TOPIS DISCUSS DURING THE PROGRAMMES : FAMILY BUDGETTING AND MANAGEMENT :

The resource persons brief about Budgeting is the most basic and the most effective tool for

managing your money. Yet, most people avoid doing it because it is additional work, much

like cutting your lawn or fixing the roof. Budgeting also connotes that you have to give up

and stop yourself from enjoying stuff. What budgeting actually does is clearly show you how

you allocate your money and present you the choices on what stuff to enjoy – based on your

financial limitations. It will save you the grief of overspending and being too much in debt.

Budgeting does not stop you from enjoying stuff, it ensures that you enjoy stuff when you

want it.

MICRO INSURANCE :

Defining the role of microinsurance in the context of social protection The most common

government strategy is defining microinsurance for social protection. The example of Brazil

reflects the variety of approaches.7 Brazil has chosen a structured process for defining the

role of microinsurance within its social protection system and financial inclusion policy but

without setting limitations or standards for microinsurance. The exception is health insurance

(including microinsurance), which is regulated by the National Agency for Supplementary

Health that promotes the tax-funded Family Health Programme. The Programa Saúdeda

Família (PSF) is the most important national health programme for primary care, aiming at

universal access to health services under the basic principles of universality, equity,

comprehensiveness, and community participation. As the Ministry of Health supports the

PSF, the government regulation imposes strict rules for supplementary health plans in order

to achieve equity in access to care. These rules make health microinsurance expensive

compared with non-health microinsurance policies. This puts health microinsurance out of

reach of the low-income segment, although benefits added to nonhealth policies, like hospital

cash benefits and drugs cost reimbursement, are popular even for the low-income market

(Bester et al. 2010). Brazil recognizes microinsurance as an important element of its social

protection system but will actively support microinsurance only if it has advantages over

other forms of social protection.

Prime Minister Narendra Modi has launched another flagship social security

scheme Pradhan Mantri Suraksha Bima Yojana (PMSBY) which is an accidental death

and disability insurance scheme.

A large part of the Indian population lives in rural areas and most of them are not covered

under any kind of social security scheme. A large section of this population has not even

Pg. 4

gained the benefits of the banking system and most are still unaware of various governmental

schemes that are launched from time to time. To correct this serious anomaly in the lives of

ordinary and poor people, the Pradhan Mantri of India launched the PMSBY scheme in

Kolkata on 9 May, 2015 along with two other insurance- and pension-related schemes. Such

is the seriousness of the government to make these schemes a success that almost the entire

senior Cabinet has fanned out to various state capitals and major towns to launch the scheme

simultaneously and ensure its successful implementation.

There are two aspects of PMSBY that make it different in its offering and approach. Firstly, it

is the sheer size and depth of inclusion to bring and get covered the maximum number of

people under this scheme, which kind of makes it very ambitious and challenging.Today, if

an earning member of a family becomes permanently disabled or dies an accidental death, his

or her family faces a life in penury and hardship, with no protection or support from any

institution or group. By joining the PMSBY scheme and by paying a nominal premium of Rs.

12/- per person per year, he or she will get an insurance cover for a sum of Rs. 2,00,000/-

(two lakh) in case of accidental death or permanent full disability or a sum of Rs. 1,00,000/-

(one lakh) in case of partial but permanent disability. The scheme will be valid for a year

and it can be renewed every year. A lot of government social security schemes have not

received a very positive response from people due to lack of financial system infrastructure at

a nearby location and moreover, the paperwork involved in opening accounts or making

claims was too much for them to handle. Even the leakages in the system resulted in large

sections remaining excluded from the benefits of these schemes. This has now been largely

addressed by the present government that has made extensive use of technology to augment

its social scheme delivery and monitor mechanisms. All the payments will be directly

credited to the beneficiary‟s account with no scope for leakages.

SHG AND MICROFINANCE : Self-help Groups, a means of reaching rural women with savings and credit services, have

taken off dramatically in India, where an estimated 25 million women are members. Their

benefits are social as well as economic: these groups encourage women to become active in

village affairs, or to take action against domestic violence, the dowry system, or the lack of

schools.

But some questions remain. How effective and transparent are the groups in managing their

finances? Are the groups sustainable? Do the poorest benefit? What does it take for self-help

groups to mobilize for social action? How effective are such actions?

The uniqueness of these groups lies in the fact that to a large extent they are self-supporting

self-governing organizations free from bureaucratization and politicization. The process

empowers the poor and enables them to control direction of own development by identifying

their felt needs.

Homogeneity has been the strongest feature of SHGs. The members are linked by a common

bond like caste, sub-caste, community, the place of origin or activity. Even if the group

members are from similar economic activity, say pottery, the basis of group affinity is a

common caste or origin. Therefore, the nature of these groups is slightly different from what

is globally known as „solidarity groups‟

The SHG movement added a very significant dimension as it was to be linked with the micro

finance. Micro Finance (MF) has now been widely accepted as an effective intervention

strategy for poverty alleviation, which is easily accessible to the poor, reduces transaction

cost and where repayments are designed to fit cash flow for the borrowers. Micro finance

includes thrift, credit and other financial services and products of very small amount.

