1 Executive Summary
Fertilizer Quality Control System (FQCS) has been developed for Fertiliser Quality Control Laboratories in consultation with Central Fertiliser Quality Control and Training Institute (CFQC&TI). It is a workflow application developed for processing the Fertiliser samples collected and sent to Fertiliser Quality Control Laboratories for testing. Quality control laboratories are involved in drawl, inspection and analysis of both indigenous and imported fertilizers. There are 74 notified fertilizer quality control laboratories in the country for analysis of fertilizer samples -
Central Laboratories - 1 (Faridabad)
Regional Laboratories - 3 (Mumbai, Kalyani, Chennai)
State Laboratories - 70
Major Steps involved in Sample Testing
• Sample is collected from Dealers/manufacturers/importers of the fertilizers by Fertilizer Inspector
• Auto generated sample code is assigned to each sample and send to Central Coding Office • Sample is received in Central Coding Office. CCO Code is assigned to the sample and it is
forwarded to Laboratory for testing. In some States there may be variation in this step. In some states sample is sent to Chief Agricultural Officer (CAO) in District, who in turn sends sample to Fertiliser Testing Laboratory as in case of Punjab. In some states, samples are sent to Laboratories directly by inspectors.
• Laboratory accepts/rejects the sample, Laboratory In charge assigns lab code to the accepted samples and allocate the samples to Analyst for testing
• Analyst tests the Sample and prepares detailed test report • Analyst sends the test report to Laboratory In charge • Laboratory In charge decode the code and forwards the result to CCO • CCO decodes the code and prepares the final report in the prescribed format, prepares
outgoing Memo and sends to concerned agencies.

How to access the FQCS?
1.1 Invoke Internet Browser
1. Type http://fqcs.dac.gov.in in address bar of the Internet Browser

2. The Screen will be displayed as above in Figure – 1. 3. User can login as per assigned role and can access the information on the website.
2 For Inspectors
2.1 Mobile application – Dealer/ Manufacturer For time stamping of the collection of sample, mobile app has been developed. Using mobile app is optional. User can directly enter the sample details in the Sample registration screen of FQCS explained subsequently.
1. Inspectors can send the brief information about collected sample through Android based Mobile application.
2. To install mobile application, .apk file can be downloaded and installed on the individual Android mobile phone.

3. After installation, Fertilizer Quality control application icon will be displayed in the My Files -- >All Files folder.
4. After double clicking on Fertilizer Quality Control Application icon, the screen will be displayed as shown in Figure -2.

5. Click on the screen, next screen will be displayed as shown in Figure-3.

6. For Dealer’s application, click on ‘Dealer’ icon.
7. Screen will be displayed as shown in Figure – 4.

8. Select State and District.
9. Dealers can be searched by LOA or by Name. Click one of the two options and type few characters of the LOA or Name in the textbox provided for it. List of the dealers having these characters will be displayed.

10. Click on ‘Get Sample Code’ to get the system generated random number code as shown in Figure – 5.
11. Copy and Paste the random sample code received through SMS and fill the remaining details as shown in Figure - 6 and press ‘Submit’ button.

12. After submitting, SMS will be received e.g. ‘Sample details received as: NEGPA FQT SD:D1:453:Ce:21:10:b1234:18/06/2015:18/06/2015:20:56:6:2:1:1.0’
2.2 Mobile Application – Importer
1. After downloading Importer’s .apk file as explained above, first screen will be displayed as shown in Figure -2.
2. After clicking on the screen, next screen will be displayed as shown in Figure- 7

3. Importers can be searched by Name. Type few characters of the Name in the textbox provided for it. List of the importers having these characters will be displayed.

4. Click on ‘Get Sample Code’ to get the system generated random number code as shown in Figure – 8.

5. Copy and Paste the random sample code received through SMS and fill the remaining details and press ‘Submit’ button.
6. After submitting, SMS will be received e.g. ‘Sample details received as: NEGPA FQT SD:Im:1:68:Im:1:iffco:1345:08/09/2015...............’
2.3 How to login? 1. Login window is provided on the centre of the home page as shown in Figure-9. 2. Enter your login and password 3. Click “Login” button to Login into the system. 4. Welcome screen will be displayed as shown in Figure – 10

4. After clicking on Form ‘J’, inspector will see three links ‘New’, ‘Saved’ and ‘Submitted’ as shown in Figure – 11

2.4 Form ‘J’ – New (Dealer)
1. After clicking on ‘New’, screen will be displayed as shown in Figure – 12.

2. The details sent using mobile application will be displayed in the grid. 3. Select the Type as ‘Dealer’, the forms will be displayed as shown in above. 4. Press ‘Edit’ button to see the details sent using the mobile application in the form (highlighted in
grey colour). 5. To fill the details of the dealer i.e. name, LOA no and address etc select ‘state’, ‘district’ and press
‘Search Dealer’ button as shown above. The screen will be displayed as shown in Figure – 13.

