ERRA General Assembly (May 10, 2016 in Warsaw,

Poland) - CHANGES IN MEMBERSHIP STATUS

The new membership application of Bhutan Electricity Authority was

approved by the General Assembly.

Based on the ERRA Constitution amendments accepted in 2015, associate

members of ERRA had the opportunity to become full members. The ERRA

General Assembly approved the following Membership upgrades from

associate to full member category:

• Cameroon (Electricity Sector Regulatory Agency)

• Nigeria (Nigerian Electricity Regulatory Commission)

• Oman (Authority for Electricity Regulation)

• Pakistan (National Electric Power Regulatory Authority)

• Saudi Arabia (Electricity and Co-Generation Regulatory Authority) and

• United Arab Emirates (Regulatory and Supervisory Bureau for

Electricity and Water of Dubai).



• Märt OTS (General Director, Estonian Competition Authority, Estonia) –

Newly elected ERRA Chairman

• Attila NYIKOS (Vice-President for International Affairs, Hungarian

Energy and Utility Regulatory Authority, Hungary) - Newly elected ERRA

Vice-Chairman

• Amer Saif AL HINAI (Chairman & Non-Executive Member, Authority for

Electricity Regulation, Oman)

• Anthony AKAH (Acting Chairman, Nigerian Electricity Regulatory

Commission, Nigeria)

• Rolands IRKLIS (Chairman, Public Utilities Commission, Latvia)

• Maria MANICUTA (Director General, Network Access and Authorisation

Department – Electricity, Romanian Energy Regulatory Authority,

Romania)

• Mustafa YILMAZ (President, Energy Market Regulatory Authority,

Turkey)

ERRA’s New Legal Status

• ERRA’s inter-institutional status is officially acknowledged

• Official registration and supervision is by the Ministry of Foreign Affairs

and Trade instead of by the Court! Meaning less stringent legal rules will

be applicable that are more in line with ERRA’s autonomous operations

and international nature

• Higher prestige

• Current ERRA remains unchanged, will maintain its continuous legal

entity (no changes in its Constitution, name, registration numbers, bank

accounts, etc.)

Act will enter into force within 15 days of approval by the Parliament. The

Parliament has already discussed it once, passed it for discussion to the

Parliament 's Economic Affairs Committee. Next week it will be hopefully in

final stage.

Ad Hoc Consultancy Projects 1.

I. Consultancy Project of ERERA

• Objective: To support ERERA with technical assistance/

expertise for adapting APR

• Consultant: William H. Smith

• Requested services: Provide international benchmarks of Administrative Procedures for

Regulation (APR)

Draft an Administrative Procedures for Regulation (including

rulemaking procedures, hearings with respect to enforcement

proceedings, hearing with respect to Dispute Resolution, Public

Hearings, monitoring procedures etc.)

• Online presentation of the final conclusions of the project

by William Smith – available to all ERRA members



Ad Hoc Consultancy Projects 2.

II. Consultancy Project of PSRC Armenia

• Objective: improvement of the effectiveness regarding the

connection of new consumers

• Proposed Timeline: May 6 – June 6

• Research Fields: Internal and external connection procedure related to the processes of

the distribution company and procedures of project agreements and

construction work with government authorities and other

infrastructure bodies.

The number of days required to complete the network-connection

procedures.

Methods of rate calculation for the connection of new consumers.

Committee:

„Ancillary services and Balancing markets - market models,

responsibilities, experiences and regulatory aspects”
