IMPLEMENTATION RULES FOR COMPULSOEY CERTIFICATION OF

ELECTRICIAL AND ELECTRONIC PRODUCTS

Household and Similar Use Appliances

1. Scope of Application

This implementation rule is applicable to household and similar use electric appliances, including

household refrigerators and food freezers, electric fans, air-conditioners, motor-compressors,

household washing machines, electric water heaters, room heaters, vacuum cleaners, appliances for skin and hair care, electric irons, electromagnetic ovens, electric ovens (portable grills, toasters and

similar cooking appliances), electrically operated food preparation appliances (food processors

(kitchen machines)), microwave ovens, cooking ranges, cooking tables, ovens and similar appliances (stationary ovens, fixed grills and similar cooking appliances), range hoods, liquids heating appliance,

water dispensers and electric rice cookers

4.1 Application for certification

4.1.1 Division of application unit

4.1.1.1 In principle, an application unit shall be defined in accordance with different product families,

models/types, specifications, working principles and constructions in terms of product safety. (See Appendix 1).

When an application unit has more than one model/type, description of all models/types in the same

unit is required.

4.1.1.2 In principle, the application shall be made according to the application unit. The same

model/type products from same producer (manufacturer) but from different manufacturing premises,

shall be in different application units, but only one type testing is required. The products from other manufacturing premises shall be delivered for checking and the report shall be complied with.

The products from the same manufacturing premises but for different producers (manufacturers) shall

be in different application units when necessary, samples shall be delivered for consistency check and the report shall be issued.

4.1.2 Application documents

The formal application shall be submitted and the following documents shall be attached together if necessary:

1) Product assembly drawing, electrical principle chart, circuit diagram.

2) List of critical components and/or main raw materials (See Appendix 4 and Appendix 5).

3) Difference description between different model/type of products in the same application unit.

4) Appointment letter for certification technical principal and the affirmation documents examined by

the certification body.

5) Other necessary documents.

4.2 Type Testing

4.2.1 Sample delivery for type testing

4.2.1.1 The principles of sample delivery for type testing

The representative samples from the units of application for certification shall be selected and

supplied for type testing. According to testing requirements, samples of other products covered by the application unit should be supplied for additional testing on differences.

If the application unit is a complete appliance, the critical safety components in the complete

appliance (see appendix 4) shall be submitted for testing separately according to related requirements. If the critical safety components have obtained valid certificates of compulsory

certification or voluntary certificates which can be accepted by complete appliance compulsory

certification according to the requirements of CNCA, the separately submitted samples can be exempted for testing, but they shall still meet the requirements of standards for testing of the

complete appliance.

When the certification application is made for the complete appliance, and the EMC critical components model of the non-representative sample is different from the representative ones in the

application unit, the principles of sample delivery refer to Appendix 5.

4.2.1.2 Samples quantity

The certification clients shall take responsibility for sample delivery for type testing in accordance with

the requirements of the certification body and be responsible for them.

The quantity of samples shall be according to the requirements of appendix 3 and the sample quantity of components tested accompanying the complete appliances shall be according to the requirements

of Appendix 4.

4.2.1.3 Handling of type testing samples and related documents

The tested samples and/or the relating documents should be handled in appropriate ways after type

testing.

4.2.2 Test standards, items and methods for type testing

4.2.2.1 Test standards

The standards which are complied with by certification tests are specified in Appendix 2. The existing valid standards shall be applied (except where otherwise provided by CNCA).

4.2.2.2 Test items

1) Test items for safety

The test items for safety type testing for compulsory certification of household and similar use

appliances, in principle, shall include all applied items specified in product safety standards.

2) Test items for EMC (if there is a requirement)

The test items of EMC testing for compulsory certification of household and similar use appliances, in

principle, shall include all applied items specified in product EMC standards.

4.2.2.3 Test methods

The type testing shall be carried out according to the methods specified and/or referred in the

standards.