6. By selecting the dealer from the list, details of the dealer will automatically be filled in the form as shown in Figure-14.

2.5 Add New Dealer
1. In case dealer does not exist in the list, inspector can add the new dealer after clicking on ‘Add New Dealer’ button as shown in Figure-14, screen will be displayed as shown in Figure-15
Figure - 15 2. After filling the dealer’s details fill the remaining details in the form and press Submit. 3. In case details are not sent thro’ mobile application, all the details have to be filled in the form
itself. 4. Screen will be displayed as shown in Figure – 16. 5. To submit the form to next level, fill the details for Form ‘K’ and select ‘Send to User’ in the
combo and press submit. 6. The form J can be submitted to the Central Coding Officer/State CCO/Laboratory In Charge
depending on the workflow defined for the state.

2.6 Form ‘J’ New – Manufacturer
1. Select the type as ‘Manufacturer’, the screen will be displayed as shown in Figure – 17. 2. Follow the same steps as explained above for type ‘Dealer’.

2.7 Form ‘J’ New – Importer
1. Select the type as ‘Importer’, the screen will be displayed as shown in Figure – 18. 2. Follow the same steps as explained above for type ‘Dealer’.

1. Inspector can save the Form ‘J’ and can edit later before submitting to the next level.

2.9 Form ‘J’ – Submitted
1. Inspector can see the details of submitted forms after pressing ‘Submitted’ as shown in Figure-22. Once submitted, he will not be able to change the details.
2. Inspector can also print Form ‘K’, Form ‘J’ and Form ‘P’ as shown in Figure – 23, 24 and 25 by clicking the “Print Form K”, “Print Form J”, “Print Form P” links provided in the grid shown in Figure 22 for respective sample.
3. Inspector can also check the status of the sample.

1. This screen is applicable only for states in which Central Coding Office concept is being followed. 2. CCO can login into the system same as explained above. 3. After login, screen will be displayed as shown in Figure – 26. 4. CCO can have more than one role. For example: CCO can have a role as approving authority also
so after login, user has to select his role to proceed further as shown below.

5. After selecting the role as ‘Central Coding Officer’, screen will be displayed as shown in the figure – 27.

6. CCO can click option “Fertiliser Samples” in the menu and expand it further to get options given as samples received, samples submitted and samples tested. He can click the respective links provided in the menu.
3.1 Samples Received
1. Samples received will be displayed in the grid as shown in Figure – 28. 2. After selecting the sample from the grid, sample details will be displayed. CCO code will be
randomly generated for the selected sample. 3. Select the laboratory to which sample is to be sent from ‘Send to Office’ combo. 4. Press ‘Submit’ button to send the sample to the selected laboratory for testing.

3.2 Samples Submitted 1. CCO can see the details of the submitted samples as shown in Figure – 29.

3.3 Samples Tested 1. CCO can see the details of the samples tested after selecting the sample from the grid as shown in
Figure – 30. 2. CCO can send the final test report to Higher Authority after entering the outgoing memo number,
outgoing memo date and date of dispatch etc.

3.4 Reports for CCO 1. Click on the Reports from the menu. 2. Click on ‘Report L’. 3. List of tested samples is displayed in the grid as shown in Figure – 31. Click on ‘Print Form ‘L’ to print the report and Form ‘L’ will be displayed as shown in Figure-32.

4.1 Samples Received
1. Samples received will be displayed in the grid as shown in Figure – 34. 2. After selecting the sample from the grid, sample details will be displayed. Lab code will be randomly generated for the selected sample. 3. Fill the remaining details as shown in the form. 4. Select the name of the Lab-In-charge. 5. Press ‘Submit’ button to send the sample to the Lab-In-charge.

4.2 Samples Submitted 1. Sample Registrar can see the details of the submitted samples as shown in Figure - 35

4.3 Reports
1. Click on the Reports from the menu. 2. Click on ‘Sample Registration Register’. 3. Report will be displayed as shown in Figure – 36.

1. Lab-In-charge can login into the system as explained above. 2. After login, screen will be displayed as shown in Figure-37. 3. Lab In Charge will be able to see the details of samples received, samples submitted and samples
tested.

5.1 Samples Received
1. Samples received will be displayed in the grid as shown in Figure – 38. 2. Select the sample from the grid to see the details. 3. Fill the remaining details as shown in the form. 4. Press ‘Submit’ button to assign the sample to the Analyst.

Test name/specification names will be automatically displayed as per FCO. 4. Enter the test results and press submit. 5. The analysis report will be submitted to Lab-In-charge.
