HIOS 54235NY001000101 To Whom IT May Concern, My wife and I lost our jobs in for a short time after, we were on her Cobra. When that ended we shopped for insurance on the exchange. As she is a we went for the insurance that would allow her to keep her physicians regardless of cost and although we had reduced income went for the Platinum Plan by UHC. On 8/1/2016 the cost of that plan was 1547.34 for the both of us or 18,568.08 a year but within 6 months it was raised to 1975.56 or approximately 23,000 a year. Now (after six months) they are asking for a 38.3% increase or another $757 or 32,784 a year. The cost of services has not warranted these kinds of increases. My wife and I will not be able to afford the level of care that makes us comfortable.

Regardless, a simple search of the web finds the UHC financials as follows: MINNEAPOLIS (CBS.MW) -- UnitedHealth Group posted a 26 percent advance in second-quarter profit amid efforts to trim costs and get out of weak markets, the second largest U.S. health insurer said Thursday. In the latest quarter, the company said it earned $170 million, or $1.01 cents a share, up from $135 million, or 76 cents, a year earlier. That beat the 98-cent consensus estimate of analysts surveyed by First Call. Revenue rose 6 percent to $5.2 billion from $4.9 billion. See earnings release. Most of the growth has come from United Health Care’s lines of business outside of its health maintenance organization segment. Accounts from those businesses pay higher premiums. At the same time, the company has exited certain markets where it caters to older customers on Medicare, a business that’s not as profitable. Well business is business but health insurance companies should be better at hiding their sociopathic (actually psychopathic, might be better as we are taking about life and death here) tendencies. This request is outrageous and it is obvious that your department has a dilemma between allowing an increase and UHC pulling itself from the exchange as it reduces exposure in less profitable markets. My mother used to have a Medicare supplemental policy that was incredible, and reasonably priced, she never paid for anything, and I was looking forward to having the same when I reached Medicare age. But, most likely it won't even exist for myself or wife even if I wanted to stay a UHC customer at that time. I say let some more patriotic company or one that has a business mission statement that actually wants to serve people into the market place. Do not grant their increase.

My wife and I are on the UnitedHealthcare plan. We currently pay $1,500 per month, each of us with a $2,000/year deductible. UnitedHealth is requesting a 38.4% increase on our current rate, which will increase my monthly premium by $570 per month or nearly $7,000 per year to $29,000 plus the $4,000 deductible. This is outrageous considering the $22,000 - ($18,000 per year plus $4,000 deductible) that we are currently paying. Please reject this predatory pricing increase (from $18,000 to $29,000) that UnitedHealth care is proposing.

My insurance premium went up 28% in 2017 and my out of pocket increased as well. United Healthcare has informed me they are requesting a 38.4% increase for 2018. This is outrageous. Please deny their request.

I am writing regarding a proposed premium increase by United Healthcare.

I have just received a notification of a requested percentage rate increase for my plan of 38.6%.

I was a full-time student all of 2016 and juts completed a graduate program. I am only first starting to make some money. My current monthly premium is already over $800/month. An increase of 36% is a huge increase compared to current inflation and it would make my monthly payments go above $1000/month. This would be extremely difficult for me to pay as an individual that supports himself without the help of an employer

I am currently insured under the Affordable Care Plan, United Healthcare Compass. As of August, when I turn I will be insured through Medicare but will still be paying for my year old daughter to be insured under the United Healthcare Compass Plan. I am outraged that United Healthcare wants to hike premiums by almost 40%. After the big hike in 2017, a huge hike again in 2018 would hardly be affordable. I'm self-employed and an individual plan is my only option. As a single woman trying to support myself, an almost 40% increase in my premium is onerous and outrageous. And this is on top of having almost no choice. I don't understand why individuals are being so terribly penalized when companies can so much better afford it. And increasing my year old son's rate by 20% will make it almost impossible for him to support himself. This is an anguished plea to try to hold the rates steady (already fabulously expensive!) for us individuals who have so few options and can barely afford the existing rates. All I know is my coverage gets worse and worse for more and more $. Thank you.

