Effective Governance – ensuring an enabling environment for prosperity

• By 2030, the role of the state plus its capacities and functions will be people-centered, flexible and adaptive to meet the social, economic and environmental needs addressed increasingly by the private sector and civil society.

• Capable, transparent and accountable central and local governments will cooperate with citizens and civil society institutions to achieve equal justice, sustainable local development and quality public services.

• By 2030, the state will have in place a modern, stable, service-oriented and accountable civil service in the framework of good governance

• A modernized and reformed public administration that utilizes public resources effectively and efficiently for basic services delivery and revenue enhancement geared to supporting the development of the private sector for national economic and social development

evidence-based central policy, national strategy and planning systems

including the carrying out of regulatory, legislative needs and policy

To institute a professional, stable, service-oriented and accountable

civil service in the framework of good governance. This will require the

reform of the civil service legal and regulatory environment, and

optimization of operational performance.
