    Explain the roles of structural designer in building construction project.

    (8 marks) 

    In the design process, engineers always use “partial safety factor” to

    converts characteristic values into design values. Explain why they

    need such factors and gives examples of the factors.

    A 250 x 600 mm rectangular reinforced concrete beam of span 9.0 m is

    shown in Figure Al. The beam is required to support an ultimate

    uniformly distributed load of 20 kN/m and two ultimate point loads of

    30’kN and 50 kN as shown in the figure. Use concrete grade C30 and

    steel grade 500 and concrete cover 30 mm.

    i. Sketch the shear force and bending moment diagrams of the

    beam by showing all the important values.

    ii. Design main reinforcement for bending.

    iii. Design shear reinforcementiv. Sketch the detailing of reinforcements designed in (b) and (c).

    A2. a) Reinforced concrete structure is a combination of several main elements.

    State three of the elements and explain the behavior of each element when

    subjected to loading. The explanation should be guided with sketch

    showing the deformed shape of the element and the location of mainreinforcement.

    b) Figure A2 shows a reinforced concrete slab 4.0 m x 5.0 m, simply

    supported on two reinforced concrete beams. This slab is required to

    support a uniformly distributed live load of 3.0 kN/m2 and floor finishes

    of 1.0 kN/m2. The design data are as follow:

    b) Explain in your own words the reasons why there is a reduction in

    prestressing force after a long period of time.

    c) A pre-tensioned prestressed concrete beam is simply supported over a

    span of 16 m and carries a total uniformly distributed service load of

    19.5 kN/m, in addition to its own self weight. A standard TY beam

    section as shown in Figure Bl is to be used. The following information

    is given:

    • Class 2 category; f ci = 40 N/mm2; f cu = 50 N/mm

    B2. a) Sketch the various stages of a structural steel beam undergoing

    bending until it collapse

    (10 marks) 

    b) Given two sections, one classified as plastic while the other as

    compact. Which section will carry bigger load at collapse and explain

    why?

    c) The slab shown in Figure B2 has an overall depth of 200 mm is

    designed to carry an imposed load of 3 kN/m2 plus floor finishes and

    ceiling loads of 1 kN/m2. It is supported by structural steel beams

    457 x 191 x 82 UB (grade S275) and these beams are simply supported

    at their ends. All the beams are fully laterally restrained and there is

    nominal torsional restrain at supports.

    i) Calculate the total service and ultimate loads on beam B/l-2 and

    Beam 2/A-C

    ii) Check whether the bending and shear capacities for beam B/l-2 are

    adequate.

    iii) Calculate the deflection for beam 2/A-C and check whether it is

    within the allowable limit.

    pertikaian sivil yang berkesan yang dibuat secara judisial. Penimbangtara

    memperolehi kuasa menyelesaikan pertikaian dari persetujuan kedua-dua

    pihak yang bertikaian di bawah peijanjian timbangtara. Award

    penimbangtara adalah muktamat dan mengikat.

    Question 1Arbitration is often said to be an efficient method of resolving civil disputes  

    conducted in judicial manner. The arbitrator derives his power to resolve  

    dispute from the consent of the disputing parties under the arbitration  

    agreement. The arbitrator’s award is final and binding on the parties.

    Discuss the advantages and disadvantages of arbitration as a method of  

    resolving disputes.

    Seseorang pemegang Lesen Pendudukan Sementara di bawah Bab Dua,

    Bahagian Empat, Kanun Tanah Negara 1965 tidak “memiliki” tanah yang ia

    didudukinya sepertimana yang dimiliki oleh orang yang diberimilik tanah

    kerajaan atau pajakan negeri. Walaubagaimanapun, seksyen 44 Kanun

     Tanah Negara 1965 menjamin hak pemegang Lesen Pendudukan Sementara

    berhubung dengan kegunaan dan kenikmatan eksklusif, hak sokongantanah dan hak ekses.

    Dengan merujuk kepada peruntukan dalam Kanun Tanah Negara

    berhubung dengan Lesen Pendudukan Sementara dan kes-kes mahkamah

     yang berkaitan huraikan sifat-sifat Lesen Pendudukan Sementara dan hak-

    hak seseorang pemegang lesen tersebut.

    Question 2 

    A holder of a Temporary Occupation License (“TOL”) under Part Four, Chapter  

    Two of the National Land Code 1965 does not “own” the land as in the case of  

    a person who has been alienated with a State land or a State lease. 

