A New Approach, with benefits to customers
3
Our new approach provide tools that remove constraints to DER connections on the South East Coast in the short- to medium-term
Continued access to network capacity in the South East at lowest overall cost
Single stage connections process – no undue delays in application or connection
Investable proposition – no current financial exposure to transmission constraints.
Opportunity for additional revenues – participation in new markets

• The South East Coast system is one of the most complex areas of
network in Europe, with several interconnections to continental
Europe, a nuclear power station and a significant volume of
renewable energy resources.

Technical Development

Active Network Management
• Developing a regional capability to provide control and visibility at EHV / HV
• Customers will be responsible for sole use assets (substation controller and
telecommunications) as per existing standard arrangements
• UK Power Networks is assessing the option of developing and funding centrally ANM
software development & enabling infrastructure as a low cost alternative to creating
capacity.
Loss of mains protection
• UK Power Networks is putting a moratorium to further use of vector shift in the South
East Coast region pending national resolution of this issue to mitigate risks
around the secure operation of the system.

Alignment with Wider Industry Initiatives
13
• ENA’s Open Networks Project:
• Improved data exchange and T-D Capacity management is being
incorporated in the revised Statement of Works process
• ANM development is using the processes defined by the ENA Project’s work
to co-ordinate T and D constraints
• National Grid’s FRSO Programme:
• Market development is feeding into National Grids ancillary service
simplification work; itself feeding ‘DER Commercial Principles’ work into the
ENA’s Open Networks Project
• Loss of mains approach is consistent with approach adopted by WPD, as well
as wider Grid Code/Distribution Code work

Summary
• Significant progress in delivering a T-D framework through collaborative
structured working to:
• Improve the customer experience
• Release DER connection capacity in the SE Coast
• Deliver outcomes at lower overall system cost
• Further work on operational and market models to be carried out in conjunction
with the wider industry
