I. Call to Order The meeting was called to order at 10:34AM.

II. Roll Call The roll was called by Chairperson Medina.

III. Specific Plan of Action (SPOA) Presentation A. Environmental Desk Head Councilor Bautista envisions moving towards a Styrofoam and plastic-free UPB. He desires to increase the visually appealing trash bins seen at the College of Arts and Communication. In achievingthese, collaboration with shops and other businesses that recycle, and the BSS Committee, will have to bedone. He projects the idea of selling tumblers, and a raffle that would be conducted to start off the planned thought. The reduction of bottled products in the canteen and the consumption of plastic is a goal that Councilor Bautista aims to achieve.

Envisioned Projects: UP Baguio USC Environmental Desk Facebook Page To have an online page that will disseminate council and environment related information on amonthly basis. This is a continuing project.

Green UP Campaign: Online To serve as the updated publication materials and information dissemination regarding UPBaguio’s Green Campaign. A continuing project as well.

Towards a Styrofoam and Plastic-free UPB To increase the number of visually appealing segregated trash bins to support recycling ofmaterials. To have free water in canteens. To post announcements and publicize the encouraged use of tumblers. To reduce the bottled products of canteens.

Helping Mother Nature “A forum on how to help the environment in your own little helpful ways.” This is designed to function as the student’s guide in knowing more about conservation and care forMother Earth. Proper waste segregation and the Practical 3R’s will be tackled in this project.

The Green Project A project focused on caring for nature, tree planting, and in-forest activities involving thestudents. Under this proposition are the One Org, One Tree Planting Project and Tree Planting and Forest Nurturing.

Environment Day (Freshie Week)A contest showcasing the different, creative and environmental ideas of the Freshmen through

the designing of eco-bags.

Basic Mountaineering Course A plan for the students to develop basic mountaineering knowledge, and also imbibe a deeperappreciation for the nature in the Cordilleras.

Nature in Focus To raise the students’ awareness on the current situation of the environment throughphotographs on panels inside the Campus, in collaboration with the other different issue-based committees.

Bike Racks To encourage the usage of bikes not only among the students, but also the faculty.

A forum designed to introduce simple and practical ways on how to live peaceably and safely amidst the Philippine climate and weather conditions.

Community Cleanup A monthly project, in cooperation with the UP Baguio students and those who are interested, toengage others in cleaning the campus. This will be in collaboration with the Freshie Desk Head just in case there would be freshmen who would like to join.

Discussion: Representative Caacbay and Councilor Monje suggested that there be a friendly competition incleaning the UPB and surrounding environments up. Such a competition will consist of the idea of beingable to earn the most water bottles and paper. Councilor Monje also suggested that all the issue-based committees join together in establishing a photography exhibit, and combine the different kinds of photos together into one beautiful picture. Representative Caacbay pointed out that the Freshmen were somewhat the main focus of theenvi week, and questioned if the upperclassmen were not part of the plan. Councilor Bautista, however, replied that since the Envi week would be happening during the Freshie week, it is only reasonable to have them be the target focus of the week. The upperclassmen willhave their time as well. Regarding the eco-bags that are to be designed and created during the Freshmen week,Representative Deus suggested that these bags be auctioned, since last year, the bags made were onlystacked into one place and possibly forgotten. Representative Canlas raised the issue of the trash bins in the CSS, and how that there were nodistinctions for segregation. Representative Bautista supported the issue raised and pointed out that, indeed, the trash binsmust have distinctions, so as to encourage rightful segregations as well. Chairperson Medina reminded Councilor Bautista to stay in touch with the VCA, and handleEducational Discussions on these. Councilor Monje suggested that there be a forum on the Do’s and Dont’s when you are lost at sea, etc. Councilor Bautista favoured this idea and pointed out that that could actually be integrated intothe Helping Mother Nature project. Having no other concerns and suggestions, Councilor Monje moved to adopt the SPOA of theEnvironmental Desk Head. The body seconded the motion. No objections.

B. Gender Desk Head Councilor Monje admits that he has much more to know and learn about gender, and that he is certainly most willing to do so. He desires to highlight all genders in his term, not only those in the LGBTQ community, but also the others who are outside it. He envisions striving to inform everyone about everything there is to know regarding gender. He, along with his committee, is planning to work

hand-in-hand with the Kasarian for gender trainings and other significant events. To have a committee that will praise and/or defend the different communities, inclusive of all genders, is the goal Councilor Monje aims to achieve.

Envisioned Projects:

Gender Sensitivity Training and Sexual and Reproductive Rights To promote gender sensitivity and gender awareness to all individuals in the campus. This will be in collaboration with the SRO and Kasarian.

Film Showing (of Gay / Lesbian themed movies, and motion pictures that show women empowerment To highlight equality among all gender. Collaboration with the Kasarian will also be done.

Talk on Love and Marriage, Sex and STD’s, and Gender Discrimination An orientation and/or seminar that tackle the different concerns or domains within the context of gender related actions and behaviours. To learn and know why same-sex marriage has not been approved in the Philippines so far. This will be in cooperation with NGO’s, and the Kasarian.

