1. Summary

JOYS200 Prepaid Water Meter features prepayment that works in conjunction with the Standard Transfer Specification (STS) based vending system. It provides a complete solution for utilities, property owners to better manage revenues from water services.

The water meter complies with the following standards:

• GB/T 778 -2007 “Measurement of Water Flow within sealed pipe: drinking water and hot water meter”

• CJ/T 133-2007 “IC Water Meter”

5.1. LCD Display

Credit Balance and Accumulative Consumption to Date are displayed in turn by default. Each screen is displayed for 3 seconds; the LCD returns to black after 1 minute. Any key press will wake up the LCD.

5.2. Enter Credit Tokens

Credit Transfer Token is entered into the meter by pressing the digits on the keypad followed by “↵” key. The number keyed in is echoed on the LCD, scrolling from right to left.

Incorrect entry may be corrected by the “!” key, which removes the rightmost digit on the LCD. All entries may be cleared by pressing the “!” for 3 seconds or longer.

Once a token is accepted, the meter shows the smiley and displays the credit balance.

If a token is rejected, the meter shows the relevant code for the result. See Appendix 1 for list of code for token results.

5.3. Low Credit Alarm

Valve closes once the balance falls to low credit alarm level. User may press any key to resume water supply; Valve closes and it will only open after balance returns to positive.

The default low credit alarm level is defaulted to 5m3

Low credit level token is used to set up the low credit warning level. This function is proprietary and the token can only be generated by Joy’s e-JOY vending system.

Low credit level can be set using a proprietary token that is only generated by Joy’s vending system.

5.4. Low Battery Warning

“ ” is displayed and the valve closes to remind the user to replace the battery in meter when the voltage decreases to 2.7V; the user may press any key to open the valve to resume

water supply, but the low battery symbol “ ” will not disappear.

If the battery is not replaced, the valve will close forever on the fourth day. Only when the battery is replaced can the low battery alarm can be canceled and the valve re-open.

5.5. Valve Protection

The valve is made to close and open at least once each week for cleaning purpose.

Meanwhile, it also activates the battery to prevent passivation.

5.6. Protection against Magnetic Interference

The valve closes upon magnetic interference and the screen displays the screen will display “ -13-“. Users may press any key to open the valve. However, if the meter is tampered for 8 times, the tamper has to be cleared by a Clear Tamper Token before the valve re-opens.

5.7. Battery Case Open

If the meter detects the battery case being opened, the valve will close and the screen will display “ -13-“. To re-open the meter, clear tamper token need be entered and the battery case to be closed properly.

5.9. Key Change

Two Key change tokens can be entered in any order. The key change only takes effect if the two tokens are both entered correctly. The screen displays “1 ACCEPT” if the key is changed.

“I ACCEPt” is displayed after the firs t key change token is correctly keyed in .

5.10. Set Maximum Credit

Each meter is allowed for a maximum balance. Entry of a new credit transfer token may result in balance overflow. The maximum balance is defaulted to 999999.99 m3

Maximum Credit may be reset by a proprietary token that can only be generated by JE’s vending system.

Maximum credit level can only be set between 0.0 and 102300 m3

5.11. Clear Credit

On accepting a clear credit token, the meter clears any remaining credit to zero and closes the valve.

5.12. Set Meter Mode

The meter may set into the following modes by entering a Set Meter Mode Token:

• Credit Mode: fees are collected after water consumption. Valve remains open permanently, credit balance becomes frozen, and accumulative water consumption increase as water being consumed.

• Prepayment Mode: water is prepaid. Valve closes after the credit is exhausted. • Non-Commissioning Mode: all tamper is ignored, valve closed.

The token is proprietary and can only be issued by Joy’s e-Joy vending management system.

Press 133+ ↵ to exit non-commissioning mode. For successful exit, screen 71 and smiley is displayed.

5.13. Set Water Meter Factor

Water meter factor is defined as the relationship between one pulse and water amount consumed, eg. How much water in m3 is equivalent to one pulse. For JOYS200, if meter factor is 1, then one pulse is equivalent to 0.01m3. If meter factor is 10, then one pulse is equivalent to 0.1 m3

The default water meter factor is 0. The icon “ “blinks when water meter factor is 0.

Credit tokens are not accepted for meter with factor of 0. If entered, the error message “-15-“ is displayed on the screen.

Water meter factor may be set by a special code or Set Water Meter Factor Token.

Special code can only be used when the current meter factor is zero.

For Meter Factor = 0:

Enter 666+↵ to start set water meter factor, then enter the water meter factor (maximum

4 digits) followed by ↵.

For Meter Factor ≠ 0:

Enter Set Water Meter Factor Token followed by ↵.

Screen 02 and smiley is displayed if set of water meter factor is successful.

6. Installation

• The meter’s size shall suit the pipeline’s and installment position’s flow rate so as not to over load. The meter’s diameter shall not solely be decided by the pipeline’s diameter.

• The meter shall be installed in such a position that the arrow on the meter points to the water flow direction. It shall be installed horizontally only. Vertical or tilting installments are not allowed.

• Installment site shall be appropriate, not vulnerable to strong sunshine or freeze. It shall also be free of contamination and flood to allow easy disassembling and operations.

• The meter shall be installed at the place where the boiler enters the pipeline, so as to prevent the internal structure of the meter to be destroyed as a result of circumfluence.

• The new pipeline shall be cleared from stone, sand, soil, hair and other miscellaneous items before installment of the meter. The meter may stop, slow down or speed up as a result of a clogged filter screen. The meter shall be cleaned and recalibrated once every three years. However, the end user shall not disassemble or uninstall the meter on his/her own.

8. Transportation and Store

Meters shall not be severely knocked during loading and unloading. Stacking height should not exceed 5 layers. The storeroom shall be clean with temperature ranging between -5°C and +40°C, relative humidity less than 70%. The air shall not contain any corrosive substance.
