fora一ongtimesincethevastmajorityofcoursecontentsorlglnaltycamefromtheWest.

Withthesubsequentdeve一opmentofthecountryanditsuniversities.theJapanesegovernment

hasmadesubstantialeffortstOPromotelnternatIOnalexchangeprograms.suchastheJapanese

GovernmentScholarshlP(launchedinl954),the100.000lnternationaIStudentsPlan(from1983

to2003).theJET(JapanExchangeandTeaching)Program (Startedln1987),andJapanese

intentionaleffortstomternationalize′JapanhasbecomeoneofthemostpopulardestinatlOnSfor

studyabroadstudentsinAsia.Nevertheless.ltSeemsthattheinternationallZat10nOfuniversities

endedupbecomingdependentprimarilyontheper50nalactivitiesoffacultymembersForinstance.
