Executive SummaryBestech was retained by Vale and Glencore to operate and maintain eighteen (18) SO2 monitoring stations in the Sudbury area.AECOM Canada Ltd. (AECOM) was retained by Bestech to perform data analysis and reporting on their behalf. Regular qualityassurance checks, data analysis and monthly, quarterly and annual reporting to the Ministry of the Environment and ClimateChange (MOECC) are key components of this assignment.
This annual report presents an overview of the SO2 concentrations observed at each of the monitoring stations and themeteorological conditions observed at STN77025 and STN1Glencore for a one (1) year period from January 1st to December 31st,2014. This report also includes an overview of the monitoring equipment inventory, site visits, audits and valid data collectionperformance parameters. These components provide a summary of the operational aspects of the monitoring network.
This report includes statistical analysis of the measured SO2 data for the eighteen (18) monitoring stations and meteorologicaldata for two (2) met stations equipped with meteorological instrumentation.
Bestech performs all field related activities, station maintenance and calibration, raw data retrieval, editing and storage. AECOMperforms the necessary data quality assurance, statistical analysis and reporting functions.
A summary of the monitoring stations and the annual arithmetic mean SO2 concentrations from January 1st to December 31st,2014 is presented in Table 1.

All SO2 monitoring stations met the minimum performance criterion of 90% valid data availability as shown Table 2. The annualvalid data collection for the eighteen (18) monitoring stations was based on 8,760 hours.

1. IntroductionBestech was retained by Vale and Glencore to operate and maintain eighteen (18) SO2 monitoring stations in the Sudbury area.AECOM Canada Ltd. (AECOM) was retained by Bestech to perform the data analysis and reporting on their behalf. Bestech andAECOM conducted this work from January to December 2014. This annual report is a component of the reporting requirementsthat Vale and Glencore must provide to the Ministry of the Environment and Climate Change (MOECC).
This report has been prepared following the guidance of the report issued by the MOECC Operations Manual for Air QualityMonitoring in Ontario (MOECC, March 2008). AECOM is responsible for reporting monitoring data while Bestech is responsible forcalibration and maintenance of the monitoring equipment.
This annual report summarizes the measured ambient SO2 concentrations at the eighteen (18) monitoring stations and themeteorological conditions from the two (2) meteorological stations (STN77025 and STN1Glencore), located in Sudbury andFalconbridge, Ontario.
1.1 General Overview
There are currently eighteen (18) SO2 monitoring stations and two (2) meteorological stations situated in Sudbury and itssurrounding area. Prior to April 2004, eleven (11) of these monitoring stations and one (1) meteorological station (STN77025)were owned and operated by the MOECC. Since then, the ownership and responsibility for maintenance, calibration and datareporting have been transferred jointly to Vale and Glencore and the following changes have occurred:
· In 2007, two (2) new stations were added as the twelfth and thirteenth stations (STN77230 and STN77231).· In May 2008, four (4) stations (STN77600, STN77601, STN77602 and STN77603) and one (1) MET station
(STN1Glencore) were included in the reporting for the Sudbury SO2 Monitoring Network. They had been previouslyreported by Glencore.
· In December 2009, STN77201 (Mikkola) was relocated from 150 Patricia Street to 1 Mikkola Road and renamedSTN77227 (Kinsmen).
· In November 2013, STN77330 (Union) was added to the monitoring network as the eighteenth station. Bestech andAECOM were retained by Vale and Glencore to administer this monitoring network on their behalf.
Bestech has calibrated all of the eighteen (18) stations in accordance with the MOECC Operations Manual for Air QualityMonitoring in Ontario (March 2008). Bestech and AECOM have carried out daily data checks, data editing and monthly datachecks.

2. Summary of Overall Operations2.1 Parameters Monitored
The parameters monitored at the Sudbury SO2 Monitoring Network stations are mainly SO2 concentrations, wind speed, winddirection, and ambient temperatures. Table 2-1 presents the parameters monitored at each of the monitoring stations.

2.2 Inventory of SO2 Equipment
The existing SO2 sampling equipment is based on pulsed fluorescence SO2 analyzers. For instrument calibrations, two (2)methods are used. First, an SO2 permeation tube inside the SO2 analyzer provides a stable gas source and a nightly zero andspan is performed automatically. The measured span value is compared to the value at the time of the last external calibrationusing a known source. The auto calibration is performed at the end of one hour and the beginning of the next so that both hoursmaintain valid data as each hour maintains over 75% valid data.
Second, on a monthly basis or when required, the SO2 instrument is calibrated using an external SO2 source. This source isprovided from a permeation gas dilution calibrator and zero air generator. The external calibrator is compared to a known SO2
standard (lab bench analyzer) at regular intervals and also checked with the local MOECC SO2 standard (MOECC office benchanalyzer).
There is one (1) type of analyzer in use in the current system: TECO 43I. In 2013, the remaining TECO 43C models used at themonitoring stations were replaced with newer TECO 43I models. The older TECO 43C models were retained as spares. Table 2-2lists each of the analyzer types, the age of the unit, measurement range and the station where it is located.

