    SUMMARY

    This is an informational report regarding the current number of citywide authorized vacancies asof September 15, 2009. This report illustrates where vacancies exist in the City and informsCouncil regarding maintenance of the "V acancy Rate" budget assumption. Attachm ent Aprovides a list and count of the current vacancies by job classification, sorted by department andfund, as of September 15, 2009.

    FISCAL IMPACT

    This is an informational report; fiscal impacts are not included. The discussion of positionvacancies includes some analysis of how w ell the current position vacancies support the budgetvacancy assumption of 5% . Staff expects to meet the vacancy assumptions for the current fiscalyear.

    B C K G R O U N D

    The Vacancy Report provides City Council.with a status report on the Department of HumanResources Management's progress in filling current vacancies. This report provides informationon the status of the City's current vacancies in the context of maintaining enough vacancies tosupport the City's "Vacancy Rate" budget assumption. The "Vacancy R ate," for budgetingpurposes varies somew hat by department and is a percentage (usually 5%) of a certain portion ofthe citywide total budget for salaries and benefits.

    Citywide Vacancies

    Attachment A provides a list and count of the current vacancies by job classification, sorted by

    department and fund, as of September 15, 2009. Atta chm ent B i s a list of the funds by name.Using data from the table below reflects the authorized number of vacancies citywide.Attachments A and B. The City has 446.10 FTE authorized vacant positions within all of itsfunding sources, of which 379.10 FTE are civilian and 67.00 FTE are sworn.

    Although the "Vacancy Rate" budget assumption varies somewhat by department and is apercentage calculation (generally 5%) based on the total citywide budget for burdened salaries, itis not literally tied to specific position vacancies. The percentage of position vacancies supportsthe budget assumption.

    It is important to note that generally, vacancies have to be higher than 5% to meet thebu dg eta ry sav ings expe ctatio n because a number of factors impact depa rtmen t's personnelexpenditures, including:

    hiring temp orary employees to fill positions while emp loyees are out on extended leave,

    such as Workers Com p or maternity leave; when emp loyees do not take all of their accrued vacation, sick and other paid leave

    within a fiscal year, it causes total salaries to exceed b udget;

    the budget assumption is based on a percent of total salary expense; since there tends tobe m ore positions in lower-paid classes, the type of position vacancy m ay or may notsupport the budget assumption.

    vacancies are also required to meet budgeted "Golden Handshak e" savings estimates;and

    vacancies m ay be budgeted to negative sources such as the LLAD Fund.

    According to the Budget O ffice, as of September 15. 200 9. salary and related expenditures wereclosely on track in all City departments, except the Police Department.

    Sworn Recru itmen t Activities

    In the Police Department, two police promotional examinations were completed during FY 08-09 : Captain of Police and Sergeant of Police. They were conducted in accordance with thepromo tional MO U between the City and the Oakland Police Officers' Association.

    The Fire Department completed an Engineer of Fire promotional examination during FY 08-

    09 . It wa s conducted in accordance with the promo tional MOU between the City and theInternational Association of Firefighters, Local 55. The Lieutenant of Fire eligibility list wasestablished in August 2009 with 11 anticipated vacancies to be filled.

    Recruitmen ts were opened for 7 classifications.

    99 new employ ees were hired (regular full time: 24; part-time: 45 ; seasonal: 30).

    59 of the new employees were Oakland residents.

    SUSTAINABLE OPPORTUNITIES

    DHR M continues to emphasize Oakland residents as the first choice for employm ent, but opensopportunities to all qualified candidates. Employment opportunities are shared with communityorganizations and other local outreach as a matter of practice.

    DISABILITY AND SENIOR CITIZEN ACCESS

    The City provides handicap accessible facilities for all examinations and engages in anaccomm odation process for candidates who have disabilities and/or require accom modation.
