Subj: R&D CENTER ESTABLISHMENT OF COMMERICAL WIRELESS ACCEPTABLE USE POLICY

1. BACKGROUND:

a. In response to requests from R&D Center employees and guests, the Commanding Officer has authorized the establishment of a shared wireless network with access to the internet through a commercial DSL for unit morale, education and/or other public information purposes. Access to this network shall be governed by reference (a) - (c).

b. This network shall be established and maintained in accordance with references (a) and (b).

c. The intent of this policy is to identify certain types of use that are not appropriate; however, it does not attempt to enumerate all possible inappropriate use.

2. PROCEDURES:

a. All users requesting access to this network (wireless or wired) are required to review / understand and follow this policy. Users shall sign and return the signature page of this document to the helpdesk, and may retain the remainder of the document for future reference.

b. Only requests from R&D Center personnel, contractors with COTR approval, or sponsored guests thru their RDC sponsor may be accepted.

c. Access requests require not less than 24 hours notice, and will only be handled by the helpdesk on a time available basis, exceptions to this rule may be granted by the helpdesk COTR RDC IRM).

d. Use of the RDC Wireless system is a privilege, granted at the sole discretion of the command, and may be revoked at any time for any reason. The RDC expressly disclaims all responsibility for its speed, reliability, or quality of service and accepts NO liability.

e. Accounts for Employees will be issued for a period of one year. Approved guest accounts will be granted only for the period of the approved visit but no longer than three days.

f. Maintenance of tenant owned hardware will be the responsibility of the tenant command.

g. Access requests using personally owned computers, must agree to:

(1) Have device inspected to insure properly installed security software with current updates, if appropriate

(2) If appropriate, install such software, which may be available from the helpdesk for government employees.

3. POLICY:

a. Access to this government owned computer system is consent to monitoring.

b. Use shall be consistent with Coast Guard Core Values and accepted community standards; use of this system for illegal, malicious fraudulent or misrepresentative purposes is not acceptable.

c. While using this privilege, the user must respect the privacy of others. Users shall NOT intentionally seek unwarranted, protected personal/confidential information about others, or misrepresent themselves. Users shall not obtain copies of or modify files or other data belonging to others.

d. Users will respect the legal protections applied or applicable to programs, data, photographs, music, written documents, or other materials etc, as provided including privacy, copyright, licensure, trademark, or other protected/proprietary rights mechanism.

e. This service shall be used for personal reasons. This service shall NOT be used for commercial purposes/run private business/generate income, or to support a private or personal business. Examples of this prohibition include employees using the provided network and Internet connection to run a travel business or investment service. The ban on the use of the network for such private business also precludes the user from using the network to assist relatives, friends, or other persons in such activities or that the use/activity may violate any law and/or regulations.

f. Repeated unsolicited and / or unwanted communications or advertising are strictly

prohibited.

g. Access to gaming, gambling, or pornography sites is a violation of CG Policy and strictly prohibited.

h. By accessing this system, users agree that the CG accepts NO responsibility to provide the service or accepts any liability for its use and that the user will hold the Coast Guard harmless and defend the CG for any damages that may result from access to the network or inappropriate use, and consent to monitoring.

1. No government or contractor corporate data may be stored or processed on this network.
