1. INTRODUCTION
The National Youth Employment Programme (NYEP) and the Management Development and Productivity Institute(MDP) of the
Ministry for Employment and Social Welfare with the support of a Consultant and funder has completed feasibity on theestablishment of a youth development and employment fund to be called National Youth Employment and Development
Fund( NYEDF). The fund shall be used to deliver the following objectives:
1. Create over one million private sector jobs immediately to absorb unemployed Ghanaian Youth;
2. Provide resources and services for youth owned enterprise development and large scale investment in agriculture,
information, Communication and Technological and housing;
3. Provide platform for well coordinated and sustainable youth advocacy and development.
The same models are being implemented under the Black Empower Programme in South Africa and the Youth Enterprise
Development Fund of Kenya, as well as the Less-privileged Economic Empowerment Fund in Botswana and the Mauritius
respectively. Because the Consultant supporting this initiative led the consultancies for South Africa, Kenya, Botswana and the
Mauritius programme the design and strategic focus of this initiative is based on experience and success reports from those
programmes.
The fund, NYEDF will be resource by public placement (PP), public private placement (PPP), donates (social responsibility
packages), as well as loans, credit, debt, matching grants, and internal generated founds. The NYEP and MDPI of the ministry for
Employment and social Welfare with the facilitation of the Consultant has already secured the commitment (in principle) offinanciers, investors, donors, and technical services providers to support the programme
The funds shall be applied in the delivery of the following in pursued of the objectives:
1. Properly organize NYEP and provide capacity building for its staff to effectually deliver its mandate on youth advocacy and
development
2. Set up Youth Development fund to provide financing and other resource support for sustainable youth enterprising;

3. Implement a Multi-media all directional reality show that advocates on the socio-economic development opportunities in Ghana
and facilitating support for youth to explore the opportunity.
This plan (proposal) has been prepared by the National Youth Employment Programme (NYEP) in terms of the legislated public
service requirements, specifically those of the Ministry of Finance and Economic Planning. The plan briefly outlines the coremandate and strategic focus elements. It further outlines key strategic objectives, interventions and outputs linked to the variousresponsibility units. The plan notes key developments in the youth development sector and outlines the National Youth EmploymentProgramme (NYEP)s strategic response to these developments and challenges in support of the overall strategic goals of theGovernment of Ghanas Better Ghana Agenda. The plan also serves as a tool for guiding the work of the new Coordinators for thenext three years.
The plan remains a living document subject to approval as well as mid-term reviews and shall be translated into annual operationalplans and work plans with comprehensive outline of activities, programmes, key performance and results indicators, and budget andresponsibility matrices. The work plans will be utilised to inform the contents and context of the performance contracts. This is
meant to achieve and alignment of the daily activities of the Agency to its legislative mandate.

2. BRIEF ON NATIONAL YOUTH EMPLOYMENT AND DEVELOPMENT AGENCY (YEDA)-OBJECTIVE 1
The overall mandate of the YEDA derives from the Better Ghana Agenda on Youth Employment and Development, We outline theobjectives of the propose YEDA as follows:
To coordinate and develop an integrated national youth employment and development strategy To develop an integrated national youth development plan that utilizes available resources and expertise for the
development of youth and which shall be integrated with the Reconstruction and Development Programme To develop principles and guidelines and make recommendations to the government regarding such principles and
guidelines, for the implementation of an integrated national youth policy To coordinate, direct and monitor the implementation of such principles and guidelines as a matter of priority To implement measures to redress the imbalances of the past relating to the various forms of disadvantages suffered by the
youth generally or specific groups or categories of persons among youth To promote a uniformity of approach by all organs of state, including regional government, to matters relating to or
involving the youth To maintain close liaison with institutions, bodies or authorities similar to the Agency in order to promote cooperation To coordinate the activities of the various regional government institutions involved in youth matters and link to those
activities to the integrated national youth policy To develop recommendations relating to any other this may affect the youth

KEY SUCCESS FACTORS
The following factors are pivotal to the successful implementation of the strategic plan.
Clarity and consistency of roles, responsibilities and approaches of the AgencyIt is important to ensure that the roles and responsibilities of staff members and Coordinators are clear and consistent to avoidconflict and confusion. Furthermore approaches adopted by the YEDA to its work must be consistent although allowing flexibility ofreviewing what is not working effectively.

