TERMS & CONDITIONS FOR TENDERS

1. The tenders complete in all respects should reach in Purchase Cell,UVAS by 06-12-2016 up to 11:00 AM along with 2% Bid Security ofEstimated Price/Cost in the shape of pay order/bank draft in the nameof “Treasurer UVAS” Lahore. (Calculation of CDR should be shown on thebidding documents).

2. Tenders shall be opened by the Purchase Committee in presence ofthe contesting bidders or their authorized representatives on 06-12-2016 at11:30 AM in the office of Convener Purchase Committee.

3. The rates should be quoted both on FOR and C & F basis. Pricesshould be in foreign currency for C & F through Letter of Credit (LC) onLahore Airport/Dry port. However, in the case of C & F Karachi, thetenderer will be responsible for transportation of goods from Karachi toUVAS Lahore (City/Ravi Campus).

4. The offered rate should be inclusive of all levied taxes.

5. Quoted rates must be valid for 120 days.

6. No offer shall be considered valid if it is:

a. Submitted without Tender Documents duly signed by Official ofPurchase Cell.

b. Submitted without earnest money.

c. Received after the date and time fixed for the receipt of tenders.

d. Received unsigned.

e. Received in ambiguous state

f. Given by the firm black listed, suspended or removed from theapproved list by any Government, Semi Government,Autonomous Bodies or other firm.

g. Received by Telegram.

J Does not conform to general conditions of the enquiry i.e. it isnot accompanied by sample or manufacturer’s literature whererequired.

k. Given for stores materially and substantially different from thatrequired in the tender enquiry.

7. The successful tenderers have to deposit 10% assecurity/performance guarantee of the total offer on acceptance of thetender which will be refunded/returned on expiry of guarantee periodand without interest.

8. All taxes applicable under the rules will be deducted from the bill.

9. The equipment supplied by the supplier shall be brand new, inoriginal manufacturer’s packing and complete in all respects. Cost oftransportation of supplied equipment to the site of University(City/Ravi Campus) and cost of installation and commissioning ofequipment shall be the responsibility of the supplier. Country oforigin, model, and year of manufacturing assembly of all equipmentshould be mentioned.

10. In case of purchase on C & F basis, Suppliers will submit PerformaInvoice in original from their Principal duly signed & clearly indicatingthe complete specifications of each item as per tender inquiry, thename of the manufacturer and country of origin along with certificatesauthorizing them to quote on their behalf as follow: -

“This is to certify that M/S--------------have obtained quotationfrom us against invitation of tender due on--------- and haveagreed to supply the stores strictly in accordance with thespecifications laid down in the said invitation to tender and heis manufacturing company’s authorised dealer/distributor/supplier in Pakistan. Tenderer must provide the E. mailaddress/website of the original manufacturer”.

11. Letter of Credit will be processed by the University and letter forexemption of taxes where applicable will also be provided by theUniversity, however, charges with regard to Custom duties and othertaxes levied by the Government if any and not covered underexemption letter shall be borne by the University.

12. Evaluation of lowest bidder will be calculated on overall lowest of lotwhere applicable.

13. The Freight/Transportation charges from Seaport Karachi toUniversity premises at Lahore or Ravi Campus Pattoki will be borne bythe Supplier. However, clearing agent charges and airport fee will bepaid by the University.

14. The University will get the equipment inspected at University premisesand reject the equipment, if not found according to the givenspecifications. In the case of inferior quality, defective workmanship,faulty design, faulty packing or is short supplied, or wrongly supplied,the supplier will replace the short supplied, wrongly supplied, faultyor defective material free of charges or will pay the full cost ofreplacement.

15. Supply of material should be made within stipulated period of thePurchase Order positively; in case of failure the amount of CDR will beforfeited and purchase will be made at the risk and cost of thedefaulter or any penalty as per rules can also be imposed

16. The Supplier shall be notified in writing/through telephoneimmediately of any defect that may occur during the warranty period.On receipt of such notification/telephonic message the supplier shallattend the breakdown within a maximum of 24 hours.

17. The firm offering prices for supply of machinery and equipmentshould have sufficient qualified technical staff adequately equippedand having capability to undertake the maintenance or replacementfor the equipment supplied to this University.

18. The University reserves the right to accept or reject any tender or partof it under the PPRA rules.

19. The University reserves the right at the time of award of contract toincrease and decrease the quantity of stores. The items to besupplied/delivered on weight basis will be weighed on receipt at theUniversity City/Ravi Campus.

20. The University reserves the right to claim compensation for the lossescaused by delay in the delivery of stores,