Active Participation on Gender Related Dates and Events To update everybody on the dates and events that are related with gender. Publication materials, or pubmats, that highlight and promote these events will be posted online. (These may also be posted on the bulletin boards around the campus.) Researches will be done in order to know even the related International dates and events that will engage the student body in all types of gender.

Survey to Check the “Acceptance Level” of UP students toward the LGBTQ community A research that will be conducted with the purpose to verify if the UP Baguio community is trulyan LGBTQ-friendly community.

Campaign to End Gender Discrimination To strive to put a stop in the different kinds of gender oppression and discrimination. Thecommittee will work together with the Kasarian for this campaign.

Gender Themed Poetry and Essay Writing Competitions, and Related Poster Making Contests To expose the student body to the various perspectives and sensibilities regarding sexuality,gender oppression and identity.

Love, All Kinds of Love: A Photography Contest To capture and showcase the different kinds of ideas on love using photography. (This project can become an IGP.) Collaboration with Amnesty International has been considered and planned.

T-shirt and Baller Sale To continue to serve as one of the possible IGP’s for the committee.

Discussion: Councilor Bautista opened the discussion by asking Councilor Monje to clarify the project, Talk on Love and Marriage. Councilor Monje explained that this talk would discuss more about the psychological and academic views on love. Why do we need to love? How to prolong this kind of love, etc. Vice Chairperson Garcia questioned if there were already speakers for the said event. Councilor Monje replied that the Kasarian would most probably have the connections needed toacquire an eligible speaker for the talks. Also, he shared that he desires to undergo several orientationshimself under the Kasarian. Vice Chairperson Garcia then suggested that for the gender sensitivity training, if it would bepossible that there be more than two members/representatives from each invited organization that would come and attend, since the usual two representatives sometimes don’t get to share all that they’ve learned with the organization anyway. It is better to encourage more attendance and cooperation in order to achieve an even more gender sensitive organization. Councilor Monje then stressed the importance of his plans to include all genders in hiscommittee’s campaigns. Not just for the women and gays, but also for the other genders alike. Representative Canlas wished to have the RH Law highlighted in some point of the term ofCouncilor Monje so as to inform everyone about the Philippine setting of the law as well. Chairperson Medina added that a year-long campaign ought to be conducted to end gender discri mination, and campaign the anti-discrimination bill. There is a need to raise awareness among the UPB constituents, and raise support for that bill. Councilor Orbon included that in the event, Ading, Alamin Natin! the different issue-basedcommittees should join together and help inform the Freshmen about the different issues, and help them prepare for the Freshie Night. Councilor Bautista suggested that the photography exhibit be held sometime along the beginning of the second semester, so that when the new semester begins there would be an array of photos that would welcome students in. Councilor Orbon supported this idea, but pointed out that the start of the contest should be onDecember so that if ever the participants were to take pictures, they could do it when they go home totheir respective hometowns, and then be able to take even more unique shots and sceneries. Representative Maalihan questioned what the Gender Desk would be doing during the Freshie Week, and Councilor Monje answered that there would be the photography contest. Representative Maalihan then suggested that a poster-making contest be done in exchange of the earlier plan, and Councilor Monje agreed that the plans could be made flexible and that the poster-making be made possible during the Freshie Week. Having no other suggestions and concerns, Councilor Orbon moved to adopt the Gender DeskSPOA. The body seconded the motion. No objections.

C. Freshmen Desk Head Councilor Orbon envisions having an official mobile hotline for the freshmen to contact andreceive announcements, reminders, etc. from. The Freshmen Welcome Assembly dated on the third of

August, 2015, is an event that will be coincided with the day of the Freshie Campus Tour. This, along with the other proposed projects, has been planned and designed for the purpose of warmly welcoming,informing and familiarizing the incoming Freshmen with their “home -away-from-home” to be. Councilor Orbon desires to conduct different projects to guide and bring out the best in t hem, not only in the aspect of their college life, but also in the areas outside it.

Envisioned Projects:

Social Media Accounts The Facebook Page: UPB First Year Desk 2015-2016; Twitter Account: @UPBUSCFreshieDesk;Facebook Group: UPB First Years 2015-2016. The FB page and group have already been concretized,whereas the Twitter Account will only be implemented this coming August.

Mobile Hotline The contact number that would be used to better disseminate announcements and notices. Onthe Freshie Welcome Assembly, there will be a sign-up sheet wherein it will be upon the discretion of the freshman if s/he wants to disclose his/her phone number. Those who will be giving their contact details will certainly benefit from the said project.

Freshmen Welcome Assembly An event purposed to formally welcome the incoming Freshmen, as well as orient them to theenvironment of UP Baguio. This is in collaboration with the Office of the Director for Student Affairs (ODSA).

Campus Tour This had been planned for the purpose of familiarizing the Freshmen with the campus vicinity and inform them with important notices. This will also serve as their first bonding with each other.

Freshmen Assistance Handbook This is to provide the student manual for guidelines, trivia, important information and otherrelated matters about our beloved university. Cooperation with the Secretary General, Fraternities,Sororities, and other organizations will be done in order to push this project through.

Freshie Corner A project focused on setting up bulletin boards specially and specifically for Freshmenannouncements and reminders regarding upcoming activities, events, and programs.

