What is this manual?

This USJTF manual provides a doctrinal framework on how the United States Joint Task Force Operates with our

Code of Conduct, Special Warfare Creed, and USJTF bylaws. It also addresses administrative issues and the layout

of the USJTF in all aspects of operations. Content discussion includes rules that apply to the organization of the

USJTF and our regulations in the current operational environment. It is not intended to be a stand-alone

publication. To fully understand operations of the United States Joint Task Force, leaders must have an

understanding of all aspects of operations, organization, and doctrine encompassing the organization.

This manual provides the “Checks and Balances” That an all-Volunteer organization needs!

The primary audiences for this manual are Infantry, Reconnaissance, and Special Warfare Company Commanders,

Executive Officers, Strike Group Leaders, Strike Team Leaders, and Individual Enlisted members. Secondary

audiences include Corps, Division, Brigade, and Battalion Commanders and Executive Officers in the Senior USJTF

Command Structure to include Sergeant Majors. Training cadre of the USJTF Special warfare schools and their

appointed administrative staff are also directed to teach doctrine from the USJTF Charter and bylaws.

USJTF leaders and members must understand our Code of Conduct, Special Warfare, Creed, and USJTF bylaws.

They should use this manual as a set along with the publications listed in the references.

The version number (Current Version Number 2.4) identifies the current copies from the previous editions. They are

intended to apply across the entire spectrum of the USJTF Program.

The proponent for this publication is USJTF Headquarters. The preparing agency is the Senior Command Staff

(USJTF). You may send comments and recommendations for improvement of this manual by e-mail, or

telephone. Point of contact information follows:

USJTF Promotion Enlisted Criteria

Promotion Requirements for enlisted members:

3) The Promotion of Senior Sergeants, Sergeants, and Operators in the USJTF Rank Structure

Enlisted Members in the USJTF will be promoted off of requirements of success, dedication,

ability to lead operators in airsoft combat, and commitment to the program. All USJTF Enlisted

Members are required to uphold the highest traditions of Military Honor, True Brotherhood,

Teamwork, Respect, humbleness, Integrity, Dedication, and total group effort. Team

commanders of these Enlisted men and women and if necessary Higher command (For

Lieutenant Colonels and above) will promote enlisted members on their merits, commitment to

the organization, and their ability to lead Airsoft players at higher levels of responsibility.

Cadet (UE-1):

Cadets are our USJTF member between the ages of 13-15 who cannot participate in large

scale events, or USJTF Schools but are the future of our Program. They hold no rank (Blank

rank patch) in the USJTF but are eligible for training events with USJTF units worldwide.

These members are eligible for training at any time with USJTF units they request. Once they

turn 15 they are awarded the rank of Operator First Class for their Training service and are

assigned to USJTF Units Worldwide.

Promotion Standards: None

Operator (UE-2) Operator First Class (UE-3):

The Operator is the Start of the USJTF rank system, serving as Operators for some of the

smallest Task Force units such as Strike Teams. They principally serve as Riflemen, Support

Gunners, Designated Marksmen, and Anti/Tank Gunners in Strike Teams (4 Man Teams).

Operators are responsible for their individual training, personal appearance and cleanliness.

To be an “Operator” is a step taken to become a professional in their trade. Although it is the

lowest rank in the Task Force, the Operator has very important responsibilities that can make

or break the success of the Task Force.

ALL NEW AIRSOFT PLAYERS WITH LESS THAN ONE YEAR OF EXPERIENCE WILL START AS A

(UE-2) OPERATOR IN THE USJTF (NO EXCEPTIONS)!

Promotion Standards: Operator to Operator First Class: Key leaders grading the promotion

(First Sergeant of the Company the Operator is assigned) will identify the ability of the

Operator in Question for promotion to have the compliance and ability to serve in a Strike

Team and take on multiple roles in the team. This is evaluated after a 4 month period of

service with the USJTF of their assigned rank (The date assigned to the organization) where

Page 13: usjtf charter and bilaws v 2.4 (2013)

13

the Operator took on duties as a Riflemen, Support Gunner, Designated Marksmen, or

Anti/Tank Gunner in Strike Team with his or her rank in a successful effort.

