FAMILY READINESS HANDBOOK

The purpose of this handbook is to provide vital information to familymembers of deploying Soldiers.

While designed primarily to take care of soldiers’ family membersduring a deployment, there’s something here for every V Corps familymember. Inside you’ll find information ranging from how to find healthcare and how to get your car towed on the autobahn to whom to call incase of an emergency.

This book is a flexible document, designed to fit your particular needs. As you go through it you may find you need to add your owncommunity and family information, or delete information you don’t

need.

Throughout the book are highlighted areas. When you see a highlightedline, you will need to insert your individual personal, unit or communityinformation. Some of these areas need no more than a telephonenumber; others are complete forms to fill out to assist you with a varietyof situations.

The book was designed for families at the V Corps headquarters inHeidelberg, so you’ll see that many of the blue areas are already filled inwith Heidelberg information. Not all are filled out, though, so be sure toread the book thoroughly to see what you may need to add. Ask your family support group to help you if necessary. For families outside theHeidelberg area, the blue areas can be customized to fit your localneeds.

We suggest that you and your family members go through the book together and fill out all pertinent information before a deployment.Doing this can help prevent a multitude of situations which, though can

be resolved with time, will not arise because you’ve planned ahead.

About Family Readiness

A Family Readiness Group (FRG) is an organization of spouses designed to assist andsupport family members. An FRG belongs to the commander. He encourages every spouse to bean active part of the FRG to receive help and to help others. The FRG is a continuous activity. Itextends beyond deployment.

WHAT IS A FAMILY READINESS GROUP?

A FAMILY READINESS GROUP IS:

A point of contact for information to help solve problems A contact for assistance in easing burdens of separation A contact for emotional support A contact for assistance in obtaining information A contact for referral during crisis A contact of experienced persons who teach self-sufficiency

A contact to obtain accurate facts, not rumor  A contact for peace of mind

A FAMILY READINESS GROUP IS NOT:

A social group, although it may lead to social activities A substitute for soldiers taking responsibility Necessarily led by the commander’s wife To promote dependency Responsible for keeping family rosters current Transportation service for families off post

A problem solver  Only to exist in times of crisis A substitute for professional services A baby-sitting service A financial support organization

Need Help? Begin with your contact person, your FRG leader.

About Family Readiness

Family Readiness Liaison (FRL)

Each company has a FRL (Family Readiness Liaison) who is responsible for collectingdata from service members about their family members and for actively tracking and updatingthe information. The company FRL works with the family readiness group leader to equip them

with data and community resources. FRLs are not support groups. Help should come through thefamily readiness group chain. The first call from a spouse is to her contact person, not the FRL.FRL duties include:

Maintaining FRL packets -- key info about families Maintaining personal readiness program and family information forms Providing a single point of contact Keeping spouses & families informed on when the unit is returning Tracking spouse action messages Maintaining /updating chains of concern phone rosters Attending Family Readiness Group meetings

  Verifying field mail is delivered

Rear Detachment Commander (RDC)During deployments there is a person who stays behind as the Rear Detachment

Commander. This person is the Battalion Commander’s representative while the unit is away. Those not deployed have vital roles for the success of the entire Task Force.

You will be notified through your company telephone “tree” of important information pertaining to the deployment.

Ensure that your Company Family Readiness Group roster contains your current mailingaddress and phone number. Notify your chain of concern Point of Contact (POC) or FRG

representative if this changes.

Keep your company POC and FRG leader’s name and phone number posted near your telephone.

The RD Commander acts as the Battalion Family Readiness Group Officer duringdeployments. When the unit is home the adjutant is the Readiness Group Officer.

Family Readiness Group Officer duties include:

Ensures meeting places are available

Knowledgeable about family assistance agencies Meets as often as needed with the Family Readiness Group Ensures everyone knows her/his role Ensures there is a separate mail pick up area for FRG leaders Ensures single soldiers parents receive information Ensures there is a centralized place to pick up distribution

What To Do If You Have An Emergency

An emergency is the death, critical illness/injury to immediate family members.

Spouse Parents, Step-Parents Children, Step-Children  Guardians (if they were your legal guardians-the length of guardianship must

 be stated in message.)

