EMPANELMENT OF ARCHITECTS

United India Insurance Company Limited (UIICL), Head Office, Chennai invites applications for empanelment from reputed and competent Individual Architects / Architectural Firms to render consultancy services for various interior / civil repair and maintenance works for our Company owned Office and residential premises in Chennai. The eligibility criteria, terms and conditions, application format and other details can be downloaded from our Company’s website.

<TENDERS/RFP>. It shall be the responsibility of the architect to arrange and ensure that All pages of the application document are properly bound separately, tenders in loose pages may be disqualified.

8. The architect shall sign and stamp each page of the application document thereby

ensuring the number and sequence of all pages.

9. No conditions other than mentioned in the tender will be considered.

10. The Company reserve their rights to accept or reject any or all the application/s, either in whole or in part without assigning any reason(s) for doing so and no claim / correspondence shall be entertained in this regard.

11. Applicant must have its office in Chennai. Proof of office address must be enclosed

with the application.

12. All Architects in the existing panel should also apply afresh.

ELIGIBILITY CRITERIA & GUIDELINES FOR EMPANELMENT OF ARCHITECTS

1. Diploma / Post Graduate Diploma in Architecture / Bachelor/ Masters/ P.hd

degree in respective Branch of Engineering .

2. Should be a Member of Council of Architecture /The Indian Institute of Architects.

3. Minimum 3 years of experience in Consultancy services for Interior furnishing,

civil & Electrical repair/ renovation works.

4. Category I – upto Rs. 5.00 Lacs: Should have completed consultancy service for minimum 5 Jobs of work value between Rs.2 lacs and Rs.5 Lacs or 10 jobs between Rs. 50,000/- and Rs.2 Lacs in the last 3 years. Average turnover for last three financial years shall be more than Rs.5 lacs. Category II – Above Rs. 5.00 Lacs: Should have completed consultancy service for minimum 5 Jobs of work value above Rs.5 lacs in the last 3 years. Average turnover for last three financial years shall be more than Rs.10 lacs.

5. Architectural / consultancy firms with personnel having required qualification

and meeting the other eligibility criteria can also apply.

6. Supporting documents need to be attached.

7. The Empanelment will remain valid for three years or till date as decided by UIICL depending upon the work done by the Architect/Consultant/Firm subject to renewal for further period, on the same terms and conditions and at the discretion of the UIICL.

8. Applicants should have experience in having successfully completed similar

works of value as prescribed above for Government/ Semi-Government/ PSUs/ PSBs/Public Sector Insurance Companies during the last 3 years ending on 31.03.2021. The information must be supported with the copies of Work Order, Completion Certificate, etc, proof of payment /Form 26 AS etc.

9. The applicant should not have been disqualified / debarred / terminated on

account of poor or unsatisfactory performance / blacklisted from any Government, Semi government, PSU Banks, insurance companies or any other organizations during last 3 years as on the date of publication of this notice. The application of disqualified/debarred/blacklisted/terminated agency/firm on account of poor or unsatisfactory performance shall be summarily rejected.

10. UIICL may choose to carry out inspection of works mentioned by the applicants

in their application forms, in addition to calling for confidential reports from the respective employer/client/department to ascertain their capability and quality of works.

11. The performance of all the empaneled Architects / consultants shall be

reviewed by UIICL periodically and the Architects with unsatisfactory performance shall be removed from the panel at the discretion of the company without assigning any reasons.

12. The applicant should have sufficient number of technical and administrative

staff for proper consultation / execution of the work.

13. The applicant should have a registered or branch office in Chennai.

14. The applicant is required to furnish their PAN No, GSTIN details etc. along with supporting documents

15. For assessing the Annual Turnover of the last 3 years, Architect must submit

valid documents viz copy of Income Tax Return, copies of IT assessment order, Profit & Loss Account and Audited Balance Sheet for the period.

GENERAL TERMS AND CONDITIONS : The Architects empaneled already in our Company also need to apply afresh, else they will not be considered for empanelment.

1. The Company is invariably inviting online tenders for its requirements. Thus, the Architect will have to submit valid E-mail ID, Mobile No. Architect should have experience and knowledge of preparing documents related to E-Tender.

2. This application for empanelment is for a period of 3 years from the date of empanelment.

3. Professional Fees for Architect :

Work Value Fees Payable

Up To Rs.10 Lacs

3 % of Work Value

10 Lacs to 50 Lacs

2.5 % of Work Value

Above 50 Lacs

2 % of Work Value

4. All the pages of application and supporting documents shall be duly signed with stamp by the persons on behalf of the organization having necessary Authority / Power of Attorney to do so, else their application shall be summarily rejected. Copy of Power of Attorney / Memorandum of Association (wherever applicable) shall be furnished along with the application.

5. The intending applicants are categorically advised to submit the empanelment

documents strictly in the attached formats only. The applications received in ‘partly filled formats’ not containing desired information in each and every columns/ points/ rows shall be treated as INCOMPLETE and such applications shall be summarily rejected without any reference to the applicant and at the applicant’s risk and responsibility.

6. The applicants are categorically advised to refrain from mentioning the remark

“As per the attachment / enclosures” in their applications or annexure to avoid rejection of applications.

7. The application in the prescribed format along with the processing fee of

Rs.500/- and all the supporting documents in sealed envelope and super-scribed as 'APPLICATION FOR EMPANELMENT OF ARCHITECTS’ shall be submitted at our Head office – Estates Department. The applications so received from the Architects shall be examined and evaluated by a Committee.

8. The prequalification criteria mentioned is minimum. Thus, the empanelment of Architects shall be considered purely on merits, performance of the Architects in timely execution of the project with quality, feedback / confidential reports of

the firms/applicant received from other employers etc. Hence, merely fulfilling the prescribed minimum pre-qualification criteria shall not entitle the Architects for their empanelment with the Company.

9. The Company reserves its right to empanel Architects as per its needs The empanelment of Architects shall be considered on merits within the sole discretion of the Company and cannot be claimed as right by the applicant and no correspondence shall be entertained by the Company in this regard.

10. Canvassing in any form including bringing influence from any person/agency/Officials/authorities shall lead to disqualification for the empanelment exercise.

11. The Company reserves the right to accept or reject any or all the applications without assigning any reason thereof and no correspondence will be entertained in this regard.

12. Empanelment does not mean allotment of works/tenders. 13. The applicant should not have any discourage / adverse report against their

performance. 14. The Company shall approach the applicant’s clients, corporations,

organizations, etc., to verify the applicant’s general reputation / competence. 15. The Company reserves right to amend the selection criteria depending upon

the applications received in response to the Advertisement and Company’s other requirements.

16. Clarifications, if any required, may be obtained from Estates department, Head

Office, UIICL. 17. Information furnished to the Company will be kept as strictly confidential, except

for the purpose of verification of credentials. 18. All disputes are subject to Chennai Jurisdiction. 19. The application form shall be printed preferably in ‘Back to Back’ format and in

‘Black and White’ color. 20. Applications can be submitted in person or through REGISTERED POST and

should reach us on or before 10th December 2021 3:00 PM. Applications received after due date and time will be rejected.
