Minutes for Butler Co – OHC Meeting

Golden Dragon Restaurant – Hamilton, OH

Please review for accuracy. Minutes will be voted on for approval at the next meeting.

The meeting was called to order at 7:12 p.m. by President Kathy Williams at Golden Dragon Restaurant, Hamilton, Ohio. We wel-

comed guests Matt Latham, Park Planner/Project Manager and Jason Shamblin, Deputy Director from MetroParks of Butler Coun-

ty, for a presentation about the Elk Creek Preliminary Master Plan and follow-up on notes provided by Debby Stewart from the

June meeting, and Beth Downs, Natural Resource Specialist from Butler Soil and Water Conservation District (SWCD). Ms. Downs

works closely with MetroParks of Butler County and is planning remediation for erosion at Sebald. She is available as a resource

for manure management and regulations and will be a guest speaker on related topics at a future chapter meeting.

Minutes from the June meeting were previously printed in the newsletter for review.

A motion, by Kimm Nicolay and seconded by Harold Pope, to approve the minutes from the June meeting as presented in the

newsletter passed unanimously with no one abstaining.

Treasurer’s Report – (See handout) Copy of Treasurer’s report provided to Secretary for records. Account transfer to First Finan-

cial from Kemba is complete. Trail funds have been separated into a new savings account. Total of 55 members, including 16 sec-

ondary and 4 children.

Chapter History Documentation 2017 forms and instructions have been saved/printed for Secretary to complete. Back

information needed, such as number of volunteers and hours, for events earlier this year. Use the state OHC form Event Sign-In

Sheet for remaining 2017 events and give copy to Secretary for history documents.

Upcoming State Rides: Aug 5-6 Gibby Memorial Ride – Barkcamp State Park and the 100 Mile Emerald Necklace End to

End Trail Ride started in Cleveland MetroParks

MetroParks Presentation – Kathy Williams requested that members hold questions and comments for chapter discussion follow-

ing the presentation. The Co-Liaisons had prepared questions and suggestions for the park (based on discussions at the June

meeting).

Matt Latham – Comments online now live through the end of the month. Matt presented the slides from the June 7, 2017 listen-

ing session with comments specific to horse trails added at the end. The Preliminary Master Plan (map 6/6/17) and presentation

slides are available online.

Matt asked members to give comments to Kathy so she can send to him for consideration in the final plan

This is the “what do you think” part of process, collecting feedback on preliminary plan

Master Plan will be used to guide phased park investment for 10+ years and obtain funds (grants/sponsorships)

Developing Final Master Plan in August

Park Board review for approval in September

Location: Great Miami Trail only 3-4 miles from Elk Creek Park

Total area: 795 acres = 340 acres (Sebald) + 455 acres (Meadow Ridge)

Historical overview

NOTE: This was a very important meeting concerning the planning for Elk Creek Metro Park. For those of you who

could not attend, these minutes should give you a good idea of the plans of the park and the concerns of BC OHC.

For those who were there, this should be a good review. Thank you Krista for such a great job!

Meadow Ridge area subject to Clean OH Fund Deed restrictions – passive uses only

Prohibits new structures, except small restroom buildings

Sebald in 100-year flood plain causes limitations (i.e. fill dirt or raising elevation requires costly water study)

Master Plan goals based on: March listening session and online comments (+ site conditions and opportunities/challenges)

Amphitheater was #1 desired use from listening session, but is not part of plan because hillside for seating faces west. People

asking, so going to keep looking into it

Horseback Riding: #2 Listening Session; #1 Online

Master Plan Goals & Key Features:

Natural habitats – restore, preserve, enhance; maintain southern meadow in Sebald

Hierarchy of trails – various uses and lengths; minimal conflicts; 3 miles paved multi-use hike/bike, 5 miles new hiking

trails and 1.75 miles new horse trail

Unique experiences – lookout tower and tree canopy walkway (kept in mind proximity to horse trails)

Water-based recreation – expanding lake for kayaks etc.