The medical definition of critically ill or injured means the possibility of deathor permanent disability. The commander may approve other situations not listed aboveas “emergency” in nature (e.g. childcare, birth of child, disaster, and family financialcrisis). The birth of a child does not necessarily constitute a medical emergency, unlessthe child or mother is in a life-threatening situation.

NOTE: All situations will be verified by Red Cross before message can be delivered

to unit.

I AM LOST. WHAT DO I DO?

If you get lost within the Heidelberg area,

contact the Military Police at 57-114.

If you get lost in another community or city, contact the local MPs or German Polizei

How do I use a German pay phone?

To use most German pay phones, you must purchase a German phone card. These cards can

be purchased at any Deutsche Bundespost (postoffice). Also, you may inquire about a “T”card. A few phones may take coins.

When you deposit coins, you will see a creditamount displayed on the telephone. As you talk, the credit amount will go down. You can addmore coins to extend your time.

Unlike U.S. pay phones, you will not getchange back from a German pay phone.

US Army Garrison Heidelberg

Storing/Extending POVs During Deployments

Headquarters, USAREUR Registry of Motor Vehicles (RMV) has two programs available to assistdeployed personnel. One is managing the storage of vehicles for deployed soldiers (those not beingdriven) and the other for extending the expiration dates of POVs being driven by family members or other

designated persons for deployed soldiers.

STORAGE OF VEHICLES NOT BEING DRIVENTurning in your POV for storage:1. Units of deploying personnel must coordinate with 26TH USAG for storage of POVs in thecommunities designated storage locations sites: Spinelli Barracks or Miesau. Soldier then turns in thePOV to the storage site and is issued a DD Form 788 (Private Vehicle Shipping Document for Automobile) as a receipt for the POV and its condition.2. The Storage Facility Custodian (and Rear Detachment Commander) notifies USAREUR Registry of Motor Vehicles (RMV) with a compiled listing of stored vehicles and we “deactivate/suspend” theregistration until it is released to the owner from the storage facility.Removing your POV from storage:

1. Obtain new proof of insurance from your insurance company. New insurance confirmation isrequired because your registration has been deactivated or suspended while the POV was stored.2. Go to the Heidelberg Vehicle Registration Station [FRS] with your ID card, USAREUR Certificate oLicense, and DD Form 788. Vehicle Registration will issue you a new [no cost] registration that will state“DEPLOY RETURN” and current date on it.3. Your newly issued registration will reflect a new expiration date based on how much time wasremaining on your registration when it was turned in for storage; you will then have that same amount of time remaining on your new registration [a minimum of 30 days]. For example if you had four monthsleft on the registration when POV was turned in, you will have four months left on your newly issuedregistration.4. Go to your storage facility for release of your POV.EXTENSIONS FOR VEHICLES BEING DRIVEN

1. After deployment your REAR DETACHMENT faxes (DSN: 386-7225 RMV) a memorandumrequesting an extension of your POV. The memo must have your rank, name, social security number, license plate, date of registration expiration, unclassified deployment location, the date you deployed andanticipated date of return. Sample on next page.2. Operational extensions (with license plates) require that your registration has not expired before youhave deployed and you must maintain liability insurance.3. RMV will review and process the requests for extension. A new registration with expiration decalswill be mailed to your mailing address or to your unit.4. Non-operational (no plates) extensions require that your registration has not expired before you havedeployed and that you meet local rules for non-operational procedures. NON-OP Lot is not for long termstorage. Check with your lien holder for insurance requirements.5. Note: Should you have an operational (with plates) registration and want to register the POV as non-

operational, the plates must be turned-in to the local FRS and the car stored in an authorized location. The clerk must then stamp and initial the unit memo request acknowledging receipt of the plates. Your unit must then submit the request as noted in paragraph 4 above.

f. Overseas Housing Allowance (OHA). Soldiers drawing OHA at their permanent dutystation (PDS) will continue to draw OHA during the deployment (tax exempt).

g. Family Separation Allowance (FSA). FSA is paid when a Soldier is involuntarilyseparated from his/her dependents or active duty spouse for more than 30 days. It is payable at$250.00 per month, or $8.33 per day (tax exempt). Service member married to service member is also entitled to FSA. However, only one Soldier will receive this entitlement. If both Soldiersdeploy to the same theater they must be outside a fifty-mile radius or unable to see each other

based on mission and security constraints.

h. Selective Re-enlistment Bonus (SRB). The SRB is entirely tax-exempt when a Soldier re-enlists in a CZTE area. Accrued leave sold by enlisted Soldiers while in a CZTE area, whether earned in that area or not, is tax exempt. Leave accrued by any Soldier while serving inthe CZTE area, which remains unused at separation, is tax exempt.

