FOREWORD

The June 2001 issue of EM magazine, Air & Waste Management Association’s

Magazine for Environmental Managers, contained an article about diesel engines and

their emissions of contaminants to the atmosphere. The following is an excerpt from

that article.

Diesel engines and their fueling infrastructure adversely affect all aspects of the natural

environment—land, water, and air. Diesel exhaust consists of hundreds of gas-phase,

particle-phase, and semi-volatile organic compounds, including typical combustion

products, such as carbon dioxide (CO2), hydrogen, oxygen, and water vapor, as well as

carbon monoxide (CO), volatile organic compounds (VOCs), carbonyls, alkenes,

aromatic hydrocarbons, polycyclic aromatic hydrocarbons (PAHs), PAH derivatives, and

oxides of sulfur (SO2)—compounds resulting from incomplete combustion. The

hydrocarbon (HC) and nitrogen oxides (NOx) emissions from diesel combustion

contribute to smog formation, and the particulate matter (PM) emissions impair visibility.

Results from studies of intense urban hazes, known as “brown clouds,” in the Phoenix, AZ

and Denver, CO, metropolitan areas, as well as other studies in California and Vienna,

Austria, have determined that, although diesels constitute only about 5% of road vehicles,

they contribute anywhere from one-tenth to three-quarters of the optically active PM in

urban areas, depending on surrounding source characteristics. In addition, the deposition

of airborne diesel particles on the surfaces of buildings, tunnels, highway bridges, and

culturally important articles (e.g., statues) can cause damage and soiling, thus reducing the

useful life and aesthetic appeal of such structures.

There are also impacts associated with the production of diesel engines and vehicles and

the production, storage, and distribution of diesel fuel. Environmental impacts are often

quite visible, although the full extent of the damage may not appear immediately following

exposure.

Environmental damage from diesel impacts is not restricted to the perimeters of individual

events or well-defined state or local environs. Pollutants easily cross political boundaries,

and regional and global circulation patterns often make even natural barriers irrelevant.

The diesel engine’s higher efficiency means it emits less CO2 than equivalent gasoline fueled

engines. Because CO2 is the principal greenhouse gas, concerns about global warming

have made diesel engines appear to be an attractive alternative to gasoline power.

However, the potential global warming benefits of diesel vehicles have been undercut by

recent studies, which indicate that diesel particles may alter cloud cover and rainfall,

possibly offsetting any CO2 advantage.

It is clearly evident that the environmental impacts of diesel usage are strongly multimedia

in nature, requiring the active involvement of ground and water protection interest, as well

as the air quality community, to address its consequences.

DIESEL AND HEALTH

Although diesel exhaust emissions contribute a small fraction of the organic compounds

released to the atmosphere, their health impacts are significant. Some of the components

of HC emissions and, most recently, PM emissions have been identified as toxic

substances, with the potential for serious adverse health effects. PAHs and dioxins, the

most toxic compounds resulting from petroleum hydrocarbon combustion, are abundant

in diesel exhaust and exhibit a wide range of physiochemical properties that influence their

environmental fate. Heavy metals, PAHs, and dioxins can be transported long distances

as gases or aerosols, and are apparently resistant to degradation on atmospheric particles.

As a result, heavy metals, PAHs, and dioxins are found in relatively high concentrations in

many rural and remote areas.

The most potentially significant health effect of diesel exhaust exposure is its ability to act

as an adjuvant in allergic responses and possible asthma. However, additional research

is needed at diesel exhaust concentration that more closely approximate current ambient

levels before the role of diesel exhaust exposure in the increasing allergy and asthma rates

in the United States and industrialized worlds is established.

Diesel PM (DPM) has also been linked with lung cancer. More than 30 human

epidemiological studies have investigated the potential carcinogencity of diesel exhaust.

On average, these studies found that long-term occupational exposures to diesel exhaust

were associated with a 40% increase in the relative risk of lung cancer. Several

organizations have reviewed the epidemiology and experimental studies associated with

diesel exhaust and lung cancer and have reached similar conclusions. The carcinogenic

potential of diesel exhaust has also been demonstrated in numerous genotoxic and

mutagenic studies on some of the organic compounds typically detected in diesel exhaust.

The damage to DNA could, for example, take the form of changes in DNA-base

sequences (mutations) or gross structural changes to chromosomes. There is limited

diesel-specific information that addresses variable susceptibility to carcinogencity with the

general human population and vulnerable subgroups, including infants and children and

people with pre-existing health conditions. More research is needed to identify risk factors

specific to these groups.1

INTRODUCTION

In a contractual agreement with the Texas Natural Resource Conservation Commission

(TNRCC) the Universidad Autónoma de Cd. Juárez (UACJ) began a project in March

2001 to collect data from heavy duty diesel vehicles operating in Cd. Juárez. The

results of this work is presented in Volume I–Field Data Gathering.

