BURNS answered: J have seen a newspaper report of the inquest and havecaused some inquiry to be made as to the matter. I do not understandthat there was any evidence to show that the death was caused byvaccination. The post-mortem examination proved that the child diedfrom broncho-pneumonia. I also understand that Dr. Bligh in thestatements referred to in the question meant that he regarded the caseas abnormal in so far as there was delay in the healing of the armand that now and then a case arises where there is delay of this kindowing to accidental causes. I am not aware that it is the fact thatcases of serious illness or death frequently result from vaccination fromthe lymph supplied from the National Vaccine Establishment, and Icould not take any such action as that suggested.

Mr. JOHN RonERTSON asked the Secretary of State for the HomeDepartment whether his attention had been called to the repeatedrefusals of the Barrow magistrates to grant a certificate of exemptionfrom vaccination to Mr. William Watts, of 20. Westmoreland-street,Barrow-in-Furness, and whether he would take any action in thematter.-Mr. GLADSTONE answered : My attention has not been calledto the case in question but I am at the present moment issuing frommy department a circular to justices setting out what I am advised isthe intention of the law respecting the grant of certificates ofexemption.

The Post-Office and T7aceination.Mr. T. F. RICHARDS asked the Postmaster-General whether he would

consider the advisability of allowing the employees of his departmentwho have a conscientious objection to vaccination to claim exemption.- Mr. BUXTON replied : The question is one affecting the whole CivilService. I do not see my way to make a change.

Boards of Gxcardians and Infectious Hospitals.Mr. JOHN O’CONNOR asked the Chief Secretary to the Lord Lieutenant

of Ireland whether, with the view of meeting cases of peop’e who aresuffering from infectious diseases, but who are not destitute poorwithin the meaning of the Irish Poor-Law Relief Acts, and in view ofthe fact that it has been decided by the county court judge of Kildarethat such persons cannot be compelled to pay for their maintenance inthe workhouse hospital, he would consider the advisability of issuingorders showing how far district councils have power, under the existinglaw, to provide district hospitals for cases of infectious disease andhow far boards of guardians can enter into agreements for the use ofsuch hospitals for the accommodation of their cases.-Mr. BRYCEreplied: The Local Government Board does not think that any necessityexists for the issue of an instructional circular as suggested.