The Company First Sergeant will decide to either promote the Operator or keep him or her at

their current rank for the next 4 month evaluation period with a fair and due process. After an

additional four months if they did not make it the first promotion board the Operator in

question will be reevaluated for promotion by the board (The First Sergeant of the Company

the Operator is assigned to will make the Final Determination on Promotion). The Operator in

question will be RE-Boarded until they meet the standard required for promotion.

Corporal (UE-4)

The corporal is the base of the NCO ranks, serving as leader of the smallest Task Force units,

principally; Strike Team leaders (4 Men). Like sergeant, corporals are responsible for the

individual training, personal appearance and cleanliness of their Operators. As the command

sergeant major is known as the epitome of success in the NCO corps, the corporal is the

beginning of the NCO corps. As the NCO corps is known as the backbone of the Task Force,

the corporal is the backbone of the NCO corps. Can act as a Strike Team Leader or serve in a

Strike Team

Promotion Standards: Operator First Class to Corporal: Key leaders grading the promotion:

(First Sergeant of the Company the Operator is assigned) will identify the ability of the

Operator First Class in Question for promotion to have the compliance and ability to serve as a

Strike Team Leader. This is evaluated after a 4 month period of service with the USJTF of

their assigned rank (The date assigned) where the Operator First Class took on duties as a

Riflemen, Support Gunner, Designated Marksmen, or Anti/Tank Gunner in Strike Team with his

or her rank in a successful effort.

The Company First Sergeant will decide to either promote the Operator First class or keep him

or her at their current rank for the next 4 month evaluation period with a fair and due process.

After an additional four months if they did not make it the first promotion board the Operator

First class in question will be reevaluated for promotion by the board (The First Sergeant of

the Company the Operator First Class is assigned to will make the Final Determination on

Promotion). The Operator First Class in question will be RE-Boarded until they meet the

standard required for promotion.

Sergeant Ranks (UE-5-8)

Of all the NCO ranks, these ranks, very possibly, has the greatest impact on lower-ranking

Task Force Members. Operators, who are the basic manpower strength of the Task Force,

generally have sergeants as their first NCO leaders. It is to the ranks of sergeants that the

Operators look for example. Sergeants are responsible for the individual training, personal

appearance and cleanliness of their Operators. The authority of the sergeants is equal to that

of any other NCO rank. The sergeants must be unquestionably competent in order to carry out

the mission correctly, accomplish each task and care for assigned Operators. The rank of

sergeant is not a position in which to learn how to become a leader - no apprenticeship here.

While certainly the new sergeant will be developed new skills, strengthening old ones and

generally better, he or she is a sergeant, and is no less a professional than those grades of

Group Sergeant. This is evaluated after a 6 month period of service (For Each Sergeant Rank)

with the USJTF of their assigned rank (The date assigned) where the Sergeant took on duties

as a Strike Team Leader, Strike Group Sergeant, or additional duty) with his or her rank in a

successful effort. The Company First Sergeant will decide to either promote the Sergeant or

keep him or her at their current rank for the next 4 month evaluation period with a fair and due

process (Per Sergeant Rank). After an additional four months if they did not make it the first

promotion board the Sergeant in question will be reevaluated for promotion by the board (The

First Sergeant of the Company is assigned to will make the Final Determination on Promotion).

The Sergeant in question will be RE-Boarded until they meet the standard required for

promotion.

First Sergeant (UE-8)

When you are talking about the first sergeant, you are talking about the lifeblood of the

Company in which He or She serves. There can be no substitute for this position or any

questions of its importance. When first sergeants are exceptional, their units are exceptional,

regardless of any other single personality involved. Perhaps their ranks insignia should be the

keystone rather than the traditional one depicted here. It is the position of first sergeant in

which almost all unit operations merge. The first sergeant holds formations, advises the

Company Commander (Captain) and assists in training all enlisted members. The first sergeant

is proud of the unit and, understandably, wants others to be aware of the unit's success. For

the first time, the title of address for this grade is not sergeant it is "first sergeant." There is a

unique relationship of confidence and respect that exists between the first sergeant and the

Company Commander (Captain) not found at another level within the Task Force. Responsible

for all Enlisted Operators in his or her Company

Promotion Standards: First Sergeant: Key leaders grading the promotion: (The Company

commander Selects the First Sergeant) The Company Commander will select his or her First

Sergeant from the best the USJTF has to offer (Sergeants Corps) on His or Her Team. These

men or women will be responsible for conduct, integrity, and the maintaining of standards of

the unit. First Sergeants must serve at least 6 Months as a Strike Group Sergeant to be

qualified for the position.