Bloc Representatives and First Year Committee’s Team Building This is to strengthen the bond of all bloc representatives and help them succeed in all the futureactivities of the committee.

F.A.R. Away (Freshie Amazing Race) A challenging race that would strengthen the ties within each bloc, and at the same time, help

them experience and appreciate the beauty of UP Baguio and its surrounding landmarks. This project will be done in collaboration with the Sports Committee. This activity will be done during the Freshie Week.

Freshie Week An activity that would raise awareness for the Freshmen with regards to our environment, thecurrent events, social issues and our individual roles in the society. The goal is to fully welcome them inthe UP Baguio Community and promote fun and camaraderie among themselves.

Freshmen Consolidation Night An event that would promote the sense of unity within each and every bloc and establishharmony that would cause them to attain a common goal, which will be done in partnership with theSpecial Events Committee.

College Orientation This is to help guide and inform the Freshmen with the different rules and regulations of eachcollege and further enlighten them about their respective courses.

First Year Batch Item An item that will serve as the mementos of the Freshmen batch of 2015.

Ading, Alamin Natin! An educational discussion about issues regarding the environment and society, in collaborationwith the IP/Cultural Desk Head, Gender Desk Head, Nationalist Corps Head, and Environmental Desk Head.

Freshie Night To give the Freshmen an opportunity to showcase their talents and the theme set for the event,and share the spirit of good fellowship through many different kinds of performances. To be done inassociation with the Special Events Committee.

Imbaya This aims to introduce the Batch of 2015 to the different delicacies of the different regions of the Philippines. It will be a cooking competition.

Career Orientation An activity which would invite different speakers in each course, field to give the freshmen an idea of what they can be in the future and help them decide whether they would pursue their course.

Freshie Jam This is a “returning” project, after 2-3 years. This is to highlight the talents and teamwork of each bloc through a mini concert/contest.

Community Outreach A simple way of giving back and helping not only to the people of Baguio who are in need, but also Baguio itself.

Income Generating Projects This project’s purpose is to sell unique items in order to raise funds for future use in theCommittee. Such items would most likely be a statement shirt and a planner/notebook. The planner hasbeen planned to be sold on December, since this is nearing the perfect time to start one.

Project Papisel A gift-giving activity that will be centered on a chosen orphanage or school. The distribution ofschool supplies to a particular school is part of the said event. This has been proposed to happen onJanuary.

Freshmen and Sophomore Soiree/Ball An event purposed to venerate a year of amity and goodwill among the Freshmen andSophomores. The Sophomores have been included due to the reality that they were not able toexperience the same event in their Freshman year. The date that has been set for this event is February13.

Freshie Quiz and Trivia Competition A friendly competition that would test the knowledge of each bloc about the university and other related matters.

Official Freshmen Publication (No name yet) An online publication that would give out news/announcements that would be of interest to the Freshmen. This would be updated every two months, and will be seen on the Freshie Facebook page.

Discussion: Regarding the Imbaya project, some concerns were raised by Councilor Monje. Such is the factthat this project may seem to be too “Freshiecentric”. However, Councilor Tuguinay reasoned that he, too, had the same project in mind and knew that the stated plan was truly for the Freshmen. The concern was resolved when both Councilors, Orbon and Tuguinay, decided to pursue the Imbaya for the Freshmen, then later propose another one for the Upperclassmen as well. Vice Chairperson Garcia commended the Freshie Desk Head for the reality of having manyprojects, for there was the issue brought up last year regarding the lack of participation on the side of the Freshmen batch 2014, which caused some problems for the Freshmen Desk Head then. Councilor Orbon then added that that is one reason as to why the Amazing Race would be set on August—for the purpose of having more willing and excited participants. Representative Bautista questioned if there would truly be a separate career orientation for theFreshmen, and Councilor Orbon answered yes. However, as the body discussed and pointed out that it

would perhaps be better if the speakers invited for that Career Orientation be invited for the wholeUniversity to listen to instead. Representative Deus then brought back the discussion to that regarding the Imbaya, andexpressed his desire that the aim of the project not only be a means of mere cultural preservation, but the preservation of cultural knowledge. Representative Bautista seconded this and suggested that there be a forum first before the actual cooking contest. Representative Maalihan also suggested to make the contest a research-based kind of activity. Having no other necessary concerns or suggestions, Councilor Roman moved to adopt the First Year Desk Head’s SPOA, and the body seconded the motion without any objections.

D. Indigenous Peoples and Cultural Desk Head Councilor Tuguinay apologized and notified the council earlier that he would not be able topresent his SPOA today with a supporting power point presentation. Councilor Tuguinay proposes to continue raising awareness on IP-related issues, especially ofthose in the Cordilleras. To achieve this, he envisions having community exposure trips, film showings, and cultural workshops. Cultural jams would be conducted in the evening of these workshop days. A Facebook page that would be activated all year round will be utilized for the purpose of releasing public materials (pub mats) about the different indigenous peoples and relatively significant matters. Multiple fun facts will also be posted on the social media sites so as to encourage the student body to engage themselves and learn more not only about the Cordillera and its people, but also other indigenous groups of people. Such activities may also involve week-long related exhibits, orientations and sets of forums which will aim to promote the beautiful Cordilleran culture.

