In respect of remain ing Five (05) cases, certain deficiencies as detailed in the enclosed recommendat ions were observed. The Members/Re presentatives of the concerned departments present in the meeting were advised to expedite the submission of requisite information / documents of these cases only after fulfilling the elig ibilit y crite ria in terms of SR0-5 20 of 20 17, so as to enable the Emp owered Committee to examine th ese cases in right perspective . 'Abstract details' and 'recommendations of Empowered Committee', in each individual case are enclosed as per Annexure "A" & Annexure "B" to these minut es, respectively .

The Empowered Committee held its 6th meeting on 02.01.2019 under the Chairmanship of the Principal Secretary to Government, Finance Department. The following officers attended the meeting:

2) The Empowered Committee scrutinized Ninety Nine (99) cases in terms of provisions as contained in the Jammu & Kashmir Casual & Other Workers- Regular Engagement Rules, 2017 issued vide SR0-520 dated 21 .1 2.20 17 recieved from various Admin istrative Departments. On the basis of documents/ certificates etc furnished by the concerned Administrative Departments and the recommendations of t he departmental committees, the Empowered Committee found Ninety Four (94) cases eligible for "Regular Engagement" and recommends creation of as much number of commensurate position(s) of "GSAs" for regula r engagement of these CSLWs. In respect of remain ing Five (05) cases, certain deficiencies as detailed in the enclosed recommendations were observed. The Members/Representatives of the concerned departments present in the meeting were advised to expedite the submission of requisite information / documents of these cases only after fulfilling the elig ibility criteria in terms of SR0-520 of 20 17, so as to enable the Empowered Committee to examine these cases in right perspective. 'Abstract details' and 'recommendations of Empowered Committee', in each ind ividual case are enclosed as per Annexure "A" & Annexure "B" to these minutes, respectively .

3) The cases cleared by the committee are, however, subject to verification of genuiness of certificates and other documents provided by the departments. The departments wi ll further ensure that:-

(i) on the date of initial engagement of CSLW, his/her age was within the minimum and maximum age limit as prescribed for appointment in Government service.

(ii) the orders of relaxation of age/qualification, wherever required, sha ll be considered by the Department.

(iii) work and conduct of CSLW has remained satisfactory during the entire period for which the incumbent(s) has worked.

(iv) the CSLW(s) must have completed atleast Ten( 10) years/120 months of aggreg rate working in the department.

(v) no disciplinary action or criminal proceedings are pending against him/her .

(vi) the CSLW(s) fully qualifies the conditions for regular engagement as laid down under SRO 520 dated 21.12.2017.

(vii) the Hospital Development Fund (HOF) & local Fund Workers shall continue to be paid from Hospital Development Fund (HOF)/ Local Funds as the case may be .

(viii) the necessary Regular Engagement Order(s) shall be issued strictly on the pattern of enclosed Model Goverment Order.
