
State government has also taken up „rurban‟ projects with an objective to combine village-like tranquil atmosphere and city
-like facilities and to lessen the burden of population in the cities.
The concerted effort of the Government of Gujarat has resulted in being awarded with five prestigious ―India Today- Best
City Awards-2013‖ in different categories. All the five awards were received by Shri I.P. Gautam, Principal Secretary
(Urban Development) of Gujarat Government from Union Minister for Urban Development Shri Kamal Nath. The cities were
ranked on a primary survey of 50 cities and out of these, 17 cities were shortlisted with five from Gujarat. Cities of Gujarat
Forbes list of the world's fastest growing cities included Ahmedabad at number 3 after Chengdu and Chongqing from China. In the last few years Gujarat‘s various urban development initiatives have won over 50 awards. Gujarat has topped the list of completion of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) projects and scores impres-sively in the utilization of funds from the same initiative. In the last decade, the State Government has taken a series of initiatives dedicated to urban areas that have generated wonderful results. Gujarat‟s pioneering initiatives in areas such as water and waste management, disaster management, health care, education, women empowerment, rurban development, industrial development, investment promotion have been replicated in other states of the country. State of the Art Infrastructure is shaping more visibly in Gujarat with the strategic implementation of Big 2020 Infrastructure plan. The ultimate goal of BIG 2020 is to create robust social, industrial and physical infrastructure network ensuring accelerated inclusive and sustainable growth.

Clean City Pilot Project‟ to be implemented in 50 cities in Gujarat. GOG to implement solid waste management
and water treatment management projects in 50 towns.
The state government has planned to implement solid waste management and water treatment management projects on pilot bases in 50 towns of Gujarat. The state government has mulled a revenue model with a view to make cities clean. Under this, unclean water will be treated and then will be supplied to the farmers. Solid waste will also be con-
verted into organic fertilizer and will be given to the farmers.
The first impression of the city is formed depending on the quality of roads, the traffic etc. Recognizing that urban transport is a vital corner-stone of economic growth, due importance has been given to roads
and all facets of urban mobility by the Government.
In Gujarat, many flyovers have been built that have streamlined traffic movements in congested areas of cities. Surat is now known as the „Flyover City of Gujarat‟ due to the impressive flyovers that have eased the con-gestion in traffic prone areas. In Ahmedabad as well, many flyovers and underpasses have brought about significant improvement in the traffic con-
dition.
The successful implementation of the Bus Rapid Transport Sys-tem (BRTS) project in Ahmedabad which proved to be a failed ex-periment in other cities is one an outstanding feat. Known as Jan-marg, the project was chosen as a part of UN‟s Lighthouse Project last year. The project is also planned to be extended to the cities of Surat and Rajkot. It was the sheer political will of Shri Narendra Modi, Chief Minister of Gujarat, which facilitated miraculous out-comes to the Janmarg Project with awards such as Sustainable Transport Award and Natio nal Award for „Excellence in the cate-
gory of the best ITS project‟.
In order to ensure the cohesion, integration and safe functioning of all modes of transport, air, water and land, GoG announced the formation of Multimodal Affordable Transport Authority (MATA) in 2012. With the development of world class cities along the coastline, MATA has aimed to guarantee faster waterway commutation as well as speed-
ier conveyance for Delhi-Mumbai Industrial Corridor (DMIC) and Dedicated Freight Corridor (DFC).
A metro rail project has commenced between Ahmedabad and Gandhinagar.
The Gujarat Government has sought to collaboratively work along with Ministry of Railways for a High Speed Rail Corridor between Ahmedabad– Mumbai–Pune and has carried out a feasibility study as well. The second High Speed Rail Corridor has been planned between Ahmedabad and Dholera. The entire network shall be connected with an eco-friendly mode of transport and these High Speed Rail Corridors shall be integrated with the Metro Rail System and
the Regional Rail Networks.
In the 6th Vibrant Gujarat Global Investors‟ Summit-2013, the Government of Gujarat proposed to develop six new world-class cities, besides developing seven twin cities, preserving environmental and development aspects. Along with the Ahmedabad-Gandhinagar twin city project, the state government plans to replicate the twin city model of urban development for the cities like Vadodara-Halol, Madhapar-Bhuj, Surendranagar-Wadhwan, Surat-Navsari, , Bharuch-Ankleshwar and Morbi-Wankaner. Along with Twin Cities, GoG is going to develop Satellite Towns and is on the
way to building world-class cities like Dholera, which will take Gujarat into the vibrant future!