Sergeant Major (UE-9)

Enlisted Operators who attain the distinction of being selected to be Sergeant Major are the

epitome of success in their chosen field, in this profession of arms. There is no higher grade of

rank for enlisted Task Force Members, and there is no greater honor. The Sergeant Major

carries out policies and standard of the performance, training, appearance and conduct of

enlisted personnel. The Sergeant Major advises and initiates recommendations to the

commander and staff in matters pertaining to the local NCO support channel. Perhaps slightly

wider and more experienced than the First Sergeant, the Sergeant Major is expected to

function completely without supervision. Like the old sage of times past, the Sergeant Major's

counsel is expected to be calm, settled and unequivocally accurate, but with an energy and

enthusiasm that never wanes, even in the worst of times. Responsible for all Enlisted

Operators in the Unit assigned.

Sergeant Majors must have served at a least 12 Months as a First Sergeant and are picked and

appointed to their ranks by their area Commander (Lieutenant Colonel or Higher).

fundamental to the USJTF and contributes to building the pride and esprit essential to an

USJTF Teams (Companies) can vote every two years on a new Brigade Commander for their

region. General officers retain their time in position but are retired after their time of service.

Page 26: usjtf charter and bilaws v 2.4 (2013)

26

Voting process:

1) An Officer in the Brigade without the possibility of a conflict of interest is appointed

the voting officer of the Brigade. This Voting officer cannot be a running candidate in

the election or affiliated to a running candidate.

2) An official ballot with the names of the possible selectees is drawn up 90 days out

from the election date and is drafted in an official announcement. The vote is locked in

in 60 days and no other possible selectees can enter the election.

3) The vote is started 30 days out from the election date and votes are tallied by the

voting officer of the Brigade. Each member of the USJTF in the voting region counts as

one vote. No double votes can be cast by any one person. The voting officer holds his

vote as a tie breaker if one is needed.

4) Results are posted after the election is finished on the deadline date and the new

Brigade Commander takes charge.

5) If a tie takes place the voting officer will determine the winner with his vote.

Voting on Special items

In some cases the USJTF will take ballot votes on changes to the organization. These votes

can include changes to doctrine, manuals, and special projects that the USJTF is developing.

Once a need for a vote is cast by members of the USJTF a process of voting will begin.

Votes to disbar members from the organization are NOT Permitted!

XII. Conflict of Interest

Any member of the USJTF who has a financial, personal, or official interest in, or conflict (or

appearance of a conflict) with any matter pending before the Task Force, of such nature that

it prevents or may prevent that member from acting on the matter in an impartial manner, will

offer to voluntarily excuse him/herself and will vacate from the situation and refrain from

discussion and voting on said item.

These standards are to ensure fairness during decision making processes.

XIII. Separation policy due to misconduct

The USJTF prides itself with the highest accolades in Integrity, Honor, and dedication to the

Task Force. Our image is important and we all must do the right things to preserve the finest

traditions of the organization.

Members or Teams affiliated with the USJTF who commit the following acts will be subject to

separation procedures from the Task Force.

these rules and expectations are set in place to ensure the highest standards of the United

States Joint Task Force. All Recommendations for expulsion will be held in the highest

regards of fairness, and integrity.

28

All Ethics violations will be handled at the LOWEST Level of the USJTF Chain of Command. If

ethics violations encompass a senior member of the USJTF (Major or above) a panel of four

Colonels and one Brigadier General will be mobilized to witness the case, witness the

presented evidence, and render a verdict. The USJTF Commander will have a sway vote on the

presented evidence.

Separation Procedures:

1) An act breaching the USJTF Bylaw’s, Code of Conduct and for Special Warfare members

(The Special Warfare Creed) is broken and identified.

2) On the findings of the Act a verbal warning is issued to the offender and He or She is given

a second chance to fix the infraction. Serious cases of Serious Player Injury due to intentional

Means, Physical Fighting, Racist Remarks and Statements, and Sexual Harassment have a

ZERO TOLERANCE POLICY.

