Warm greetings! Our Department had a successful year in 2016-2017 despite some speed bumps. Faculty members have published important books and scholarly articles, and they are working on exciting new projects. Professor Anita Manion has taken command of our undergraduate program as our new Director of Undergraduate Studies. Under Professor Manion’s excellent leadership and the guidance of Professors Iyob and Rochester, the Department’s proposal for a new Bachelor of Arts in International Relations is on the verge of full, formal approval (http://blogs.umsl.edu/news/2016/11/30/international-relations/). With the help of Professors Liao and Udani, Professor Manion has also recently streamlined and improved the Bachelor of Science in Public Policy Administration degree. Enrollment has increased in Political Science classes at all levels, bucking a University trend. Professor David Kimball is doing a superb job as Graduate Director; this May alone, we awarded four new Ph.Ds. Our department’s engagement in helping the community has never been greater. Professor Kimball’s leadership of an exit poll project in the 2016 national elections and the 2017 local elections is a model for any public urban university (http://blogs.umsl.edu/ news/2016/11/14/exit-polling/). It actively engaged our students in real life fact-gathering and analysis, and it provided new insights into the things that shaped the voters’ decisions when they cast their ballots. Warm greetings! Our Department had a successful year in 2016-2017 despite some speed bumps. Faculty members have published

important books and scholarly articles, and they are working on exciting new projects. Professor Anita Manion has taken command

Professor David Kimball is doing a superb job as Graduate Director; this May alone, we awarded four new Ph.Ds.

Our department’s engagement in helping the community has never been greater. Professor Kimball’s leadership of an exit poll project

in the 2016 national elections and the 2017 local elections is a model for any public urban university (http://blogs.umsl.edu/

news/2016/11/14/exit-polling/). It actively engaged our students in real life fact-gathering and analysis, and it provided new

insights into the things that shaped the voters’ decisions when they cast their ballots.

We welcome three new members of our political science family. Ms. Rachel DuPree took over as our Office Support Assistant early in the

spring 2017 semester. Rachel, an UMSL grad, has brought talent, initiative, and a wonderful sense of kindness and helpfulness to our

department. We also welcome Ms. Judy Cates, the Business Support Specialist for Economics, who added our department to her

portfolio early in the spring. We all marvel at Judy’s knowledge, experience and skill, and we are grateful to her in countless ways

already. Our most recent addition is Professor Doug Swanson, our new colleague who serves as Coordinator for Labor Studies. He

replaces Rob Russell, who has moved on to higher office as the Director of Labor Education for the University of Missouri-Extension.

Rob is now based in Columbia.

We congratulate Professor Joyce Mushaben, who has been promoted to College of Arts and Sciences Professor of Global Studies and now

is a member of the College faculty (http://blogs.umsl.edu/news/2017/03/14/college-professor/).

We recognize Professor Kenny Thomas, who formally retired his position and now serves as a Founders Professor, teaching a course

and still nurturing graduate students through the program. All of his colleagues and many of our students deeply appreciate all he

has done for us.

We give special thanks to former Director of Center for Ethics in Public Life, Wally Siewart, for all his support over the years, and we

wish him well in his new position with FOCUS Saint Louis. We also thank Raphael Hopkins and Jalina Drake, staff members who served

all of us so well over the years. Raphael has moved away from our region, and Jalina has taken another position on campus. We

thank them and will never forget all the help they have given us.

The budget issues facing UMSL and the University of Missouri have engaged much of the attention of the campus and our Department

this year and will continue to do so in 2017-2018. The department also underwent an extensive five-year review this year, and that

Dr. Sudarsan Kant, Dr. Elizabeth W. Sale, and Dr. Andrew Theising Receive the Department of Political Science 2017 Alumni Awards!

Dr. Sudarsan Kant graduated w ith his PhD in 2011 from the Department of Political Science at the University of Missouri in St. Louis. Currently he serves as the interim Dean of the College of Arts and Sciences at Harris-Stowe State University as well as an Assistant Professor of Political Science. At Harris-Stowe, Sudarsan developed the undergraduate degree program in political science and is hoping to soon matriculate its first cohort of political science students in the institution’s 160 year history. He has also served on the faculty senate and multiple standing committees at Harris-Stowe and other organizations on campus. Sudarsan’s main research interest is on the politics of Oceania, and he tries to remain active in his field by participating in academic conferences when time permits. Sudarsan is married to Dayna Stock, and the smartest thing he did besides finishing his degree was probably meeting Dayna, who was a fellow student in the department.

Dr. Elizabeth Sale received both her MA (1998) and her PhD (1999) from the University of Missouri-St. Louis Department of Political Science. She is the Evaluation Director and a research associate professor at the MIMH. She has over 25 years of experience in the field of survey and evaluation research, with specific expertise in conducting process and outcome evaluations in the field of child and adolescent mental health and substance abuse prevention. Dr. Sale’s skills include research and evaluation design, logic model development, survey sampling methods, measures development, and

qualitative and quantitative analysis. She has evaluated many nationally recognized evidence-based prevention programs and has extensive experience in the management and analysis of national longitudinal multi-site evaluations. Dr. Sale is an adjunct research associate professor at the University of Missouri-Columbia in the School of Public Health. She has published in several peer-reviewed journals including the American Journal of Community Psychology , the Journal of Primary Prevention, the American Journal on Drug and Alcohol Abuse and the Journal of Drug Education. Dr. Andrew Theising holds the departmental trifecta: BA (1990), MA (1996), and PhD (1997)! He is an urban scholar and has written and edited several books on the industrial legacy of the St. Louis region, most recently co-editing St. Louis Currents: The Fifth