Connect Sebald and Meadow Ridge areas – road and trails; add 2nd access

Convenient access – add pedestrian connections, currently lacking at Sebald

Enhance equestrian opportunities – (Matt said he heard there are other ideas, he’s fine with that and wants to hear them)

1.75 miles new trail; realignment of other horse trails, better surfacing and drainage; campground (aware there are

concerns with current location, which is fine, they will look at that too); add horse shelter and corral to Sebald

Take advantage of existing infrastructure – update restrooms; re-purpose existing barns and clubhouse as shelters; use

cart paths as trails when possible

Update/enhance amenities – flush restrooms; upgrade playgrounds; add dog park (cognizant that it would conflict with

horses, so want to separate) to curb current off-leash dog use at park

Consider long-term financial sustainability (planning major capital investments) – clubhouse renovation requires major

investment, not justified by use

Other considerations – guiding document for phased improvements over 10+ years; blue print for the future; Priority consider-

ation – greatest impact on park attractiveness/ usability for lowest cost; all depends on funding, grant sponsorship oppor-

tunities; be ready when opportunities come, so not making snap decisions; levy dollars are to keep parks clean, open and

safe, beyond that relies on partnerships (like OHC), sponsorships and grant funding

What was heard from Debby (June meeting):

Camping location – looking into a new location

Realignment of trails

Location of new trail through Meadow Ridge

Jump area – park could mow area low and OHC could bring in jumps

Corral – OHC doesn’t want; wouldn’t put it out there if we don’t want it

Taking all comments from Debby into consideration; aware there are strong feelings on trails

Trails – revised map to show a proposal and changes can be made; plans for trails not based on strong feelings; goal was to

provide a good riding experience (i.e. by eliminating paths close to one another, going back and forth on same land is re-

dundant; switchback – need both or get by with one? All on table for discussion.)

Mark changes on maps, Kathy can give them to Matt for consideration in final plan; changes don’t need to be too detailed,

there will be on-site considerations before building any trails

Would tear up cart path and use existing trails where possible

Why are some trails close to property line being moved?

Matt: Being “good neighbors” as a general practice and good trail riding experience, so riders aren’t looking into residential proper-

ties; not a deal breaker to keep trails, no complaints received

Meadow Ridge trail – appreciate more trails; horses cover more ground so more trails spread out use; crosses multiple paths; bik-

ers don’t understand horses, could be dangerous. Suggested adding a Perimeter Trail too; good for scenery (people driving by

can see horses) and pine trees provide shade.

Campground – Dry Run Camping would feed all campers onto that trail, placing a lot of stress on it; road to access drive is on a hill

and dangerous for large trailers; Shelter 11 as an alternative has everything needed for primitive camping.

Matt: suggested creek area, for privacy among campers and day use

Kris: assured him that’s not a concern; other parks have day use and campers together

Can the current creek crossing remain? It’s a good crossing away from traffic, with wide, easy access, and the horses can drink.

Why is it being moved?

Matt: When it rains, the streams come up quick, even if raining north of the park.

Kimm: OHC riders are aware of flooding risks and prone to safety, trying not to leave hoof prints in bad weather. Ravine is not

crossable.

Matt: Need to build a bridge

Kris: Would be better to avoid costs and long-term maintenance of a new bridge when the current crossing is sufficient and ideal

for riders.

Beth Downs: inquired about a low water crossing in the plan

Matt: federal regulations in grants wouldn’t allow it; will consider leaving the crossing where it is

(Kimm Nicolay)

Bridle trails at Sebald were McClure’s vision 12 years ago, followed by many volunteer hours. It’s a great trail system. The Ison’s

were instrumental in building their vision 6 years ago to share a day of horses with the community. It’s an event that educates

and gives lasting memories to so many at Sebald Park and should continue.

Plan may interfere with Horse Daze

Dog park – concerned about dogs with horses at the park; potential for conflict with hikers using trails because they’re more shad-

ed, better to keep horse trails out of view of other users

Trail on the east needs water source; ponds aren’t safe for watering horses

Jason Shamblin – (Deputy Director) values OHC partnership; no purpose in discussing trails without OHC; committed to work with

OHC;

Horse Daze 2017 – July Update

Current Weather forecast: nice next five days. Hoping for a run like this mid-September

Food Booth decision – Dickey’s Barbeque, uses a trailer shack to provide sandwiches.

Menu to be announced. Vendor shares 10 % of profits, this money will be used to cover event costs.

BCOHC drink booth – Kathy and Mike Williams to chair this booth, located in shelter #11, bottled water.

Possibly selling a dry mix flavoring pouch at an additional.

Great ideas have surfaced to obtain donated water. Michaela Ward offered to investigate City of Hamilton

as a donor of bottled water.

August 26, Saturday, at Sebald Park - Horse Daze Preparation Day – 10 am – volunteers to:

Horse walk track – repairs and additional topping need applied.

MPX to assist with bobcat and dump bed atv.

Trees blocking path and shrub over growth need removal.

MPX to spray existing weeds on path.

High line post hardware needs installed. Step ladder work.