With so many people moving to the cities, adequate housing facilities pose another challenge. GoG has taken several steps to strengthen the urban housing facilities across the state. In order to make Gujarat slum-free, a survey of converting over 25 lakh Ku-chha houses into Pukka houses has already been completed. 22 lakh houses were built in the last decade and the beneficiaries of
this have been the poor of Gujarat.
The Bhadra Precinct Revitalization Project in Ahmedabad has
won the 'HUDCO Award for Best Practices to Improve the Living
Environment'. This Rs. 112 crore project is one-of-its-kind in the country and among first heritage and pedestriani-
zation projects to be assisted under the JNNURM. The linking of the Bhadra project with the Sabarmati River-
front was an inclusive planning technique, to improve the local economic conditions of those who live in the city.
The project also scored because it was geared towards making Ahmedabad traffic-free and making it accessible
to pedestrians. The project is being undertaken after the Ahmedabad Municipal Corporation (AMC) signed the first
ever MoU with the Archaeological Survey of India to partner in this revitalization project.
The Sabarmati Riverfront Development Project is an urban regeneration and environmental improvement initiative cur-rently under way in Ahmedabad, Gujarat. It involves the recla-mation of a 10.5 kilometer stretch of the banks of the Sabar-mati River, creating a new public space for cultural and civic institutions. Along the river, space is being made for recreation and markets. The aim was to transform the stretch of river from a geographical divider in the middle of the city to a focal
point for leisure and recreation.
AMC received HUDCO National Award 2012 for innovative infrastructure development for the Riverfront Project. On an earlier occasion, the Sabarmati Riverfront project also bagged the Prime Minister award for the best concept and
design of a public project. In 2006, the Sabarmati Riverfront Project was the recipient of the National Safety Council of India, Safety
Award (Prashansa Patra).
Innovative landmark projects like the Kankaria Lake Develop-ment Project and the Science Centre in Surat will go a long way in
enhancing the quality of life of urban residents.
Kankaria Lake, a former dilapidated and polluted royal bath-ing ground is now a vibrant cultural and recreation centre after im-plementation of practical solutions to improve the environment, or-
ganise traffic movement and rehabilitate the food vendors.
The area belonging to Gandhinagar Urban Development Authority (GUDA) along with the other parts of Gandhi-nagar is emerging as a „knowledge corridor‟. This area has got various specialized universities which are unique
in entire world.
In the coming days Gandhinagar will be able to generate, use and sell the solar power by installing solar panels
on the roof of houses of residents.
UK-based charity, The Ecological Sequestration Trust (TEST), has selected Surat as one of the three cities in the
world, to be developed as "Global Eco-cities."
Gujarat has received a number of national and international awards in last decade for Good Governance. Under the leadership of Shri Narendra Modi as Chief Minister, Gujarat has developed one of the best infrastruc-tures in the country and created conducive environment for its people to realize their full potential and excel in their chosen vocation. One such initiative to promote Good Governance in urban areas through e-Governance is e-
City.

