AIRPORT MASTER PLAN UPDATEMay 2007
Purpose of the Project
Strategic Goal
To ensure continued operational and service excellence in the management
of the Ottawa’s international airport within the next five years, ten years and
to 2020-2030.
Contractual Obligation
To fulfill Section 7.01.02 of the Ground Lease that states:
“The Tenant’s Airport Master Plan shall be updated and such update
adopted no earlier that the tenth (10th) anniversary of the Date of
Commencement and no later than the eleventh (11th) anniversary of the
Date of Commencement and every ten (10) years thereafter. “
Guiding Principles
The existing Airport Master Plan will be updated in a manner that will:
– ensure that the Airport Authority is in a position to respond to client
needs, industry trends and regulatory requirements in a timely and cost-
effective manner over the timeframe of the plan;
– build upon the Airport Authority’s existing strategic approach to
addressing operational issues, environmental concerns and
development matters to 2030; and
– create a blueprint for pragmatic decision-making and airport
management within the three defined time periods.

Project Focus
The Airport Master Plan project will accomplish the
following central priorities: – update aviation forecasts for three planning horizons (5 year, 10
year and 2020-2030);
– quantify airfield and airport terminal ground transportation and
airside business requirements; and
– identify aviation support facility and service requirements to meet
future needs and demands.
Objectives
Describe existing physical conditions and operations, outline environmental impacts and identify key issues
Revise aviation forecasts and project physical and operational requirements to 2030
Formulate options to address issues and meet forecasted needs
Develop alternative spatial representations for translation into a land use plan
Assess the environmental impact of proposed future facilities, activities and operations

– Public Open House to be held in November
Communication and Consultation Strategy
Specific Consultation Tools
– Interviews and meetings with key stakeholders such as the airlines, airport tenants, aviation support service providers, area municipalities, Transport Canada, Department of National Defense, Public Works and Government Services Canada, National Capital Commission
– Presentations to government agencies, technical consultation
– Interim meeting with key stakeholders to review project findings, key directions, a preliminary land use plan and possible recommendations