Need straight head hard rakes to smooth surface and spade shovels

Recruiting volunteers – I pitched H.D. needs at both Warren and Butler county fairs.

A few previous years’ volunteers have confirmed their intentions to volunteer for 2017 HD

We need more horses and walkers!!

Mary Pope has graciously accepted the position of the Pony Walk Coordinator.

Tony Carpenter will return as Horse Walk Mounting Coordinator.

A few Square Dancers are also filling other volunteer positions.

Wanda Schuh is utilizing a horse information spread sheet to assist in horse volunteers.

Liability insurance purchase to be approved at August BCOHC meeting.

A Couple More Coordinators are needed for HD Coordinators are horse knowledgeable people that agree to take on a specific responsibility for Horse Daze and carry it out with the help of volunteers. They do not need to be OHC members.

We need volunteers for this specific area:

*Horse Demo (assist Demonstration folks get parked in the planned spot and help set up stakes and

yellow rope around their area)

*Helmet Area (manage fitting helmets and line)

Also, it would be great to have a person (s) (horse knowledge not necessary) to supervise the helmet area of the Horse Ride area. The volunteers would fit helmets to the riders, collect them after the ride, and spray them before use on the next person. This supervisor would also control the movement of people onto the mounting wagons.

We have more Coordinators!!!

Demonstrators for HD

In addition to ‘Vendors’ that display their product or service, we have always had folks that teach about the horse and give hands-on experience to the public. We have some wonderful people ready to come and share their knowledge but we can always use more!

We need your help in finding more people to teach about all the things to do with horses!

Some examples are:

Teach the parts of the hoof ; why it needs trimming and shoes

Teach the parts of the saddle and bridle

How fast can you label the parts of saddle ?

Can you put a bridle together correctly?

care of a saddle

how to saddle a horse/pony

how to groom a horse and why

Indian Paining of a horse

why does a horse act the way they do?

I’m sure other people can think of other interesting things for the kids to learn and experience. We need your help in finding these people and having them or you to call Kimm Nicolay at 513-738-9000.

I see a great opportunity for horse 4-H groups to decide to do a demonstration at H D and picking a

topic for developing a fun way for the public to learn and experience their demonstration!! They could even use the one that they play to create for the County Fair.

I’m sure that many of you know horse knowledgeable people who might want to create something for any of the above topics -- or -- a topic of their own. Please contact these people and us!!

WE DO HAVE: a veterinarian, 2 farriers , a Square Dance Caller and teachers, and Melanie of The Human Horse Connection. We will also be contacting folks who helped us last year to see if they will help again.

But we really do need your help to make this a great hands-on experience for all!

If you have a garden rake (straight head) or a spade shovel, please bring it.

The Elk Creek Metro Park News

Metro Parks has had 2 ‘Listening Sessions’ for the public, sent a representative to the June Meeting to take back our comments, and during the July meeting, Matt, the Park Planner, give the 2nd Listening Ses-sion power point presentation again, made some comments on our concerns, and listened to more of our concerns . Now Metro is offering a chance for us individually to tell them (Online Input) what we like and don’t like about the proposed plan for the park.

It seems that Horse Daze is all we talk about!

Yes, you are right. We do talk about it a lot at meetings and in the Newsletter, but that’s what is neces-

sary when an ambitious group of horsemen plan to put on such a GREAT EVENT as HORSE DAZE!!

Perhaps some folks don’t realize just how unique and great Horse Daze is. I don’t know of any other

group of horsemen that have found a way for children and adults to get a taste of how great it is to ride and

be around horses. That is unique and wonderful! You can tell that by how it’s grown the last few years.

We had 3,000 people two years ago when the weather was great. (That’s from 700 three years before)

But because it has also grown to a large event it takes a LOT of people to make it a great day for some

happy kids and their parents. So we’re giving all of you who are helping in some way a big Thank You!

If you haven’t found a way to help, please check out the lists of jobs on the sign up sheets and perhaps

you’ll find a job that suites you. The web addresses for them are on page 9 and 10 or go to BC OHC web site

Attention Coordinators

As you know, we are putting together a list of all items

needed to make it possible for HD to happen. A while back

you were sent a letter asking that you start working on filling

out the Coordinators Request form as best you can and to bring it to the next meeting. We appreciate you

time and effort in this.

Please feel free to call me, Jo at 513-422-8202, with any questions that you have.

At this August 8th Horse Daze meeting (6:00) we will be working together to

finish each others forms and offering ways to make them more complete. We

will be answering questions that any of may have. Having a more complete form

will help to ensure that each Coordinator has all the items and volunteers that

they need.