Strong relationships with Regional Youth Agencies (RYAs)The relationship with RYCs is critical in ensuring coordination and integration of programmes. It is important to ensure that
mechanisms established for coordination, engagement and collaboration are seen to be mutually beneficial for both the YEDA andthe RYCs.
Organisational cultureTo ensure that the YEDA remains efficient and effective in its work, it is highly important to instill a strong sense of work ethic,dedication, leadership, decisiveness and transparency.
Governance mechanismsThe Agency should provide leadership through adoption of effective governance mechanisms which would ensure achievement ofpolitical oversight responsibilities and guiding the work of the Secretariat.
Sufficient capacityThere is a need for adequate capacity to support the implementation of the activities proposed. This includes suitable technical andconceptual skills amongst staff, effective organisational systems and procedures and adequate support resources.

3. BRIEF ON THE YOUTH EMPLOYMENT AND DEVELOPMENT FUND
The Youth Employment and Development Fund (YEDF) is conceived by the NYEP as one of the strategies of addressing youthunemployment. The Fund shall be officially launched to mobilize financing through public placement, public-private placement,loans, matching grants, donations, internally generated fund, etc. It was then formed into a national trust company.
OBJECTIVES OF THE FUND
The Fund is established in order to:
Provide loans for on-lending to youth enterprises
Attract and facilitate investment in micro, small and medium enterprises oriented commercial infrastructure that will bebeneficial to youth enterprises
Support youth oriented micro, small and medium enterprises to develop linkages with large enterprises
Facilitate marketing of products and services of youth enterprises both in the domestic and the international markets
Provide business development services to youth enterprises
Facilitate employment of youth in the international labour market
MODES OF DISBURSERMENT
The loans mandate of the Fund shall allocate the lions share of resources since it is the most popular with the youth. The Fundwould disburse loans in three ways:
1. The Constituency Youth Enterprise Scheme (C-YES)This component shall finance projects of registered youth groups. The loans shall be approved by Community/DistrictConstituencies level. The maximum amount to be lent through this component is GHCs. 50,000.

2. The Easy Youth Enterprise Scheme
This component shall finance projects of individuals who belong to groups that have completed repayment of the C-YES loandescribed above. Individuals start with loans of not more than GH. 25,000 and graduate upwards up to GH 100,000 after whichthey can access the loans through financial intermediaries to engage in medium to large scale enterprising.
3. Through Financial intermediariesThis component shall be managed by financial intermediaries that are in partnership with the Fund. The Fund would give term loansto these intermediaries at 1% - 2% interest who would in turn lend to the youth at 5% - 10% interest. They use the 4% - 8%difference to cover administrative costs and to mitigate opportunity cost that may arise from lending to a clientele. Theintermediaries under this component can lend up to GHCs. 1,000,000. However large scale investors requiring higher funding shallbe facilitated to scare Guarantees and securities to raise the funds from potent financial institution.
GENERAL USES OF THE FUND
The Fund shall be disbursed loans as follows:

The Fund is mandated to facilitate young people whose services are not engaged locally but are required abroad to securetemporary employment. In regard to this objective the Fund would:
Established a Steering Committee on Youth Labour Export whose membership comprises key government ministries such asLabour, Foreign Affairs, Immigration and relevant private sector players.