    Nevertheless, section 44 of the said Code guarantees the rights of such a TOL  

    holder with respect to exclusive use and enjoyment of the right of support and  

    the right of access.

    With reference to the provisions in the National Land Code 1965 and the  

    relevan case law, elaborate the nature of the Temporary Occupation License  

    and the rights of the holders.

    Mengikut pengamatan Lord Diplock dalam kes ENG MEE YONG & ORS. v.

    LECHUMANAN (1979) 2 MLJ 212 sistem kaveat di Malaysia merupakan

    gantian setempat kepada doktrin notis ekuiti di bawah undang-undang

    Inggeris. Beliau juga menyamakan kaveat seperti injunksi interlokutori yangmenyekat penanggung kaveat daripada membuat sebarang urusniaga

    berhubung dengan tanahnya sehingga mahkamah memutuskan tuntutan

    pengkaveat terhadap tanah berkenaan. Matlamat kaveat adalah untuk

    memelihara atau mengekalkan status quo   pihak-pihak yang berkenaan

    sementara menunggu pertikaian mereka di putuskan oleh mahkamah.

    Dengan merujuk kepada kenyataan di atas, peruntukan yang berkaitan

    dalam Kanun Tanah Negara 1965 dan kes-kes yang relevan, huraikan

    fungsi kaveat.

    Question 3 

    Lord Diplock observed in ENG MEE YONG & ORS. v. LECHUMANAN (1979) 2  

    MLJ 212 that the caveat system in Malaysia has served as a local substitute  

     for the equitable doctrine of notice under English land law. His lordship also  

    said that the caveat under the Torrens System has often been likened to a  

    statutory injunction of an interlocutory nature restraining the caveatee from  

    dealing with the land pending the determination by the court of the caveator’s  

    claim to title to the land. The caveat is principally aimed at maintaining the  

    status quo of the parties pending the resolution of their disputes by the court.  

    With reference to the above statement, the relevant sections in the National  

    Land Code and the case law, explain the functions of caveat.

    En. Ali adalah tuan punya berdaftar sekeping tanah di bawah kategori

    bangunan. Beliau adalah seorang usahawan dan mahu memperluaskan

    perniagaannya. En. Ali telah menggadaikan tanah tersebut kepada

    Maybank, Skudai sebagai sekuriti pinjaman. Di sebabkan kemelesetan

    ekomoni, En. Ali sukar untuk membuat pembayaran bulanannya. Maybank,

    Skudai telah melaksanakan suatu pengurusan kes untuk menolong En. Ali

    dalam membuat pembayaran bulanannya, namun En. Ali masih enggan,

    gagal dan cuai untuk membuat pembayaran balik pinjamannya.

    Nasihatkan Maybank, Skudai akan hak-hak mereka.

    Question 5 

    En. Ali is a registered proprietor of a piece of land held under building  

    category. He is a business man and intends to expand his business. He then  

    charged the land to Maybank, Skudai as a security for a loan. Due to the  

    economy recession, he found it difficult to service his monthly loan  

    instalments. Maybank, Skudai extended assistance to En. Ali in undergoing a  

    case management to enable him to pay the said monthly instalments, but En.  

    Ali still failed, refused and neglected to make the monthly repayment of his  loan.

    Advise Maybank, Skudai on their rights.

    En. Ahmad adalah tuan punya tanah yang bersebelahan dengan jalan raya.

    Pihak Berkuasa Negeri, melalui Jabatan Keija Raya telah mewartakan

    melalui Seksyen 4 Akta Pengambilan Balik Tanah 1960 satu pengisytiharan

    pengambilan balik tanah untuk projek pelebaran jalan raya tersebut. Enam

    bulan selepas warta tersebut diterbitkan, suatu peristiharan melalui

    Seksyen 8 Akta tersebut di keluarkan. En. Ahmad tidak puas hati bahawa

    sebahagian daripada tanahnya terlibat dalam pengambilan balik tanah

    tersebut.

    En. Ahmad is a registered proprietor of land, adjacent to the main road. The  

    State Authority through its agency, Public Work Department has gazetted vide  

    Section 4 of the Land Acquisition Act 1960 a declaration for acquisition of land  

     for the purpose of the main road upgrading project. Six months after the  

     publication of the said gazette, a declaration was made vide Section 8 of the  

    Act. En. Ahmad was not happy that part of his land was identified to be  

    acquired under the acquisition.

    Advise En. Ahmad on his right to object against the acquisition of his land.
