Thepurposeofthismanualistoactasatrainingtoolforjudgeswithemphasisonprocedures,duties,responsibilities,andexpectationsinPankrationeventsregulatedbytheUnitedStatesFightLeague(USFL).Theprimarygoalsaretopreservetheintegrityofthesportbyfairandtransparentjudgingpractices.1.INTRODUCTIONA.Judgesandtheirduties:AllJudgesareindependentcontractorslicensedbytheUSFLandassignedtoworkwithpromotersat
showstoscorebouts.USFLCertifiedRefereesarealsoqualifiedtoJudge.B.Qualifications:AJudgeisrequiredtomaintainthehighestlevelsofintegrityandthereforemustmeetthefollowingcriteria:UnderstandandapplytheUSFLscoringduringaboutconsistentwithUSFLRulesandRegulations.Beknowledgeableintheprotocolsofscoringabout.KnowlegalandillegalUSFLtechniquesforsubmissiongrappling,wrestlingandstrikingtechniques.Beabletoremainimpartialwheninteractingwithapromoter,athleteorcoach.Completeawrittenexambasedonthismanual.C.EthicsCodeofConductDonotseekoracceptanymoney,gift,service,favor,employment,orothereconomicopportunity,whichwouldtendtoinfluenceorgivetheappearanceofinfluencingareasonablepersononhis/herpositiontodepartfromtheneutralandimpartialdischargeofhis/herduties.JudgesmustnotconsumeorbeundertheinfluenceofanydrugsoralcoholduringwhilerenderingservicesasanInspector.Nevergetintoanargumentwithathletes,coaches,parentsorspectatorswhilemaintainingthehighestdegreeofprofessionalismtowardsathletes,promoters,coaches,spectators,themediaandotherstaffmembers.D.ConflictsofInterest-SocializingwithfightersUnderstandingthatperceptionmaynotbereality;theintegrityofthesportisatriskwhenanyone(participants,coaches,spectators,media,etc.)perceiveaconflictofinterest.

Judgesshouldprotectthemselvesbyavoidingassignmentsorsupervisioninvolvingfriends,family,gympartners,etc.Judgesshouldnotcelebratewithcoachesorparentsorshowsignsofenthusiasmiftheirathletewinsthebout.Anyactofcongratulationsinalowkeymanner(suchasahandshake)isacceptable.Ifeverindoubt,contactaheadofficial.E.HandlingMediaIssuesAllmediarequestsmustbeapprovedbytheUSFL.Donotpubliclycriticizeordemeantheperformanceofanotherrefereeorstaffmember.Reportthespreadingofrumorsoruntrueinformationtoaheadofficialimmediately.Abstainfromgivinganypersonalopinionsorviews.Ifplacedinapositiontodealwiththemedia,makeclearthatyoudonotspeakfornorrepresenttheviewsoftheUSFL.F.JudgesAppearance:AllJudgesshallwearthefollowingattireduringanevent:CleanShavenorGroomedappearanceBlackpantsorslacksBlacksocksBlacksneakersorshoesBeltBlackPoloShirtRedandBlueWristBands2.PRE-EVENTDUTIESA.EnteringthevenueEachjudgeshouldarriveatthevenueattheindicatedreporttime.Ifyoufeelyouwillnotbeabletomeetthistimeframe,notifytheUSFLheadofficialassoonaspossible.Anofficialarrivinglatecancauseacatastrophicchainreactionseverelyimpactingthepromotion.Mostvenueswillhaveaserviceorstaffentrancethatisseparatefromthegeneraladmissionentrance.Itisimportanttocarryproperidentificationshouldasecuritycheckpointrequireyoutoproveyouridentitypriorforclearanceintothevenue.B.Preeventactivities1.Theheadofficialwillconductrulesreviewandgooveranyadditionalinformationrelevanttotheevent.2.TheheadofficialwillprovideacopyoftheboutcardtoJudges.AllJudgesshouldreviewtheboutcardpriortostartofeventandinquireifanydiscrepancies.3.Judgesshouldmeetanddoascoringcriteriaandprotocolreviewbeforeeachevent.3.OPERATIONOFBOUTS

