DERA Funding: Eligible Entities• Public Agencies w/ jurisdiction over transportation

or air quality– State, regional & local– Tribes – governments & intertribal consortia– Port authorities

• Nonprofit Organizations that:– Represent or provide pollution reduction, or– Educational services to persons, or– That own or operate diesel fleets, or– Have, as their principal purpose, the promotion of

transportation or air quality.11

DERA Funding: Eligible Strategies & EPA Cost-ShareNote: FY14 cost-share displayed; FY15-16 subject to change• Exhaust Control Technologies = 100%• Engine Upgrades = 40%• Cleaner Fuel Use = Incremental fuel cost vs. ULSD

– 0% stand alone; must be bundled w/ other eligible technologies

• Idle Reduction Technologies = 100% if combined w/exhaust control. 0% stand-alone, except for:– Locomotive Idle Reduction = 40%– Shorepower & Truck Stop Electrification = 25%

• Aerodynamic Technologies & Low Rolling Resistance Tires =100% if combined w/ exhaust control; 0% stand-alone

12

DERA Funding: Eligible Strategies & EPA Cost-ShareMUST retire an old engine & replace it with a cleaner one:• Engine Repower = 40%• Vehicle/Equipment Replacement:

– Nonroad = 25% replaced by model year 2013, or newer– On-Highway = 25% replaced by model year 2013, or newer– Drayage Trucks = 50% replaced by model year 2011, or newer

DERA Funding: Competitive Project Elements

• Strong Partnerships – clear financial commitments, lettersof support, etc.

• Community Benefits – identify counties and communitiesthat will benefit

• Community Engagement – demonstrate process forfostering community support, involvement and education

• Past Performance – demonstrate competence and successin implementing similar projects

14

FHWA Congestion Mitigation & Air Quality (CMAQ)Funding

• FY14 Funding Estimate = $2.23B nationwide– Diesel retrofits & outreach– Electric or natural gas fueling– Alternative fuel vehicles - transit, school bus & refuse– Apply for grants through regional MPOs & State DOTs

• FHWA CMAQ Resourceshttp://www.fhwa.dot.gov/environment/air_quality/cmaq/http://www.fhwa.dot.gov/map21/cmaq.cfm

EPA Leveraged

This project retrofitted, repowered and fueled heavy-dutyground support equipment (GSE) at 4 airports in California(i.e., SFO, OAK, SJC & LAX). Retrofitted 12 pieces of on-field equipment and 5 transit busses with DPFs, repowered9 aircraft pushback tugs with all-electric motors, andpurchased 123,480 gallons of B20 biodiesel.