4.2.3 Type Testing Report

The testing institute shall issue the Type Testing Report after the completion of the type testing.

The rectification is allowed for some items that don’t meet type testing requirements; the rectification

shall be completed before the deadline set by the certification body; otherwise it would be considered as abandoning the application. The applicant may also choose to terminate the application.

The Type Testing Report shall include a Products Description Report, which describes the

information related to the certification and all products in the application unit. The certification body shall compile the Type Testing Report in accordance with defined content and form. The content of

the Products Description Report shall be exact, clear and integrated.

The certification body/laboratory shall provide the Type Testing Report to the certification client in the specified time. The certification client shall ensure that the integrated and effective Type Testing

Report is available in the factory.

4.3 Initial inspection of the factory

4.3.1 Contents of the inspection

The contents of the factory inspection shall include the factory quality assurance ability check and the

product consistency check.

4.3.1.1 Assessment of factory quality assurance ability

The certification body shall draw up relevant implementing rules for the assessment for factory quality

assurance ability based on the principles to ensure product consistency and that the certification results remain valid. The implementing rules shall be put into effect after being submitted to CNCA for

record. Meanwhile, the inspection carried out according to the Testing Requirements of Factory

Quality Control Inspection on Compulsory Product Certification for Household Appliances is also required (See Appendix 6).

4.3.1.2 Check on consistency of the product

The consistency of the product applying for certification shall be checked on the production site. If the

certification related to the products belongs to more than one application unit, at least one type/model sample of each producer (manufacturer) and each kind shall be taken from each unit for the product

consistency check. The following major points shall be checked:

1) The name of product, type/model, specification and technical parameter on the nameplates and packages of products to be certified shall be identical with those indicated in the type testing reports.

2) The construction of products to be certified (mainly construction in terms of safety and EMC

performance) shall be identical to those of the samples for type testing.

3) The critical components in terms of safety, key components and material and critical components

having significant influences on EMC shall be identical to those declared in type testing and confirmed

by the certification body.

The on-site witness tests to confirm safety and EMC performance of the products may be carried out

during the factory inspection.

4.3.1.3 Inspection scope

The factory quality assurance ability assessment and the check on consistency of the products shall

cover all the products to be certified and their processing premises.

4.3.2 Timing of factory inspection

Normally, the initial inspection should be implemented after the sample has passed the type testing.

The type testing and factory inspection can be implemented at the same time in special cases. The

factory should manufacture products covered by the scope of certification application during the initial factory inspection.

The duration of factory inspection shall be determined by the amount of application units of products

to be certified and with consideration of factory’s size. It will normally take about 1 to 4 man-days for each processing premises.

The factory inspection should be completed within one year after the type testing. Otherwise, the type

testing will be carried out again.

4.3.3 The results of the inspection

The inspection group shall report the results of the inspection to the certification body. If the

inspection results don’t meet requirement, the inspection group shall report the results to the certification body directly. If the unqualified items were discovered during factory inspection, the

factory should rectify the items within the deadline set by the certification body. The certification body

shall take appropriate methods to verify the results of rectification. If the rectification can not be completed within time limit, the inspection result can be regard as nonconforming.

4.4 Evaluation of certification results and approval of certification

4.4.1 Evaluation and approval of certification results

The comprehensive evaluation for the results of type testing and the factory inspection shall be

organized by the certification body. If the results are favourable, the certification body shall issue the

certificates to the applicants (one certificate shall be issued for one application unit). The application of the certificates shall comply with the requirements of the Regulations for Compulsory Product

Certification Administration.

4.4.2 Time limit for certification

Time limit for certification means the working days from the acceptance of the complete application until the issuance of the certificates, which includes the time for type testing, factory inspection,

reports submission after inspection, evaluation and approval of certification results, certificate making,

etc.

Type testing normally takes 30 working days (not including the time for corrective actions and retest

of the non-conformity items). when the components are required to be tested as part of the complete

appliance, if the test time exceeds the test time of complete appliance, the time for type testing should be calculated according to the longest test time of the component,. The time shall be calculated upon

receipt of the samples and testing fees.