Market and Linkages Support
One of the mandates of the Fund is to facilitate marketing of goods/services of youth enterprises. The Fund would facilitated thefollowing activities in this respect:
Organize national trade fairs for hundreds of youth entrepreneurs drawn from across the country to showcase their productsand services to the public. During these events, youth exhibitors make critical contacts for selling their products/services.
Facilitate youth entrepreneurs to exhibit in local and international trade fairs thus exposing their products and services toboth local and export market
Lobby the government to support youth enterprises through deliberate policy of buying goods/services. The government hascommitted at least 10% of its procurement needs to be sourced from youth enterprises. The Fund is finalizing development ofYouth Enterprise Directory to be distributed to all public entities at district and national levels.
Commercial InfrastructureThe Fund would engage several Local Authorities and other private sector players to partner in establishing commercialinfrastructure appropriate for youth enterprise needs. These partners are also being lobbied to mainstream youth entrepreneurs intheir existing market infrastructure.
Entrepreneurship Training/Business Development ServicesEntrepreneurship training and provision of appropriate Business Development Services are key to the Fund`s achievement of itsmandate. Besides ensuring that the youth have adequate skills, it also assist them in identifying and tapping into businessopportunities, while embracing modern business management techniques. The fund shall support this area, as outlined below:
Trained youth on entrepreneurship.
YEDA officers shall undergone entrepreneurship training course to enable them equip young people at the grassroots withrelevant skills.
The fund shall support a business plan competition in which over 1,000 of youth entrepreneurs would be trained and winnersawarded. In another version the Fund would support a business and development advocacy reality shows and competitionwhere thousands would be trained and winners awarded.

4. BRIEF DESCRIBTION ON THE PRODUCTIVITY/YEDA FORUM
This component shall deliver a multimedia widely broadcast programme aim at Fostering and promotion of entrepreneurship,
typically in the form of micro, small and medium businesses/enterprises as well as attracting foreign large scale investment. The
importance of capacity building and provision of other support services in the multimedia on at interactive manner to youth
entrepreneurs is deemed important in enhancing the sustainability of their enterprises.
The Enterprise Development (ED) unit of the ORMPM falls under the department of Lending and Investment as per the strategic
plan of the ORMPM. It the productivity forum is design to undertake the following broad activities/mandates:
1. Profile and market investment and enterprising opportunities in the various communities of Ghana2. Establish a capacity building programme for youth enterprises by identifying skills and competency needs for youth
enterprises.
3. Provide business development services to youth owned and youth focused enterprises
3. Establish Business Development Services (BDS) partnership for capacity building
4. Lobby for preferential sourcing from youth enterprises
5. Establish a capacity building programme for District Youth Officers (NYEP officers)
6. Promotion of networking among youth entrepreneurs and resource support.
7. Increase access to Information Communication and Technology (ICT) for youth enterprises by creating linkages with existing
ICT initiatives.
8. Establishment of a market place for business partnership, joint ventures, marketing and social support

Purpose
To accelerate successful development of entrepreneurial businesses through a variety of business support resources and services.
This is purported to increase the likelihood that a start up company/enterprise will stay in business for the long term.
Scope
This will include the top performers in every region in the annual business plan competition
Procedure
1. Identify viable business ideas through conducting a national business plan competition;
2. Conduct a feasibility study to design the business incubator
3. Finance the startup
4. Set up the governance structure/frame work
5. Engage the human resources either inhouse or contracted
6. Establish relationships and alliances with other key stakeholders that will strengthen the business incubator and services
rendered to the business;
7. Run the incubator and monitor its progress

5. CRITICAL ISSUES OF CONCERNS STUDIED AND ADDRESSED
Question: How was the Youth Employment Development Agency (YEDA) conceived?
The YEDA shall be formed as a result of a Restructure of NYEP and the establishment of Youth Employment and development
Fund. The move creates a single, consolidated structure that is responsible for all aspects of youth employment development.
Question: Is the YEDA an extension of government or a government supported institution?
The YEDA is a national public entity; the organisation is owned and funded by government. It also reports to government through
The Presidency.
Question:What is the beneficiary age group for YEDA services?
Answer: The primary beneficiaries of YEDA products and services will be young people between the ages of 14 and 35 years. This
is aligned to the beneficiary age criterion set out in the National Youth Policy and the Youth Employment Development Agency Act.
However projects that also benefit people above the age of 35 years will only be supported if majority of their beneficiaries areyoung people between ages 14 and 35 years.
Question:Youth Fund / ORMPM is to cater for women not more than 35 years in their entrepreneurship products. Will
women who are older than 35 still be catered for by the YEDA?
Answer: Yes, the YEDA will be focussing on young people between ages 14 and 35 years, but also create a room for people above
this age brackets.
Question:Will the YEDA provide assistance to employed youth?
Answer: Yes, the YEDA will provide assistance to youth of all backgrounds. Priority will be given to people from low-income groups.