The SO2 and meteorological data is collected using the Bestech data acquisition system which downloads station information tothe Bestech office in Sudbury. Additional details on the data back-up process are provided in Section 2.6.
Appendix A presents the equipment inventory for 2014 with all relevant details for each of the eighteen (18) monitoring stations.
2.3 Meteorological Measurement Equipment
There are two (2) stations equipped with meteorological measurement systems to provide continuous weather data: the CKNCMET station and the Glencore MET station.
The STN77025 MET station is located at the CKNC transmission tower. It is a dedicated meteorological station that takesmeasurements of temperature, wind speed and wind direction at 12.5 m and 91 m elevations.
The second meteorological tower is designated as STN1Glencore, which is a dedicated meteorological station that takesmeasurements of temperature at 2 m and 60 m elevations and wind speed and wind direction at a 60 m elevation. A back-upanemometer was also added at a 24.3 m (80 foot) elevation in December 2013.

During the period from January to December 2014, each monitoring station was calibrated once per month resulting in (12)calibrations during the year for each station. Additional site visits were made for MOECC audits and when the stations experiencedinstrumentation or server problems. Table 2-3 identifies the calibration dates at each of the monitoring stations.

There were a total of four (4) audits performed by the MOECC at the eighteen (18) monitoring stations between January 2014 andDecember 2014.
All audits (which were recorded in the MOECC Audit Reports) met the MOECC criteria, with the exception of STN77028 (Coniston)during the second quarter. Overall, the audits indicate good performance at each of the monitoring stations. The one (1)deficiency is noted in Table 2-6.

2.6 Data Loss and Backup
BESTECH maintains a back-up of the raw data for each station on the Programmable Logic Controller (PLC) using a compactflash card. These compact flash cards were exchanged at fifteen (15) of the stations maintained by BESTECH. The old compactflash cards containing the 2014 data are currently in storage at the BESTECH Lorne office.
The Sudbury SO2 network data is collected over high speed internet connections. These changes have had a direct impact on datacollection and processing times further improving data reliability and relevance. In addition, changes were made to the systemsredundancy capabilities where the implementation of auto switching capabilities has been added. These improvements assigna dial up modem as the backup communication protocol following high speed network connection failure at any or all the stations.Furthermore, the systems database is now simultaneously seamlessly backed up via a SQL database replication bridge. Thissystem enables the storage of all raw and processed data for future or current data retrieval and storage. The secondary server,known as the standby backup clone, is also capable of being swapped into becoming the primary processing server, should theprimary server fail. Server swaps are performed at regular intervals to ensure transferability, should a hardware failure occur onthe primary processing server. Hence, this feature further improves data redundancy and insures maximum system up time andfunctionality.
During 2014, server swaps occurred on:
· March 12th – switch from standby server 116 to primary server 115· October 15th – switch from primary 115 to standby server 116
A redundant AQM Disaster Recovery (AQM DR) server is installed at the BESTECH Manufacturing office at the Norcat trainingcenter in Sudbury. This system runs simultaneously to the main AQM system at the Lorne location but does not have dial-upmodems for redundant data collection on AQM station Internet failures. This AQM DR system is used when a connection failureoccurs from Glencore to the AQM system at the BESTECH Lorne office and during server swaps. Prior to performing serverswaps, Glencore’s Sudbury INO operations failover to the AQM DR System at the Norcat location while maintenance is performed.Once server swaps are complete, Glencore’s Sudbury INO operations switch back to the main AQM system. The AQM DR at theNorcat location is not used for official data reporting and archiving purposes.
A Teco analyzer general alarm was added to the AQM system in 2014. This alarm triggers when one of the measured parametersin the Teco falls outside of a desired range (i.e. air pressure, air flow, chamber temperature, lamp voltage, etc.). This alarm, oncetriggered is captured as a flag along with the collected data. This flag, in turn generates an alarm in the AQM System and alertsthe BESTECH support team via Email and SMS so that they can respond immediately to the alarm. This provides addedconfidence that analyzers are operating correctly in real time and reduces possible data invalidation upon failures, as the time offailure is known.
The highest number of invalid hours recorded in a month at the SO2 monitoring stations in 2014 occurred in November atSTN77601 (Parkinson), which resulted in 44 invalid hours. This was mainly due to instrument problems that occurred fromNovember 19th to November 21st, 2014.

The highest number of invalid hours recorded in a month at either of the two MET stations was 95 invalid hours. This occurred atduring the month of May. The TEM3 instrument at STN77025 (CKNC) experienced instrument problems from May 15th to May19th, 2014.
A summary of incidents that resulted in data losses for each of the SO2 monitoring stations and MET stations is presented inAppendix B.

monitoring stations and the meteorological towers (STN77025 and STN1Glencore).