MILITARY PAY

i. Savings Deposit Program (SDP).  All soldiers deployed at least 30 consecutive days maycontribute to this risk free program. Soldiers may make any number of deposits in any amounteach month, provided the total deposited in a one month period does not exceed the Soldier’smonthly net pay and allowances. Interest is paid at the rate of 10 percent per annum, compounded quarterly (calendar quarter). Public Law limits interest payments in the SDP at

$10,000 regardless of the total amount in the SDP account (includes contributions and interestearned). Interest will accrue up to 90 days after the Soldier redeploys.

 j. Special-Leave Accrual (SLA). SLA accrues when Soldier serves in an area in which heor she was entitled to Hostile Fire/Imminent Danger Pay for at least 120 continuous days.Special Leave Accrual authorizes Soldiers to carry up to 90 days of leave at the end of a FiscalYear. Accrued Special Leave must be used before the end of the third fiscal year after the fiscalyear in which the qualifying service ended.

k. Leave and Earnings Statements (LESs). LESs and Mid-month Net Pay Advice formswill be sent to the Soldiers at their deployed location. In addition, Soldiers with access to the

Internet will be able to access their LESs through “myPay” online at www.dfas.mil. With ageneral power of attorney, Soldiers can grant their spouse access to their LES. Spouses with power of attorney should request the LES from the unit’s rear detachment commander or

NCOIC. Spouses can also be given limited access PIN numbers to a Soldiers account.

l. Power of Attorney (POA). With a special power of attorney, the Soldier can grant their spouse the right to establish, change, or stop an allotment. The special power of attorney mustspecifically state the authority to establish, change, or stop allotments. In addition, a special power of attorney can be used to establish, change, or stop transactions involving the ThriftSavings Plan and the Savings Deposit Program. In order to cash checks at local finance offices asoldier must have a current DD 2761 on file prior to deploying.

m. Dependent Support. Soldiers must ensure their families have access to adequatefinancial support in their absence. This may include access to checking and/or savings accountsor establishment of allotments. Checking accounts are generally preferred in order to maximizeaccess to funds by both the Soldier and their dependent(s).

n. Pay Adjustments. The manifest will be used to start, stop and adjust numerous payentitlements. It is critical that Soldiers returning prior to the main body (i.e. emergency leave, etc.) are reported to finance and are followed up on by the rear detachment commander to ensurethe necessary adjustments are made. Failure to make the adjustments will result in overpaymentsand cause unnecessary and extreme hardships on the Soldier.

Service Members' Civil Relief Act

NOTE: You must apply for this service from the credit or financial institution for it to takeeffect.

WASHINGTON, Jan. 7, 2004 – A new law replacing the Soldiers' and Sailors' Civil Relief Actof 1940 will provide military personnel – especially those deployed or called to active duty – greater protections to handle their personal financial and legal obligations, Defense Department

officials said here.

President Bush signed the Service Members' Civil Relief Act into law Dec. 19.

The focus of the SCRA is the same as under the SSCRA: to provide protections to servicemembers who have difficulty meeting their personal financial and legal obligations because of their military service, The SCRA is a significant law, because it clarifies and updates the provisions that existed in the SSCRA, while adding some additional

An automatic 90-day stay of civil proceedings upon application by the service member. Thisapplies to all judicial and administrative hearings. In the past, according to Lindemann, stayswere discretionary with the courts.

The SCRA also makes it clear that the six percent limitation on interest rates for pre-servicedebts requires a reduction in monthly payments, and that any interest in excess of six percent is

forgiven, not deferred

Service members and their dependents who entered into a lease for $1,200 or less could not beevicted without a court order. The SCRA increased that maximum lease amount to $2,400 andadded an annual adjustment for inflation. For 2004, the maximum will be $2,465.