Discussion: Representative Deus raised his concern regarding the Freshmen who are still minors and the trips that will be taken, but Councilor Tuguinay reassured him and the body that the places they will be going to are safe and secure. Here, Representative Maalihan questioned if the project of going to places is a free campaign, and Councilor Tuguinay stated that collaboration with different NGO’s will be done to make it as less expensive as it could be. Councilor Orcales commended the projects that have been presented, but pointed out that perhaps there could be other projects in relation with the other IP groups other than the Cordillerans. Councilor Tuguinay responded by saying that in the forum that will be conducted, perhaps, then we will include the other IP’s, but as for the projects we can’t help but be Cordillera-centric, since we are in the Cordilleras. Having no other necessary clarifications or concerns, Councilor Orbon moved to adopt the SPOAof Councilor Tuguinay. The body seconded the motion.

E. Sports Desk Head Councilor Medina envisions to build the teamwork not only among the playing members of the

university, but also the entire student body with regards to sports. In partnering with the administration, the establishment of lockers for the varsity, free tuition fee and increased value on the varsity allowances are also part of his desire to showcase full support for the university’s teams. Including a new, or quite unfamiliar sport to the intramurals and the provision of necessary first aid kits and cheering banners are bits and pieces of what he aspires to accomplish during his term. As we acknowledge the varsity of our beloved university, Councilor Medina longs to recognize our national athletes as well. An SC Sports Fest are also among his agenda for the incoming academic year.

Envisioned Projects:

Social Media Accounts These accounts are to provide the information about sports-related events and issues that will be happening in our university through the use of social media, such as Facebook, Twitter, andInstagram.

Freshie: Fresh for Sports? These are brochures that will be given to the incoming Freshmen batch of 2015. These hand-outs will contain the info about the different sports offered in the university, and on how to join the varsity teams.

F.A.R. Away This is an amazing race that will be conducted in partnership with the First Year Desk Head.

Income Generating Projects Among these are the merchandise of shirts, key chains, and pins that will be sold for the purpose of earning funds which can be used for future committee projects.

Varsity Aid: A First Aid Training A seminar and/or training that will be conducted for the athletes to help them know what to doduring emergencies and other alike situations in and outside the court. A collaboration with the Red Cross Youth, CDRRMC, and UPB ROTC will be done in order to achieve this goal.

Sports Clinic In partnership with the school’s varsities, this event will be conducted for the purpose of scouting students who have the potential to join the different teams, and the promotion of the sports-related groups inside the university.

Freshmen Interbloc Indoor Games A competition on the games of darts, table tennis, archery, chess, etc. to develop the camaraderie among the blocs, and scout for Freshmen who are willing to join the varsity. Given that this will be concerning the Freshmen of the university, Councilor Medina and his committee desires to collaborate with the Freshmen Desk Committee.

Team Building for the Teams An event organized to engage unity among the varsity members and teams. The Committee willwork together with the HKP and its respective coaches in order to push this through.

Water Dispenser / Drinking Fountain This can not only be used by the athletes during or after their trainings, but also by the rest of the students who would be using the facilities of the HKP and Court A for Physical Education or play. A written contract is to be made stating that the HKP promises to monitor and provide the necessary water for the dispenser.

Hep, Hep, Pep Rally This will be considered the noise barrage of the UPB community, and will serve as the pep rally showing support for the varsity during the BBEAL. To be done in cooperation with the UPB Cheer Squad. This will most probably done on the first Saturday of October, depending upon the schedule of the saidcompetitions.

Tagis Lakas An annual pageant which showcases sports-related issues and problems, and the probableanswers and solutions in response to these. This event will also officialise the beginning of the intramurals, in collaboration with the Volunteer Corps – Special Events Committee.

Tunggalian sa Sariling Atin (Philippine games intramurals) This has been thought of so as to rekindle the idea and practice of traditional sports in theuniversity such as patintero, piko, sipa, etc. to provide camaraderie among the students. This is to bematerialized with the cooperation of the HKP, ANAK-P, and PIC.

Volleyball This event has been purposed to provide teamwork among the students by playing the said sport. This has been planned to be executed sometime during the first semester of the academic year.

Cheer for Cheerdance Competition A continuing project; the live streaming of the UAAP Cheerdance Competition to show our fullsupport and love for the UP Pep Squad.

Hep, Hep, Pep Rally 2.0 Another noise barrage and pep rally, this time in support of the team members who would beplaying in the CARASUC. Again, this would be in collaboration with the UPB Cheer Squad.

Bike Racks To provide frameworks for people, both faculty and students, who will be using bicycles as ameans for transportation to and fro school. This is also to encourage them to conserve energy in line with the Green UP Campaign. Collaboration with the Environmental Desk and BSS Committee will

certainly be done.

Basketball Designed to provide camaraderie among students playing the said sport. This will most probablybe conducted on the 13th of February.

Marksmanship Training To disseminate additional knowledge through basic orientations. The UPB ROTC, UP Vanguards,and CADUA will be cooperating in this training so as to bring out fruitful and meaningful results.