The inspection reports should be submitted within 5 working days after the factory inspection. It will be counted from the day when the inspectors complete the inspection and receive the corrective

action reports on non-conformities satisfying the requirements from the factory.

The evaluation of the certification results and approval shall normally not exceed 5 working days (counting from the date on which the certification fees are received).

4.4.3 Termination of certification

The certification body shall make a decision to terminate the certification when the type testing or the factory inspection fails to pass the testing or the evaluation.

4.5 Follow-up inspection

4.5.1 The content of the follow-up inspection

The content of the follow-up inspection carried out by the certification body includes an annual

inspection and effective tracking inspection for certified products.

4.5.2 Annual inspection

When carrying out normal annual inspections, as a priority, the certification body shall arrange the

inspection when the factory is in production and the inspection shall be carried out without advance

notification to parties being inspected. Different producers (manufacturers), though in the same premises, shall all be subject to inspection.

In principle, the special inspection shall be carried out without notifying the parties being inspected.

The certificate holder shall receive inspection within a regulatory period; otherwise it can be dealt with as a failure to receive inspection.

4.5.2.1 The frequency of annual inspection

The inspection shall normally be carried out at least once during the 12 months after the completion of such product class’s initial factory inspection. The inspection frequency should be increased in any of

the following cases:

1) The certified product has been complained about by consumer and has a serious quality problem which has been verified to be the responsibility of the certification client/producer (manufacturer)/

factory.

2) The certification body has sufficient reasons to doubt the conformity of the certified product against the requirements of safety and EMC standards.

3) There is sufficient information to indicate that the conformity or the consistency of certified products

might be affected due to changes in organizational structure, production condition and the quality system of the producer (manufacturer) and/or factories.

4.5.2.2 The contents of the annual inspection

The content of the check for consistency of certified products are basically the same as that during the initial inspection of the factory. Meanwhile, the replacement of the critical components and

materials shall be in accordance with the change requirements (see Appendix 4 & Appendix 5) and

the certification body’s requirements for the certification technical principal.

The use of CCC marks and the certificates shall also be checked.

The re-assessment model of factory quality assurance ability plus the consistency check of certified

products are adopted by the follow-up inspection, and, if necessary, samples may be taken and tested at the testing institutes.

The certification body shall draw up relevant implementation rules for the assessment of factory

quality assurance ability according to the principles of ensuring product consistency and promoting the continuous validity of the certification results. The implementation rules shall be put into effective

after being submitted to CNCA for the record.

The duration for inspection shall be determined by the amount of application units of certified products with appropriate consideration of the production scale of the factory. It will normally take about 1 to 2

man-days.

4.5.2.3 Sampling and testing of annual inspection

For the certified products in the range of electric fans, room heaters, appliances for skin and hair care,

electromagnetic ovens and liquids heating appliances, sampling inspection shall be implemented

during the annual inspection. For the certified products of other categories (household refrigerators and food freezers, air-conditioners, motor-compressors, household washing machines, electric water

heaters, vacuum cleaners, electric irons, electric ovens (portable grills, toasters and similar cooking

appliances), electrically operated food preparation appliances (food processors (kitchen machines)), microwave ovens, cooking ranges, cooking tables, ovens and similar appliances (stationary ovens,

fixed grills and similar cooking appliances), range hoods, water dispensers, electric rice cookers),

sampling inspection shall be implemented if necessary. The certification body shall submit the results of the sampling inspection to CNCA before the end of each year. If necessary, the certified products

should be sampled and tested.

The samples shall be randomly taken from the qualified products of the factory (to ensure the consistency and authenticity of certified products, samples can be taken up to the discretion of the

certification body from market/on-site sale network, production line, stock, etc). The designated

testing bodies shall be responsible for testing. The methods and requirements for sampling shall be carried out according to the relevant specifications required by the certification body.