I strongly urge the Department to minimize the 2018 rate increase and associated maximum deductible for United Healthcare policies. I do not believe that the substantial increase requested is due to increases in costs and risk management but, rather, driven by pursuit of profit. I truly hope that the Department looks at health provider financial statements as a point of reference, since UHC's 2016 revenue was up 18% over 2015, and adjusted net earnings up 25%. To whom it may concern: I received a letter from UnitedHealthcare of New York stating that they have submitted a requested to DFS to raise my premiums by 38.4% next year. This is an OUTRAGEOUS request considering I am a healthy young man already paying more than $700 a month with a $2000 deductible. And it's all the more offensive considering the current state of the market in NY. I am writing today to urge you to disapprove this request as I would almost immediately seek new, less expensive coverage. At a time when healthy people like me are needed to stay in the market to help lower costs, UnitedHealthcare is prioritizing profits over people. I'm extremely disappointed to see my monthly rates once again scheduled for an increase. This year it's scheduled to increase by 10%, after last year already saw an increase as well. I am a healthy adult, and my monthly healthcare insurance payment is currently my single greatest monthly expense. It's a higher monthly rate than my rent (!), food, transportation, or any other monthly expense. This is unmanageable, and I don't at all feel that I'm getting back from my insurance anything close to what I'm putting in. Obviously health insurance is a necessity, and I don't feel that going uncovered is an option, but coverage at this expense is a problem, and not sustainable.

UHC's requested rate increase of 38.6% is outrageously high and should be denied by NYS DFS as it will be a financial hardship for working families in NYS such as ours, especially given the instability of healthcare in general caused by the Federal government and the potential for loss of premium subsidies. The current hardship of extremely high deductibles and co-insurance for the UHC Gold Compass plan should be considered in this equation. Until the future of the ACA is clear there should be a rate freeze in NYS. Families like ours are counting on Albany to embrace and implement the single payer system currently under consideration.

My income has not gone up 38.6 percent yet United Health care wants to increase it?s monthly health insurance premiums by this amount. How is this conscionable? I started with this insurance at $655.59 in 2016. Last year the increase was 28.85%, again my income did not increase by this amount and my new rate this year for coverage is $844. The proposed rate increase will require I pay an additional $325 bringing my monthly premium to $1,169. I need to come up with an extra $3,900 post tax dollars. I will be spending just over $14,000 on health insurance that has a $7,000 deductible. This is not realistic it is robbery with a gun to my head as I am required to have coverage and as a + year old individual and sole provider for two teenage children need coverage and to stay healthy.

I am firmly against any rate increase. Neither my coverage nor my medical attention increases in quality. All that changes is the health insurance company getting richer. How can a raise of 38.6% be justified and allowed. Salaries are expected to rise by 3% in 2017 how is a 38.6%increase in health insurance even a consideration. This proposed increase is an undue burden and will compromise my health and my families.

I strongly object to UHC?s request for an increase of the Compass Gold premium. It is inconceivable to me that UHC and its staff did not do projections and forecasts on the premium due to major increased medical costs. Also, a prudent party would have established reserves in order to cover any unanticipated costs for 2017 and 2018.

From my vantage point to suddenly and dramatically change the rules of the contract between the patients/consumers smacks of bait and switch.

I am a retiree living on a fixed income and budget. My monthly premium, which is already exorbitant, is $844. My deductible is $4,000. I can?t afford to pay more money.

In the event UHC is granted an increase:1. UHC should be obligated to find, all those affected by the premium increase, an equal or comparable plan to Compass Gold 2017.2. If any increase is approved, the new rate should be frozen and irrevocable for two (2) years.