3) For Offenders breaching the rules for a second time (Follow guidelines below)

4) The first line in the offender’s Chain of Command (For Brigade and below the Brigade

Commander, For Senior USJTF Officials the Commander, USJTF) receives the report and

conducts an investigation with an independent Officer assigned to the Level of command

represented.

5) The findings of the investigation are presented to the Commander at the appropriate level

(For Brigade and below the Brigade Commander, For Senior USJTF Officials the Commander,

USJTF) and the Commander dictates his or her course of action.

6) The commander can either remove the individual from the USJTF, Instate a probationary

period for the set offender, or dismiss the charges.

7) All investigation reports are sent to Commander, USJTF along with the outcome of the

commander’s decision. All finding will remain Confidential!

Fairness and equality WILL be enforced from the senior levels. Complaints must be valid and

have either photo, video, or hard proof with multiple witnesses before evidence can even be

considered.

This is a STANDARD for the USJTF….NO Exceptions. This is a STANDING ORDER FROM THE

USJTF COMMANDER!

XIV. Safety Procedures and use of Legal Fields

The USJTF will adhere to safety at all times while conducting official USJTF Events. The

USJTF is not an enforcement Arm for airsoft safety rules nor do we enforce a generalized set

of rules to be operated within Task Force. However Safety with all USJTF Events should be

considered at the forefront of Airsoft Operations at all times.

Page 29: usjtf charter and bilaws v 2.4 (2013)

29

USJTF Teams adhere to “Host field rules” meaning the following:

1. No Set USJTF Rule-set is in effect. The Hosting team for the USJTF Event, Training

Day, or Operation has full say on the rules of the game for that day. They own the field

and run the game so they earn that right to do so.

2. If another USJTF Team travels to another USJTF Field or a NON-USJTF Field with a

Joint Force they will respect the rule-sets of that field and comply with their

standards…Unless Mortal Danger from the following is apparent. We call this the

“Mortal Danger Rule”:

Non wear of eye and Body Protection (I.E. Eye protection)

Drinking or illegal Drug use present on site during gameplay (Drinking if over 21 is not

frowned upon as long as it is AFTER the gameplay is over and all airsoft weapons are

stored away not to be brought out again) Drugs have a ZERO TOLERANCE POLICY in

the USJTF. USJTF Forces are ordered by the USJTF Commander to Back away from

the Game until alcohol use has stopped during gameplay. USJTF forces will leave set

games immediately when illegal drug use is present. The Senior USJTF Officer in

Charge will brief the field owner on the reasons of Departure.

Physical contact in the means of real fighting on the field is PROHIBITED! The Senior

USJTF Officer in Charge will brief the field owner on the reasons of Departure

Use of Airsoft Velocities in the category of 600 FPS or above (Recommended FPS

Limits (.20) 400 FPS Rifles and Machine guns, (.20) 550 FPS with 100 Foot Minimum

Engagement Range for sniper rifles, and (.20) 300 FPS for Pistols) however this is at

the USJTF (OIC) Or Officer In Charge Decision.

These are merely suggestions Unless they fall under the “Mortal Danger Rule”

however if the Senior Officer in Charge of the USJTF Joint Force for that Day

identifies an unsafe environment they do have the right under the USJTF bylaws to

represent the USJTF and have a consultation with the field owner to discuss safety

concerns. The Senior USJTF Officer in Charge (OIC) will brief the field owner on the

reasons of Departure if the OIC for the Joint Unit feels the safety could risk Bodily

harm to USJTF Personnel.

Play on Public land such as city streets, and trespassing on private property during

official USJTF Events is prohibited! USJTF forces on official duty will leave set games

immediately when discovery of these facts are apparent.

Any acts of misconduct, Verbal, or Physical fighting, or Misunderstanding leading to a

serious event involving a USJTF Member will be reported up the USJTF Chain of

command regarding attendance of a game or event as a member of the USJTF. Our

members hold a higher standard!

Below are a set of guidelines or want we call suggestions for USJTF forces to follow.