A.JudgingConfigurations:Cage,RingorOpenMat:
1.OpenViewScoring–Scoreisvisibleasmatchprogressa.CenterReferee–Startsandstopsthatmatch;giveswarningsandpenalties;scoresthegrapplingportionofthematchasitprogressesandprotectsfightersfrominjurytoincludeobstaclesandotherunforeseenevents.TheCenterrefereemayalsobeusedtoscoregroundstrikingpoints.Thecenterrefereewillusethecolorwristbandtoidentifywhichcompetitorreceivesthepoint(s).b.SideReferee/Judge–Scoresstandingstrikingpointsandprotectsfightersfromobstaclesorunforeseeneventsifonopenmat.Strikingpointsmaybescoredby2to3siderefereesorjudgesandaddedtothescoreboardundertheguidanceofthescorekeeper.Siderefereesmayalsousecoloredflagstosignalstrikingpoints.c.Scorekeeper-Thescorekeeperwillmarkpointsasannouncedbythereferee.Flipchartsorelectronicscoreboardsmaybeusedtodisplayscore.Onereferee,judgeorofficialmaybeassignedtophysicallycheckcompetitor’snails,ensurenounauthorizedsubstanceisappliedonthebodyandcheckgloves,clothingandothersafetyequipmentpriortoentryofcompetitionarea.Thischeckwillbeadditionaltoinspectionsconductedbyinspectorsorregulatorystaff.2.ClosedScoring–Scoreisannouncedafterbouta.CenterReferee–Startsandstopsthatmatch;giveswarningsandpenaltiesandprotectsfightersfrominjurytoincludeobstaclesandotherunforeseenevents.Thecenterrefereewillusethehandwithcolorwristbandtoidentifywhichcompetitorischargedwithafoulorpassivity.b.SideReferee/Judge–AteamoftwoorthreeJudgesrecordingthestrikingandgrapplingpointsaspertheUSFLScoringsystem.Ifoneathletehasexecutedanexcessiveamountoflegalstrikesorisperceivedtobestalling/passivity,thesiderefereemaystandwiththeappropriatecoloredwristbandorflagtosignalthecenterreferee.Intheeventoftechnicalsuperioritythesiderefereemayalsostandholdingbothfistsorflagsinan“x”position.Tworeferees/Judgesmustagreeonstallingandtechnicalsuperiority.Siderefereesmayrecordpointsonpaper,clickersorapprovedelectronicscoringsystem.Siderefereealsoprotectsfightersfromobstaclesorunforeseeneventsifonopenmat.Onereferee,judgeorofficialwillbeassignedtophysicallycheckcompetitor’snails,ensurenounauthorizedsubstanceisappliedonthebodyandcheckgloves,clothingandothersafetyequipmentpriortoentryofcompetitionarea.Thischeckwillbeadditionaltoinspectionsconductedbyinspectorsorregulatorystaff.c.Scorekeeper-Thescorekeeperwilladdthetotalsumofsiderefereepointstodeterminevictor.Ifanelectronicsystemisutilized,thescorekeeperwilltendtotheviewingmonitorandensureitsingoodworkingorder.ScoringMethods(ClosedScoring)TotalPointsfromalljudgesareaddedanddividedbynumberofjudgestodeterminewinner.(RecommendedforeventswithtwoJudges.)TwooutofthreeJudgesdeterminewinnerbasedontallyofpoints3.OtherOpenmatoption:TwoRefereesystem,mostlyusedinatournamentsettinga.CenterReferee–Startsandstopsthatmatch;giveswarningsandpenalties;scoresthegrapplingportionofthematchasitprogressesandprotectsfightersfrominjurytoincludeobstaclesandotherunforeseenevents.ThecenterrefereemayalsoscorestandupstrikesthataremissedornotinviewoftheBackupReferee.Thecenterrefereewillalsophysicallycheckonecompetitor’snails,ensurenounauthorizedsubstanceisappliedonthebodyandcheckgloves,clothingandother