The test items specified in the standards for certification can be applied to testing.

The certification body may carry out part or all test items based on the degree of effect on the safety and/or EMC performance of the products.

4.5.2.4 The conclusion of annual inspection

4.5.2.4.1 Re-inspection of quality assurance ability in the annual inspection

The inspection group shall report the conclusions of the inspection to the certification body. The inspection group shall report to the certification body directly when the inspection results don’t qualify.

If there is any non-conformity found in the inspection, the factory shall conduct rectification within 40

working days and the certification body shall take appropriate measures to verify the results of rectification. If the rectification can not be completed in time, the factory inspection results shall be

failing to qualify.

4.5.2.4.2 Sampling inspection in the annual inspection

If there are unqualified items found in the sampling/testing during the annual inspection, it shall be

dealt with as unfavourable result of sampling/testing during the annual inspection.

4.5.2.5 Evaluation of annual inspection results

The certificates can be retained and the certification marks can be continuously used upon qualified

re-inspection results. Actions shall be taken in accordance with Clause 5.3 of the present rule upon

nonconforming inspection results.

4.5.3 Tracking inspection by certification body

Certification body shall implement effective tracking inspection to certified products according to the

requirements of the Regulations on Certification and Accreditation. The status of certificates shall be dealt with according to the result of tracking inspection.

4.5.4 Evaluation of follow-up inspection results

The certificates can be retained and the certification marks can be continuously used upon qualified annual inspection results of the certified products. Actions shall be taken in accordance with Clause

5.3 of the present rule upon unqualified inspection results.

5. Certificate

5.1 Maintenance of certificate

5.1.1 The validity of certificate

The validity period for the certificate of products covered by this rule is 5 years. Before the expiry date, the validity of the certificate depends on the follow-up inspection. The certification body shall withdraw

the certificates from factories that refuse to accept inspection.

If the certification client wants to continue to use the certificate after its expiry date, an application shall be made by the certification client at least 90 days before the certificate’s expiry date.

5.1.2 Change of the certified product

5.1.2.1 Change application of certified product

For certified product, if any change has taken place in the specification, type/model or technical

parameter of the components listed in Appendix 4 and Appendix 5, or the design, electric construction

involved in safety or EMC of the appliances, or related information in the certificate and standards, the application for approving/recording the change shall be made to the certification body.

The change in the critical components and materials shall be in accordance with the change

requirements stated in Appendix 4, Appendix 5 and the certification body’s requirements for the

certification technical principal of compulsory products (hereinafter referred to as certification

technical principal, see the note below).

Note: The certification technical principal is appointed / delegated by the producer (manufacturer) and assessed

and approved by the certification body. The certification technical principal shall have the power and the ability to

function independently. The certification technical principal cannot hold a concurrent post of another producer’s

(manufacturer’s) certification technical principal. When the certification technical principal changes, the producer

(manufacturer) shall report to the certification body and reapply for assessment and approval.

The responsibilities of the certification technical principal:

(1) The certification technical principal is responsible for the approval of change to critical components and

materials which are applicable in the simplified procedure;

(2) The certification technical principal shall fulfil the approval of critical components’ change and materials in the

certified products according to the requirements of the implementation rules of certification, ensure that the

information of change is submitted exactly and timely, and be responsible for the manufacturer and the

consistency of its certified products;

(3) The certification technical principal shall carefully record and keep the change information.

5.1.2.2 Evaluation and approval of change

The certification body shall evaluate the change according to the submitted information and confirm whether it can be approved or samples should be submitted for tests. If testing is necessary, the

change will be approved upon qualified test results.

In principle, the initial tested type of product on which all test items were carried out shall be the basis for change evaluation.

5.2 Extension of certified products

5.2.1 Procedure for extension

For extension of the products range covered by the unit of certified products, the certification client

shall first make application. The certification body shall check the consistency of the extended

products against the certified products and confirm the applicability of the original certification results to the extended products and carry out, if necessary, an additional test or inspection based on the

differences.

