TIlE QUAb.ITY OF LIFE IN BRITAIN

(Second pilot survey - October~ovember 1971)

This is the first draft of the users' manual for the second,silot survey

of quality of life in Brita1n, conducted in seven major conurbations and

Cardiff during October and November 1971. A~ta sample was used and

Greater London was under-sampled: th1s 1S corrected by rewe1ght1ng London

by 3 and the rest of the sample by 2.

Many of the questions used are common to the major survey conducted at

the same time in the USA by the Institute of Social Research at the

University of Michigan.

An account of the general approach and some early analysis 1S publiShed

Occasional Paper series under the names of Colm O'Muircheart&1gh and

Brendan Whelan.

The book on the American survey is due to be published shortly by Russell

\. Th1S survey 1S designed to 1nvest1gate what people think aboyt various aspects of Ilfe today, and in part1cular how sat1sfied or d1ssatisf1ed they are w1th each aspect.

At present, it 1S be1ng carried out on a fa1rly small scale - 600 inter­Vlews - but if successful may be repeated next year on a larger scale. It would therefore be very helpful lf you would send, w1th your completed work, a note of any points of dlfflculty, or suggestlons for improvement.

You are asked to complete 20 lnterviews and return them to the offlce dally. Work must be completed as soon as possible, and in any event not later than November 5th.

The sampl1ng method is different from SePR's customary random sample: it 1S by quota (explained below). We have also departed from our usual method of payment, and offer a flat fee of £14 for tne completed assign­ment (plus re1mbursement of expenses).

Your supplies cons1st of blank questlonnatres, instructions manual, show cards A - G, a card for use ln connection w1th questlon K.4., dally pro­gress sheets and a quota sheet (see sect10n on samp~ing).

Samphng

In a random sample you are glven the name and address of the person to 1nterview. With quota sampllng, the choice of person is yours, subject to the following constraints:-

1. He/she must be prevlously unknown to you. •

2. Interviews must be carrled out 1n a specified area.

3. No more than one intervlew may be made at any address.

4. There must be an lnterval of at least flve addresses between any two intervleW&.

5. Interv1ews should, as far as pract1cable, be reasonably dlspersed over your area, not clustered all in the same few streets (or dlstrlct).

6. Most lmportant, the people 1nterv1ewed have to be such as to flll your quota requlreMents.

TECHNICAL DESCRIPTION

Introducti on

The fieldwork for this survey, and the data processing up to punched card stage, was carried out by sePR to a specLfLcation prepared by the Social Science Research Council, which sponsored the work. The purpose of the project was to take further the pLlot work that had already been done by the SSRC on measuring people's satisfaction and dissatisfaction wLth a wide range of factors affectLng their lives.

It was specified that quota sampling should be used; that approximately 600 interviews should be conducted; that work should be confined to conurbations (plus CardLff, as representing the South Wales urban concentratLon); and that London should be underweLghted. The questionnaire content was specified by SSRC, but its layout for field use was the respons~bility of SCPR.

From the local authorLties comprising this universe, 30 were scheduled to serve as first-stage sampling units. On a proportionate basis, Greater London would have been allocated 42% of the points, but this was deliberately reduced to 31%. Thus London had 10 pOLnts, the remainder 20 between them.

In London the selection of 10 local authorLties (boroughs) was made, wlth probability proportlonate to adult population,by sampling systematically through a camulated population lLst at equal intervals from a random starting point wlth­in th .. fLrst Lnterval. The list was diVided into lugher and lower employment areas, and Within each category was ordered by a SOCial grade index, so that an clement of stratification «as present.

These quotas ware based on overall popUlation estimates, not specifically on conurbations, since data in the latter form was not readily "vailahle: but conurbation data would be unlikely to differ significantly in these respects fro~ tbe overall popUlation s1tuetion. The instructions given to interv1ewers about quota sampl1ng will be found in the early part of the field "Instruction Manual", appended. 20 interviews were carried out 1n each local authority area, the quota being approximately the .ame in each area.

The achieved sample

There were no significant departures from the target quota in the 593 intPr­views finally achieved. However, there is always a possibility with quota sampling that the ach1eved sample vill not be in exact balance regarding variables other than those set as quota controls. The preseQt sample was checked against ava11able slBtistics, and was found to be in balance with regard to, for example, car ownersh1p and the proportion of owner-occupied dwellings, but appeared to hdve a h1gher ~ncidence of telephone-owning than actually eX1sts'1n the relevant population. This m1ght be at least 1n part a response bias rather than a smapl1ng bias, S1nce it i9 known that there 1S Q tendency to over-claim on this topic. CO~PQrat1ve statistics are generally not good, since they tend to be .va1lable nationally rather than for the conurbations.

Fieldwork and Questlonnaire

A copy of the quest10nnaire and prompt cards, with the field Instruction Manual, a supplementary 1nstruct1on and a copy of a quota sheet is appended.

All fieldwork was carr1ed out between October 14th and November 14th by tra1ned SCPR ir.terviewers working under regional supervisors.

Data pr'ocesslng

Coding was done by SCPR to a spec1f1cat10n agreed with SSRC. SCPR also arranged for the questionnaires to be punched, and conducted a computer edit on the card deck before de11vering it to SSRC on November 18th. SCPR also undertook ~ hole­count of the first 300 in order to prov1d~ SSRC w1tn a bas1s for early dec1sions about tabulations.

Flnal analYS1S

The main computer analysis, including the hole count on the completed card deck, was undertaken by SSRC In order to restore London to 1ts proper balance 1n the sample it was necpssary to weight the London cards by a factor of 1.5 (approximately) before conducting the main analysis.