safetyequipment.Thischeckwillbeinadditiontoinspectionsconductedafterweighinordressingroom.b.BackupReferee/strikingjudge–TheBackuprefereeispositionedonthematandatanopposinganglefromtheCenterReferee.Theprimaryfunctionistoscoreallstrikingpointsandconfirmthescorekeeperrecordstheproperpointvalueasscoredbythecenterreferee.Thebackuprefereealsoprotectsfightersfromobstaclesorunforeseeneventsontheopenmat.TheBackuprefereewillalsophysicallycheckonecompetitor’snails,ensurenounauthorizedsubstanceisappliedonthebodyandcheckgloves,clothingandothersafetyequipment.Thischeckwillbeinadditiontoinspectionsconductedafterweighinordressingroom.ClassCrefereemayfunctionasacenterrefereeifunderdirectsupervisionofaclassAofficialactingasabackupreferee.Scorekeeper-Thescorekeeperwillmarkpointsasannouncedbythereferee.Flipchartsorelectronicscoreboardsmaybeusedtodisplayscore.B.UseofScoringDevices-A.Clickers–Judgesmayuseredandbluehandclickerstotrackpointsduringaclosedscoringbout.Thetotalsumofpointsforeachfightershouldberecordedonascorecardaftereachroundbutaddedasatotalscoreuponcompletionofthematch.Oncematchiscompletedthescorecardsarehandedtotherefereeorinspectorwhotally’sthescore.B.Flags–Redandbluescoringflagsmaybeusedtoscorepointsduringaopenscoringbout.Whenawardingpoints,refereesshouldnottakeeyesoffofthefighters.Theywillholdthecolorflagthatcorrespondswithbothfightersintheirhands.Raisingtheflaghorizontallyatheadlevelsignifiesonepoint.Extendingtheflagstraightoverheadsignifiestwopoints.Theflagshouldbeheldforaminimumofatwocountforeachscoringoccurrence.4.FOULSANDPENALTIES
A.TechnicalPenalties:Examplesinclude:Failuretofollowrulesofthematch,brutality/punishmentordisrespectfulconductbycompetitororcoach.Yellowandredcardsshouldbedisplayed.Ayellowcardalsoresultsinone(1)technicalpenaltypointfortheopposingfighter.1stoffensewillresultinapointfortheopponent.Yellow2ndoffensewillresultina2ndpointforopponent.Yellow3rdoffensewillresultindisqualification.RedB.Stalling:Stallingisatechnicalpenaltyandcannotbeusedfordisqualification.Thisruleisusedtopromotetechniqueandexcitementinmatches.Competitorsmustconstantlyattempttoimprovetheirpositionandearnpointsbypositionalcontrol,strikesand/orsubmissionattempt.Theburdenofactionisappliedtothecompetitorwhoinitiatedthepositioncausinginactivity.Aclosedfistraisedoverhandbytherefereesignalsapassivitywarning.TheJudgesmayalsosignalpassivityorstallingbyraisingaclosedfistwiththeappropriatecolorwristbandoftheoffendingfighter,howevertherefereewillmakethefinaldeterminationandphysicallyandverballyannouncethepassivityorstallingpenalty.SomeexamplesofStallingorpassivity:

• Refusingtogroundgrappleafterexecutingatakedown.Ifagrapplerexecutesatakedownhe/sheisresponsibletoengagetheiropponentandadvancethematchwitheithersubmissionattempts,strikingpointsorpositionalcontrolpoints.
• Avoidingtakedownby“buttscooting”.Ifagrappler“pullsguard”he/sheisresponsiblytoengagetheiropponentandadvancethematchwitheitherreversalorsubmissionattempt.