e-City Centres act as a single-point interface for 32 Government-to-Citizen (G2C) Services and 22 Grievance Redres-sal Services, which are attended to in a streamlined manner. The Services provided at the e-City Centres are:
Ahmedabad Municipal Corporation (AMC) has effectively implemented „e-City‟ through 50 City Civic Centers (e-City Cen-ters) located throughout the city. Given the replicability of e-City initiative, the system architecture and the software avail-able with the AMC has been adopted and adapted. A number of Urban Local Bodies (ULBs) have followed suit and operation-alized City Civic Centers in their cities. There are over 200 City Civic Centers in various towns and cities and a systematic effort is being made to roll them out in all the ULBs in requi-site numbers.
The innovative practices and initiatives of the ULBs in
Gujarat have received wide acclaim, both national and inter-
national, in diverse areas of Urban Governance, including;
(i) ICT-Enabled Municipal Initiative of the Year; (ii)
Exemplary Horizontal Transfer of ICT-based Best
Practice; (iii) International Best Practices and Innovative
Use of Technology in e-Governance.

The Urban Development and Urban Housing Department was formed in 1983, with a view of conceptualizing, structuring and
implementing a variety of urban infrastructure projects, providing end to end solutions for inclusive urban growth. The depart-
ment, through its associated institutions, has a unique distinction of not only specializing in civil projects - and has forayed into
unique initiatives in area of pooled finance, carbon credit, integrated infrastructure projects, etc. The department also endeav-
ors to bring various stake holders together to find ways and means for adoption of best practices in the area of urban infra-
structure. It also aims at implementation of large scale energy saving projects encompassing mega townships and international
scale finance and tech cities.

jobs which would require 5.76 million square meter of real estate
office and residential space.
The entire Urban Development and Urban Housing Department team, as well as the department‟s associ-
ated institutions are committed to holistic development of cities and towns in Gujarat, ensuring equitable
and inclusive growth. The department is actively working in the area of urban infrastructure planning and
development, aimed at inclusive and equitable growth. The department also aims at inculcating interna-
tional best practices, which assist the process of inclusive urban growth, covering activities like core urban
services projects, slum rehabilitation and urban poor services, etc in Gujarat.

INDIA STEEL – An International Exhibition and Conference is a joint initiative taken by
the Ministry of Steel, Government of India and Federation of Indian Chambers of Com-
merce and Industry (FICCI) to provide a platform to all the participants, delegates, busi-
ness visitors and other key decision makers from the steel and related industry to interact
and explore new business avenues. It was held at Mumbai, from April 11th -13th, 2013
at Bombay Exhibition Centre.
Objectives of the event included:
Showcase the latest products, technology, machinery & equipment, applications and
developments in the steel industry;
Disseminate knowledge about new applications of steel amongst the using sector;
Disseminate knowledge about the developments and best practices in analysis, de-
sign and construction methodology pertaining to steel amongst the users;
Understand global steel markets;
Understand technologies for raw material;
Create awareness amongst potential consumers about the applications & benefits in
usage of steel;
Establish joint venture partnerships, project collaborations, transfer of technology,
investments and R & D;
Showcase the latest products and machinery, equipment developments in the industry
for generating business.
The Conference has taken place on April 11, 2013. Sessions have been planned keeping
in mind the present needs / challenges faced by the Indian steel industry. Discussions and
deliberations around Indian steel industry, raw material securitization, infrastructure &
logistics development and the technology deployment in the industry have been organ-
ized.
Gujarat was a partner state for this event. The investment promotion and facilitation
agency – Industrial Extension Bureau (iNDEXTb) – participated in the exhibition and show-
cased strengths and business opportunities for this sector in Gujarat.
The event provided a platform for iron and steel producers to meet and do business with
global technology suppliers, designers, operators, researchers, academics and all profes-
sionals involved with iron and steel making, steel processing and raw material supply.

About iNDEXTb
iNDEXTb, a Government of Gujarat organization, is one stop shop for setting up
business in Gujarat. iNDEXTb has several objectives which include providing infor-
mation to the public in general and entrepreneurs regarding opportunities avail-
able in the state of Gujarat for industry, commerce, trade and business openings.
It also takes special steps to organize young qualified persons interested in indus-
trial activities and development and undertake propagative measures to acceler-