Question:What is the position of the YEDA with regards to the needs of youth with disabilities?
Answer: The YEDA propose policy requires the YEDA to promote the interest of youth with disabilities. The YEDA will mainstream
the youth with disabilities into its programmes and will, with resources allowing, implement stand alone projects focussing on youth
with disabilities.
Question:What engagement strategies does the YEDA have for young people in rural areas?
Answer: The YEDA is developing a YEDA Rural Development Strategy and once available this will be shared with the public. We
will be utilising its offices and other government offices to reach young people in rural areas. We will also intensify outreach going
into these areas using our Mobile Youth Advisory Centres. Regional Advisory Boards are also being formed to assist in this regard.
Question: Will YEDA establish new offices or current National Youth Employment Programme and NYEP collaborators
offices will be used?Answer: The YEDA will continue using NYC and NYEP collaborators infrastructure as it is by law the YEDA infrastructure now. The
plan is to open new offices in future.
Question:Are the offices going to be seated in certain municipalities or selected ones?
Answer: It is the YEDAs intention to make the YEDA widely accessible to all youth of Ghana. The plan is to have offices in all
districts and constituencies.
Question:What programmes are offered by the YEDA?
Answer: YEDA shall adopt a five-year strategic plan that is underpinned by eight key performance areas:
Economic Participation: Aimed at enhancing the participation of young people in the economy through targeted and integrated
programmes. The YEDA will support both for-profit businesses as well as social enterprises that promote job placement, self
employment and income generating activities.

Education and Skills Development: Aimed at promoting access to quality education and skills to both in-school and out of school
youth through second chance interventions for school drop-outs and School to Work programmes.
National Youth Service: Aimed at providing young people with meaningful and accredited skills and activities that benefit their
communities through national service and patriotism.
Social Cohesion: Aimed at engaging young people in activities that build their social capital, networks and strengthen the
relationships that bind people and communities together. These activities will propel young people to reach their personal goals and
develop their full capacity. Furthermore, young people will be aware of themselves and their rights and responsibilities
Information Services and Communications: Aimed at providing young people with information about various opportunities aimed
at improving their living conditions. Through this area of work, the YEDA will also be able to provide information and career
guidance services to young people.
Policy , Lobby and Advocacy: Aimed at creating platforms and other social dialogue forums to engage the state, civil society and
other social partners for purpose of mainstreaming youth development.Research , Monitoring and Evaluation: Aimed at generating a body of research, knowledge and best practice in the youth
development sector. It will inform various ways through which government, business and other social partners can contribute
towards youth development.
Effec tive and Efficient Resources Management: The YEDA aims to set efficient and effective management processes that will
ensure that resources are managed optimally. This will be done through effective financial management process, risk management,
legal, improved business processes and the development of controls.
Question: Are the products/services going to change?
The YEDA has come up with eight (8) Key Performance Areas, which are, Social Cohesion, National Youth Service, Information
Service and Communication, Economic Participation, Education and Skills Development, Research, Monitoring and Evaluation,
Policy, Lobby and Advocacy and Effective and Efficient Management Resources. It is anticipated that the products which were
available at both affiliate and NYEP collaborators will be available in the YEDA. Proposed changes to date have been on supporting

