UNIVERSITY GRANTS COMMISSION BAHADURSHAH ZAFAR MARG NEW DELHI-110 002 SPECIAL DEVELOPMENT GRANT FOR UNIVERSITIES IN BACKWARD AREAS 1.INTRODUCTION The UGC provides financial assistance to all Central and some of the Deemed to be Universities both under Plan and Non Plan schemes/programmes. On the other hand eligible state universities are funded only under Plan schemes. It is observed that there is a visible disparity between the universities situated in metropolitan cities and urban and semi-urban areas, and the universities located in backward areas. This disparity is a major weakness of our higher education system and requires immediate attention. One of the priorities of the X Plan is to identify such weaknesses and strengths of the higher education institutions and then undertake focused funding to remove weaknesses and fortify strengths. In order to partially overcome disparities and to improve the higher education scenario presently prevailing in the backward areas of the country, the Commission has initiated a scheme entitled “Special Development Grant for Universities in Backward Areas”. Beneficiary universities under this scheme will be able to strengthen their available infrastructure and create essentially required additional basic infrastructure. 2.OBJECTS The objective of the scheme is to focus attention on universities located in backward areas and to improve infrastructure, to achieve optimum teaching equity and access at least to the threshold level. This will help the universities to evolve to a level where they are able to introduce innovations in academics and meet the challenges of globalization 3.LIGIBILITY/TARGET All eligible universities under section 2(f) and 12 (B) of the UGC Act of 1956 and physically located in backward areas (an exhaustive list of backward areas, made available by the Planning Commission, is in Annexure-I) will be considered under this scheme. All Central and Deemed to be Universities, getting 100% non-plan grant are excluded from the purview of this scheme. 4.NATURE OF ASSISTANCE Eligible universities under this scheme will be provided up to Rs.70.00 lakh (Seventy lakh rupees) as one time additional grant over and above the X Plan allocation made to them. This grant can be utilized exclusively for creating/ upgrading/ augmenting infrastructural projects of capital nature such as central facilities like library, staff quarters, classrooms, laboratories, hostels, conference hall etc. 5. PROCEDURE FOR APPLYING UNDER THE SCHEME The eligible universities may submit their proposal on or before 31 st October of each calendar year in the prescribed proforma (Annexure-II). The proposal should be complete in all respects and required documents be annexed with it. The university must, as evidence of it being physically located in a backward area, enclose a certificate from the concerned District Magistrate or provide an attested copy of the notification of the State/ Central Government issued for this purpose.

1.INTRODUCTION The UGC provides financial assistance to all Central and some of the Deemed to be Universities both under Plan and Non Plan schemes/programmes. It is observed that there is a visible disparity between the universities situated in metropolitan cities and urban and semi-urban areas, and the universities located in backward areas. 6. PROCEDURE FOR SELECTION BY UGC Only proposals received in the prescribed format (complete in all respects) from eligible universities will be processed. The information provided by the concerned university will be examined and thereafter, the selected universities will be invited to give a presentation before an expert committee. Based on the recommendations of the expert committee, the admissible grant will be approved, before 31st December of each year. 7. PROCEDURE FOR RELEASE OF GRANT Once the proposal is selected by the aforesaid expert committee and approved by the Commission, the admissible grant will be released as follows: • 1st installment 50% of the allocated grant with the letter of approval/sanction. • 2nd installment 40% of the grant on submission of 100% utilisation of the 1st installment with detailed

statement of expenditure along with progress report of the building project/s undertaken. • 3rd and final installment Remaining 10% of the grant allocated will be released on receipt of

Utilisation Certificate (Annexure-III) and Statement of Expenditure (Annexure-IV), progress report and completion certificate issued by the University Civil Engineer along with other completion documents required as per UGC’s building norms. 8. PROCEDURE FOR MONITORING The scheme will be monitored by obtaining an annual progress report and the submission of a statement of account, audited utilisation certificate and completion documents (infrastructure projects) from the concerned university. However, the Commission reserves its right of sending an expert committee for an on-the-spot-monitoring, if deemed necessary. 9.