Hello, I've received a letter from United Healthcare my health insurance provider that they are requesting to increase by premium by 38.5%. My premium is currently $565.57 with this increase my new monthly premium will be approximately $783.32. I live on a salary of $40,000. and this increase is not possible for me to afford. I'm already on the lowest tier of health insurance on United Healthcare and there is not another tier I can drop down to. Which I've already had to do. I'm the healthy person (don't smoke, never get sick, not having children, who runs full marathons) paying for health insurance that I don't use that United Healthcare needs on their rolls. I am writing with regard to a request for a Premium Rate Increase from the provider of my health insurance, UnitedHealthcare of New York, Inc. (UHCNY). The requested increase is 38.7%. This requested premium increase is an outrage and immoral. My plan: Bronze EPO, UnitedHealthCare Compass HIOS ID# 54235NY001001301 I purchased my insurance through the NYS Health Care Exchange as an individual but the insurer placed me in a group. The requested premium increase of 38.7% is an outrage and immoral. I am years old, self-employed and purchase my health insurance directly from insurers. I have NO pre-existing conditions, do not take any medications, and have never even met the insurance deductibles because I have no health conditions requiring treatment. For 2017, my insurance costs are as follows: the premium is nearly $560 a month, with a $4000 annual deductible. That means that I must spend $6,720 + $4,000 = nearly $11,000 out of pocket before my insurance covers anything beyond one annual preventative care visit. My annual household income was slightly above the limit to receive a federal subsidy that would help me pay for my insurance. The proposed premium increase of 38.7% will bring my annual premium to $9,320 –- for one person with NO pre-existing conditions. (There was no mention of the increases in the deductibles). This is absolutely unaffordable. DO NOT GRANT THE REQUEST OF UHCNY this rate increase!!!! Consider the lives of ordinary people who do not have health insurance coverage through an employer.

I have the UHC Compass Bronze plan. This is the only marketplace-plan that my takes and it is the only marketplace-plan that my pcp takes and the only marketplace-plan that takes. We currently pay approximately $1600 a month in premiums. If the proposed premium increase is granted we would be paying approximately $2200 a month. This proposed price increase is outrageous and would be a burden on my family. The proposed increase appears to be proportionally well-above market and, I suspect, will result in a premium that is also unjustifiably above market based on the benefits and coverage that the plan actually provides. Comparisons to the market aside, the plain-English explanation that United Health Care posted for the rate increase does not provide sufficient information or justification for the proposed increase to premiums. If anything, the increase appears like an attempt to price participants out of the plan entirely. Accordingly, because the proposed increase of 38% is (i) a financial burden on plan participants, (ii) well-above market, and (iii) unjustified by the provider, United Health Care's proposal should be denied.

I retired at in 2016, premium was $555., great. Now in 2017 it's 714., still okay [affordable]. The proposed 38.4% increase for 2018 will make my premium 988. My family currently pays over 15,000 dollars a year for a family of 4.

