The U.S. Agency for International Development, US AID, is seeking an individual for theposition of Secretary for the Deputy Mission Director at the USAID Front Office.

10. STATEMENT OF DUTIES

10.1 General Statement of Purpose of the Contract

The Secretary is located in USAID/Colombia, Office of Deputy Mission Director, and serves asthe principal administrative support person for the Deputy Mission Director, operatingindependently of any other position to ensure that administrative functions are performedeffectively, efficiently, and in a manner that promotes harmony and problem-solving, so thatother Office staff members may be more effective.

The Secretary is the primary contact person responsible for Office customer service to internaland external partners and other stakeholders, including Mission staff, contractors, ImplementingPartners (IPs) and grantees, host-government officials, the Embassy, USAID/Washington, andother customers. In this capacity, the Secretary is responsible for coordinating information aboutthe Office, and making sure that information gets to customers on a timely basis and in aprofessional manner.

10.2 Duties to be Performed

a.The Secretary receives and places phone calls, sends and receives E-mails and Faxes, and setsup meetings and makes appointments at the request of the supervisor and other Office staffwithin the Mission, the Host Government, donor, IP, NGO, private-sector, and other contacts;arranges transportation as needed; and, takes minutes at meetings when requested. The Secretaryschedules appointments based on a good knowledge of the supervisor's commitments, andmaintains the Office calendar, reminding the supervisor and others of meetings andappointments. The Secretary takes messages in the absence of the supervisor and other staff,directing callers to other staff members, or answering questions personally; receives and assistsvisitors, answers questions, or directs them to a staff member who can assist them; schedulesmeetings for the supervisor, and ensures that attendees are briefed or provided properbackground material for meetings; and, participates in maintaining conference room schedules,in coordination with the Secretary to the Mission Director, other Office Secretaries, and withother Mission administrative staff, arranging for conference room space as required by the sizeof the group. The Secretary meets with other Mission support staff on a regular and recurringbasis. 60%

b.The Secretary maintains control of all correspondence for the Office, including

program/project/activity files provided by CORs/AORs, establishing and maintainingcomputerized tracking systems to track Office actions, providing weekly reports to thesupervisor, receiving and screening Office mail not addressed to a particular individual, draftingnon-technical responses to routine correspondence and letters in English and the Host-Countrylanguage, distributing incoming official mail to Office personnel and attaching pertinentbackground material, and searching files and records to assemble background information forcorrespondence and other pending actions. The Secretary reviews outgoing mail for properaddress, routing, attachments, etc., prior to dispatch, reviewing outgoing correspondence foraccuracy and conformance with Mission formatting procedures and special instructions. TheSecretary distributes internal policies and procedures and, as necessary, maintains a record ofwhen staff received new policies and/or procedures. 20%

c.The Secretary uses PC-based word processing, spreadsheet, and charting software in theperformance of a variety of assignments, types a variety of correspondence, creates electronictables, develops charts, and prepares other documents in draft and final form, proof-reading forformat and consistency with standard formatting requirements prior to submitting for signature.As required, the Secretary locates documents routed for clearance, and obtains and tracksclearances and signatures. 10%

d.The Secretary establishes and maintains files according to standards set by the Mission C&RTechnician/Supervisor in EXO, and by USAID/Washington; and, marks correspondence andother documents for filing, and files accordingly. Reviews all correspondence prepared in theOffice or elsewhere in advance of the supervisor's signature, corrects errors by drafters and editscorrespondence, and assures that responding correspondence fully meets the requirements posedby incoming correspondence to which it pertains. The Secretary maintains and updates OfficeHandbooks and other documents, such as visitors' lists, telephone listings, personnel rosters,vacation schedules, etc. 10%

12.PHYSICAL DEMANDS

The primary location of work will be on the U.S. Embassy/USAID compound inBogota/Colombia. No special physical demands are required to perform the work.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

a.Education: Completion of Secondary Schooling and two or more years of post-secondaryschooling in Secretarial Science or Business Administration, equivalent to a US juniorcollege or community college diploma, is required.

b.Prior Work Experience: A minimum of three years of progressively responsible workexperience, of which two years should be in related work with USAID, the USG, NGOs,other donor organizations, or host-government organizations. Experience in an English-language work environment is required.

c.Post Entry Training: A candidate new to USAID will be provided familiarization trainingon USAID operations, and on specific regulations and procedures (such as recordsmanagement, travel, and correspondence management). Additional training in-country maybe provided from time to time, depending on course offerings and the availability of spaceand funds.

11. AREA OF CONSIDERATION:

Cooperating Country Nationals (CCN), meaning an individual who is a cooperating countrycitizen or a non-cooperating country citizen lawfully admitted for permanent residence in the

cooperating country.

According to ADS 309.3.3, a "USAID policy is that the use of CCNPSCs is preferred over theuse of Third Country National Personal Service Contractor (TCNPSCs) in order to integrate theforeign assistance effort into the community, enhance the skills of the cooperating country'spopulation, and contribute to the local economy."

d.Job Knowledge: The Secretary should be familiar, or able to quickly become familiar, withthe responsibilities and activities of the Office of assignment, as well as possess a generalknowledge of standard office procedures and practices. The Secretary should have theability to develop an excellent understanding of USG file management, mail handling, andcorrespondence formatting.

e.Skills and Abilities: The Secretary must be proficient in keyboarding and in operatingcomputers with standard software, including Microsoft Word, Excel, PowerPoint, Outlook,and other software programs as designated. The Secretary must be proficient in using theInternet and E-mail.

f.Language Proficiency: Level FV (fluent) oral and writing ability in English and Spanish isrequired.