A service member who has received permanent-change-of-station orders or who is beingdeployed for not less than 90 days has the right to terminate a housing lease with 30 days' written

notice. Prior to the SCRA, service members could be required to pay for housing they wereunable to occupy.

Any active duty service member who has received PCS orders outside the continental UnitedStates, or who is being deployed for not less than 180 days, may terminate a motor vehicle lease. The law prohibits early termination charges.

If service members have questions about the SCRA or the protections that they may be entitledto, they should contact their unit judge advocate or installation legal assistance officer for furtherassistance.

A closer CMR near their residence would minimize the burden. Concessions must be made and must continuto be made when they are in the best interest of our postal customers. Each request from a postalcustomer for a change in mail delivery must be resolved on a case by case basis. It is the customer’sresponsibility to insure that the proper change of address is on file and request service from the potential gaining CMR and notify the “losing CMR of the approval if granted. The losing CMR andthe gaining CMR must agree on the change. The change will only be effective for the duration of thsponsor’s deployment (the sponsor needs to provide proof of deployment or TCS) and upon return tsponsor will be required to revert back to the original CMR. You may swing by and if nobody is having a scheduled class, go to the MP Station and sign outa key. It’s best to go with a friend so you can learn the process. This is a 24 hour room.

Soldier and family member must have the same type email account. The computers are set up touse Yahoo, MSN and AOL. This is for video conferencing only. You should keep using your AKO account for other matters. You can set up the Yahoo, MSN or AOL accounts on the YRR computers.

There are directions for the procedure in the room. There are only 4 computers so if you go as agroup, be prepared to work in shifts.

The Soldiers and staff downrange will do their best to set up video conferencing times but this isall subject to availability, mission readiness and other factors.

There is another feature added to the YRR computers. You can make a short video and insert itinto an email message or save to a disk. This way you could send the videos without trying tocoordinate both ends.

Dying Without a Wi l l . The maker of the will is called the testator. If you die

without a will you are considered intestate, and the intestacy laws of the state

where you were domic i l ed at death will determine who should receive your

property. In a way, the state’s intestacy laws write a will for you. In most states,

intestate distribution is as follows:

Your domic i le

is your state of per-manent residence;the place which, even if you weretemporarily absent, you intend  to return .It is not necessarilywhere you live atyour death.

Do You Need a Wil l?

What is a wi l l? A will is a legal document you use to give

away your es ta te at your death. It may also name people to

do important jobs, such as administrator of your estate orguardians for your children.

If you do not have a will and die unmarried, childless, and with no survivingparents or siblings, all of your property will go to your closest living relative. Ifmore than one relative of the same degree of relationship is living, those relativesshare your estate equally. Only if no surviving relatives can be found will propertygo to the state. You should execute a will if you want to distribute your property in a manner other than that provided by intestacy laws.

Care and guard iansh ip o f minor ch i ld ren. Care and

guardianship of minor children is another matter your will mayaddress. When someone with children dies, the other parentwill likely have full custody of the children, even if the parentsare divorced. If the other parent is dead and there is no will

appointing a guardian, the court will appoint a guardian inaccordance with the laws of the state where the children live.

Do I need a w i l l? Not everyone needs a will and there is nopenalty for dying without one. Many military members have awill prepared when: (1) they are married or have youngchildren; (2) they want to leave specific items of property tonamed individuals; or (3) they want to exclude a close familymember from receiving any part of their estate.

Your es ta te

is everything youown—all of yourpersonal property

(cars, householdgoods, etc.), realestate, and otherassets such asbank balancesand investments.

Does your spouse have access to funds while you are deployed

If your direct deposit goes to one account, make arrangements for spending between the

deployed soldier and the remaining spouse/dependents so you don’t accidentally overdraw on this

account

Family budget and business arranged/ Spouse is aware of all bills that need to be paid routinely, with addresses and phone for each (rent or mortgage, car payments, telephone, electric, credit card payments, other payments not on allotment)Make allotments for bills, automatic payments if amount is known each month. SPOA for any events that may occur?