We are outraged at our current proposed cost increase for our individual health plan, Proposed increases have been very close to actual the last 3 years and there are not a lot of options of going to other plans. Very few are offered. We are a family of 4, Small Business owners, making middle class wages (roughly $ 110,000 annually). Premiums are so high we will be paying more for health insurance than our mortgage come next year. Hello, Increasing the premiums on my already overpriced inadequate insurance coverage is over the top. As a contractor, I have paid for my own individual health insurance coverage for the past 10 years and I have seen my premiums increase by over 40% and my coverage drop by 100%. The fact that hard working citizens have to pay increasingly more for less coverage is compete nonsense. Low life system suckers should be the ones getting my poor 4000 a year deductible insurance for free or 20 dollars a month. I'm actually paying for coverage while people who qualify and participate in NY state of health have much better coverage than me. How does this make any sense? It's literally socialism, the only difference being I'm not rich and paying 5000 a year for garbage insurance that I end up paying another 2000 out of pocket for to cover deductibles is flat out ridiculous. Cut off the welfare, health insurance isn't a right, it's a privilege you pay for.... just like driving a car. Stop punishing people who work to subsidize those who choose not to. Perhaps if all of the working Americans like myself decide to say no to subsidizing broke lazy people it will bankrupt and destroy the insurance companies, and force the change we really need. I suggest raising the rate for people who pay nothing to 20, and those who pay 20 to 60 a month... but instead you will charge those who pay to help those who don't. Hello, I am writing in response to the letter I received dated 06/01/17 regarding a proposed rate hike for my insurance plan. My original premium is $367.04 and the proposed amount is $415.04. I have a high deductible plan of $6000. As of now, I would have to pay a total of $10,404.48 before having medical services covered without paying out of pocket. The proposed rate would mean that number goes up to $10,980.48 for out of pocket expenses per year. I am a healthy person so my medical expenses on average are less than $1,000 a year. Without insurance, I run the risk of a catastrophic injury putting me into bankruptcy, but at this rate, having insurance is doing that anyway. So if your rates do increase, I will be dropping coverage and taking the risk whilst paying the fine for not choosing insurance. It's not my first choice but enough is enough. Plus, if I'm thinking it, so will the other healthy 20and 30 year olds who and strapped with massive student loans, and can't afford to be squeezed for every penny we make. Please consider if you would like to keep me and those like me insured. Or else, you will be doomed to have ever increasing premiums and more and more of us will have to drop coverage. Regards, --

I don't know how much good this does because every year nothing changes....insurance companies get their increases and the executives get HUGE bonus's, HUGE salsries.... and the American People get higher rates...i just want to know when enough is enough....what is the number that will be the ceiling $ figure?? If you raised me 50%, would that change anything? I'm pretty sure I haven't had a pay increase in years...and people are working with less income due to these increases, yet you just get to raise our rates..... So tell me, what is the number? 25% increase? 30%? 70%? when will you have had enough? When will NY stop letting votes dictate what is right and wrong? When will someone actually care about all the fraud, enough to save the American people money? And it's fraud on all ends... I can recall speaking with someone on the phone about 5 years ago and the woman was originally from Texas who worked at an Insurance company. She said NY tells the employees NOT to ask questions .Hmmm.... She told me in Texas, you don't get away with the stuff NYS allows. Amazing how an hourly employee with no managerial training put together that the system is broken yet ALL THE BIG PEOPLE IN POWER CHOOSE NOT TO DO ANYTHING ESPECIALLY IN NYS!!!!!!!!!!! Being Democrat or Republican....Rich or Poor......Citizen or Non-Citizen.....these raises are WRONG on so many levels. Give me a break. You do your due diligence and send these "legal" letters out but it means ABSOLUTELY NOTHING. STOP KILLING TREES Just to make yourself feel good. The system is broken and your division that takes care of these letters is a waste of money.

New York State health insurance companys are asking for a 31% hike in 2018. We are/will be carrying the equivalent of two mortgages ... what are you going to do about it?

we have a crisis in this state and country with the cost of health insurance. It has been breaking my company and my competitors for many years. The insurance companies are asking you for even higher prices this year again. We cannot withstand this any longer. People being paid $30k per year are getting bills for $20k for just health insurance today that is not as good as the insurance was in the 1980's. We build some of the world's best heart monitors here at but are being strangled by this insane cost. Insurance rates continue to climb way beyond reasonableness and our product prices are dropped beyond survival. if you want low quality Chinese junk equipment used to diagnose your family's diseases, then continue what you are doing. If you want American made top quality, then stop this now. You must not only reject their request for high rates, but you must make their rates go down. The medical profession is being paid less and less and the insurance rates are going higher and higher. the money must go to the medical people, not the insurance companies. Please stop playing politics on this. you are destroying our state and country. Please fix this. we cannot last much longer at the current rates. We needed relief about 5 years ago. now it is literally killing us off wholesale. If your goal is to destroy us, then allow the rates to continue upward. if you want us to survive and actually thrive, then allow the market to set the prices again like in the 1980s. Much better insurance at 1/10th the price.
