EXECUTIVE SUMMARY
Good quality and reliable information on the environment, population health and their linkages is
essential to identify and prioritise issues, develop and evaluate policies and actions in order to
reduce the burden of disease via control of hazardous environmental exposures and their effects.
Given this, the European Commission identified as a priority the need to establish a group of
experts to develop a sustainable health information system to monitor and review the quality and
consistency of health information across Europe thereby generating and disseminating
information and knowledge. Through the use of such a system it will be possible to identify
health inequalities among regions within European countries.
Within the framework of Work Plan 2008 for the implementation of the “Second programme for
community action in the field of public health (2008-2013)”, this projects aims to develop a
sustainable environmental health monitoring system comprising of a set of sub-national indicators
to improve public health across Europe. The creation of a consistent and common framework will
facilitate the comparability of health data and information at a regional level in European
countries. In addition, the system seeks to identify and highlight those
policies/interventions/programmes which deliver positive health outcomes to enable transferability
within Europe where applicable.
The scope of the project, to develop a sustainable harmonised environmental health information
system of sub-national indicators, is supported by a total of 3 mandatory (coordination,
dissemination and evaluation) and 6 core work packages. Each work package has a specific
objective and the work described herein relates to work package 9.
The specific objective of work package 9 (WP9) was to raise awareness and promote
participation through the organisation and hosting of an international conference. Hence the
conference was supposed to promote and raise the profile of UNIPHE as well as to encourage
participation in the system when it is rolled within Europe. Given this, a one and half days
international conference took place in Bucharest, Romania, 27-28 September 2010, according to
the planned activity in the contract.
The conference was attended by 80 participants from 16 countries (including Romania) across
Europe. At least one representative from all UNIPHE partner countries attended the conference.
A total of 7 invited key speakers representing different leading institutions or European projects
were present at the conference: World Health Organization European Centre for Environment

and Health (WHO ECEH) Bonn Office, Germany; National Institute for Public Health and the
Environment (RIVM), Netherlands; National Health Service, Scotland (UK); Health Indicators in
the European Region (I2SARE) project; European Urban Health Indicators System (EURO-
URHIS) project; and European Environment and Health Information System (ENHIS) project. Six
representatives of the former countries participating in ENHIS, a project coordinated by WHO
ECEH-Bonn Office, involving more than 20 partners from EU, funded by the European
Commission) were also present at Bucharest. The conference was also attended by participants
from non-EU countries (e.g. Republic of Moldova, Turkey).
The general theme of the conference was “Towards improved local public health” which was an
extension of the project motto (towards positive health outcomes). The conference programme
was divided into two sections: the first day was entirely dedicated to the international arena
related to other programs/projects which have taken place or were currently in progress within
Europe addressing the health information strand of the EU public health programme; the second
half-day was dedicated to the presentation of UNIPHE achievements up to that point in time.
There were 6 plenary sessions; 4 on the first day and 2 on the second day. The first day also
included a Poster session, presenting interim results of UNIPHE, as well as other results from
different research studies in the field of Environmental Health.
The overall perception of the participants was very good, most of them rating the event as
excellent in the evaluation questionnaire distributed during the conference.
Based on the responses provided in the evaluation questionnaire, it could be concluded that the
International Conference organised in Bucharest, 27-28 September 2010, was a success and
achieved the objectives established by the project, to raise awareness and promote participation.

1 INTRODUCTION
This project was developed in response to the Executive Agency for Health and Consumers’ calls
for proposals for projects within the framework of the European Union (EU) 2008 Work Plan to
implement the programme for community action in the field of public health (2008-2013) as
outlined in Decision No 1350/2007/EC. It seeks to address the priority area “to develop a
sustainable health monitoring system with mechanisms for collation of comparable data and
information, with appropriate indicators” through the monitoring, consistency and quality
assurance of health information by a network of experts. Given this, the Commission awarded a
consortium of seven (7) European countries a 3 year (60%) co-financed project which
commenced on 1 March 2009 and will continued through to 28 February 2012. The project

In order to raise awareness and promote participation in the project a one and half days
international conference was organised. It took place in Bucharest, Romania on 27-28
September 2010, according to the planned activity in the contract.
Work package 9 (WP9) was led by INSP with contributions from all other 6 partner countries.
The work package commenced in August 2009 (as stipulated in the contract), with the
development of an outline work plan by the leader. A conference committee was firstly
established at the National Institute of Public Health (INSP) Romania, to take the responsibility of
the proper organisation of the event. The outline work plan was refined and a detailed one
produced in October 2009 (see Table 1).

2 ORGANISATION OF THE CONFERENCE
The initial plan was to attempt to “twin” the conference with another appropriate event in
Bucharest to reduce travel costs to conference; however, no such opportunity could be identified.
Given this, the conference was organized as a “stand-alone” event as delays to identify a suitable
event at a later date could not be contemplated within the timeframe of all activities within the
project.
All activities undertaken are shown below in Table 2 and mapped against the expected date of
achievement shown in Table 1. The activities included the appointment of a conference
committee to assist with all the preparations for and general organization of the conference. The
project partners then agreed a theme for the conference, “Towards improved local public health”.
Appropriate arrangements were made to accommodate 70 – 80 delegates and a venue was
identified and reserved for 27/28 September 2010.
A conference flyer (see Appendix A), which contains details of the call for abstract submissions,
was produced and placed on the project website as well as on the partner institutions’ websites.
An announcement was also registered with www.conferencealerts.com to ensure that it was
widely publicized among the public health network. This proved successful as the organisers
were contacted by interested professionals from non-EU countries (e.g. Turkey, Republic of
Moldova) willing to participate.
An information circular (see Appendix B) was sent to all participants prior to the conference. This
included details on the venue, meals and transportation options. It also included information
about travel costs reimbursement for the participants whose travel costs were to be covered by
UNIPHE project. Information about presentations was also provided.
Twenty-eight (28) posters were selected by the conference committee to be presented at the
conference. The abstracts of all posters were printed prior the conference and distributed among
the participants in form of a Conference Proceedings volume.