Powers of Attorney: Check the following agencies to see if you need a Special Power of Attorney toconduct business in the deployed Soldier’s name while deployed:Banks, credit cards, insurance companies, investments, auto leans, taxes, housing, birth registration

Multiple SPOAs are better than a solitary GPOA, but need to be organized for spouses, especially

foreign-born spouses, who may need an interpreter or liaison of some sort. Have contact establishefor help, if needed. Make sure all legal documents are available to spouse.

List of all credit cards and account numbers List of all stocks and bonds

Savings Bonds? Class EE bonds allotment applied for (if desired)

Federal and State Income Tax Returns (last 5 years)

Home Security Suggestions

Home Security/Crime Prevention

Crime and fear of crime are big problems that influence how you live. The mostimportant resources we have in reducing these problems are neighbors workingtogether to prevent crime. This makes it harder for crime to happen and reduces the

chance of criminals to victimize you and your family members.Check with your military police to see if your community has such a program. If so, join up. If not, start one.

Home Security/Crime Prevention Tips

If your spouse is deployed, don’t advertise it. This alerts everyone that your spousewill be away for an extended period of time.

Lock the doors, always, even if you are going out for just a few minutes. Besides thefront and rear doors, keep garage, cellar, patio, storage areas, and maid’s rooms

locked. Periodically check them. If you live in government quarters, are the doorsto your stairwell secured? If so, are they really kept locked? If not, contact yourbuilding coordinator.

Be cautions of door-to-door sales people and other solicitors. If possible, conduct theconversation at the door. Be caution whom you invite into your home. If you doinvite a solicitor in, DO NOT leave him alone in a room.

Keep telephone numbers of the MPs, polizei, and ambulance near your telephone.Familiarize yourself with unit, community, and local host nation emergencyreporting procedures, such as: calling for police assistance obtaining emergencymedical help, etc. This is outlined for you on pages 4-20 of this guide.

Report suspicious persons or activities immediately to military police or host nationpolice authorities.

Tell your children to never admit being home alone on the telephone or to someoneat the door. Say mom or dad can’t come to the phone and will call back.

Instruct children to look out for each other and tell you when something unusual orsuspicious occurs.

Teach children how to contact the police or a neighbor; make sure they know theirhome address and telephone number.

Screen repairpersons and solicitors to ensure their visit are legitimate. If possible, install a peephole in your door; if unattainable, use a window.

Remember, disguises and uniforms are easily obtained. Before you let workers intoyour home, make sure there is a real problem and check their credentials. Call thefirm/organization they claim to represent to verify.

If you suspect/detect someone observing your home/activities or that of yourneighbors, report it immediately to the police.

What To Do Before Departing on a Trip

Keys. Leave a house key with one of your trusted neighbors to check on your housedaily. You can return the favor when they go on a trip. If you plan to leave for 10-29days, contact Housing and let them know who your POC is for caring for your home. You may want to give the person a POA to take care of problems that may arise in yourabsence.

Newspapers/mail. Discontinue newspaper service and have your mail kept at the postoffice or arrange to have a neighbor pick it up.

Lights. Ask your neighbor to turn on a light in a different room every day. This givesthe appearance of an occupied home and is a major deterrent to criminals. Installing anautomatic system that turns lights on and off at the same time every day is notrecommended; burglars are not easily fooled by such a system. Remember, leaving anoutside entrance light on all night, each night, is like extending an invitation to aburglar. If a burglar has been casing the area, he will most likely suspect the house is

unoccupied.

Lawns. Make arrangements to have someone mow your lawn regularly. Tall grass andno apparent activity around a house are good clues a house is empty.

Water Heater. If you are planning to be away for several days, have the water turnedoff either at the tank or with the circuit breaker. This will save power. Be sure to turn itback on as soon as you return. It usually takes a couple of hours before you have hotwater again.

Again, notify your chain of concern POC or FRG representative prior to yourdeparture.

You must notify housing and your Rear Detachment Commander if you are leaving for more than 30 days.

WORKING WITH THE MEDIA: A QUICK REFERENCE

The Army has a responsibility to talk with the media, to inform the public about its activities.

