On May 13th, Neighborhood Meals On Wheels celebrated 40 years of delivering meals to the homebound in Upper Merion - with a luncheon for all our volunteers. We look forward to the next 40 years of service to our community.

A Heartfelt Opportunity

The office of the Assistant Township Manager is sprinkled with Upper Merion bling. One shelf overflows with 2013 Tricentennial commemoratives, an Upper Merion Township clock hangs on the wall, and a coffee mug inscribed with the library logo sits on her desk. Sally Slook is proud of her township tchotchkes collection. Upper Merion's new Assistant Township Manager says, "I am completely invested in the community and look forward to serving it for years to come."

Since March 3, 2014, the MPA Villanova graduate rolled up her sleeves and has taken on such tasks as obtaining grants on behalf of the township , coordinating a Rambler birthday celebration, and assisting with new office space for township employees. Slook exudes vision and enthusiasm. Her smile and contagious laugh are always present, and she is always up for a good challenge.

She isn't a homegrown girl but she sure sounds like one. Slook's admiration for the township began while she was here working as a student graduate intern. During that time she observed first-hand the employees' dedication to Upper Merion. "I love this township because it's a great community to serve and it is the gold standard in local government." she says. In fact, Slook was so intrigued by the complexity of the municipality that she helped launch the Upper Merion Township Citizen Academy. The program is intended to provide residents with the necessary knowledge to understand their community and to become advocates for it. "After my internship, I didn't want to leave Upper Merion but I knew it was time." Slook accepted a position of Assistant Township Manager of Upper Gwynedd Township and then became Township Manager of Upper Makefield Township from December 2012 until February 2014. When the position of Assistant Township Manager for Upper Merion was posted on the Montgomery County Consortium of Communities website, Slook jumped at the opportunity to return to work under Township Manager David G. Kraynik. Slook assists Mr. Kraynik and the Board of Supervisors in implementing policies that will benefit the residents of Upper Merion. Slook concludes, "It's a heartfelt opportunity to work in a township of this size with residents who care about the community they live in and with employees who genuinely like what they do."

When trees live among us, they give us so many wonderful benefits: clean air and water, energy savings, increased home values and much, much more. To help build up the tree canopy in our beautiful community so that we all can enjoy these benefits, the Upper Merion Shade Tree Commission and Upper Merion Tree Tenders are teaming up once again this fall to bring residents an easy, affordable way to participate in "Shades of Green: 1,000 Trees for Upper Merion."

These two groups will apply for g r a n t f u n d i n g f r o m t h e TreeVitalize program run by the PA Department of Conservation a n d N a t u r a l R e s o u r c e s , c o o r d i n a t e d t h r o u g h t h e Pennsylvania Hort icul tural Society. The grant funding subsidizes the cost of trees so that

residents will only need to provide a co-pay of $25 per tree. The trees will be substantial sapling size (12-15 feet high and 1.5-2 inches in trunk diameter) and worth approximately $80-$100. They will be "bare root", which are lightweight and very easy to handle. Plant ing and care instructions will be included.

Order forms will be available in mid-August and will be due back with your payment check in early September. The trees will be delivered to Nor-View Farm, 670 N. Henderson Road, to be picked up on Saturday, November 15, 2014. To get a form with the list of available species, ranging from small ornamentals to large shade trees, email your request to Barley Van Clief at:[email protected].

Summer Storm PreparationIt's that time of year again. Remember those pop-up, - lots of rain in a short period of time - storms we've experienced over the last few summers? Think about how quickly the water deepened and spread over roadways, sidewalks, parkland, lawns and gardens. It seem as if no area in the Delaware Valley was spared from these fast-moving storm cells.

Let's be prepared for them this year with a few safety tips:

First and foremost, obey the signs. If roadways are blocked, DO NOT drive around the barricades and into the flowing water. You do not know how deep the water is nor do you know how fast it is flowing. Protect yourself, your passengers, and your automobile.

If you live near inlets and storm drains, it would be a tremendous help if you could make sure they are clear of debris when stormy weather is predicted or there is a potential for these pop-up storms.

If you live near a stream or drainage ditch, DO NOT store or pile your yard waste near these areas. The debris can travel in the storm which can block culvert pipes which may cause flooding to your neighbors living near them.

Make sure you have a radio and flashlights with new batteries ready to go in case of any power outages.

If flooding occurs, get to higher ground and avoid flood-prone areas, including dips, low spots, valleys, ditches, washes, etc. DO NOT attempt to cross a flowing stream or rapid water flow. It takes only six inches of fast flowing water to sweep you off your feet.

Do not allow children to play near high water, storm drains or ditches. Hidden dangers could lie beneath the water.

If your vehicle stalls in flooded waters, leave it immediately and seek higher ground. Water only two feet deep can carry away most automobiles.

Do not camp or park your vehicle along stream or washes, particularly when threatening conditions exist.