If confirmation is qualified, either a separate certificate can be issued or the original certificate can be updated at the request of the certificate holder.

In principle, the initial tested type of product on which all test items were carried out shall be the basis for extension evaluation.

5.2.2 The requirements for sample

The certification client shall first submit the technical documents related to the extended products. Samples shall be selected and sent according to the requirements of Clause 4.2 of this rule. If

necessary, samples shall be tested and the results shall be submitted to the certification body for

checking.

5.3 Cancellation, suspension and withdrawal of the certificates

The cancellation, suspension and withdrawal of the certificates shall comply with the Regulations on

Compulsory Product Certification Administration, the Implementation Rules for the Cancellation, Suspension and Withdrawal of Compulsory Product Certificates and relevant requirements required

by the certification body.

6. Use of the Compulsory Product Certification Mark

6.1 Basic Requirements

The certificate holder shall comply with the Regulations on Compulsory Product Certification

Administration and the Regulations on Compulsory Product Certification Mark.

6.2 Pattern of the mark allowed usage

The certification mark with letter reference “S” (as below) shall be used for certification involving

safety only:

The certification mark with letter reference “S&E” (as below) shall be used for certification involving

both safety and EMC:

6.3 Use of the distorted certification mark

The products covered by this rule shall not be allowed to use any distorted certification marks.

6.4 Ways of usage

Any of the following three ways is required: affixing standard-size marks (labels) printed only by

CNCA, printing on the nameplate or stamped.

6.5 Position of the mark

The certification mark shall be applied in a visible position on the appliance body.

The certification marks shall be applied separately on the main part(s) and split part(s) of split-type

air-conditioners and similar appliances.

7. Charge

The certification shall be charged by the certification body and the testing body according to the national statutory structural fee chart.

Appendix 1

Principles for Application Unit Division

Products Principles of defining application unit

Household refrigerators, food freezers

The application unit should be defined according to type (refrigeration mode), structure and the rated input power

Electric fans

The application unit should be defined according to type, structure and rated power of the motor.

Air-conditioners The application unit should be defined according to type, structure and specifications of the compressor.

Motor-compressors The application unit should be defined according to type, application type and technical parameters of the motor.

Household washing machines The application unit should be defined according to type, structure and specifications.

Electric water heaters - Storage water heaters

The application unit should be defined according to type, structure and specifications (power).

Appendix 4

List of Critical Safety Components and Materials & Requirements for Change

Critical safety components and materials are listed in Table 1 and Table 2.

Requirements for the change of critical safety components and materials are as follows:

1. The definition of critical safety components and materials categories.

Category A: If the critical components are changed, tests required by the relevant items in standards

of complete appliances or critical components shall be carried out to determine whether the complete

appliances are compliant with the requirements of the standards.

Category B: If the critical components are changed, only data validations/technical determinations

need to be carried out to determine whether the complete appliances are compliant with the

requirements of the standards under the premise of meeting simplified procedure.

The categories of critical components are listed in Table 1 and Table 2.

2. The change of critical components

2.1 The change of components in category A

The change of components within category A shall be approved by the certification body.

2.2 The change of components in category B

The simplified procedure is applicable to the change of components within category B.

The simplified procedure means the certification clients only need to report to the certification body for

the record if the critical components are changed.

2.3 Conditions for the application of the simplified procedure:

1) The critical components changed belong to category B.

2) Components within category B which are listed in the catalogue of products subject to the

compulsory product certification or the catalogue of products subject to the voluntary certification

which can be accepted by the complete appliances compulsory certification according to the

requirements of CNCA, shall obtain valid compulsory certificates or voluntary certificates which can

be accepted by the complete appliance compulsory certification according to the requirements of

CNCA. Other components within category B shall provide voluntary certificates approved by the

certification body/test reports issued by the laboratories accredited by CNAS to conduct tests of

relevant standards. Moreover, all the technical parameters, outer shaping, materials and installing

dimensions shall be in accordance with the original components.