Edition (Reedy Press, 2016) with Terry Jones. He is associate professor and chair of political science at Southern Illinois University Edwardsville. He is also a nationally recognized expert on East St. Louis, IL. Theising not only studies urban issues in depth – he works tirelessly to apply that research in the community and work toward solutions. He chairs the Leadership Council of the Pierre Laclede Honors College; chairs the governing board of Head Start program in St. Clair County, Illinois; and serves as vice president of the school board for the East St. Louis Charter High School.

Jean-Germain Gros

Dr. Gros was featured on Voice of America-Africa focus in December 2016, commenting on the US pres-idential election. His 2016 book, Healthcare Policy in Africa, was reviewed in the Journal of Modern African Studies in March 2017. He also has a book chapter, “Correcting Intellectual Malprac-tice: Haiti and Latin America” pub-lished in Ollie Johnson and Kwame Dixon’s (eds.) Handbook of Afro-Latin America, Routledge 2017.

David Kimball

Dr. Kimball’s publications include an article titled “Voter Com-petence with Cumulative Voting,” pub-

lished in the Social Science Quar-terly (97:619-635) in 2016 and “Ranked Choice Voting: A Different Way of Casting and Counting Votes,” published in Changing How America Votes (ed. Todd Donovan. Lanham, MD: Rowman and Little-field, pp. 100-112) in 2017. His 2016 publication was co-authored with Martha Kropf, and his 2017 article was co-authored with Jo-seph Anthony. Joseph is a graduate student currently working toward his PhD in Political Science. Professor Kimball also moderated panel discussion on the first 100 days of the Trump administration with Professors Barbara Graham, Dave Robertson, Marty Rochestor, and Adriano Udani.

Yuguo Liao

Professor Liao’s most recent article, “Exploring the antecedents of municipal man-agers’ attitudes toward citizen

participation” was published in Public Management Review. His co-author on this article is Hindy Schachter. He also presented his research titled “The role of political

Marty Rochester Professor Rochester published his book, The New Warfare: Re-thinking Rules for An Unruly World (Routledge), in

February of 2016. Professor John Vasquez of the University of Illi-nois, former president of the Inter-national Studies Association, has called the book “the most im-portant application of just war theory since 9/11 and an essential book for our time.” Michael Glennon of Tufts University and former counsel to the U.S. Senate Foreign Relations Committee, has said the book is “backed by a treasure trove of research” and “should be read and pondered by international lawyers, theorists, and policymakers.”

He had an article titled “Too Much and Too Little: Campus Demon-strations in the 1960s and Today,” published in Academic Questions (Winter 2016). He delivered the annual Edwin Fedder Lecture on Foreign and International Affairs (UMSL, September 20, 2016) “Fighting the War on Terror: The Tough Moral, Legal, and Strategic Choices Facing the United States.” He has published over a dozen op-eds in newspapers. He was a guest on the Charlie Brennan KMOX radio show on four occasions to discuss topics ranging from Ameri-can foreign policy to campus un-rest. He gave a talk on “The United Nations at 70: Still A Work in Pro-gress“ at the St Louis World Affairs Council on April 7, 2016, and he was a guest panelist at two Oasis-sponsored forums on the 2016 Presidential Election.

Todd Swanstrom

Professor Swanstrom has had several publications in the 2016-17 academic year. His publica-tions include:

Richard Middleton

Dr. Middleton’s book, Un-mastering the Script: the Struggle to Reconcile the Haitian Other in Dominican

Identity, was approved to go to press by the academic editorial board of the University of Alabama Press. He received a book con-tract from West Academic Publish-ers, the world's leading publisher of legal scholarship, to publish his book, Unequal Protection of the Law: the Rights of Citizens and Non-citizens in Comparative Per-spective. He also gave a talk on the Presidential executive order on immigration at SLU LAW and was quoted in the St. Louis Review about immigration and presiden-tial executive orders (for more detail about these two, see law.slu.edu/tag/richard-middleton). He recently presented at the Global Awareness Society International Conference in Costa Rica on the topic of the global legal rights of immigrants.

Dave Robertson

Dr. Robertson had two pub-lications in 2016. One of his publica-tions is titled “Federalism and American

Political Development.” This is an 8000 word chapter, published in The Oxford Handbook of American Political Development, ed. Richard Valelly, Suzanne Mettler, and Robert Lieberman (Oxford Univer-sity Press, 2016). The other en-compasses several sections titled “Public Policy from 1789-1865,” “Public Policy from 1868-1937,” “Public Policy from 1937-1980,” and “Public Policy from 1980.” This was a total of 7500 words published in American Govern-ance. Ed. Stephen L. Schechter. 5 vols. Detroit: Macmillan, 2016. From March 2016 to present day, he has had several media appear-ances, including 11 comments and 9 interviews on KMOX and 5 com-ments, 3 interviews, and 3 discus-sions on KSDK. He was also Live for 6 hours on KSDK-TV during the presidential election results, and he has had two instances in which he participated in the
