INTRODUCTION Lao PDR is one of the Six Riparian Countries of the Mekong
River Basin
Mekong River - Key Source for Development of Agriculture/ Irrigation and Power Projects
Northern Part of the country is hilly, Southern Part has large level areas in Savanakhet and Champassack Provinces
The following 6 Lift Irrigation Schemes were planned and also partially executed in Champassack Province between 1992-1998

Five Irrigation Schemes are located on the Right Side of River Mekong
Sixth Scheme of Muang Sen irrigates the Island of Khong, formed by bifurcation of Mekong River into two limbs
Schemes were only partially completed due to Financial Constraints resulting in their nominal utilization
Lao PDR Government requested Government of India for a Soft Loan for completion of these schemes
WAPCOS Ltd. (Government of India Undertaking) was deputed to submit a preliminary evaluation report on the proposed project and suggest a suitable approach
Based on the recommendations of WAPCOS, GOI granted a Line of Credit of US$ 17.34 million for development of four components of the scheme.
Component 1: • Completion of 6 irrigation schemes and rehabilitation of the existing structures• Development of the Command Areas
Component 2: • Installation of 10 large pumps on pontoons and Commissioning to
pump river water to silting basins of the main canals in each scheme
Component 3: • Conversion and commissioning of Diesel Driven Pump sets into
Electric Driven Pump Sets Component 4:
• Improvement of Pump Service Centers at Pakse, Savann Khet and Vientiane
PROJECT COMPONENTS
CONVERSION OF DIESEL PUMPS INTO ELECTRIC PUMPS AND IMPROVEMENT OF SERVICE CENTRES
In order to provide quick irrigation benefits to the farmers, the following two components were taken up on top priority basis:Conversion and commissioning of 34 diesel driven pumps into electric driven pumps. This included rehabilitation of existing power supply equipment and provision and installation of additional power supply equipments and transport vehicles. The work included: On-site inspection of diesel pumps and power supply arrangements and indepth assessment of their condition

Preparation of detailed inventory of equipment and parts required
Import of these parts from India Conversion of pumps into electric pumps and putting in place

Improvement of the three existing pump service stations. This included provision of equipment and tools for testing and repairs of pump sets, training of workshop technicians
The work included: Inspection of the three service stations to
identify the requirement of equipment/tools and training requirement of the manpower to make them self sufficient and functional.
Import of the requisite equipment/tools from India
Extensive training of workshop technicians and staff
INSTALLATION OF 10 LARGE PUMPS (187-400 KW)
18 large electrically operated pumps were imported from India in the year 2000. Out of these, 8 were installed on pontoons and the remaining 10 were to be installed. These pumps are required for pumping water from Mekong river for providing irrigation water for the 6 irrigation schemes.The work involved:On-site inspection of pumps to identify the extent of servicing required before installation and repair of pontoons and stilling basinsServicing of pumps, delivery pipes and repair of pontoons and putting in place power supply arrangementInstallation of pumps on pontoonsRepair of stilling basinsTesting and commissioning of pumps

Thaphosy Irrigation Scheme Located about 17 km from Pakse, in Champassack Province Envisaged to benefit a command area of about 400 ha Main canal, measuring about 1.72 km has already been constructed About 1.874 km out of 6.49 km of secondary/tertiary canals has been
constructed Average yield of paddy is about 3-4 tons/ha Other items cultivated are vegetable, banana, coconut and tamarind
Muang Sen Irrigation Scheme Located about 150 km from Pakse, in Champassack Province Envisaged to benefit a command area of about 900 ha Main Canal with a length of 3.388 Km has already been constructed Secondary/Tertiary canal of about 21.655 km yet to be constructed paddy yields are about 2.2 tons/ha and 4 tons/ha Main crops are paddy, beans, cucumber, carrot, mint, chillies, salad leaves
and green vegetable Other items cultivated are Coconut, tamarind, mango and oranges

Som Hong Irrigation Scheme Located about 60 km from Pakse, in Champassack Province Envisaged to benefit a command area of about 1700 ha Main Canal measuring about 2.37 km has been constructed Secondary/Tertiary canals proposed for a length of 45.979 km is yet
to be constructed A Water Users Group (WUG) exists sub divided into 3 sub-groups
consisting of about 10-15 persons/members. Main crops grown are rice, tobacco, corn, sugarcane, cucumber,
beans and vegetables Average yield of rice in:
Dry Season is 4.5 ton/ha Wet Season is 3 ton/ha
Tobacco is mostly grown in small quantities for Self consumption Sugarcane and vegetables are cultivated commercially Corn, beans and cucumber are mostly used for domestic
consumption

STATUS OF PROJECT IMPLEMENTATION
Following works have been completed and handed over to the Client:
Conversion of 34 diesel pumps into electric pumpsImprovement of 3 Pump Service Stations
These pumps will provide irrigation in an area of 2800 ha.
WORKS COMPLETED
Testing of all 18 pump sets, motors and transformers have been carried out
A detailed inspection report for depicting the present status of these pumps has been prepared and submitted to client
After approval from DOI, Lao PDR, required spare parts would be imported from India and rehabilitation/installation work would be taken up
WORKS IN PROGRESS
Detailed Engineering Reports along with construction drawings have been prepared for all schemes
Canal length 131 km being constructed/rehabilitated at six large irrigation schemes viz. THAPOSY, SAK MUANG, SAVANG, SOM HONG, BAN HE AND MUANG SEN
3200 ha of Total command area would be achieved after completion of all schemes
Rehabilitation of existing structures is being done at all the schemes
Construction of cross drainage work, head works etc. are being carried out
Operation and maintenance training sessions are being conducted from time to time for Local officials of Lao PDR

TRAINING MODULES
WAPCOS has been imparting training to the DOI staff pertaining to various civil, mechanical and electrical works of the various components during construction.
Training on civil works comprises operation and maintenance of concrete structures, banks of the canals, drains etc.
Imparting knowledge on theory of Induction Motors and Centrifugal Pumps and their operation & maintenance with help of Electro-Mechanical equipment suppliers.
Training on the Transformers cover the importance of oil and deterioration of oil, maintenance of silica gel breathers, checking of LAs, etc.
Training on pumps covering their working & losses in head from suction to delivery and important issues relating to general O&M of the pumps, valves and strainers.
BENEFITS
These schemes shall provide assured Irrigation during dry season- thereby providing additional crops to the farmers.
A total number of about 5500 families with a population of about 50,500 people would be benefited by commissioning of 6 large schemes.
A total number of about 2100 families in six different districts of Champassack, having population of 18,500 are being benefited by successful working of the 34 electric pumps.
A total command area of 6000 ha would be achieved after project completion.
An average increase in the yield of 2 ton/ha.
These schemes would improve the socio-economic condition of the local people.
BENEFITS (Contd.)
There shall almost be no dislocation of population and no Rehabilitation and Resettlement problems are envisaged.
The project shall have no adverse effect on environment / ecology of the area.
Benefit Cost Ratio of the Project is 3.27:1