• Continuouslybackingup.• Holdingamount,sidecontrolorbackcontrolpositionwithoutattemptingtoadvancethe
match(scorepoints)bystrike,changeofpositionalcontrolorsubmissionattempt.Holdingaclosedguardwithnoseriousattempttoscorewithsubmissionorreversalattempts.
• Layingorremainingstaticinsidetheguardwithnoseriousattempttopass,submitorscorestrikingpoints.
• Executingexcessivenon-scoringstrikesonthegroundwithoutchangeofposition.• Executingexcessivenon-scoringstrikesinastandupclinch.• Executingexcessivenon-scoringlegkicks.
Defendingasubmissionorscoringattemptisnotconsideredpassivity.Ingeneral15secondsofinaction(afterawarning)isconsideredpassivitybeforethepointisawarded.Therefereewillgiveaverbalwarningfollowedbyaclosedfisttoindicatepassivity.Refereeswillawardtheopponent1pointforeachoccurrenceofpassivity.5.SCORING
A.ScoringofGrapplingtechniques:1.Takedowns(2points)ATakedownoccurswhenagrapplerhasatleast3supportingpointsonthemat.Supportingpointsare:Feet/Foot;Knee(s);hands;forearm(s);head;buttocks;lowerback;upperback/shoulder(s).Thetopgrapplermustsettleinaweightedandcontrolledtoppositionfor3secondstoreceivethetakedownpoint(s).Atakedownthatresultsinacontrolledbackmountpositionmayalsobeconsideredatakedownevenifthecontrollinggrapplerisnotontop.Additionaltakedownpointscannotbescoredunlessonegrapplerreestablishestheneutralstandingpositionforreactiontimeorifthematchisrestartedintheneutralstandingposition.2.Pushout(1Point)OpenMatonly
• Onepointisawardedtoagrappleriftheiropponentstepsorisforcedoutofboundswhileinthestandingneutralposition.Thegrapplermusthavebothfeetclearlyoutsidethecompetitionarea.
• Thematchshouldbehaltedafteroneexitsthecompetitionareaandrestartedinthecenterofthemat.
• Additionalpushoutpointscannotbeearneduntilbothcompetitorsreturntocentermat.• Apushoutpointisnotawardediftakedownpointsarealsoawardedorifthegrapplerhas2or
moresupportingpointstouchingthematwhilegoingoutofbounds.• Thisruleiswaivedifmatchisconductedinsideacageorring.
3.AttemptedSubmission(2points)
• Onepointisawardedtothegrapplerwhomakesavalidsubmissionattemptandputshis/heropponentindangerofsubmissionforacontrolledcountof3seconds.
• Therefereewillallowtimetofinishthesubmissionintheeventofatech,suddendeathorovertime.
• OnlyhighpercentagesubmissionattemptswillreceivepointsandonlywhentherefereeorJudgeperceivestheopponentindangerofbeingsubmitted.Submissionpointsarenotawardedinpressurepointattacks.

• Consecutivesubmissionpointscanonlybeearnedaftereachsubmissionattemptisfullyreleasedorescapedwiththegrappleroutofdangerbeforethenextsubmissionattemptisapplied.4.GroundControl(2,3or4points)EachGroundControlPositionmaybescoredonlyonceaddinguptoamaximumof9pointsunlessthecontrolledgrapplerreestablishesaneutralpositionwithafullguard,reversalorneutralstandingposition.
• SideControl(2points):AwardedwhenagrapplergainstopcontrolbypassingopponentsGuard/legandhipdefenseswhilekeepingmostof(45degreesorgreater)ofopponentsbacktothematforthecontrolcountof3seconds.
• FullMount(3points):AwardedwhenagrapplergainstopcontrolbypassingopponentsGuard/legandhipdefensesandobtainingamountedpositionwithlegsorkneesstraddledaroundopponent’storsoforacontrolledcountof3seconds.