Obstacle Course This activity will be prepared to provide new and fun activities that will stimulate the participants to apply what they have learned so far. Again, these are in collaboration with the UPB ROTC and UPVanguards.

Awarding Ceremony A ceremonial occasion designed to acknowledge the activities’ participants and recognize thewinners of the intramurals.

Varsity Week A week-long recognition for the varsity through exhibits, food sales and other related activities. The Sports Committee will be collaborating with the HKP on this. The proposed date for the said event will be from April 18-22 in the year 2016.

Varsity Night A night set, along with the Volunteer Corps – Special Events Committee, as a tribute to all themembers of the different varsity teams in the university as a sign of acknowledgement and thanksgiving. This will be held on the last night of the varsity week.

Discussion: Vice Chairperson suggested that the sports clinic be held for a longer time than the initial two days only. The drinking fountain will cost more in its maintenance than in its implementation; continuecommunicating with the Administration for this. Also, provide one night focused on the varsity alone so as to communicate with them to keep the fire burning among themselves. There is a difference when they would have this event separately. Councilor Orbon also suggested that instead of providing medical kits for the upcoming Sportsrelated events, why not provide actual medics. Tap the Red Cross for this. Representative Maalihan brought up his concern regarding the reality of participation among the constituents, that with so many events, how is the Sports Committee going to keep the studentsmotivated to join and be excited about the things to come? desks so as to help gain encouraged participants. The body raised the concern about the Indoor Intramurals, and the participation this will garner. Given that participation in the Indoor Intrams is quite scarce, it may be wise not to separate the Freshmen from the Upperclassmen. Councilor Medina reasoned that that is the time wherein organizations and even the HKP can start scouting for varsity and Intramurals’ players. However, it was added that such scouting could happen during sports clinics instead. Councilor Orbon moved to extend the open forum for ten minutes, and Councilors Bautista andOrcales seconded the motion, but for 5 minutes. Vice Chairperson Garcia raised a question regarding the coaches of the varsities this year. Whatteams are available, and Councilor Medina answered that as of today, the recognized teams were only the Volleyball and Basketball Women’s. But for the rest, the Committee will continue to find out and strive to communicate with the Administration for the addition of other Sports and teams. Chairperson asked about the HKP renovation, and Councilor Medina answered that it would take a year of completion. Having no further necessary concerns or suggestions, Representative Baula moved to adopt theSports Committee’s SPOA. The body seconded the motion. No objections.

F. Volunteer Corps – Special Events Committee Councilor Roman has accomplished the implementation of the first four social media accountsonline (Email address, Facebook page, Twitter and Instagram accounts) last July 20, and the last one (Volunteers’ Facebook Group) is yet to come on August 15. He will soon be supervising a booth in thelobby wherein the registration of the incoming willing volunteers will be held. There will be a Student Consultation on the special events that will be supported by the Committee so that the concerns,suggestions and ideas of the students will be made known and addressed. Such consultations will beconducted even in the Council of Leaders so as to produce fruitful and meaningful events. Orientationswill be led to serve as the source of knowledge when it comes to the duties and responsibilities of thevolunteers. Teamwork and whole-hearted cooperation are essential in achieving these and many othergoals this year.

Envisioned Projects:

Social Media Accounts To help promote the committee’s events and projects. To better reach and inform the student body about necessary information with regards to the desk’s announcements and reminders. To create an avenue for suggestions concerning the projects of the committee.

Volunteers Recruitment / Registration Since it is the duty of the Committee Head to “awaken and strengthen the spirit of volunteerismamong the constituency” and “organize a volunteer group from the constituency to assist the Council in all its endeavours” according to the Constitution, a booth will be set up in order to hold the registration of the willing volunteers. A video presentation will be posted in the social networking sites, and its content will include meaningful and relative interviews from former volunteers. The video will also be

Student Consultation on Special Events To know and address the concerns of the students of the University regarding the traditional activities of the council, in collaboration with the Council of Leaders.

Council of Leaders Consultation Before Traditional Events To hear and act upon the concerns of the students of the different organizations regarding the conventional activities of the council (i.e., Consolidation Night, Freshie Night, Tagis Lakas, Pasiklaban, and UP Fair). Orientation Regarding the Duties and Responsibilities of each Committee To orient and inform the volunteers of each committee about their respective tasks during theactivities of the UPB USC.

Isang UPuan Buhat ng Isang UPian Campaign An advocacy started by the Volunteer Corps – Special Events Committee 2012 – 2013, that after every event, every person present shall carry a chair in order to help clear and clean the event area. Inorder to create a mindset among the constituents, a video will be shown during the events to announce and remind everyone about the advocacy made.

Freshmen Consolidation Night To let the freshmen interact with each other and strengthen their camaraderie within their blocs, and event the entire batch. The cooperation of the UPB USC Freshmen Desk and the Council of Leaders will be needed in order for this to be pushed through.

Volunteer Corps Training To further equip the volunteers with the necessary skills that they will be needing and using during events and activities. Such skills would include the effective application of first aid, meaningful use of self defense, etc. and would suggest and encourage the cooperation of the Red Cross Youth and Taekwondo Varsity team.