3 THE CONFERENCE
The conference was attended by 80 participants from 16 countries (including Romania). At least

The opening session (Day 1) was chaired by a representative (Director of Public Health) of the
Ministry of Health, Romania and set the scene for international work in the filed of environmental
health. Hence two key players in the field of public health were introduced:
The European Commission – an overview of European Union Environment and Health
Programme was presented; and
The WHO EURO, ECEH Bonn Office – the Environmental Health developments within
the World Health Organization European Region was presented.
The first day of the conference was aimed at demonstrating the integration of the UNIPHE project
efforts into the European work done in the field of Environment and Health and development of
indicators. Overviews of the following European projects were presented: ENHIS, UNIPHE,

I2SARE, EURO-URHIS. In addition, there were presentation of other important relevant reports
and work such as: Review of the Environment and Health Policies report , Examination of
Environmental Burden of Disease report, Environmental Health response for the ecological public
health era.
The second day focused on UNIPHE achievements to that point in time. The Progress to date of
the UNIPHE project presented by the project lead, was followed by two general presentations of
(a) the Methods used for the selection of the environment and health indicators and (b)
Methodology for data collection and analysis. The two latter presentations outlined the
methodological approach of UNIPHE project. A set of 7 further specific presentations showed the
sub-national comparisons for a certain indicator in each of UNIPHE partner countries.
A moderated summary discussion session took place at the end of the presentations and the
conference was closed by the health advisor of the Minister of Health, Romania. All
presentations were uploaded on the project website after the conference at
http://www.uniphe.eu/publications.html.

4 CONFERENCE EVALUATION
During the conference, an evaluation questionnaire (see Appendix D) was distributed to all
participants and collected at the end of the closing session. A total of 44 completed
questionnaires were returned to the conference secretariat.
The completed questionnaires were analysed by the WP leader and the main findings are
presented in this report. The majority of the respondents rated the event as excellent (see Figure
1), therefore it can be concluded that the conference was a success.

The whole event (venue, catering and overall organisation) was also very well rated by the vast
majority of the respondents (refer to Figure 2).

In general, participants considered that their objectives for attending the conference were met
(see Figure 3) which hopefully is aligned with the aims of the conference which were outlined in
the conference flyer and invitations.

All the presentations were very well appreciated.
The participants were also asked to make comments on the usefulness of the conference. Among many comments, more frequent were those related to:
I. Identification of collaboration opportunities II. Exchange of information with I2SARE & EURO-URHIS was particularly useful and
constructive III. New contacts, overview of EU projects IV. Participation of experienced people, presentations from other related properties V. Lots of feedback and discussion moments VI. Informative

5 CONCLUSIONS
The dynamic discussions aground all the presentations, especially those introducing other international projects, emphasized the strong need for better coordination and collaboration at European level, as well as the development of new indicators to monitor other important health determinants (e.g. the access to green public spaces, or mode of transportation of children to and from school etc.).
At the same time, former participants in ENHIS project who attended the Conference in Bucharest recognised the importance of UNIPHE project and committed themselves to contribute to the project development by providing data from their countries at regional level.
The conclusion based on the responses on the evaluation questionnaires is that the conference organised in Bucharest, 27-28 September 2010, was a successful event that has met the objectives established in the project contract; to raise awareness and promote participation.

The National Institute of Public Health from Romania is pleased to announce the dissemination conference of the project. The “Use of sub-national Indicators to improve Public Health in Europe” (UNIPHE) project is a 3 year project which is financed by the European Commission – DG Sanco (Grant Agreement No 2008 13 04), co-ordinated by Health Protection Agency, UK and involves partner institutions from 6 other European countries. The project is building on work done by the European Environment and Health Information System (ENHIS) project which developed a harmonised system of a core set of environment health indicators to monitor and report health status of populations at a national level. The UNIPHE Conference is organized under the general theme “Towards improved local public health”. The aim of the conference is to raise awareness about the need for sub-national assessments of population health and its social and environmental determinants by improving information sharing and participation among the European community. The conference will focus on emerging and current work in the field of public health information and its application in the following key areas:
o Environment and Health (EH) information policy in Europe o Existing EH initiatives / projects update in Europe o Environmental health impact assessment tools / approaches o UNIPHE results o EH and UNIPHE further partnerships and networking
The conference will feature both oral and poster presentations addressing these key issues. It will provide an opportunity for knowledge sharing and establishing collaborative working among EC, WHO Euro, EEA representatives; policy and decision-makers; Public Health and EH experts; former ENHIS partners; and existing European networks / projects. TRANSPORTATION
Airport - accredited taxis are located just outside international arrivals terminal building. Please do not use illegal operators. The travel by taxi to the hotel should normally cost less than 25 euros. There is a bureau at the first floor of the arrival terminal where you can get information and ask for a taxi.
Another option would be to use the bus Line 783 just in front of the arrivals terminal. You can buy tickets from the bus station (a card with 2 journeys cost about 2 euros). The bus arrives in the city center (Piata Unirii – the end station) where you can take a taxi to the hotel (this should cost you about 5-10 euros).
