Effective Governance – ensuring an enabling environment for prosperity

• By 2030, the role of the state plus its capacities and functions will be people-centered, flexible and adaptive to meet the social, economic and environmental needs addressed increasingly by the private sector and civil society.

• Capable, transparent and accountable central and local governments will cooperate with citizens and civil society institutions to achieve equal justice, sustainable local development and quality public services.

• By 2030, the state will have in place a modern, stable, service-oriented and accountable civil service in the framework of good governance

• A modernized and reformed public administration that utilizes public resources effectively and efficiently for basic services delivery and revenue enhancement geared to supporting the development of the private sector for national economic and social development

Strengthening central government policy and coordination

To strengthen central institutions and capacities in order to integrate

evidence-based central policy, national strategy and planning systems

including the carrying out of regulatory, legislative needs and policy

impact assessments.

1) Strengthen the national strategy and planning system

2) Strengthen central monitoring and evaluation systems and institutions

3) Develop implementation strategy for restructuring / strengthening of central government organizations, institutions and agencies

4) Develop policy, methods and guidelines for legislative, policy and regulatory impact assessments

5) Carry out functional reviews and capacity assessments of existing national strategy, planning and policy coordination systems

To strengthen the legislative drafting capacities in Parliament, Cabinet

of Ministers, ministries and local governments; and to enhance law

drafting techniques to conform to international good practices,

including the harmonizing of national laws and legal culture with

international norms.

1) Develop regular, transparent codification of national legislation

2) Develop methodologies, standards and systems for citizen participation in the law drafting process

3) Develop systems for assurance that harmonization will be carried out prior to becoming a party to international treaties

Goal:

Introduce results-based annual and mid-term budgeting systems at

the central and local levels, strengthen other key financial management

functions at the central and local levels, and strengthen transparency,

accountability and participation in financial management


1) Strengthen institutions and develop capacities for revenue administration, macro-economic forecasting, debt management, treasury functions, public investment, and expenditure management (national and sub-national)

Reforming and modernizing the civil service 4

Goal:

To institute a professional, stable, service-oriented and accountable

civil service in the framework of good governance. This will require the

reform of the civil service legal and regulatory environment, and

optimization of operational performance.


1) Develop and institute a modern system for human resources management based on career development, training and individual performance

2) Implement a transparent, competitive and more accountable merit-based recruitment, appointment and promotion process.

3) Optimize the participation of women in the civil service and to ensure gender equity.

4) Develop and implement a fair system for performance incentives, as well as measures for poor performance

Strengthening local government functions5

Goal:

To strengthen the capacities, institutions and functions of district and

regional administrations, and to ensure a reasonable balance of

interests (1) between the central and local levels of government, and (2)

between the state, the market/private sector and civil society

2) Develop and implement innovative models for revenue generation

3) Develop an accountability model based on delegation of authority and decentralized decision-making

Modernizing service delivery through alternative services delivery mechanisms

Goal:

Adopt an alternative service delivery policy and strategy applicable to

all agencies and ministries, integrated with the e-governance strategy

while ensuring civic participation in design, implementation and

monitoring


1) Develop & implement strategies and business plans for priority government services that may be candidates for alternative means of service delivery (institutional / capacity development)

2) Adopt a model whereby alternatively delivered services are accountable to state agencies

3) Develop and implement ICT innovation strategies in partnership with the private sector and other impacted organizations
