Duration of Appointment: 12 months (100 days, intermittence) 5. Expected Starting Date: 20 January 2014 Background “Making Access to Finance More Inclusive for Poor People” is a programme of UN Capital Development Fund, nationally implemented by the Bank of the Lao PDR (BOL) on behalf of the Government of the Lao PDR (GOL). It will contribute to improved and equitable access to land, markets, social and economic services, as well as progression to an enabled environment for growth with equity. It will specifically increase access to financial services by low-income households and micro-entrepreneurs on a sustainable basis. Under MAFIPP, “Making Access to Financial Services Possible” (MAP) is one of key and prioritized activities that will contribute to the achievement of the MAFIPP Programme Outcome; increased access to financial services for low-income households and micro entrepreneurs in the Lao PDR. MAP’s contribution will be realized by supporting the development of a strong financial sector in the Lao People’s Democratic Republic (Lao PDR), inclusive for low-income households and (their) micro and small enterprises. The project is seeking a qualified National MAP Project Coordinator who can provide significant support to the Project during the course of the project implementation. Duties and Responsibilities Support management and implementation of MAP in the Lao PDR; a. Support the Identification, development and management of stakeholder groups with MAP technical partners, FinMark Trust, Cenfri and MiX. b. Support local project co-ordination for MAP in the Lao PDR, including for MAP technical partners, FinMark Trust, Cenfri and MiX. This may include setting up and arranging related logistics for meetings, liaising with the MAP Management Committee, technical Working Group, the Bank of the Lao PDR, Lao Statistics Bureau, other ministries and donors c. Support the planning and scheduling of MAP meetings and provide initiation support to the implementation of MAP for the ITS and the MAP implementing partners. d. Monitor and follow up on activity scheduling as per MAFIPP Work plan and Budget; e. Support collection of data and information for the products and services template. f. Participate in interviews of key stakeholders for supply-side and regulatory diagnostics and provide Lao-English interpretation and translation services when needed for successful interviews. g. Support facilitation of synthesis and consensus building efforts based on MAP results. This will include assisting with the preparations for the launch of the FinScope data and results of supply-side and regulatory diagnostics. h. Act as interpreter for MAP related activities.

h. Act as interpreter for MAP related activities.i. Responsible for translation of MAP-related Documents of less than 10 pages or support the procurement of

translation for longer MAP documents. j. Take minutes of meetings and workshops to be reviewed by ITS. k. Prepare a monthly report to be submitted to ITS, MAFIPP Management and Global MAP Programme Manager.l. Coordinate fortnightly calls with MAP partners, Cenfri and FMT in order to ensure timely progress as per the

project plan;

Qualifications and Experience Post graduate qualification in economics, finance, business or public administration or related field. An

additional 3 years of experience will be acceptable in lieu of post-graduate qualification; A minimum of 5 years relevant, practical working experience within the financial sector and/or

microfinance for the base of the pyramid,; Stakeholder management, preferably in an emerging market; Experiences with similar assignments in Lao PDR Experience undertaking research; Experience on monitoring, evaluation and reporting preferable; Excellent organizational, inter-personal, communication and administrative skills, including solid experience

in financial management; Strong financial analysis and business project appraisal skills; Familiarity with UN/UNCDF rules and procedures is an advantage;