All offerors must attach a copy of a valid language test results in the non-primary language(English and/or Spanish) to be eligible for consideration. USAID Colombia will only accept thelanguage tests administered by AVANTI Language School SAS. Please follow instructionsbelow on the section titled "Language Testing Procedures".

III. EVALUATION CRITERIA

To be considered for this position, offerors must meet the minimum qualifications noted above.In a supplemental narrative included with the offer package, offerors must address eachminimum qualification above as it relates to their ability to meet the position's major duties andresponsibilities. Offerors should describe specifically and accurately experience, training,education and/or awards they have received that are relevant to the each minimum qualification.

Responses are to be submitted in English and limited to two (2) pages using Times New Roman12; the document must have one (1) inch margins.

Offerors must include their name and the solicitation number at the top of each additional page.

1. POSITION ELEMENTS

a.Supervision Received: The Secretary receives supervision from the Office Chief, and/orhis/her designee, who provides assignments in terms of a discussion of the work to beperformed, and Office priorities. Most work occurs as a result of normal Officeoperations, but special activities may be assigned at any time. The Secretaryindependently plans and carries out assignments, and is responsible for the accuracy oftheir personal work; work is normally reviewed in terms of results achieved and inmeeting Office objectives.

b.Supervision Exercised: Full supervision of other USAID staff is not contemplated.

c Available Guidelines: In addition to oral and written instructions from the supervisor,guidelines include USAID Mission Orders, Administrative Notices, USG Regulations,and other guidance and directives from the Automated Directives System (ADS),USAID Fact Sheets, E-mails, and other sources.

IV. PRESENTING AN OFFER

Offers must be submitted in accordance with the instructions in the section titled How to Apply.Incomplete offer packages may be eliminated from further consideration. All documentation willbe reviewed to ensure offerers meet the minimum requirements, and offerers who do not meetthe minimum requirements will not be scored.

2. BASIS OF RATING

Offerers who meet the minimum qualifications and basic eligibility requirements will be furtherevaluated based on their responses to the minimum requirements in the supplemental document.Those offerers determined to be competitively ranked will also be evaluated on their interviewperformance and on their professional reference checks. The offerer rating system is as follows:

d.Exercise of Judgment: The Secretary must use sound judgment in addressing tasks andresponsibilities, and in setting work-related priorities. This is particularly important indealing with working-level contacts within the Embassy, and with contractors, IPs, otherdonors, and host-government officials. The Secretary has no authority to commit theUSG to the expenditure of funds.

e.Authority to Make Commitments: Within the scope of the assignment, the Secretary isregularly called upon to maintain calendars and/or otherwise schedule meetings; to advisestaff, callers, and visitors when work items or particular individuals will be available; and, tootherwise provide appropriate information. The Secretary is not authorized to independentlycommit the USG to the expenditure of funds.

f.Nature, Level, and Purpose of Contacts: Contacts will be maintained in person, by phone,or by written or electronic communication with Office and Mission staff, and with relevantsenior Host-Government officials, private-sector representatives, and staffs of other foreigndonor institutions. The nature of these contacts will be principally administrative.

g.Time Expected to Reach Full Performance Level: One year.

1. LANGUAGE TESTING PROCEDURES

Most of the positions at the U.S. Embassy require specific levels of both Spanish and or English.

All offerers seeking a Mission Colombia local position must submit a valid language test result inthe non-primary language (English and/or Spanish).

The test result(s) must be submitted along with the offer; otherwise the offer will not beconsidered.

For recruitment purposes the United States Mission Colombia will only accept the language testsas follows:

At the time of the offer, candidates must fully meet the education requirement (graduated anddegree and/or diploma already received) as specified, and must also meet in full the workexperience requirement. There is no exception for these requirements.

VII.BENEFITS/ALLOWANCES:

As a matter of policy, and as appropriate, a PSC is normally authorized the following benefitsand allowances:

Salary: Will be determined by the USAID Contracting Officer within the equivalent to FSN-07 salary range based on experience, qualifications, and salary history. This positionis taxable; incumbent will be required to pay Colombian taxes.

BENEFITS and ALLOWANCES:

•Christmas Bonus: 1 month basic salary per year•Vacation Bonus: 1 month basic salary per year•Service Bonus: 1 month basic salary per year

•Education Allowance (if applicable)•Benefit Allowance: Cps $1,072,273 per year•Meal Allowance: Cps $751,955 per year•Severance: (cesantias), plus 12% interest per year of severance•Life insurance•Medical insurance (optional)

Please be advised that all bonuses and allowances are paid proportionately; actual payments arepro-rated according to the number of months worked during the pay year. Also, the selectedcandidate will receive health and pension benefits according to Colombian labor law.

VIII.TAXES

Local Employee Staff (CCN) is responsible for paying local income taxes. The U.S Mission doesnot withhold year end local income tax payments.