Reporters are often just as interested in Army families and their support and impact on the

Army mission. In dealing with the media, here are some points to remember:

* Talking with reporters is your decision. You may choose whether you want to be interviewed. However, keep in mind that those who refuse to talk to the media can give the impression that they arewithholding information.

* If approached independently by a reporter, contact your public affairs office for assistance.

* STAY IN YOUR LANE! Talk about matters within your own expertise and control. Avoidspeculating or answering, “What if...?” questions.

* NEVER LIE!

* Consider all discussions with reporters to be “on the record.” If you don’t want something to be broadcast or appear in print, don’t say it!

* If you feel saying something may be a security risk, don’t say it. If you’re unsure, and have theopportunity prior to an interview, discuss it with a public affairs specialist.

* Be honest, open and forthright. If you don’t know the answer to a question, say, “I don’t know.”Don’t be evasive, but if you feel you can’t (or shouldn’t) answer a question, simply tell the reporter so.

* Take your time. Think about your answers before speaking. You do not have to answer questionsimmediately. Don’t be pressured by silence.

* Make your answers clear and relevant. Use examples that are easily understood. Avoid using militaryacronyms and jargon.

* Keep your composure. Even if a reporter is aggressive or asks a question you feel is silly, be“professional.” If a reporter interrupts you, let him finish, then continue with your answer. If a reporter  becomes too aggressive, politely end the interview.

* Don’t let reporters put words in your mouth. Don’t repeat his “buzz words,” and don’t automaticallyaccept his statements, facts or figures as truth.

* If you feel some kind of sensitive information was inadvertently given to a reporter, contact your sponsor’s unit commander or the corps public affairs officer as soon as possible.

* Don’t be afraid to ask a reporter to repeat a question.

* Relax, smile and speak at a slow, conversational pace. You’ll appear assured and confident.

Strategies for Coping With Separation

Deployment isn't the happiest of occasions. Separations for practically any length of time arehard on every family member. Deployment is easier on families if they prepare for it and know

tricks of getting along during a separation.

Write. Contrary to popular belief, in the case of family separation, "no news can be bad news."Write regularly and use the correct mailing address. Keep in mind that your spouse is long wayfrom home; mail may be slow. To reduce your worries when you haven't heard from your spouse, contact the FRG to catch up on the news. Subscribe to the vFRG and be current withnews from down range.

MAIL TO:

RANK NAME, SSN

UNIT ASSIGNED DEPLOYED

OPERATION

APO AE

Letters. Each child should write individual letters to the deployed parent, and the parents need toanswer those letters. Send schedules of ball games and 'special events so mom/dad can ask howthe game or class play went. Mail is an important communication device; use it often and makeit cheerful and newsy.

House Rules. Sit down as a family and discuss house rules before a deployment. The childrenare more likely to remember the rules as "family" or "house" rules rather than 'mom's" or "dad's"rules. Maintain the same rules for the children; they need the stability of unbroken routine.

Gifts. Buy or plan presents in advance for special days. Make arrangements with a close friendto deliver gifts on those special days. Have the deploying Soldier write out “Gift Cards” that you

can attach to small gifts during deployment.

Pictures. Make a snapshot picture book of parent doing everyday things with the kids like givinga bath, reading, taking a walk, playing ball, etc. Show parent in uniform and where he/she worksif possible. If you don't own a camera, borrow a friend's or contact the photo craft shop for assistance.

Map. Acquire a world map; your children can follow dad/mom around the world. You can alsoobtain brochures from a travel agency.

Discipline. Deployment of a parent can be difficult for children. Often they are too young to

understand why he/she has gone; they feel deserted. Parents left behind stress continuity of discipline to keep consistency. If a parent relaxes discipline while the spouse is gone, thechildren will soon learn to resent his/her return.

Special Times. Meals and bed times are important times for small children with parents away. Itmay be a good time to talk about what they are going to say to dad/mom on the next tape or intheir next letter.

Strategies for Coping With Separation

I want my Daddy/Mommy! One parent gave her child a picture of Daddy in plastic so she couldcarry it with her everywhere; the child then felt her dad was with her all the time.