Question: We are unable to access the existing models of National Youth Employment Programme. What is the future of
the programme?
Answer: The models of programme will continue under the YEDA, with improvements in terms of how it is offered and funding. The
changes to the models will include emphasis on product quality and less use of Service Providers, especially those that offer shoddy
services. The ORMPM Division is reviewing the programme and will soon be tabling its recommendations to management/
Government.
Question: In some government departments, small emerging businesses receive grant funding, will YEDA do the same?
Answer: The grant aspect of the support to small and emerging businesses (SMMEs) and social enterprises will largely be in the
form of non-financial services/ business development services such as the entrepreneurial training, the voucher and mentorship
programmes.
Question: I was registered on the NYEP and its collaborators and/or Supplier Databases as a service provider. Do I need to
re-register with the YEDA?
Answer: No, you need not to re-register on the YEDA Supplier Database as the NYEP collaborators and Supplier Databases would
be consolidated to create the YEDA Supplier Database. The YEDA will however invite more suppliers in the near future to be
assessed with existing once and selected on merit based on the public procurement laws.
Question: What role do politicians have in the disbursement of the Fund?
Answer: Politicians have no role in the disbursement of the Fund. However members of parliament or their representatives as well
as OCEs sit in the community committees which recommends for approval of the C-YES loans. This is important to ensure that
there is linkage between these committees and ORMPM which can allocate resources for training beneficiaries. ORMPM is also an
important source of business for youth enterprises.

Question: Must I have a business plan to access the loan?
Answer: For the C-YES and Easy YES loan you only need to fill the application form which is actually a structured business plan.
It helps you bring out information that would be contained in a business plan. For loans through financial intermediaries, joint term of
ORMPM and ORMPM / NYEP will take you through an interview process and then give you an application form to fill. You are
therefore advised to visit the financial intermediary before you embark on the business plan. However a business plan is the road
map for any enterprise and is therefore an important tool. Entrepreneurs will be supported by the ORMPM to advised to have
business before any District Office support/funding.
Question: Does the Fund give scholarships?
Answer: The Fund is an enterprise development fund. It therefore does not give scholarships. Issues of scholarships are handled bythe ministries in charge of education and their institutions such as the Student Loan Trust(SLT) and the Ghana Scholarship
Secretariats as well as the local Government bodies.
Question: Can I borrow to do anything else besides business?
Answer: The Fund is an enterprise development fund. It will not lend money for other things such as charity or welfare etc.
Question: Do I have to be in a group to access the loan?
Answer: You can access the youth fund as a group or as an individual. The loans that go through financial intermediaries can be
accessed by individuals, groups and other registered youth entities such as companies and cooperatives. However for the
component that goes through the constituency one must be in a group, identifiable at the constituencies level.

Question: Must I have a bank account to access the loan?
Answer: It is important that you have a bank account to access the loan. The loan is deposited in your account. In addition a bank
account is a good record of your business progress and this may help you when your financial statements may be required. We
also want to encourage the youth to professionalize their businesses by using bank accounts. The account helps you separate
business money from personal money.
Question: If I do not live in Accra or any of the regional or district capitals where can I get information about the youth
fund?
Answer: The NYEP offices in all districts and majority of constituencies. You will find highly trained ORMPM youth officers who give
you information on all government youth programmes.
Question: Where do I get the application forms from?
Answer: If you are applying for the constituency component, you can get the application form from the district youth officer near
you. You can also download it from this MDPI or GIC or NYEP websites. If you are applying through financial intermediaries then
you need not worry about application forms, the ORMPM District Officers will furnish you with all the needed documents upon your
request by mail.
Question: What is the repayment period?
Answer: The repayment period for the all loans is base in the cash flow structure of the business to be funded. However the
repayment period of loans taken through financial intermediaries depends on the amount taken and is agreed on between the
borrower and the ORMPM
Question: Will financial ORMPM ask me for a title deed?
Answer: No pre- requisite will be place for securities such as household items, guarantors etc. However the ORMPM have a
responsibility to protect the money from fraudsters who would pick loans and disappear.