As stated before it is up to the “Hosting Team or Field” to what the rule-set will be for

USJTF forces that day….However the “Mortal Danger Rule” is still in effect and the

(OIC) Officer in charge of USJTF forces for that day at that event do have the right

under the USJTF bylaws to represent the USJTF and have a consultation with the field

Page 30: usjtf charter and bilaws v 2.4 (2013)

30

owner to discuss safety concerns. The Senior USJTF Officer in Charge (OIC) will brief

the field owner on the reasons of Departure if the OIC for the Joint Unit feels the

safety could risk Bodily harm to USJTF Personnel.

This is a STANDARD for the USJTF….NO Exceptions. This is a STANDING ORDER

FROM THE USJTF COMMANDER! Any violations of the “Mortal danger rule” will be

handled by the bylaw’s

BASIC FIREARM HANDLING RULES

Treat Every Airsoft Weapon as if it is loaded

Always point Airsoft Weapons in a safe direction

Know your Target and Beyond

Do not shoot at anything you do not intend to eliminate out of the game

Never use an Airsoft Gun if you have been drinking or using drugs.

Standard Field and Safety Rules

The following rules are for the safety of the players. And only used as an example.

1. Always wear eye protection in the form of goggles, masks, or shooting glasses, or

safety glasses. Never remove your eye protection while on the battlefield. Regular

prescription glasses are NOT acceptable as safety eyewear. Must meet ANSI Z87.1

standards and wrap around the face.

Number one is a STANDARD for the USJTF….NO Exceptions. This is a STANDING

ORDER FROM THE USJTF COMMANDER!

2. Do not fire in the dead-pool (or designated "safe-zones") or through it. If you must test

fire your replica, take it into the hot-zone and fire it there.

3. All replicas in dead-pool or safe-zones have magazine out, safety on, muzzle cap fixed.

Sidearm should be holstered and on safe.

4. Do not point your replica at anyone unless you are involved in a game on the battlefield

and intend to shoot them.

5. Do not fire at any person without proper eye protection.

6. Do not fire at non-participants, including animals.

7. No illegal drug use will be permitted. No alcohol use before or during a game.

8. All "real" weapons including but not limited to firearms and fixed-blade knives are NOT

allowed at games. Folding utility knives and pocket knives are allowed as an essential

part of survival kit, but they may not be used in game-play.

Page 31: usjtf charter and bilaws v 2.4 (2013)

31

9. Carry replicas in boxes, bags, or carrying cases while transporting gear on or off the

field. Do not remove your replica from its case near a public highway, instead carry

your gear in its case to the designated staging area for the game.

10. Remove all of your gear and trash from the field when you leave.

Rules of Engagement:

The following rules are for the safety of the players. And only used as an example they are

NOT Requirements.

HITS & OUTS

- Anyone hit by a BB is hit and out.

- If you are "hit" during a game, 1) immediately yell "HIT!" as loud as you can, 2) place an

orange or bright red bandana over your head, 3) walk back to the designated dead-pool with

the bandana clearly visible at all times. (Any rag, bandana, shirt, or bright cloth of the correct

color is acceptable). Hold your replica in a non-threatening manner, do not fire, and do not talk

or interact with other players who are still active in the game.

- Ricochet BBs do not count as hits.

- Hits to your replica do not count as hits.

- When in doubt about a hit, call yourself out.

CQB/INDOOR PLAY

All players who participate in CQB should understand that they will be engaging targets

anywhere from 25 feet to even 5 feet away and because of that they may take painful hits. We

recommend full masks, long sleeves, long pants, gloves, and hats/helmets be worn for CQB to

avoid welts or breaking the skin. "Safety Kill" rules are not used for CQB, however players may

surrender if they wish at any time to the opposing force to leave gameplay without any harm.

SAFETY KILLS

when you are too close in range to be comfortable taking a shot, you can call out "SAFETY

KILL" on the player in your sights. Any clean shots with no cover fewer than 30 feet are good

candidates for safety kills. Do not call it unless the kill is already a given. Always honor safety

kills when they are called on you just like honoring a "HIT". Safety kills can only be called on

one individual at a time, not on entire groups. "SAFETY KILL" must be said loudly, as to

simulate actually firing. Silence can only be maintained if you can tag the other player out.

You must be able to point your replica and call "SAFETY KILL" on every person if there is more

than one.