Salakniban To showcase the different recognized organizations in UP Baguio, while collaborating with theCouncil of Leaders and SRO.

Freshie Night The chance for each first year bloc to show their unity and camaraderie amidst diversity, anddepict how they face issues as they perform in front of the UP Baguio community.

Tagis Lakas An annual project which usually marks the start of the intramurals.

Pasiklaban The annual UPB Christmas party filled with celebration and exciting performances.

Serbisyong Totoo: Service Organizations Week To “establish ties with the organizations holding the Outreach Projects and extend such support to such cause.” Under this week-long project will be the Service Organizations Projects, which aims to be of service and to promote service in the University and to consolidate all service oriented organizations, the Talk: How to be of Service, which will promote and further teach people how to be of effective andmeaningful service, and the GK Community Service, which will be for the purpose of service to thecommunity and Gawad Kalinga. These proposed tasks will all be done in coordination with the Fraternity-Sorority Council, Service organizations, the Council of Leaders, and the GK.

UP Fair A week-long event filled with different activities, one of which is the KLIK, or Klaseng Ibang Klase. A job fair would be conducted for the benefit of many, if not all. Food sales, along with the UP Fair Night will surely add color to the said event. This will be in collaboration with the Council of Leaders.

Klaseng Ibang Klase: Alternative Classroom Learning Experience This event has been purposed to allow students to engage in activities that are not usually done in class. These activities will be conducted by the different organizations found in our university. As stated, this will be in line with the UP Fair.

Job Fair Another project under UP Fair. To help the graduating students find and/or know the job they are all longing for. In cooperation with DOLE, and the USC College Committees.

Volunteer’s Night An event that would be held for the purpose of thanking all the people who have willingly helped during the events of the university.

Discussion: Councilor Orbon raised the question with regards as to why the volunteers’ night would be heldon the last day of the UP fair, and Councilor Roman replied that the night would be prepared to rewardand express thanksgiving to the volunteers. Chairperson questioned if the date of the Pasiklaban can be changed from 11 to 10. He suggested that the Desk Head communicate personally or by letter the request to change the set schedule, since the last day of testing would be on the 9th of December anyway. Councilor Roman desired to resurface the idea of providing volunteer shirts, because these may, in a sense, act as motivators too. G. Basic Student Services Committee Head Councilor Orcales seeks to provide a committee that would help make the university a better and safer place for the community. To provide a secure and personal location wherein the students can leave their books and other individual belongings while and when away from the University is a target the Committee aims to reach this Academic Year. In addition to that, the refurbishment and maintenance of the lockers are part of the plan that has been desired to be pursued and executed. The photocopying services will be something that would have to be given equal importance since it is one ofthe essentials in a student’s life, and this will, indeed, be something that the Committee will strive to work on. To protect and ensure security and convenience for the entire student body is the goal that the Committee envisions to achieve.

Envisioned Projects:

Survey on Student’s satisfaction / perception on the SAIS and on the Midyear Enrollment in General To let the sentiments of the students be heard, which will then be the basis for the committee to formulate a recommendation, according to its assessment, that will be forwarded to the Office of theUniversity Registrar for their information and consideration. This will be done in order to avoid furtherlong queues and confusion during the enrolment.

Social Media Accounts BSS Facebook Page and BSS E-mail Address. These accounts have been designed and prepared to provide the students with an avenue to raise any concerns, questions and suggestions directly to thecommittee regarding, but not limited to, its activities. Primarily, these are to promote the activities of the committee for the information and consideration of the students.

Locker Refurbishment and Maintenance

“Alamin Natin” Quiz Bee An event that would help familiarize the Freshmen in the history of the University. The quiz will also include the basic features and characteristics of UPB from its faculty to its facilities. This will be pushed through in collaboration with the Freshmen Desk Committee.

Photocopying Services A project that will strive to bring back the photocopying services to the CSS and Cooperative (2nd floor of the canteen) while maintaining that in the library. Instead of leaving the premises of the University for the purpose of acquiring a personal copy of the necessary materials for class discussions and activities, the student body will be able to have their readings photocopied inside the campus. This

will be done in collaboration with the CSS Representatives, Library, Cooperative, and most importantly the administration to forge an understanding that would allow such services in the said locations inside the University.

Dialogue with College Representatives and the University Administration An initiative of the Committee to conduct dialogues with the different college representatives and the university administration to address different basic student needs per college. After every dialogue, the committee with the student council will deliberate the feasibility of a resolution.

“Book Worm” Program This program will expand the accessibility and availability of in-demand books in the Universitylibrary. The committee will assess what books are in-demand that would sometimes leave other students empty-handed with the necessary sources for their paper and other needs. Afterwards, the committee will strive to reproduce a number of at least one to three copies of the said material. This will be done in collaboration with the Library.

Project S.M.I.L.E. (A life-skills enhancement workshop) A workshop that will help students realize and appreciate the skills and talents they have. To make the students understand and feel that life is worth living, and throw out the thoughts and possibilities of committing suicide. Activities on relieving stress, such as games and meditation, will be conducted so as to further help each and every participating student out.

