Micro, Small and Medium Enterprises have been recognized as one of the key sector foremployment generation and overall economic development of our country. The Micro,Small and Medium Enterprises development ct, !""#, $as enacted to e%pand our focus

to the entire gamut of micro, small and medium enterprises MSMEs' both in

manufacturing and service enterprises. This sector no$ provides employment to nearly#" million persons and account for nearly () * of India+s manufacturing output. II

accords a high priority to the development of MSMEs, the dynamic segment of Indian

Economy. The II -ational MSME ouncil is the ape% council for the SME members,and represents #* of the total membership appro%. /"""'. The council ensures

involvement of the MSME members, and influences IIs decision making on all issues of

concern to the industry. The -ational council is supported by the MSME Sub0committees

in the four regions and MSME 1anels across all State & 2onal 3ffices.

It is an ackno$ledged fact that Micro, small and medium enterprises MSME' lack an

incentive to gro$. Too many of them do not gro$ because of the fear of losing thebenefits associated $ith staying small or medium. ?ence, the proposal that the benefits or

preferences en6oyed by them $ill stay $ith them for upto three years after they gro$ outof the category in $hich they obtained the benefit, $ill provide a fillip to their gro$th

ambitions, at the same time providing them the security of availing the benefits of

remaining small. The benefits to begin $ith, $ill be the non0ta% benefits, that $ill bemade available to a MSME unit for three years after it graduates to a higher category.