Pg. 5

There may be various medium of micro finance; however, the most prominent among them

has been the medium of SHGs. In 1992, national bank (NABARD) gave a fillip to the

movement when it started the SHG-Bank linkage programme. This was the first major

attempt to link the mainstream financial institutions with the informal groups, thereby,

linking them with the market. Till then, the role of financial markets in poverty alleviation

and its implications of developing an NGO constituency in financial service landscape had

remained a grossly under-explored area in policy research.

The credit market is an important input in order to remove the distortions of the market. The

primacy of the community organization and people‟s participation in the financial service

sector has become the central tenet of the neo-poverty alleviation programme.

It also aimed at the re-assertion of the basic principle that the magic of market succeeds

where the governmental intervention failed. This belief is based on the certain structural

advantages of the Mirco Finance in the SHG mode:

Financing becomes cost effective According to a study conducted by NABARD, there

has been a 40 per cent reduction in transaction cost for banks due to externalizing banks‟

responsibilities in identification of clients, assessment of risk profile, loan monitoring and

recovery

Borrowing becomes cheaper. The borrowers‟ transaction cost declined by 85 per cent

with doing away of complex documentation and procedures and opportunity cost of wage

loss due to repeated visits to banks

Easy accessibility due to door step delivery of the credit

Credit is long-term and continuing in nature

Peer pressure and peer monitoring act as intangible collateral; consequently repayment

rates are high

Avoidance of high cost intermediation between bankers and client by credit brokers

The sense of ownership of the programme due to community involvement. The people

themselves take their credit decisions

Positive impact on the qualitative dimensions through empowerment

OBSERVATION : During the programme discussion session were conducted on Awareness among the

woman about family budgeting, Zero Balance Account, Benefit of Saving, Insurance and

various scheme social welfare schemes implemented by government of India and Role of

SHG for socio-economic development in the society. Most of the participants were very

actively participated the programme and asking their doubts to the resource persons to aware

the benefits to their future economy and family planning and budgeting.

language, literature, character, behaviour, courage, elements of dance, games and

sports, legends and history etc. It is all possible only because the age-old art form of

B.2. TRAINING ON THANG – TA :

Thang Ta "The Art of the Sword and Spear" is the traditional martial art of Manipur in

Northeast India. It integrates various external weapons - the sword, spear, dagger, etc.

- with the internal practice of physical control through soft movements coordinated

with the rhythms of breathing. It is part of the great heroic tradition of Manipur. Its

origin lies in the timeless creation myths where, according to local legend, all

movements of the Manipuris originated from Thang Ta. The proper name for Thang-

Ta is HUYEL LALLONG ("method of safe-guarding"). As the name implies, Huyen

Lallong is more than just the training of fighting skills. It is an elaborate system of

physical culture that involves breathing methods, meditations, and rituals. Some of the

sword and spear forms are entirely ritualistic, although they are composed of material

techniques. They are to be performed only at special occasions or under special

Guru, Manipur Folk Song. Topic : Origin of Khongjom Parva in the ancient times and changes in present scenario.

3. N. Medhabati Devi

Guru, Manipuri Folk Song Topic : Role of Khongjom Parva in Manipuri Culture.

The invitees and dignitaries were brief about the role of Khongjom Parva artists and their skill as besides being a good singer, a Khongjom Parva artiste is supposed to be a skilful Dhalak player, well versed in narrative craft (Wari Liba) and a poet well-acquainted with literature, history and mythology of the land. It is amazing that Khongjom Parva is sung for hours and for days without any written script, delivered solely with the proficiency of the artiste. In fact,

Khongjom Parva singer is usually familiar with other musical art forms such as Nat Sankirtan, Manoharsai, Khunung Esei, Khulang Esei, Pena, Meitei Pung etc., as the elements of all these forms are present in the composition of Khongjom Parva. It is indeed a unique musical art form of the Manipuris, gifted by the last war of Manipur’s independence. Besides being an entertaining medium, Khongjom Parva constantly instills patriotism among the audience by narrating the story of Khongjom war. Khongjom Parva has carved a niche of its own in the already affluent Manipuri music. Although of recent origin, it is now rich in aesthetics. In addition to narrating the episodes of Khongjom war, it has gradually covered other historic, legendary and mythological episodes ranging from Moirang Kangleirol to Ramayana and Mahabharata epics. Khongjom Parva may be composed on any theme or event, but the style of singing and narration remain the same. It may be described as a series of historical and mythological episodes sung in a stylized improvisation of the artiste who also plays Dhalak to add flavor to the narratives. Such a musical form which is found nowhere in the globe may be aptly described as “All-in-One Artiste”. It is more than a song, monologue, narrative or a drama. Different sequences of Khongjom Parva can put the audience in variety of emotions and feelings. Sometime, a listener is made completely emotional and even to be in deep tears, and in another moment, he may fall in unreserved laughter or in complete curiosity. Taste of this musical art form is mixed and changes momentarily. The Dhalak rhythms and vocal fluctuations nicely dramatize the story. In one moment, the artiste may put his voice at peak to break the monotony of the listener, and in another moment he may calm down to the softest and most melodious tone. The sound of the Dhalak goes in different frequencies from moment to moment to maintain variation. The verses are highly lyrical and poetic. Beautiful words and rhymes are used in the delivery. Khongjom Parva may describe an event, a flower, a land or a relationship in highly literary style.

SUGGESSTION : On the Last day as a part of the workshop a discussion session was conducted with

resource persons, officials from the department with participants about the issue of present scenario of traditional arts and its changes in according to the modern type of art form.
