Funds allocated to cover delivery costs related to carrying out the residential housing rehabilitation program.Funds continue to be expended toward costs to carry out the residential housing repair program.Funds continue to be expended toward costs to oversee process of lead based paint remediation at 2 properties, one purchased with FTHBfunds and a home built in 1830 who the Milford Health Dept served with a health violation in 2017 for elevated blood level of a child under 6years old. SHPO advise 9/13/19 that the 1830 structure was not on national historic list. CDBG staff responded to 12 programs inquiries andreviewed 6 program applications in the 2018-19 program year.The program responded to 6 programs inquiries and reviewed 2 program applications in the 2019-20 program year.The Housing Repair Programs were all suspended Mar-20 due to COVID-19. Mailer to market all housing programs will go out Feb 13, 2021. Anactive search for a new Project manager with potential to manage the program as well is in process. Any new housing projects will be evaluatedbased on all parties involved to ensure safety of the homeowner, the contractor, vendors and City staff. #605 MF & #607 FTHB budget totaling$71,440 were reprogrammed to #606 Housing Program Administration while outreach and project manager are put in place and the programstructure reviewed.

CT Lead Services: LBP project management, tests, clearance abatement plan. The single family program assisted 2 homeowners. The staffresponded to approximately 40 inquiries and made referrals when necessary during the 2020-2021 program year.- 26 single family repair inquiries- 0 multi-family hsg repair inquiries- 2 security deposit inquiries- 1 homebuyer inquires- 3 Fair housing or Tenant Landlord Issues- 3 Affordable housing request- 2 Homeless program assistance

Funds in 2018-19 are allocated to make energy efficient upgrades and complete housing modifications and improvements to assist Milfordhouseholds with disabled members.The Housing Repair Programs were temporarily suspended in March due to COVID-19. Interior work will be evaluated on a project basis toensure all parties involved, the homeowner, the contractor, vendors and City staff can be kept safe as per CDC social distancing measures. 5-14-20 Budget #585 (canceled) $7,100 has been reprogramed to 2018 #586 Housing Admin and #584 SF Housing Repair activity. In 2019-20,the staff received no new applications and approximately 6 program inquiry's. One LBP scope of work completed Dec-19 under order of theHealth Dept order The 2nd phase of the exterior lead based paint remediation project is on hold until Fall-20. A temporary ramp was installed foran elderly couple April-20 due to urgent need and a willing contractor.Housing and public facility project work was suspended from March 2020 to March 2021 due to COVID-19. Projects are moving forward at aslow pace due to a work back up, material shortages and shipping delays, material cost increases, staff/material shortages and/orinconsistencies and increased COVID-19 safety precautions to reduce risk of infection. In January 2021 new program brochure and flyers tomarket all programs was developed and mailed using the City Assessor list of all multifamily and all known accessory apartments.Little response to project bids and 0-2 bids per project. Current projects involve new windows, siding and lead safe practices, and a courtordered lead abatement to remediate lead from windows, soil and clean dust.

The Milford Adult education classes were in session through Dec-19. Reports and a reimbursement are pending as the Department hasreopened. Classes are being offered on a limited basis due to continued COVID-19 social distancing measures.The Milford Adult Education classes were in session through Dec-19 and 7 individuals received scholarship to attend a job skill class. In generalpublic service operations were stymie or halted between March 2020 and January 2021, or longer in some cases. All subrecipients experiencedsome delay in reporting during the pandemic and are working to catch up as work conditions normalize. Adult Education classes are in sessionagain Fall-21 and the balance of funds will be expended.

The Housing Repair Programs were temporarily suspended in March due to COVID-19. The programs may resume if work exterior and interiorcan be completed while biding by all CDC social distancing measures. Interior work will be evaluated on a project basis to ensure all partiesinvolved, the homeowner, the contractor, vendors and City staff can be kept safe.All Housing Repair Programs were all suspended Mar-20 due to COVID-19. February 2021 new program brochure and flyers marketing allhousing programs were mailed using the City Assessor list of all multifamily and all known accessory apartments. A search for a new projectmanager to oversee CDBG projects was completed with a hire March 2021. New housing projects will accepted and completed with COVID-19safety precautions in place and risk of infection is not immanent. Multifamily funds were reprogrammed to #606 Housing ProgramAdministration. If interest in the program occurs funds will be budgeted to the activity again.

In 2019-20, the staff received no new applications and approximately 6 program inquiry's. One LBP scope of work completed Dec-19 underorder of the Health Dept order and a 2nd phase of the exterior lead based paint remediation project is on hold until Fall-20. A temporary rampwas installed for an elderly couple April-20 due to urgent need and a willing contractor. Program admin and clerk were applied to the cost toadminister the program. The Housing Repair Programs were temporarily suspended in March due to COVID-19. The programs may resume ifwork exterior and interior can be completed while biding by all CDC social distancing measures. Interior work will be evaluated on a projectbasis to ensure all parties involved, the homeowner, the contractor, vendors and City staff can be kept safe. Program management payrollcharged as program delivery costs to manage program and the 29 McQuillan Drive completed in Aprl-20.Housing and public facility project work was suspended from March 2020 to March 2021 due to COVID-19. Projects are moving forward at aslow pace due to a work back up, material shortages and shipping delays, material cost increases, staff/material shortages and/orinconsistencies and increased COVID-19 safety precautions to reduce risk of infection. Upon closing the program, each guest was encouraged to contact 211 to schedule a CAN appointment and placetheir names on the waiting list for a shelter bed. The total unduplicated individual served during the No Freeze season is 71, with 2500 bednights.