UACJ forwarded the data to the Instituto Municipal Investigación y Planeación (IMIP)

to further analyze the data and provide to UACJ a report of the air emissions from

heavy duty vehicle operations in Juárez. IMIP incorporated the use of Travel Demand

Modeling (TDM) to analyze the data. Once the data were analyzed, the information

was incorporated into the EPA mobile emissions factor models, MOBILE Juárez and

PART5 to determine emissions from heavy duty vehicles. The TDM analysis and

emissions modeling results are presented in Volume II–Travel Demand and Emissions

Models.

This report describes the methodologies a procedures UACJ developed to gather the

field data from the truck and bus operations in Juárez and those that IMIP used to

determine emissions.

METHODOLOGY

The methodology to collect the data needed to report emissions from the truck and bus

operations in Juárez focused on these activity areas:

1. The number of commercial trucks and busses both in the city and at the

three international bridges that link Juárez with El Paso,

2. Vehicle idle time at the bridges,

3. Vehicle speed,

4. Vehicle travel information, and

5. Truck classification.

PROCEDURE

Bridge Data Collection Procedures

UACJ contacted Mr. David A. Longoria, Port Director for the U. S. Customs in El Paso to

request his support and approval to conduct truck counting procedures on the U. S. side

of each bridge that links Juárez to El Paso. Mr. Longoria requested that UACJ coordinate

the project with Mr. Jose de Jesus Lopez, Chief Inspector, in his office located at the

Zaragosa bridge. See Appendix B for a copy of the letter sent to Mr. Longoria.

Data Gathering Activities

There are three international bridges that link Cd. Juárez with El Paso: Santa Theresa in

New Mexico, Bridge of the Americas (BOTA), and Zaragosa (YSL), the latter two being

in El Paso. Figure 1 shows the location of each bridge. Gathering data from the trucks

crossing through the truck inspection centers at each bridge required certain preparation

activities. Students measured the length of the roadway leading to the inspection center

to be able to estimate queue length of the trucks. Using a wheel device that measures

length, the students marked the roadway at 25 meter intervals. In this manner, knowing the

approximate length of a truck the queue length could be determined. This information was

also used to help determine wait times of the trucks in the queue. Additional information

gathered at the bridges was: 1) type of fuel 2) origin-destination and 3) vehicle age.

Photos 1 through 5 show these activities. Photos 6 and 7 show typical truck activities in

the border area. Appendix D contains the complete dataset for all information collected

during the bridge survey.

Data Gathering Results

UACJ obtained monthly truck traffic data from U. S. Customs from October 2000

through June 2001 for BOTA and YSL. No data was available for Santa Theresa.

The data indicates that more loaded trucks travel through YSL by a margin of more

that two to one than BOTA. Table 1 shows the actual data obtained from U. S.

Customs while Figures 2 and 3 are charts that compare truck travel data through

each bridge. Data for this activity is provided in Appendix E.

Figure 4 shows the monthly daily average of trucks passing through BOTA and YSL

during October 2000 through June 2001. This chart shows a decline in truck

crossings during December. This decline continued through February and returned

to normal during March. Reasons for the decline may be a reduced workforce in

the maquiladora industry during the last two weeks of December due to vacations

for the Christmas-New Year holidays resulting in reduced production and less

trucking of goods. The workforce begins to return to normal toward the end of

February.

Figures 5 and 6 show the percentage of loaded and unloaded trucks crossing at

BOTA and YSL. The loaded trucks include the new FHWA trruck classifications:

SU2, SU3, T2S1, T2S2, T3S1, and T3S2. These truck classification correspond to

the PART5 classifications as: LHDDV, MHDDV, HHDDV,HHDDV,HHDDV, and

HHDDV respectively. Refer to Table 3 for a description of the PART5

classifications. The TNRCC conducted a commercial truck survey in Laredo, Texas

in 1999. During this survey, over 19,000 trucks were observed during a 72-hour

period. The data collected from this survey provided the basis to estimate truck

weights as defined in PART5 2.

Zaragosa the data shows that 91% - 92% of the trucks are diesel fueled. At BOTA

80% of the trucks are diesel, while at Santa Theresa the data shows that 98% of the

trucks are diesel fueled.