4. Annual StatisticsThis section details the maximum hourly, daily, and annual arithmetic mean SO2 concentrations at each of the eighteen (18) SO2
monitoring stations.
The annual mean is calculated as the mean of twelve (12) monthly means and it requires the collection of 75% valid data (6,570valid hourly means out of a possible 8,760 hours). A valid monthly mean requires at least twenty-three (23) valid daily means. Avalid daily mean requires at least eighteen (18) valid hourly averages out of twenty-four (24) hours as described in the “OperationsManual for Air Quality Monitoring in Ontario” (March, 2008).
For further details regarding the monthly statistics, refer to the four (4) Quarterly Reports, which summarize the monthly SO2 andmeteorological data statistics (issued in May 2014, August 2014, November 2014 and February 2015). This section also comparesthe 2014 annual data with the 2013 annual data.
4.1 Hourly SO2 Concentrations Overview
The maximum hourly average SO2 concentration from January to December 2014 was found to be at STN77075 (New Sudbury)with a concentration of 286 ppb in July 2014. The second highest maximum hourly SO2 concentration was found at STN77228(Dozzi Park) with 278 ppb in March 2014.
Table 4-1 illustrates the maximum hourly SO2 concentrations at each of the monitoring stations.

The maximum daily average SO2 concentration from January to December 2014 was measured at STN77075 (New Sudbury) witha concentration of 47.6 ppb in February 2014. The second highest maximum daily SO2 concentration was found at STN77065(Garson) with 44.4 ppb in February 2014. 4.3 Summary of Measured SO2 Concentrations Above AAQC
During the period of January to December 2014, there were a total of three (3) hourly measured SO2 concentrations above thehourly AAQC of 250 ppb. There were no measured SO2 concentrations above the daily AAQC limit of 100 ppb.

4.4 Source Contribution Assessment for Measured SO2 Concentrations Above AAQC
As per the Operations Manual, each of the measured SO2 concentrations above the AAQC is to be evaluated by wind speed andwind direction data for source contribution assessment. There were a total of four (4) measured SO2 concentrations above thehourly AAQC limit in 2014.
Table 4-4 presents the date and hour of the measured SO2 concentrations above the hourly AAQC limit, the station where it wasmeasured and the corresponding wind speed and direction data for this assessment. The table also identifies the potential SO2
source, solely based on the hourly wind direction measured at the closest meteorological station and the assumption that the ValeSmelter and Glencore Smelter are the major sources of SO2. The Vale Nickel Refinery is typically a low SO2 emitter but underexceptional meteorological events may also contribute as a source if SO2 emissions are trapped under a low inversion.
The location of STN77025 (CKNC Tower) provides MET data that is closer in proximity (within five (5) kilometres) to the ValeSmelter site. The Glencore site is located approximately seventeen (17) kilometres from CKNC MET station (STN77025). TheGlencore MET station (STN1Glencore) is located on the Glencore site, northwest of the smelter. It is approximately twenty-one(21) kilometres from the Vale Smelter. The Vale Nickel Refinery is located approximately four and a half (4.5) kilometressouthwest of the Vale Smelter.

4.5 Annual SO2 Average Concentrations Overview
The monthly average and resulting annual arithmetic mean SO2 concentration in 2014 for each monitoring station are summarizedin Table 4-5. The annual average value is calculated by dividing the sum of the valid monthly mean SO2 concentrations for eachstation by the total number of valid months in the year.
The maximum annual mean SO2 concentration (3.3 ppb) occurred at STN77230 (Spruce Street). The annual AAQC for SO2 is 20ppb. Overall, the annual arithmetic means ranged from 0.8 to 3.3 ppb as illustrated in Table 4-5.

5. Annual SO2 Results ComparisonThis section compares the monthly SO2 average concentrations from January to December 2014 (2014 data) versus Januaryto December 2013 (2013 data). Figure 5-1 presents a graphical comparison.
Overall, the 2014 SO2 annual average concentrations are very similar to the concentrations recorded in 2013. Of the eighteenmonitoring stations seven (7) stations had annual concentrations decrease from the previous year, nine (9) stations hadannual concentrations increase from the previous year, and one (1) station had no change. The remaining station (Union) didnot have a valid annual average concentration in 2013 and therefore a comparison could not be made.
A comparison of each monitoring stations’ annual arithmetic means for the previous annual reporting period (January toDecember 2013) and this reporting period (January to December 2014) is shown in Table 5-1.

As illustrated in Figure 5-1, the average annual SO2 concentrations were lower at ten (10) stations in 2014 compared to the sameperiod in 2013. There was an increase at two (2) stations, in 2014 compared to the same period in 2013 and it remained the sameat six (6) stations.
On average, SO2 concentration in 2014 was 1.9 ppb. In 2013, the average SO2 concentration was 2.1 ppb. The largest increasewas observed at STN77012 (Skead) with a 0.3 ppb increase from 2013 to 2014.
