I. ENVIRONMENT/SANITATION A. Waste segregation at source and garbage collection procedures should be strictly

followed. Ex. Garbage, tree cuttings etc. Must be brought out only when the ECO-AIDE comes to collect them.

B. Kindly keep respective fronts of houses clean and orderly.C. Burning of leaves and trash is strictly prohibited, under the Clean Air Act, in order to

prevent air pollution.D. Residents who make use of Multi-purpose Hall, sports and park facilities should clean up

before leaving the premises.E. Residents and/or household helpers are prohibited from letting their dogs scatter their

waste in the streets, along sidewalks and anywhere in the park and sport facilities.F. Residents/household helpers are prohibited from raising roosters in the village.

Likewise, household pets must not be allowed to roam/stray around the streets unattended.

II. SECURITY A. Household help, drivers and security personnel must secure a village identification card

from VV3 Administration Office. Pictures and other pertinent information shall be required. It is strongly suggested that an NBI clearance be asked from applicants before hiring.

B. Visitors of household help, drivers and security personnel will only be allowed entry within the village premises after securing prior clearance from their respective employers. Such clearance should specify the name(s) of the visitor(s) and the hour(s) of visit. These visitors shall be escorted by our security personnel to and from the homeowner’s residence. Also they are to remain inside the homeowners’ residence and will be prohibited from loitering around the village. Otherwise if the homeowner/resident shall refuse entry to these visitors but will allow their household help , driver and security personnel to meet up with them at our Molave gate, prior clearance is also required. Our security personnel are tasked to inspect anything that they will be receiving or brining out of the village.

C. Construction contractors/workers, household help, drivers and security personnel must always wear or have in their person their TVVHAI identification cards while inside the village premises. Any person who cannot present his or her ID when required by our security personnel or if they are not properly identified by the homeowner or his/her duly authorized representative, the said person may be asked to leave the village premises.

D. The entry and exit of the construction workers shall be monitored by the guards everyday. Guards shall do a diligent inspection of construction sites within VV3 at night to ensure that there are no unauthorized stay-in of workers.

E. Household help, stay-in drivers and security personnel are required to secure clearance in writing from their employers during their day-off . No clearance no exit. Also, they must surrender their village identification cards to our security personnel at the Molave gate before leaving the premises.

F. Household helpers must leave their Village I.D. with the security guard when they leave the village and present a GATE PASS duly signed by the homeowners. Upon return, they can get back their I.D’s.

G. Household helpers leaving the village with packages must present a pass duly signed by the homeowners indicating description contents of their package.

H. Curfew after 10PM for drivers and helpers will be strictly observed. Household help, drivers, and non-residents seen loitering after 10:00PM shall be questioned by VV3 security guards and reported to their respective employers.

I. Homeowners/residents are requested to inform the administration or our security office if any of their household help, drivers and security personnel have been terminated/dismissed and to confiscate their village identification cards.

J. Unlicensed Firearms and deadly weapons are not allowed inside the village.K. In the event of vehicle sale, the homeowner must remove the existing village sticker and

surrender it to the administration office. Another option would be to request/allow our village administrator or security personnel to remove it for you.

L. Homeowners who lease their houses are advised to take extra precaution in screening potential tenants. This is to prevent their houses from being used for illegal/criminal activities as what has been happening to other subdivisions in past weeks.

M. Security is a big concern for all of us here in our village. We encourage all our fellow homeowners to help us in our efforts to further improve our security. You may email your comments, suggestions and observations at [email protected].

III. TRAFFIC/ROAD SAFETY A. A 25-KPH speed limit (park/playground areas) and a 30-KPH speed limit in all streets of

the village shall be implemented to protect children and pedestrians from getting hit by speeding drivers. Habitual erring drivers will be given a ticket by our guards.

B. Through our security agency and guards, the speed limit (as per other villages) will be strictly enforced through all streets in the village. Guards will be provided with speed guns to monitor vehicles speeding and violators of speed limit will be given the following fines and penalties for their offense.