The model of trucks surveyed at each bridge location is presented in Figures 12 -

16. At Zaragosa most of the trucks are model years 1990 - 1995, with 1962 as the

oldest truck and the most recent trucks are 2001 model year. Santa Theresa shows

a more even age distribution ranging from model years 1970 to 2000.

Vehicle Classification Distribution

PART5 vehicle classification distribution at each bridge is shown in Table 2 For the

loaded/empty percentages at BOTA and Zaragosa bridge the data from US

Customs was used. At BOTA 63% of the trucks travel empty and 37% loaded. At

Zaragosa 69% are loaded trucks and 31% empty. At Santa Theresa 95% of the

trucks are loaded and 5% empty.

Truck Counts at Intersections

IMIP informed UACJ that traffic surveys that included truck data had already been

performed in an earlier project with the TNRCC4 in addition to performing their own

analysis on a year-to-year basis. The information collected by IMIP recorded the

number of all vehicles passing through an intersection in addition to classifying each

vehicle. The information was recorded at 65 intersections throughout Juárez from

1997 to 2001. Over this time period, approximately 750,000 vehicles were counted

with trucks and busses comprising about seven percent of the vehicle fleet. Figure

17 shows the location of each of the intersections where traffic counts were

conducted. An example of the data collected during this time period is shown in

Figure 18 while the complete data set is contained in Appendix A. IMIP developed a

form that shows the traffic flow through an intersection in any direction (Figure 19).

This form was developed to show traffic flow through each intersection in the city.

Vehicle Classification Distribution

In order to determine the vehicle classification distribution and to validate the total

number of trucks and busses operating in Juárez, UACJ designed two types of

questionnaires; one directed to the trucking companies while the other was directed

to the truck operators.

Trucking company survey

The form directed to the trucking companies contained a caricature of different

configurations of commercial trucks that are in use in Juárez to transport goods and

materials throughout the city. Rather than send the questionnaire to the trucking

companies, UACJ compiled a list of the major trucking companies using the Juárez

telephone directory as a source of information. Figure 20 shows an example

completed questionnaire used for this survey. Out of 61 truck companies contacted,

77% were positive responses for the survey (47 out of 61) and 23% that did not answer

the survey (14 out of 61). There were a total of 4,947 trucks identified from the 47

companies responding to the questionnaire

Truck Drivers Survey

Forty truck drivers in Cd. Juárez participated in a survey questionnaire that was

designed to obtain detailed information about their operations in a 24-hour period

(Figure 21). The drivers were asked to provide information for each of the trips they

conducted including the origin and destination of each trip, purpose of the trip (deliver

freight, pick up freight, etc), type of vehicle they drove, type of fuel and information

about international crossings when they traveled across the U.S.-Mexico border, e.g.,

what was their wait time. The drivers were also asked to provide information about all

their activities, including trips made by means other than a truck (car, bus, etc) even

though the purpose of the survey was to obtain data for heavy duty vehicles (HDV).

This approach was taken to avoid skewed truck data as to what was important or not

and provide activity data. Data captured from the survey only included information from

HDV trips made within Cd. Juárez and to and from the international crossings.

A summary of the truck drivers survey is presented in Table 4 while the complete

survey responses are contained in Appendix G.

A total of 170 trips were conducted by the 40 truck drivers surveyed, an average of

4.25 trips/driver. This total represents only the trips conducted within Cd. Juárez, the

major area of interest for this study. Distance traveled for those trucks that went across

the US-Mexico border, only the portion of the trip made in Cd. Juárez was considered.

Trips made entirely outside Cd. Juárez were not considered.

The total number of HDV trucks and busses and the type of fuel obtained through the

survey for truck and bus companies were used to make the distribution of the PART5

vehicle classification by percentages. See Appendix F for the complete dataset for

the truck and bus companies.

PART5 has only one category for busses, regardless of the type of fuel used. The

survey to the truck and bus companies indicated there were 3,786 busses in Cd.

Juárez, with 61.8% using diesel and 38.2% using natural gas or propane.

The Paso del Norte bridge, that links downtown Juárez with downtown El Paso, does

not have HDV truck or bus traffic.

EVALUATION OF HDV VKT/VMT

In order to obtain the VKT/VMT, the route for each trip reported in the truck drivers

survey was plotted on a GIS (Geographic Information System) map of the roadway

network for Cd. Juárez, using the information for the origin and destination of each trip

and the shortest route between those points along the truck routes and major arterials

of the roadway network. Once the route for each trip was plotted a GIS utility within Arc

View® was used to calculate the length of each trip.

