GSRTC – INTRODUCTION

•Gujarat State Road Transport Corporation (GSRTC) is Government of Gujarat’s passenger transport organisation providing bus services both within Gujarat and neighboring states

•GSRTC started its operations from 1st May, 1960, on the day of the formation of the state of Gujarat

•The corporation started off with 7divisions, 76 depots, 7 divisional workshops and a fleet of 1,767 buses

INFRASTRUCTURAL DEVELOPMENT FOR BUS TERMINALS

• 22 New Bus Terminals (INR 153.2 Million; USD 2.56 Million)

• 39 pick up stands

• Gandhinagar Bus Station upgraded (INR 28.5 Million; USD 0.48 Million)

• Modern bus terminals at Ahmedabad, Surat & Vadodara

• Exclusive large format bus shelter along with public utility and ticketing counter on public road in urban area for the benefit of the traveling public on Design, Built, Operate & Transfer (DBOT)

• Between 2004 to 2007, GSRTC has completed 17 small size bus terminal projects and earned INR 312.7 Million; and developed 7 bus terminals

• GSRTC has developed exclusive large format bus terminals along with State-of-the-Art public transport infrastructure facility at Ahmedabad, Vadodara, Surat & Mehsana on Build, Operate & Transfer (BOT) Basis through the PPP Mode

• Construction of state-of-the-art bus terminals with commercial complexes at 6 different locations under PPP is under progress

• Plan to upgrade 14 more major bus terminals under PPP

• The Load Factor has increased Year on Year from 63.18 % in 2007-08 to 69.53 % in 2012-13

• The Vehicle Utilization has increased from 396 in 2007-08 to 427 in 2012-13. This is the second highest in the country

• The Rate of Accidents/ 1 Lakh Kmsbetween 2007-08 to 2012-13 has gone down at a Computed Annual Rate of 6.53% from 0.12 to 0.07

1.2 Commissionerate of Transport

COMMISSIONERATE OF TRANSPORT: OVERVIEW

Commissionerate of Transport, Government of Gujarat entails the following functions:

• Enforcement of the Motor Vehicles Act, 1988, and allied acts and rules Issuing of licensesRegistration of vehicles

• Revenue Collection

• Inspection of Vehicles at Check posts

• Environmental Upgradation

• Road Safety Measures

PRIVATE SECTOR PARTICIPATION INITIATIVES TAKEN UP BY THE COMMISSIONERATE OF TRANSPORT

•Automated Driving Test Track: To ensure fairness and reliability while issuing driving licenses, automated driving test tracks have been installed, which minimize human intervention during the testing process. Private sector players provide the testing mechanism for the track.

•Vehicle Fitness Center: To help vehicle owners carry out regular checks and maintenance of vehicles, to minimize the risk of accidents due to vehicle failures, the Vehicle Fitness Centers are being developed across Gujarat, with the first site being located at Surat. Private sector players provide the testing infrastructure.

•High Security Registration Plate: Private sector players are involved in assisting the State Government to implement the distribution of secure registration plates for vehicles. Online application processes have also been set up for the same.