Be especially cautious at night when it is harder to recognize flood dangers.

Stromwater Runoff: The BasicsStormwater runoff is precipitation (rain or melting snow) that flows across the land and could potentially infiltrate the soil, discharge directly into waterways or drain inlets, or evaporate into the atmosphere. In the natural environment, most precipitation is absorbed by trees and plants or permeates the ground, which results in stable stream flows and good water quality. However, poorly managed stormwater runoff can cause a host of problems, including:

Flooding - As stormwater runs off roofs, driveways, and lawns, large volumes can reach streams, causing them to rise quickly and flood. When more impervious surfaces exist, flooding occurs more rapidly and can be more severe, damaging people and property.

Pollution - Stormwater can pick up pollutants, such as oil, fertilizers, pesticides, dirt/sediment, trash, and animal waste. These pollutants "hitch a ride" with the storm water and flow untreated into local streams, polluting our waters.

Stream bank erosion - When stormwater flows into streams at unnaturally high volumes and speeds, the power of these flows can severely erode the banks, which creates dangerous situations and damages natural habitat for fish and other aquatic life. This erosion is another source of sediment pollution in streams.

Why we must…

...is because the township's code requires it. The collection of recyclable materials must be completed by a legal municipal waste collector in Upper Merion Township at least once a week. Remember that recyclable materials must be placed in recycling containers and that non-recycling waste containers must be used for regular waste.

If we don't…

...the township could lose grant funding that offers the township a cleaner environment. The township received grants from the Pennsylvania Department of Environmental Protection (PA DEP) to promote an active and ongoing recycling effort. Our compost site tub grinder, street sweeper, and litter vacuum were received from these grants.

Remember to…

...schedule yard waste pick-ups. Take note that burning of any recyclable materials and/or municipal waste is prohibited. Residents who want their yard waste picked up must contact the Public Works department by either calling (610)-265-8465 or by submitting a "Yard Waste Collection Request" service form. Note: the final yard waste pick-up period for the year 2014 will begin on Tuesday, September 2 and continue until Thursday, October 30. Residents can also deposit leaves directly at the Compost Site between 7:00 AM and 3:00 PM on weekdays, 8:00 AM to 4:00 PM on Saturdays, and 12:00 noon to 4:00 PM on Sundays. If you are going to get a pickup, take note that leaves should be placed curbside on Monday of the week scheduled for a particular neighborhood. Also note that leaf piles can be up to two feet wide and should not block stormwater drains. Leaf collection begins in October and you can see the full collections zone schedule for your neighborhood by visiting www.umtownship.org.

Recycle Notice- The Covered Devices Recycling Act: On January 23, 2013 a disposal ban on covered items took effect. Since that date trash haulers are no longer allowed to collect desktop computers, monitors, laptops, computer peripherals, or televisions. Electronics recycling events are scheduled throughout the year, please check which items are welcome at each event by visiting the township website, www.umtownship.org.

Sewer Rental Rates

Upper Merion Township recently

announced additional changes to the sewer rental

rate fees for 2014. Beginning with the semi-annual

bill mailed on July 1, 2014, which covers billing

for January-June 2014, residents will see an

across-the-board $18.00 rate increase reflected in

this billing.

In January, the Township Supervisors increased the sewer rates by $2.00 a quarter, which is $4.00

semi-annual, for budgetary purposes to fund capital maintenance issues at the township's two waste

treatment plants and collection system. In March, the Township Supervisors approved an additional rate

increase of $7.00 a quarter, which is $14.00 semi-annual, in the dedicated funding for extensive capital

projects at the township's two waste treatment plants and collection system that are constructed by the

Upper Merion Municipal Utility Authority. The township has not raised the dedicated funding amount for

the Upper Merion Municipal Utility Authority for several decades.

The Upper Merion Police Department has learned that solicitors from an energy company have recently implied that they were township employees hired by Upper Merion to review residents PECO bills. ADC I & II are for children between the ages of 5 & 13. Children must have completed kindergarten (no exceptions will be made).

To ensure the safety of campers, space is strictly limited for camp & trips. Spaces are on a first-come, first-served basis. For UM residents with 3 or more children, enrolled in the full 6 weeks, the cost is $250 per child after the second child. Camp days cancelled or shortened due to factors outside of our control will not be made up or pro-rated.

All campers must bring lunch and drinks. Any changes to normal pick up procedures should be communicated to the camp director in writing. A late charge will be assessed for late pick-ups.

Each child enrolled in ADC I (6-week participants) will receive one free t-shirt to be distributed at the camp site. Camp shirts must be worn on all trips. Additional shirts may be purchased at the Parks and Recreation Office for $10.

Field Trips are optional and are at an additional cost. All trips are limited in size and will be filled on a first-come, first-served basis. The trip brochure will be available in early June.

If you register for ADC online, a separate Emergency Medical Form must be completed and submitted to the Parks and Recreation Office.
