Who is GSA?

• The Federal Acquisition Service (FAS) helps federal agency customers leverage the purchasing power of the federal government to achieve the best value possible in purchasing products, services, technology, motor vehicles, transportation, and travel

• The Public Buildings Service (PBS) manages the owned and leased federal real estate portfolio, providing superior workplaces for federal customer agencies at superior value to the American taxpayer

Eliminate Environmental Impact

• By FY 2020, GSA will reduce its annual greenhouse gas (GHG) emissions by 30 percent from its FY 2008 levels.

• GSA will reduce its GHG emissions from sources owned or controlled by GSA by 28 percent by FY 2020.

• GSA will reduce its GHG emissions from indirect sources by 44 percent by FY 2020.

• GSA will shrink its GHG emissions to just 1.8 million tons of carbon.

Eliminate Environmental Impact

• GSA will increase its investment in energy and water conservation projects across its inventory of owned Federal buildings in order to reduce facility energy intensity to 48,926 BTU/GSF by FY 2020.

• GSA will design all new Federal buildings to deliver energy performance at least 30 percent below industry standards for energy efficiency in non-residential buildings, achieve the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) Gold certification, and meet Energy Star standards.

• The GreenGov Supply Chain Partnership focuses on promoting clean energy and cutting waste and pollution. Members of the GreenGov Supply Chain Partnership measure and report their organization’s greenhouse gas emissions.

Immediate Focus

• GSA will pursue the following steps : – Mandate that regional sustainability council members and facilities

managers attend the Generating a Federal High Performance Sustainable Buildings Checklist in ENERGY STAR Portfolio Manager training course

– Request that facilities managers in each region assess buildings in their respective portfolios against the Guiding Principles using the Checklist.

• This process will initially focus on buildings that have achieved the ENERGY STAR label and meet the water use reduction requirements. To date, there are 153 buildings uploaded into the Checklist and assessments will begin immediately.

– Recognize regions that can demonstrate the greatest percentage of buildings in compliance with the Guiding Principles

– Continue progress towards LEED certification for buildings currently registered.

• Starting in FY 2011 – Continue to pursue Leadership in Energy and Environmental Design—

Existing Buildings Operations and Maintenance (LEED EBOM) certification for individual buildings meeting LEED program requirements and where cost effective.

– Evaluate the opportunity to greatly increase the numbers of LEED EBOM certified buildings through participation in USGBC’s Portfolio Program, which allows organizations to pursue certification for multiple properties through volume certification.

– Continue to leverage the Federal High Performance Sustainable Buildings Checklist in Portfolio Manager to assess buildings against the Guiding Principles. Continue to audit a representative sample having met the Guiding Principles to verify compliance.