Income Generating Project A project that will be carried on for the purpose of sustaining the committee in its future expenses and endeavours. The merchandise may consist of t-shirts and button pins.

Bike Racks This will be done in collaboration with the Envi Desk and Sports Committee. This is to encourage the student body to conserve energy in line with the Green UP campaign. A search for sponsorships will be conducted in order to help materialize the proposed project.

Installation of Solar-Powered Lights Along the Pathway going to the Library (Court A) The committee will set a dialogue with the University Administration that would primarily raiseconcerns regarding the safety of the students especially at night, when some are scheduled to go homelate due to relative and relevant reasons, such as Organizations’ General Assemblies, School Programs / Activities and Classes.

Free Hugs Campaign A campaign that would bring comfort to anyone in the University, as an early and simple reminder of the essence of Christmas. Here, Councilor Orcales points out that instead of February, this project will be held on December, so as to avoid malicious circumstances. He also encourages that the students be cautious of opportunists. This project is to encourage and uplift, and not to hurt or put

Appeal to the UPB Administration about the very unsatisfying condition of tables and chairs in theUniversity Cafeteria The committee will lead an appeal regarding the safety of students while using the campus’facilities, most especially in the cafeteria. This has been purposed to oblige the university administrationto look for ways and means on how to answer this problem. This will be carried on through collaborationwith the University Maintenance (UPB Administration).

Installation of Bigger Emergency Signs and Disaster Plans of the University per College To equip the students with the necessary information on how to respond when there is anemergency (i.e., fire, earthquakes, bomb threats)

Forum on Disaster Risk Preparedness A public meeting on disaster risk preparedness that will help students respond to different calamities inside and outside the University, in collaboration with the KTRC, NGO’s, and LGU’s.

Poster-Making Contest “One UP, One Home” To help students enhance their talents as they create a striking poster that would be focused on the one home that made us realize a lot of things. That home we know and love as the UPB Community.

Discussion: Councilor Medina raised a concern regarding the meditation. He questioned if it was to be aschool-wide activity, and if yes, how will it be done. Councilor Orcales responded by saying that as much as possible, we would do it in large groups to minimize the time and allow more participation at the same time. Also, Chairperson Medina added that the Guidance Office will be tapped; they usually want these kinds of activities to be done in small groups. Councilor Medina suggested the provision of whistles for everyone on the planned disasterprograms. Sponsorship could be sought for this situation. Having no other necessary concerns or suggestions, Councilor Medina moved to approve theSPOA of the BSS Councilor. The body seconded the motion.

H. Finance Desk Head Councilor Hamawy aims to avoid and, if existent, stop the leisurely act of overspending inside the Council. Transparency in all disbursements and such is her goal. After every major event, the release of financial statements will be her responsibility. She desires that there be a workshop conducted for the student body with the purpose of sharing various wisdom and knowledge on budgeting money and effective financing. Instead of focusing on the national budget, Councilor Hamawy envisions having a

forum on the UP budget so as to inform and educate the students on the current UP financial statements. Transparency and accountability are the goals Councilor Hamawy has set and will strive to achieve in the Academic Year to come.

Budget Allocation To efficiently allocate the Council’s funds and avoid overspending.

Project BP (Bantay Pondo) To promote transparency in all student council disbursements and records. To successfullyaccount the funds and resources of the Council. To efficiently monitor how the funds are being disbursed and avoid overspending. This project includes semestral financial statements to be posted on the freedom walls around the University and on the Social Media, the publication of financial statements after each major event, an inventory of all the supplies and Council properties, and a template for the different financial statements to be used by the different committees.

UP Budget Forum To educate the student body on the current UP budget and how it is being distributed by theadministration.

Finance / Budget Workshop To promote and encourage individuals to be effective and efficient in financing personal matters.

Bookfair: An Income Generating Project (IGP) To raise funds for major events and most importantly, the Council.

Discussion: Councilor Roman purposed to move the publication date of the “Anya Ngay?” Publication from March to May 2016. He also asked to know the number of people in the editorial board of the Oblation, and suggested that the board have just a few, but certainly hardworking members. Chairperson Medina also stated that the College Representatives ought to work hand-in-hand with the Sec Gen committee in order to establish the Editorial Board. Also, he reminded that the

