    United Nations Open-ended Informal Consultative Process on Oceans and the Law of the SeaTwelfth meeting

    The twelfth meeting of the United Nations Open-ended Informal Consultative Processon Oceans and the Law of the Sea will be held at Headquarters from Monday, 20, to

    Friday, 24 June 2011. The meeting will be convened on Monday, 20 June, at 10 a.m. inConference Room 1 (NLB). Pursuant to General Assembly resolution 65/37 A, themeeting will focus on the topic Contributing to the assessment, in the context of theUnited Nations Conference on Sustainable Development, of progress to date and theremaining gaps in the implementation of the outcomes of the major summits onsustainable development and addressing new and emerging challenges.

    The format and annotated provisional agenda of the meeting are contained in documentA/AC.259/L.12 . The report of the Secretary-General on oceans and the law of the sea,which addresses the topic of focus of the meeting is contained in documentA/66/70/Add.1 . Both documents and other relevant information are available on theWeb site of the Division for Ocean Affairs and the Law of the Sea, Office of LegalAffairs < www.un.org/Depts/los >.

    In accordance with the understanding reached in the Councils prior consultations, thePresident, with the consent of the Council, extended an invitation under rule 39 of theCouncils provisional rules of procedure to H.E. Mr. Hamady Ould Hamady, Ministerfor Foreign Affairs and Cooperation of Mauritania.

    The Council began its consideration of the item and heard a briefing by H.E.Mr. Hamady, speaking on behalf of the visiting delegation of the African Union Ad HocHigh-level Committee on Libya, namely, H.E. Mr. Basile Ikouebe, Minister for ForeignAffairs of the Congo, H.E. Mr. Soumeylou Boubeye Maiga, Minister for Foreign Affairsof Mali, H.E. Ms. Maite Nkoana-Mashabane, Minister of International Relations andCooperation for South Africa, H.E. Mr. Ruhakana Rugunda, Permanent Representativeof Uganda, and H.E. Mr. Ramtane Lamamra, Commissioner for Peace and Security of the African Union.

    The General Assembly decided to waive the relevant provision of rule 78 of the rules of procedure in order to proceed immediately to the consideration of the third report of theGeneral Committee ( A/65/250/Add.2 ).

    The General Assembly, on the recommendation of the General Committee, decided toinclude in the agenda of the sixty-fifth session an additional sub-item entitledAppointment of ad litem judges of the United Nations Dispute Tribunal, as sub-item(h) of agenda item 113 under heading I (Organizational, administrative and othermatters), and to consider the sub-item directly in plenary meeting.

    The General Assembly, on the recommendation of the General Committee, decided toinclude in the agenda of the sixty-fifth session an additional item entitled Appointmentof the Secretary-General of the United Nations, as item 163 under heading I(Organizational, administrative and other matters), and to consider the item directly inplenary meeting.

    The General Committee also decided to recommend that the sub-item be considereddirectly in plenary meeting.

    In accordance with rule 43 of the rules of procedure, the representative of Kuwait, asChair of the Group of Asian States for the month of June, made a statement, in thecourse of which he requested the inclusion of an additional item entitled Appointment

    of the Secretary-General of the United Nations ( A/64/234 ).The General Committee decided to recommend the inclusion in the agenda of thecurrent session of an additional item entitled Appointment of the Secretary-General of the United Nations under heading I (Organizational, administrative and other matters).

    The General Committee also decided to recommend that the item be considered directlyin plenary meeting.