1. Per offense: Fine of Php1,000 paid on the same day to the Admin office.

2. 3rd offense by the same driver: Drivers caught on its third offense will be banned from the village.

C. Refrain from honking of horns especially in the evening after 10PM. D. Motorcycles of residents or their security/drivers should be registered with the

Administration.E. For the security of our residents, only cars with valid Resident and Guest Stickers are

allowed to park in the village overnight. Old cars that are no longer working will not be allowed to park in common areas in the village. Cars that are parked overnight that do not have these stickers will be towed and the corresponding towing fee will be charged to the homeowner resident with a fine of Php1,000.

F. As part of our good neighbor policy, residents are allowed to park their cars within the perimeter frontage of their own property. Should you wish to park at your neighbor’s area, you should seek their personal approval accordingly. Non-compliance of such will result in a Php1,000 fine per car per day and will be paid to the Admin Office. To ensure the sanctity of peace and quiet in the village, motorcycles without mufflers will not be allowed in the village.

G. There will be pre-marked No Parking areas in the village to ensure the smooth flow of traffic and safety of pedestrians and children. These No Parking Areas are identified by red-painted sidewalks and No Parking street signs in the village and some common areas.

H. Double parking and parking in corners are strictly prohibited.I. Only homeowners/residents with resident stickers will be allowed to enter and exit

through the Narra gate. Requests from homeowners/residents to allow guests into Narra Gate will no longer be entertained. This will include those going to our Saturday 5:30P.M. mass. Non-residents should use the Molave Gate for proper control purposes.

J. To better check outgoing vehicles and persons, we shall install 2 automatic booms at the exit gates: one for visitors, and the other for residents. In the meantime the exit boom shall be kept down and lifted only after the guards have made a quick visual inspection of the outgoing vehicles and passengers. The trunks of taxicabs and pick-up trucks of those without stickers shall be inspected at all times.

K. Cars leaving after 10PM without the homeowners will be inspected and the baggage compartment opened at the gate.

L. Granting or issuance of a visitor /guest vehicle sticker to relatives, friends, etc. is a privilege given to homeowners/residents of Valle Verde 3. It is therefore incumbent upon the homeowner to inform and ensure that their guest will adhere to our rules and regulations while inside the village premises. And also the homeowner shall assume full responsibility for the action of his/her guest. Village administration and security personnel may confiscate the aforementioned visitor/guest vehicle sticker if proven that

there is a blatant violation of our rules and regulations or actions detrimental to residents’ safety and security have been committed.

M. Vehicles with visitor stickers must use Molave gate only. Only school buses with visitor stickers and proper marking will be allowed to use Narra gate.

N. For homeowners requesting for commercial vehicle stickers for school buses, a formal written request has to be made with our village administration. Photocopies of the latest official receipts, certificates of registration, vehicle insurance and driver’s license of the driver have to be submitted to the administration office. All applications for visitor stickers shall now require the approval of the security chairman/committee prior to issuance or release of stickers.

O. For commercial vehicles owned by residents, we will now issue resident stickers but still with the same fee of P1,000/sticker. Also please be reminded of our policy of no overnight parking for commercial vehicles (For those commercial vehicles owned by residents who have already initially secured the red stickers, please have your vehicles brought back to the Admin office so we can exchange to green stickers).

IV. VIGILANCE AGAINST THEFTA. Before retiring for the night, check all doors and windows to make sure that these are

properly locked.B. A grilled house is more secure than one that is not.C. Make sure of the loyalty of your household helps (drivers, private guards, gardeners,

washer, cook, yaya, etc.). Because of the difficult times, an “inside job” becomes more probable now than before.

D. Secure ID’s for ALL your household helpers/drivers/security personnel for easy identification by our security guards while inside the village.

E. If at anytime, you noticed anything or anyone suspicious in your surroundings report this immediately to the guards at telephone numbers (631-0382/ 631-0283 or administration office at 631-0381) for the guidance of everyone.