Administration will be the ones that the Committee will have to communicate with regarding the funding of the “Anya Ngay?” Publications. He also advised that the Sec Gen Committee coordinate with Saiku because it is the committee’s responsibility to file whatever happenings there are in an event. J. CAC Representatives Representative Maalihan, the Spokesperson for the College or Arts and Communications, sharedthat starting and flourishing on the inside before going out is the way to go at times. Regarding the way of life in the Cordilleras, the Committee deems it best that we not only deal with UP Baguio, but also Baguio itself as a whole. A collaboration with the other local universities will be made so as to build a harmonious team and accomplish future task in a more harmonious and pleasant way. Counterparts shall be introduced and assigned from each university, thus increasing the friendships and manpower, which will easily be of use when comes an important project that certainly cannot be handled by the Committee alone. To beautify the beloved University is also one of the goals of the CAC Representatives this year. The idea of extending the beauty of the CAC to the entire campus may see m large at present, but little by little, this can be done. One simple way to make this happen is by simply increasing the interesting, colourful and attractive trash bins. The project “I’m the map, I’m the map, UPB Map” requests that an updated map be made, with more interesting routes for the new iskolar ng bayan, and help others find their way. In all these, what’s in it for the CAC students? There will be held a monthly call for papers, given that there is a trend regarding the research papers of the respective students. The repainting of theCollege is also another project that the Committee would like to push through. Also, the CAC week andCAC night, which have always been proposed but have not really been that grand, will be conducted with the specific night to serve as an awarding ceremony. Art Sales will be conducted, and this is the part wherein artworks from the different levels of FA. The student body may look forward to debates, paintings, and IGP’s as well. Regarding the official gallery of UPB, a dialogue with the Admin will be made to make the place an official exhibit place / gallery. Career orientations will also be held for the purpose of helping individuals understand and realize their purpose in life, especially after graduation. There will be activities on oral traditional literature, such as poetry jams, SC classes, etc. Food and Culture, somewhat like the Imbaya, but with a corresponding publication. #CouncilWatch, live tweets of the meetings, and the CAC committee bulletin board. This will serve as the avenue unto which the representatives may post for students, such as updates and publicity. Workshops on academic and creative writings will be done. The emphasis on plagiarism will be loudly announced; this project is in collaboration with the CAC faculty.

important to note if there will be any conflict between the colleges. The goal is to have College Weeks wherein there is no rivalry between the colleges in terms of locations, personnel, audience, andparticipants. Having no further necessary concerns or suggestions, Councilor Monje moved to adopt the SPOA of the CAC Committee. The body seconded the motion. No objections.

K. CS Representatives Representative Baula opened the presentation through introducing the Committee’s social media accounts and the CS bulletin Boards. Corkboards and wall clock donations will be pushed through in collaboration with the different CS organizations. Laboratory improvements, signage, sanitizers, black curtains for the Physics labs, and other purposes such as optics and chemistry, are those which need to be addressed throughout the term. The shortage of water may be a problem, however, for the meantime, it would be wise to ask for jugs, etc. first. The CS Freshie Primer has been desired to be released perhaps this coming August. Representative Bautista, along with the Committee, envisions to have proper scheduling ofclassroom use, with regards to organizations that borrow the rooms for meetings, etc. Income generating projects will also be handled for the purpose of raising funds for future use. Such a project has been planned to be executed on September. After which, there will be a seminar for proper handling of chemicals. On November, the event Big Bang: A Collision of CS Organizations and CS Faculty Concert will be held. Whereas on January, there shall be a Computer Software crash course. This will be a one-day event in collaboration with the LRC. Representative Vidad opened the idea of a photography workshop for the month of February.There will be, amongst the other events, a CS Career Orientation. This will only take one day to finish,however, it is important because it deals with the future of the students, and help open their eyes to the opportunities that await them after graduation. This one-day event will most probably be done during the CS week. The College of Science week is an annual week-long celebration that will occur on the month of March. This will be an activity-filled week that not only deals with the intellectual side of man, but also that of the fun side. There will also be a Job Fair which aims to help the graduating students, and many more, to find a job. CS to the Community will be done during the month of April in the year 2016, whereas the Last Lecture will be on May. This is like a send-off event which aims to encourage graduating students to impart important speeches, etc. not related to academics. Also, the Committee deems it necessary to collaborate with the other colleges in order to become unified and stronger.

Despite the fact that he did not have to present, Vice Chairperson spoke and shared his part of responsibilities. He imparted that his duties were to preside and/or take charge when the Chairperson isnot around, make sure the council is in harmony and unified, and ensure that the goal to accomplish allprojects will be fulfilled by the end of the Year and term. He reminded us of the Council we had envisioned to have, and said that we ought to help each one up and not down. He will also prepare Team Buildings, especially when the need arises. Chairperson Medina also added that evaluations were to be conducted throughout the yearwithin the council to point out and improve each one.

IV. Reading of the Constitution

The body read the Constitution responsively.

Regarding Article 3, section 3, the body questioned the power of the chancellor to plan and schedule thetime, date, and/or place of the SC meetings.

With regards to section 10, the body discussed about positions in respective organizations while in theCouncil.

Regarding Article 7, section 1, the body pointed out that the college representatives were not part of the Student Council, as stated in that particular segment. This has been a dilemma ever since, but will be finalized and clarified soon.

Regarding the entire constitution, the body saw that there were inconsistencies in it.

The body then read the IRR of the UPB USC 2014-2015.

The body noticed that the numbering of sections in the IRR, Article 2, was not correct.

Regarding Section 5, the body desired to remove only some of its part, since the rest of it was still deemed necessary. Meeting every week is not practical.

Regarding Article 4, Section 1, the body summoned to discuss what excuses (for not being able to attend) are excusable. Hence, it was granted that prior commitments may be excused, but only for Special Sessions since Regular Sessions would be mandatory and permanent for the year. That with regards to acads had also been discussed.

Regarding Article 4, Section 2. The body talked about the allowed number of committee members.

Article 6, Section 1. Incorrect spacing of words was noticed by the body.
