Using this Request for Proposal Template

This Request for Proposal (“RFP”) template was developed to help organizations identify and select a quality vendor to partner with for a workforce management solution. It also lists questions organizations should consider asking potential vendors to ensure that a thorough and comprehensive approach to the project will be taken. This template should apply to a variety of hiring concerns including:

TEMPLATE CONTENTS

The template contains a number of different sections that either provide the vendor with a better understanding of the business and technical objectives of the effort or provide the vendor with direction on the specific information the organization needs the vendor to provide. The major sections of the RFP template are:

Overview: A description of the project’s objectives plus any additional background about the organization or business objectives that may provide the vendor with additional useful perspective.

Administrative: Contact information that the vendors will need to prepare and submit their proposal as well as major dates associated with the RFP submission, evaluation and award process.

Current Environment: A description of the existing recruiting environment including common characteristics, business requirements and any information that will provide the vendor with a better understanding of the company’s hiring strategy.

Functional Requirements: Key features, components, and functionality that the organization views necessary to achieve the results desired and remain consistent with the human resource department’s hiring strategy.

Technical Requirements: Technology specifications including items such as infrastructure, security, hosting and deployment options, accessibility and any constituencies required to meet the needs of internal HR and IT functions within the organization.

Other Requirements: Any additional requirements or concerns not covered under functional or technical such as business dimensions, professional services, customer service and support, upgrades and enhancements, configuration, customization and global deployment.

Evaluation Factors for Award: Outlines the criteria that will be used to evaluate the various proposals.

Statement of Work and Deliverables: This section provides sufficient technical details about the environment to allow a vendor to understand the scope of the effort and price it appropriately. In addition, the deliverables or work products required from the project are described.

Overview

PURPOSE OF THE REQUEST FOR PROPOSAL

ABC Company is a provider of specific products or services to types of customers in the industry. It has facilities in approximately number locations within the United States, as well as several other locations in Europe and Asia.

ABC Company is interested in conducting a workforce management solution assessment that will allow the company to:

Streamline, automate and improve corporate hiring processes

Determine if the current wireless network is configured securely.

Evaluate the security associated with public self service web applications that are used by ABC Company’s customers.

Provide line items that summarize the scope of the work required

ABC Company is seeking to identify and select an outside independent organization to provide a solution for the concerns listed above. The remainder of this document provides additional information that will allow a vendor to understand the scope of the effort and develop a proposal in the format desired by ABC Company.

The following are common characteristics of the recruiting environment at ABC Company:

A multi-faceted approach to recruiting is required in order to meet joiner demand across our different workforces segments.  Describe different segments and approaches.

While there are many similarities in the recruiting process for each profile, there are some steps which are unique to particular geographies (e.g. personality test, language test, skills test, group case study).

English is the global language of ABC Company which all employees are/are not required to speak, write and understand.  However, to the extent possible, our recruiting organization communicates with candidates in their local language.

The global recruiting organization needs to be positioned to quickly respond to shifts in joiner demand, and is evaluated on both the accuracy of demand forecasts and their ability to deliver according to those forecasts within a x-day period.

The recruiting organization is evaluated against operational efficiency metrics, including cost-per-hire, time-per-hire and insert key metrics here.  Greater utilization of channels (sources) such as the Internet, Employee Referrals and Alumni is encouraged, as well as reduced reliance on Search Firms.

Fragmented local recruiting systems result in a varying level of reporting accuracy at a higher level.  Production of a global recruiting report is administratively intensive and requires interaction with multiple systems in addition to manual data collection from the geographies. 

Responding to miscellaneous requests for information (i.e. not part of regular reporting) is manually intensive

Both the internal and external candidate experience in searching for and applying to jobs is fragmented and sometimes requires multiple steps.  There is an opportunity for significant improvement in this regard.

Duplicate resume/CV receipt to the same job and/or same country is typical and has no centralized or efficient solution.

Some geographies rely on an external system to warehouse candidates into segments and run automated communication programs.

Evaluation Factors for Award

CRITERIA

Any award to be made pursuant to this RFP will be based upon the proposal with appropriate consideration given to functional, technical, business, cost, and management requirements. Evaluation of offers will be based upon the Vendor’s responsiveness to the RFP and the total price quoted for all items covered by the RFP.

The following elements will be the primary considerations in evaluating all submitted proposals and in the selection of a Vendor or Vendors:

1. Completion of all required responses in the correct format.

2. The extent to which Vendor’s proposed solution fulfills ABC Company’s stated requirements as set out in this RFP.

3. An assessment of the Vendor’s ability to deliver the indicated service in accordance with the specifications set out in this RFP.

4. The Vendor’s stability, experiences and record of past performance in delivering such services.

5. Availability of sufficient high quality Vendor personnel with the required skills and experience for the specific approach proposed.

6. Vendor’s acceptance of ABC Company’s contractual terms and conditions, if applicable.

7. Overall cost of Vendor’s proposal.

ABC Company may, at their discretion and without explanation to the prospective Vendors, at any time choose to discontinue this RFP without obligation to such prospective Vendors.

Guidelines

PROPOSAL SUBMISSION

Award of the contract resulting from this RFP will be based upon the most responsive Vendor whose offer will be the most advantageous to ABC Company in terms of cost, functionality and other factors as specified elsewhere in this RFP.

ABC Company reserves the right to:

Reject any or all offers and discontinue this RFP process without obligation or liability to any potential Vendor,

Accept other than the lowest priced offer,

Award a contract on the basis of initial offers received, without discussions or requests for best and final offers, and

Award more than one contract.

Vendor's proposal shall be submitted in several parts as set forth below. The Vendor will confine its submission to those matters sufficient to define its proposal, and to provide an adequate basis for ABC Company evaluation of the Vendor’s proposal. In order to address the needs of this procurement, ABC Company encourages Vendors to work cooperatively in presenting integrated solutions. Vendor team arrangements may be desirable to enable the companies involved to complement each other's unique capabilities, while offering the best combination of performance, cost, and perceived value being provided under this RFP. ABC Company will recognize the integrity and validity of Vendor team arrangements provided that:

1) The arrangements are identified and relationships are fully disclosed, and

2) A prime Vendor is designated which will be fully responsible for all contract performance.

Vendor’s proposal in response to this RFP will be incorporated into the final agreement between ABC Company and the selected Vendor(s).