•  Have the deploying spouse videotape him/herself reading a children’s book

•  Record messages or stories

•  Fill a jar with small candies and eat one for each day the Soldier is deployed. It will be

exciting when the jar is almost empty.•  Have the Soldier write messages on slips of paper and from them make a paper chain or

small book. The messages can be read when a child is feeling particularly “parent” sick. Makeenough for the entire deployment time period so the child can read one everyday.

•  Make use of the Yellow Ribbon Room and its Video conferencing ability. This must bescheduled to ensure that the deployed Soldier will be available.

Teenagers. Include teenagers in preparations for pre-deployment, deployment, and post-deployment. One parent made his teens feel needed and secure by discussing with them areaswin which they could help while mom was away: shopping, preparing the grocery list, etc.Agree upon chores.

Take Care of Yourself. Exercise, eat right and get restful sleep. If you’re feeling good, you cancope with just about anything.

Emergency. In case of emergency, we tend to forget many important things. It’s important tohave telephone numbers of friends or your FRG representative for your children to call in case ofan emergency, along with police, fire department, hospital, etc.

Talk about your feelings. Before leaving, parents should sit down with the family and discusswhat’s happening. Talk about what will happen when they’re gone and what will be differentwhen they return. It’s okay to admit you don’t want the parent to go.

Keep Busy. Families should keep busy during the separation with church, school activities, sports, spouses clubs, scouts, FRG meetings, trips, outings to the library, museum, etc.

Emotions. We all get down in the dumps sometimes but what do you do about it? One parentsaid after the kids were in bed, she listened to music she and her spouse liked. Soon the tearscame and she felt much better. There are time to cry with your children and times to cry byyourself.

Becoming aware of and in touch with your feelings can give you an inside track as to how your children feel. If it’s been two weeks since the last letter and you’re feeling a bit blue or irritable,

your children may be crawling the walls or withdrawing for the same reason. Talk about howyou feel. It won’t change the fact that there is no mail but it may give you the extra patience youneed. Everyone will feel better knowing that it’s okay to feel lonely, isolated, sad or frustrated.

What To Expect When Your Spouse Returns.

All family members must realize that people change. We notice these changes more after a period of long absence.

Expect some anger and insecurity along with love and happiness. These feelings need to beexpressed.

Expect your spouse to be different. If he/she is not, fine. If they have changed, you’re prepared.

Expect your spouse to find you changed. He/She will find you more independent and maynot like it.

Expect your spouse to be a little hurt that you have managed so well without him/her. Theywill need reassurance.

Expect your spouse to want to be babied by you.  Expect that it will be about six weeks to adjust to each other again. If you’re not getting

along well by the end of six weeks, counseling might help.  Expect your spouse to have trouble sleeping for a while. They are accustomed to a different

life-style and time zone; it may take them a week or two to adjust.

Don’t grill your spouse about personal problems if they arise. Give him/her time to readjust.Swallow your curiosity.

The Four Basic Stages of Separation

Everyone who faces separation goes through four basic stages. By becoming aware of thesestages, we will be able to cope better. The departure-return cycle includes:

Protest against your spouse’s departure usually comes a week or two before they are due toleave. Spouses talk of feeling tense, selfish, unbelieving that he/she will actually leave, andguilty about not wanting their spouse to go. There is also frustration with the increased hours

your spouse spends getting ready to deploy, your awareness of how many household chores andfamily business must be handled before they go, and a bona fide physical, as well as mental, exhaustion for both spouses.

Despair is the tearful period that may come even before your spouse departs. Thoughts like,“How will I ever live through this without him/her?” are common. There is also difficulty insleeping due to general fear for one’s safety; even the usual noises in the house seem threatening.

Detachment is the level on which you live for most of the separation. It is a state of relativecalm and confidence in handling day-to-day living. If a major crisis occurs, however, you maytend to revert to the states of despair and protest.

Return Adjustment is accompanied by awareness of the noises in the house. Many spousesexperience an incredible emotional and physical frenzy, getting every inch of the house andthemselves ready for the soldiers return. Your spouse arrives exhausted from the final daysaway, eager to be home. The first days of unwinding bring long conversations to attempt to

catch up. Finally, the soldier spends lots of time sleeping.