• BackMount(4points):Awardedwhenagrapplergainscontrolofopponentsbackand“Grapevines”opponentslegsor“LegTriangles”thewaistforthecontrolledcountof3seconds.Onehook/grapevinecanbeconsideredbackmountifboththehipandshouldersarecontrolled.
B.ScoringofStrikingTechniques:
1.Stand-upstrikingtechniques:Visiblecontactwithshockordisplacementofthebodymustbeobservedtoawardbodystrikingpoints.Strikesmustbeexecutedingoodformwithtorque,distanceandfollowthroughandbeunanswered.2points
• Akickthatclearlylandsonalegalstrikingtargetofthebodywithpropertorque,distanceandfollowthrough.
• Acombinationofpuncheswheretwoormoreunansweredstrikesclearlylandonalegalstrikingtargetwithpropertorque,distanceandfollowthrough.1point
• Apunch,hammerfist,kneedeliveredwithpropertorque,distanceandfollowthroughtoalegaltargetareaofthebody.
• Kickstotheouterandinnerthighareawithpropertorque,distanceandfollowthrough.Amaximumof3consecutivelegkicksmaybescoredbeforealternatingtoanotherscoringattack.
• Amaximumofthreestrikesfromasingleclinchedpositiontoalegalstrikingtargetareaofthebodymaybescored.Clinchpositionmustbechangedtoearnadditionalstrikingpoints.0points
• AnystrikenotwitnessedbytheRefereeorJudge.• Anystrikewhichispartiallyblockedbeforelandingtoatargetarea.• Anybodystrikelackingclearcontactand/ordisplacementtotheopponent’sbody.• Anystrikingtechniqueinwhichthestrikerfallstothemat.• Aclashofstrikeswhenthereisnoclearadvantagetoeithercompetitor.• Kneestolegalareasofthelegs.• Strikesinexcessof3fromaclinchedposition.• Legkicksinexcessof3withoutanalternatingattack.
2.Groundcontrolstrikingtechniques
• Strikermustbeintopposition;“SideMount”,“ReverseSideMount”,“ScarfHold”,“North/South”,“KneeonBelly”,BackMountorinsideany“Guard”positiontoearngroundstrikingpoints.
• Thestrikermustbeinthetopposition,postureduprightwithelbowcockedshoulderleveltoearngroundstrikingpoints.

• Astrikerstandingoveradownedopponentmusthavecontrolofalimbtoreceivestrikingpoints.• Groundcontrolstrikesmustbeexecutedinfullrangeofmotionwithpropertorque,distanceand
followthroughtoreceivepoints.1point
• Apunch,kneestrikedeliveredwithpropertorque,distanceandfollowthroughtoanylegalstrikingarea.
• AKneestriketothefrontalribsofagroundedopponentinaccordancewithlegalstrikingtargets.Onekneemustbeonthegroundtoexecutekneestrikesonadownedopponent.3points
• Threeormore"1pointstrikes"whichlandonadownedopponentfromthesamepositionsofcontrol.
• Toearnadditionalpointsthestrikermustchange/adjustpositionsofcontrolaftereverythree(3)groundstrikingpointsareearned.Positionsofcontrolinclude“SideMount”,“ReverseSideMount”,“Scarfhold”,“North/South”,“KneeonBelly”andBackMount.Sidecontrolvariationsandswitchingofsidesmaybeconsideredpositionaladjustmentsandallowadditionalstrikingpoints.
• Allformsofthe“Guard”areconsideredneutralandthesamepositionofgroundcontrolforstrikingpoints.Amaximumof3strikingpointsmaybeearnedwithinanyGuardpositionorcombinationofGuardpositions.0points
• Excessof3strikestoadownedopponentfromthesamepositionofcontrol.• Strikingwithoutpositionofcontrol.• Strikingfromabottomposition.• Punchesorforearmsina“Clinched”ornon-uprightposturewhileontheground.• Strikinglegalareasofthelegs.• Legskickstoadownedopponentwithcontrolofalimbareallowedonlyasasetupforanactual
scoringtechniqueandscorenopoints.