Question: How do I access the youth fund?
Answer: You can access loans by approaching any one of the district offices. You can also access loans through the Constituency
Youth Enterprise Scheme (C-YES) and the Easy Youth Enterprise Scheme where you need to be in a registered group at the
constituencies level. (Easy YES).
5. JUSTIFICATION
It is now one year since the NYEP was transformed into a real national youth employment and career development programme. The
programme has since mid 2009 registered impressive achievements against many daunting challenges. These achievements are
without any doubt a clear confirmation of greater things to come and a demonstration of remarkable results when we choose to
invest in the youth. It is common knowledge that prior to the establishment of the NYEP and MDPI feasibility on development and
financing of youth owned enterprises, financial institutions erroneously misconceived the youth to be unbankable. The perception
was that many of the youth were too risky to lend money due to the fact that they lacked business acumen, reliable income and
collateral property as assurance. In this short time of NYEP and MDPI with the help of a consultants discussions and negotiations
with financial institutions, the NYEP and MDPI have shattered this myth that had marginalized the youth and condemned them from
participating fully in economic affairs of this country.
By the proposal of the NYEP and MDPI, the same youth have emerged as a major attraction and highly potential clients for these
financial institutions. NYEP and MDPI are feeling proud to announce that for a period covering slightly over one year, financial
institutions and investors are generally appreciating investment on youth oriented ventures with financial institutions and investors
already firmly committed in principle to support the activities of this proposal. The youth would access these funds in all parts of the
country and their loan repayment study report is commendable. The NYEP/YEDA will continue to evaluate its operations while at
the same time put into consideration multiplicity of skills, changing needs and aspirations of our young people. As you are aware,
the NYEP has launched several models that targets individual youth at constituency levels. The national launch of the products

marks major milestones in evolution of the Constituency Youth Enterprise Scheme which targeted youth groups. This new NYEP
invention is expected to increase enterprise development resource access to many youth who are ready to start and expand their
businesses. It will also attract large scale investment in the earmarked sectors that will create lots of jobs and generate significant
income for the country and the citizenry. Its sustainability is guaranteed since it established to be a viable investment programme
with certainty for huge economic returns and accelerated growth.
The government is well aware on the complexity and magnitude of youth unemployment. I hereby call upon Development partners,
Non governmental organisations and the people of Ghana at large to participate fully in the empowerment of young people through
enhanced collaboration and partnership. Policy and legislative changes that contribute to the empowerment of the youth in size and
scale are religiously explored to be implemented by YEDA. The NYEP and MDPI with the leadership of their Ministers would
facilitate the Cabinet Memorandum on Youth Employment Scheme Abroad (YESA) framework to guide the exploitation of
employment opportunities abroad for our young people. The youth would be assisted in form of training and grants to enable them
start employment abroad. With its 3 year Strategic Plan, the NYEP/YEDA is now in a better position to rise to the occasion of
meeting the expectations of the youth and the Ghanaian public at large. However, the success of this NYEP/YEDA still remains the
responsibility of every Ghanaian. The public especially the leaders are needed to join hands to address the youth problem. The
youth should be encouraged to access the loans as well as all other services and opportunities and repay appropriately to create a
revolving fund that is beneficial to others.
Estimated achievements, challenges and the way forward have all been ascertained. The transformation of NYEP to YEDA would
establish the effectual practice of good governance, transparency and accountability, informing the public about its operations
hereafter. The YEDA will also continue to apply the principal of fairness, efficiency and effectiveness, which the New NYEP team
has been cultivating since the past one year, to make it one of the most trusted and youth enterprising friendly. The project design
and its implementation arrangements have been harmonized at both points of convergence and points of divergence with all
applicable public and civic laws as well as private and public regulatory framework of Ghana. The project does not put any cost
burden on the government. The existing NYEP and MDPI/GIG resources are able to facilitate the project activities until the project

resources are disbursed. Upon consultations and technical discussions a joint implementation of the NYEP and MDPI of the Ministry
of Employment and Social Welfare has been ascertained. The projects proposition has gained receptivity at all levels and by all
stakeholders. All key partners and cluster stakeholders have committed to deliver their respective support and responsibilities as per
the project design instantaneously. Some stakeholders like the World Bank, who was not earmarked as a key funder has already
offered to provide sixty million US dollars to support the project.
