Canada's approach on chemicals In Canada, every order of government plays a part in protecting against risks from chemical substances: municipalities, the provinces and territories, and the federal government. The Government of Canada makes regulations and develops guidelines and objectives that apply across the whole country. It also leads in conducting scientific research on human health and environmental issues, and makes agreements with other countries so that our laws provide the same or better level of protection.
The Chemicals Management Plan (CMP) is a Government of Canada initiative aimed at reducing the risks posed by chemicals to Canadians and their environment. The Government of Canada launched the first phase of the CMP in 2006 and launched the second phase of the CMP in 2011. The CMP builds on previous initiatives by assessing chemicals used in Canada and by taking action on chemicals found to be harmful.

CMP Phase 1 – Challenge On December 8, 2006, the Prime Minister, along with the Ministers of the Environment and Health, unveiled Canada's new Chemicals Management Plan. The plan takes immediate action to regulate chemicals that are harmful to human health or the environment.
A key element in the Chemicals Management Plan is the collection of information on the properties and uses of the approximately 200 chemical substances identified through the categorization process as high priorities for action. This information will be used to make decisions regarding the best approach to protect Canadians and their environment from risks these substances might pose.

CMP Phase 2 – Substance Groupings Initiative
The Government of Canada continues to assess and manage, where appropriate, the potential health and ecological risks associated with nine groupings of substances. Substance Groupings Initiative began with a Notice of intent for the Aromatic Azo- and Benzidine-based Substance Grouping, published on June 5, 2010. On October 8, 2011 an Announcement that applies to this grouping and eight additional groupings of substances was published in the Canada Gazette, Part I: Vol 145, No. 41 - October 8, 2011 ( PDF Version - 3,812 K). http://www.chemicalsubstanceschimiques.gc.ca/group/index-eng.php
CMP Progress Report
The Chemicals Management Plan Progress Report has been created to keep stakeholders and other interested parties up to date on the activities and programs related to Canada's Chemicals Management Plan (CMP). The report is produced jointly by Environment Canada and Health Canada and is published twice a year. It reports on advances in major initiatives and highlights key activities related to the Government of Canada's recent work under the CMP. It also informs you about coming events, dates of interest and how to get involved. Issue 5: December 18, 2015 Issue 4: June 19, 2015 Issue 3: December 19, 2014 Issue 2: July 3, 2014 Issue 1: December 30, 2013 For feedback and suggestions, please contact: [email protected].