Coping with Stress

A great site which has a lot of information pertaining specifically with deployment related stressis http://militaryonesource.com

Although being a military family develops pride in serving one’s country and provides many richand new experiences, pressures and frustrations often result from:

Lengthy deployments  Frequent relocations  Career changes at retirement  Single parenting during soldier’s absence  Separation from friends and family  Family finances  Constant adjustment to varying duty schedules

Children may try to take advantage of possible new freedoms. A stable home life is importantfor their psychological adjustment. Consistent rules, a consistent household schedule and speciatime set aside for families are important to minimizing the stress of a parent’s absence.

Stress Management Ideas

1)  Get up earlier to allow yourself more time before starting the day’s work.2)  Prioritize what is really critical and pace yourself accordingly.3)  Before you begin your workday, pause to notice what kind of day it is.4)  Be realistic and kind to yourself when making your to do list.5)  Take lunch or breaks away from your work area, avoid eating quickly and do not talk about

work.6)  Send your leisure time with enthusiastic, upbeat friends. Since many of your friends will bein the same position as you, you should be enthusiastic and upbeat for them.

7)  During the day, rest quietly for five minutes or take a brief walk.8)  Say no when you need to.9)  Ask for help when you need it, whether it is time away from the children, a counseling

session, or a real vacation.10) Focus on immediate or short-term goals that are attainable.11) Collect appreciation that is due. Hear praise and thank you.12) Take care of yourself when you are down and out, play your favorite song, see a movie, give

up on the housework for the evening, etc.

13) Analyze your moods, energy and time. Are you down at certain time of the day, week or month? Plan and prepare.14) Use relaxation, meditation, music, religion, nature or whatever to re-energize yourself.15) Pay attention to your diet, sleep, exercise, and general health.16) Volunteer. Helping others is good medicine for soul and spirit to fill your empty days. Call

IVC, Red Cross, or ACS for volunteer opportunities.

17) Set a Goal. Start that project you’ve been putting off. Begin a self improvement program.Go back to school. Do something for yourself.

18) Initiate, don’t wait for the phone to ring. Plan an outing or a special dinner, and then callseveral friends to join you.

19) Travel. New scenery and change of pace, if only for a day or two does wonders for the spirit.

Plan on taking a friend and making a day of it.20) Go to work. A full or part time job can provide extra income as well as opportunities for

interaction.21) Take a break. Take time away from your children. Single parenting wears you down, so go

to dinner or see a movie with friends once a week.22) Laugh. Don’t lose your sense of humor. Look for the roses and take time to enjoy them.23) Join a support group. Whether it is through the FRG, your church or work, the support of

friends makes the going easier.24) Take up a new hobby or return to one you gave up.25) Don’t feel guilty about going out with friends and leaving your children with a sitter. That’s

the cheapest form of sanity check available.

26) Keep a journal of your thoughts and activities while your spouse is away to help catch upwhen they return. Include snapshots of you and the children taken while the soldier wasaway.

We do not always realize when we are experiencing stress. Sometimes, we can also be a littlefrightened to acknowledge our stress causes because they maybe painful or difficult to think about. Ignoring or being unaware of the source of our stress can increase it and its effects on our mental and physical well-being. Recognizing stress sources, on the other hand, allows us tofigure out the best way to deal with stress and contain its effects.

DIALING TIPS

Dialing from the states to Heidelberg Germany: 011-49-6221-your number.(Note the zero is dropped in the Heidelberg area code.)

Dialing to the states from Heidelberg Germany: 001 (area code) then number.

If you live within the local Heidelberg calling area, drop 06221 from the front of any number  preceded by this prefix. Dial only the numbers that follow 06221.

If you are dialing from a military phone and attempting to reach an office on a military base, dial the appropriate 7 digit number assigned to that office just as you would in the states. Youcan not dial non-military numbers from a military phone unless that phone has an outside line.In this case you will be asked to log your call for billing record management.

If you live in a town outside Heidelberg’s local calling area you need to dial the 06221 areacode before the phone number.

If you are home and attempting to reach an office on base then replace the first three digits withthe appropriate civilian prefix.

Common Prefixes from DSN to CIV

Drop the DSN prefix, add the CIV prefix and then dial the last 4 digits.