3) There shall be a certification technical principal, who is assessed and approved by the certification

body and is appointed / delegated by producer (manufacturer). .

4) The producer (manufacturer) must have good commercial credibility.

The change of components in Category B which cannot meet the requirements above shall be

approved by the certification body.

The change of the critical components to which the simplified procedure is applicable shall be

approved by the certification technical principal and the records shall be kept.

If the change of components in category B to which the simplified procedure is applicable is

misreported or is not reported, the change would be considered as invalid and unilaterally changing

critical components. Once the illegal change is discovered, the certification body shall act in

accordance with the seriousness according to Regulations for Compulsory Product Certification,

Implementation Rules for the Cancellation, Suspension and Withdrawal of Compulsory Product

Certificates and relevant requirements of the certification body.

Providing false information about the change would be considered as unilaterally changing critical

components and the certification body shall revoke the certificates.

Compulsory Product Certification system shall obtain valid compulsory certificates (including EMC

certification). Producers (manufacturers) of other components within category B shall provide EMC

test report of a complete appliance issued by the laboratories which are accredited by CNAS to

conduct relevant standards.

3) There shall be a certification technical principal, who is appointed / delegated by the producer

(manufacturer) and assessed and approved by the certification body,.

4) The producer (manufacturer) must have good commercial credibility.

The change of components in category B which cannot meet the requirements above shall be

approved by the certification body.

The change of the critical components to which simplified procedure is applicable shall be approved

by the certification technical principal and the records shall be kept.

If the change of components in category B, to which the simplified procedure is applicable, is

misreported or is not reported, the change would be considered as invalid and as unilaterally

changing critical components. Once such any illegal change is discovered, the certification body

shall take measures depending on the degree of seriousness according to Regulations for

Compulsory Product Certification, Implementation Rules for the Cancellation, Suspension and

Testing Requirements for Factory Quality Control

of Household and Similar Use Appliances

Note:

(1) Routine test is 100% test conducted on the products at the end of the production line. Generally,

after routine test, no further process is needed except for packing and labelling. Verification test is a

kind of sampling test to check the continuous compliance of the products to the standard

requirements;

(2) Routine tests could be done through fast and equivalent methods which have been verified;

(3) Verification test should be performed according to the requirements of the standards. Verification

tests may be entrusted to the testing laboratories authorized by CNAL if the factory is not capable of.

Annex: Test methods of routine test (methods in this annex are recommended)

Method 1: Earthing resistance

For Class I appliances, get at least 10A current from a AC power supply (no-load voltage up to12V)

and let the current go through each metal easy-touched earth parts and earth terminals (for Class OI

and I appliances intending to connect to fixed wires permanently) or earth bolt of power cord plug or

its earth contacts or earth bolt of input jack in the appliance (for other appliances), and then measure

the voltage between its ends, and calculate the resistance to earth according to the current and

voltage. The resistance to earth shall not exceed:

-- For appliance with soft power cord, the resistance is 0.2 Ω or 0.1 Ω + R (R is the resistance of wire

between earth plug of power cord and earth terminal of the appliances);

-- For other appliances, the resistance is 0.1 Ω.

Note:

2. During measuring, the contact resistance between the point of measure pen or rod, and metal

parts shall not affect test results.

Method 2: Electric strength

Insulation of the appliance should be able to withstand a sinusoidal voltage with 50 Hz or 60 Hz

value is 5 mA and, if necessary, this value can be increased, but should not exceed 30 mA), and the

step-up transformer should have sufficient capacity to maintain the required test voltage value up to

tripping current.

(3) DC voltage can be used instead of AC voltage for insulation test, but the test voltage should be

1.5 times the value in the above table. The AC voltage with maximum frequency as 5 Hz can be

regarded as DC.