A daily VKT/VMT was obtained for each truck by adding all the individual trips taken

within a 24-hour period. The VKT/VMT for each vehicle ranged from 7.36 km (4.57

miles) to 148.07 km (92.02 miles), with an average of 53.21 km (33.07 miles) for all

trucks.

FUEL USE IN CD. JUÁREZ

Diesel is the predominant fuel used in Cd. Juárez. Ninety-three percent of the trucks

and 61.8% of the busses use diesel fuel. Other fuels used are gasoline (2.4% trucks,

ROUTE SELECTION

Fifty-seven segments of the roadway network were selected to conduct this study.

Each segment was generally located between two traffic signals and/or stop signs. In

most cases, there were consecutive segments in a selected route. UACJ consulted

a GIS map of Juárez to select the main routes generally traveled by HDVs. The GIS

map identified the location of industrial parks, streetlights, main streets, avenues, and

truck routes approved by the city. From this information, 57 segments were selected

for this study to represent the majority of the HDV traffic. The routes driven are shown

in Figure 22. The routes included principal arterials, minor arterials and collectors.

VEHICLE SPEED

The MOBILE5 Juárez model is very sensitive to changes in vehicle speeds. The

methodology to determine the speed of vehicles operating in Juárez incorporated the

use of the “trailing car system.” A driver and a companion would trail a HDV truck as

they traveled along a selected road segment. The companion recorded the time it took

the truck that was being followed to go from one intersection to another, and the idling

time of the truck if it happened to stop for either a traffic signal or a stop sign. This

procedure was then conducted in the opposite direction along the same segment for

three times at different hours of the day in order to characterize the average speed of

the HDV truck for different areas within the roadway network.

From this activity the general average speed for HDV trucks within Cd. Juárez was

50.19 km/hr, with a minimum of 30.2 km/hr and a maximum of 83.5 km/hr. The

minimum speed corresponds to a heavy traffic segment (on Ejercito Nacional, from

Valentin Fuentes to Petirrojo), and the maximum speed corresponds to an area with

no traffic signals on a segment of the highway leading to Chihuahua. All data collected

for the speed survey is contained in Appendices H and I.

CONCLUSIONS

This survey examined truck operations in Juárez and at the border for the purpose to

begin initial data collection efforts to modify MOBILE Juárez and to begin the initial

data collection efforts needed for the development of PART5 Juárez. The survey was

designed to gather actual truck/bus information throughout the city by querying the truck

companies and their truck operators about the size of their truck fleet and where are

they driven in the city/border. The information gathered from the survey helped to

provide the necessary data needed to report the emissions from trucks and busses of

HC, CO, NOx, and PM.

Heavy duty vehicles comprise less than two percent of the overall Juárez vehicle fleet.

Also, when compared to the population of the cars and small trucks that operate in the

city, the emissions from HDVs are minimal. However, studies have shown that diesel

emissions may be carcinogenic to humans and may contribute complications to those

that may have asthma or bronchitis especially to children and older adults that reside

in residential neighborhoods that have a high incidence of truck travel.

Future studies should be directed towards the upgrade of MOBILE Juárez and the

development of PART5 Juárez. Both models should then be included into EPA’s latest

mobile model. The use of these computer models will provide the necessary tools and

data needed to develop air quality control programs that, if implemented, will provided

a better quality of life for the citizens of Juárez.

Juárez and also at each border crossing. The TNRCC has conducted similar projects in the past in Cd. Juárez and El Paso, but no information has been gathered about truck/bus operations. This information is needed by both the TNRCC and the Mexican government to develop a comprehensive air quality plan to determine what the major sources of air pollution are and to develop strategies to reduce the emissions from these sources. In order to accomplish the goals of the project, UACJ partnered with the Instituto Municipal de Investigación y Planeación in Ciudad Juárez and the University of Texas at El Paso (UTEP). As part of the project we need information about trucks crossing into the United States (U. S.). On June 28th, we plan to have students from UACJ and UTEP to be located at each of the border crossings in Cd. Juárez (Bridge of the Americas, Zaragosa and Santa Theresa) with a questionnaire designed to request information from the truck operators about their activities. Additionally, with your permission, we would like to place four students at each U. S. Customs location to record additional information. We plan to have a rehearsal on June 27th at the Zaragosa site so that everyone involved with the activity will be better trained in his assigned task and to also understand the dangers present in a high traffic area. We will also contact Mr. Arthur Gonzalez with the Immigration and Naturalization Service to inform him about the students’ activities in the U. S.