Page 32: usjtf charter and bilaws v 2.4 (2013)

32

RUBBER KNIFE KILLS

Players are allowed to "tap out" other players with rubber or plastic knives made for safe

Airsoft use. Touch your opponent with your rubber knife and simply tell them that they're

dead. Contact should be no more than a tap; there's absolutely no slashing, throwing, hitting

or martial arts physical contact allowed. Contact must be made with a rubber or plastic

replica of a knife, sticks and other objects do not work. DO NOT tap another player in the

head, neck, face or groin.

SNIPER SAFETY

Anyone acting as a sniper with an upgraded bolt action rifle over 550 fps (1.9j) should carry a

sidearm that can be used alternately when engaging targets closer than about 100 feet. If you

have no sidearm and find yourself too close to the opposing force, you may either a) call a

safety kill, b) wait until they move to a safe range or c) relocate to a safe range. Do not fire at

targets closer than 60 feet.

BLIND MAN

This is called whenever a non-player enters the battlefield, or when a player enters the

battlefield without eye protection. All players are expected to echo blind man so that

everyone on the field hears it, and upon hearing it each player is expected to sit down and

wait until "Game on" is called to continue the game. If necessary, game coordinators will

explain the game to the non-participants.

IF LOCAL POLICE ENTER THE FIELD

This is a potentially dangerous situation, and is treated as if they don't know we are playing a

game. All players are expected to walk to the dead-pool in plain sight, either with their guns

over their head or leaving their guns in the field. Upon reaching the dead-pool each player is to

place his replica with his gear and gather in a group at least 20 feet from the gear. This is to

provide safety by comforting the officers by removing any equipment that appears threatening

to them. Gameplay is not commenced until we explain the situation and are allowed to

continue

XV. USJTF Cadet Corps

*Minimum age 13 Years old

*Cadets will wear a blank rank insignia stating they are a cadet until the age of 15 and be

allowed to wear the USJTF Uniform during the Cadet period.

Page 33: usjtf charter and bilaws v 2.4 (2013)

33

*Once the minimum age of 15 has been achieved they will be promoted to Operator First Class

for their service time.

*Cadet Companies can be formed as long as a parent sponsors the unit but again cadets have

no rank

*Cadets cannot attend USJTF Special Schools

*Cadets can attend USJTF Training days and serve on USJTF Member Teams at the unit’s

discretion but cannot attend large scale games with the USJTF

*USJTF Member teams are NOT responsible for training cadets and have full discretion on

attendance of cadets at their events.

*Cadets fall under the USJTF National Recruiting Command until 15 (For the USJTF Airsoft

Program ONLY...Has nothing to do with non USJTF Time) and then are released to their local

Airsoft Teams for Full USJTF Service

XVI. USJTF Event Hosting Rules

1. No Set USJTF Rule-set is in effect as we are not an airsoft safety enforcement arm. The

Hosting team for the USJTF Event, Training Day, or Operation has full say on the rules of the

game for that day. They own the field and run the game so they earn that right to do so.

2. If another USJTF Team travels to another USJTF Field or a NON-USJTF Field with a Joint

Force they will respect the rule-sets of that field and comply with their standards.

3. If a USJTF Member regardless of USJTF Rank is hosting a USJTF Official Event they

automatically by default become the ADMIN staff for that set game or event. All Rank and

orders at this point are invalid for the hosting member and all USJTF Members are ordered to

adhere to the Game rules and standards as outlined in the event.

4. USJTF Game Hosts are not required to answer to USJTF Superiors however they are

required to treat them with the utmost in respect and professionalism. Violations in Honor,

Integrity, and other criminal actions however are not covered in this decree. USJTF Field

Hosts for a USJTF Game or Event must uphold the standards of the USJTF Charter at all

times.

5. The USJTF Game Host is responsible for setting the fee for members attending the event.

However price gouging using the USJTF Name as a Marketing tool is not permitted. The

USJTF asks all USJTF Event Hosts to keep Airsoft Game prices at a reasonable cost to allow

all members of the Airsoft Community to participate.

XVII. Amendments

These by-laws may be amended by a two-third vote of the entire USJTF, provided a proposition

is present and provide a copy of the proposed amendment(s) are provided to each Senior Staff

Member (Brigadier General and above) at least 90 days prior to said election. Once new

amendments are voted into doctrine they are drafted and followed.