Test method for input power

The total input power shall be measured under rated voltage, maximum load or conditions stipulated

by the manufactory.

Methods 4: Additional routine test items for household washing machines

Test method for interlock of door in tumble dryer

During the test, the dryer, carrying rated load, shall operate under rated voltage or maximum value of

rated voltage. Then open the door manually, the power supply of motor can be disconnected

automatically (tumbling-box stop operating) before opening the door more than 75 mm; in case that

the door is opened 75 mm, the tumbling-box is unable to operate even activate the working button.

Brake test method for washing machine, spin extractor

For tumbling-box washing machine with top opening door or side opening door, if the door or cover

can be opened during operating, the power supply of motor shall be disconnected and the

tumbling-box shall stop operating before the opening more than 50mm.

For fully automatic impeller washing machine and spin extractor with top opening door during

extracting, the power supply shall be disconnected and the cylinder shall stop operating in case that

the door or cover open 75mm.

For spin extractor and tumbling-box washing machine with front opening door, if the door or cover

can be opened during operating, the power supply shall be disconnected and the tumbling-box shall

stop operating in case that the door or cover open 12mm.

During extracting, the speed of cylinder or tumbling-box with rated load shall be able to fall below 60

r/min within 7 seconds in case that the cover or door open 50mm (if the door or cover can be

opened).

Test method for structure

Water tanks shall be able to withstand pressure test using water, air or other gases, the pressure is:

-- 0.7 MPa (for closed storage water heaters and closed instantaneous water heaters);

-- 1.1 times the value of rated pressure (for closed storage water heaters and closed instantaneous

water heaters with rated voltage more than 0.6 MPa);

-- 0.3 MPa (for storage water heaters with flume supplying water)

-- 0.15 MPa (for storage water heaters and instantaneous water heaters with open outlet)

-- 0.03 MPa (for storage water heaters with water tank)

Note: Test can be implemented on a separate container.

Method 6: Additional routine test items for liquid-filled room heaters

Test method for structure

The liquid-filled containers of the appliance shall be able to withstand pressure test using water, air

or other gases, the pressure is:

-- For oil-filled heaters, the pressure is 0.2 MPa;

-- For other liquid-filled room heaters with operating pressure more than 0.2 MPa, the pressure is 1.1

times the value of operating pressure.

Method 7: Additional routine test items for vacuum cleaners

Test method for input power

The input power shall be measured with rated voltage and open suction nozzle, and the measuring

time is 5S.

Method 8: Additional routine test items for microwave ovens

1. Test method for marks and directions

Whether or not there are safety warnings, specified in national standards, on the enclosure of the

appliance shall be checked.

2. Test method for structure

Whether or not the interlock system could work well shall be checked through opening and closing

the door.

When the microwave ovens are working under the rated voltage, appropriate load and maximum

microwave power, the measurement shall be carried out when the probe of measuring instruments is

5cm away from the appearance of appliance. The leakage of microwave shall not be more than 50

W/m2. Extra attention shall be paid to the door and its joints.

4. Test method for electrical strength

The action current of current sensitive appliance can be improved to 100 mA.

Methods 9 Additional routine test items for range hoods

Test method for input power:

The total input power shall be measured under rated voltage, maximum load or the conditions

stipulated by the manufactory.

Method 10 Required certifying documents for non-metallic materials

Certifying documents of the relevant infrared spectrum curves, DSC curves and thermogravimetric

curves shall be provided if the certification standards for the complete appliances have requirements

for the properties of heat resistance, fire resistance and resistance to tracking of non-metallic

materials (shell parts, printed wiring boards, electrical connection boxes, terminals, etc).

Laboratories which issue these certifying documents shall be accredited by CNAS to conduct tests of

relevant standards and is accredited by the certification body. If the applicant can not provide the

documents, the certification body shall recommend relevant laboratories to issue the documents.

Certifying documents concerning infrared spectrum curves, DSC curves and thermo-gravimetric

curves shall be provided according to the following standards:
