    C.1.0 General. Appendix C governs the installation,testing, or repair of oil or liquid fuel burners, oil-or

    liquid-fuel burning systems, oil-or liquid-fuel-burning equipment, and the oil-or-liquid fuel pipingsystems used in connection with buildings orstructures and equipment within the property linesof the premises.

    Definitions.

    ANTI-FLOODING DEVICE A primary safetycontrol that causes the flow of oil or fuel to be shutoff after a rise in oil or fuel level, or after receivingexcess oil or fuel, and that operates before the

    hazardous discharge of oil or fuel can occur.BURNER, AUTOMATICALLY IGNITED A burnerequipped so that main burner fuel may be turned onand ignited automatically.

    BURNER, MANUALLY IGNITED A b u r n e requipped so that main burner fuel is turned on only

    by hand and ignited under supervision.

    BURNER, MECHANICAL DRAFT TYPE A burnerthat includes a power-driven fan, blower, or othermechanism as the primary means for supplying theair for combustion.

    BURNER, NATURAL DRAFT TYPE A burner that

    depends primarily on the natural draft created in thechimney or venting system to induce air required forcombustion into the burner.

    CONTROL LIMIT An automatic safety control thatis responsive to changes in fluid flow or level,pressure, or temperature, and that is normally set

    beyond the operating range for limiting theoperation of the controlled equipment by shuttingoff the energy supply.

    CONTROL SAFETY Automatic interlock controls,including relays, switches, and other auxiliaryequipment used in conjunction with them, to form asafety control system that is intended to preventunsafe operation of the controlled equipment.

    DRAFT BOOSTER A power-operated fan, blower,or other device installed in the chimney connector toincre as e the natural draft de v e lope d in theconnected chimney.

    DRAFT REGULATOR, BAROMETRIC A devicebuilt into a fuel-burning appliance or made part of a

    chimney connector or vent connector that functionsto reduce excessive draft through an appliance to adesired value by admitting ambient air into theappliance chimney, chimney connector, vent, or ventconnector.

    FUEL Natural, manufactured, or liquefiedpetroleum gas, or a mixture of these gases; all gradesof fuel oil; wood; or any other combustible orflammable material or any mixture of combustible orflammable materials.

    FUEL BURNER A device used to convey theappropriate fuel into the combustion chamber zonein close proximity to its primary and secondary airsupply to permit a stable controlled heat releasecompatible with the burner design, listing, andapplicable approvals in a boiler, furnace, device orappliance. It includes, but is not limited to, burningoil or liquid fuel.

    FUEL BURNER SYSTEM The fuel burner and anyconveyance system or piping system for the purposeof introducing the appropriate fue l into thecombustion chamber zone.

    FUEL-BURNING EQUIPMENT/APPLIANCE Anoil or fuel burner of any type including all oil orliquid fuel burners, oil, or liquid-fuel-fired-units,

    dual, or multifuel burners and heating and cookingappliances with their fuel burner system and withtheir tank or fuel storage system, piping system, ventconnectors, vent flues, fans, blowers, valves, controldevices, combustion air, wiring, controls, and relateddevices including all accessories and appurtenancesfor safe and proper operation of the appliance.

    FUEL OIL Any hydrocarbon oil as specified byA S TM D 39 6 , o r t he C an ad i an G o ve rn me ntSpecificat ion Board, 3-GP-28, and having aflashpoint of not less than 100F (38C).

    FUEL-PIPING SYSTEM Any method of conveyingliquid, vapor, steam, gases, or slurry from one point

    to another, including accessories, appurtenances,and equipment necessary for its proper operation.

    INDIRECT-FIRED APPLIANCE An oil- or fuel-burning appliance in which products of combustion(flue gasses) are not mixed in the appliance with theair or other medium being heated.

    LABELED Having attached a label, symbol, orother identifying mark of an organization acceptableto the Building Official and concerned with product

    (5) Burners must not expel liquid fuel throughair openings when operating at prevailingpressure.

    (6) Burners must have a proper liquid fuel airmixture to ensure smooth ignition of themain burner.

    C.7.0 Method of Test.

    (1) The flue gas, venting, safety, and operatingcontrols of the appliance must be checked

    by the installer to ensure their proper andsafe operation.

    (2) Method of test atmospheric, induced draft,or fan assisted types.

    The appliance must be allowed to operateuntil the stack te mpe rature be come sstabilized, after which a sample of theundiluted flue products must be taken fromthe appliance flue outlet. The sample takenmust be analyzed for carbon monoxide,c ar bo n d i ox i de , a nd o x yg en . S ta c k temperature must be noted.

    Note:

    Appliance designs incorporating induced-draftassemblies may require a flue gas sample to be takenahead of the draft regulator or induced draft fan.

    (3) Performance standards for atmospherictype must meet:

    (a) Minimum of 75 percent efficiency asdetermined by flue gas analysis methodat appliance flue outlet.

    (b) Carbon monoxide concentration in fluegas not greater than 0.04 percent.

    (c) Stack temperature not greater than700F (371C), plus ambient.

    (d) Carbon dioxide concentration between8 percent and 13 percent.

    (e) Oxygen concentration between 4 percentand 10 percent.

    (f) Smoke test no higher than #2 for lightoils or #4 for oils heavier than #4.

    (g) Draft must be in accordance with theburner manufacturer's specifications.

    (4) Performance standards for induced-draft orfan-assisted types:

    (a) Minimum of 75 percent efficiency, asdetermined by flue gas analysis methodat appliance flue outlet.

    (b) Carbon monoxide concentration in fluegas not greater than 0.04 percent.

    (c) Stack temperature not greater than700F (371C), plus ambient

    (d) Carbon dioxide concentration between8 percent and 13 percent.

    (e) Oxygen concentration between 4 percentand 10 percent.

    (f) Smoke test no higher than #2 for lightoils, or #4 for oils heavier than #4.

    (g) Draft must be in accordance withthe burner manufacturer's specifications.

    Note:

In suchcases, safe liquid fuel combustion ratios must bemaintained and be consistent with approvals andlistings of the appliance.

    (5) Method of testpower type

    The appliance must be allowed to operateuntil the stack te mpe rature be comesstabilize d; afte r that , a sample of theundiluted flue products must be taken fromthe appliance flue outlet. The sample must

    be analyzed for carbon monoxide, carbondioxide, and oxygen. Stack temperaturemust be noted.

    (6) Performance standards for power type

    (a) Minimum of 80 percent efficiency asdetermined by flue gas analysis methodat the appliance flue outlet.

    (b) Carbon monoxide concentration in theflue gas not greater than 0.04 percent.

    (c) Stack temperature not greater than700F (371C) plus ambient.

    (d) Carbon dioxide concentration between8 percent and 13 percent.

    (e) Oxygen concentration between 4 percentand 10 percent.

    (f) Smoke test no higher than #2 for lightoils or #4 for oils heavier than #4.

    (g) Draft must be in accordance with theburner manufacturer's specifications.

    (7) After completion of the test of newlyinstalled oil- or liquid-fuel-burner equipmentas provided in this section, the installer shallfile with the Authority Having Jurisdictioncomplete records of the test on a formapprovedby the AuthorityHavingJurisdiction.The tag stating the date of the test and thename of the installer must be attached to theappliance at the main valve.

    (8) (a) The concentration of oxygen in theundiluted flue products of oil or liquid-fuel burners must in no case be less than 3percent nor more than 10 percent and shall

    be in conformance with applicableperformance standards and shal l beconsistent with the listing and approval of

    the equipment.(b) The allowable limit of carbon monoxide

    must not exceed 0.04 percent.

    (c) The flue gas temperature of an oilappliance, as taken on the applianceside of the draft regulator, must not exceedapplicable performance standards andshall be consistent with the listing andapprovals of the equipment.

    (9) The oxygen figures may not apply whenthere is an approved oxygen trim system onthe burner that is designed for that use,including a low oxygen interlock when

    approved by theAuthority HavingJurisdiction.(10) (a) Supervised startup may be required to

    verify the safe operation of an oil or liquid- fuelburner and to provide documentation thatoperation is consistent with this code,listing, and approval. Supervised startupshall be required for all liquid fuel burnersi n c a te go ri es 9 (B ), 9 (C ), a nd 9 (D ).Supervised startup requires that the liquidfuel burner must be tested in the presence ofthe mechanical official in a manner set forth

    by the Authority Having Jurisdiction beforethe installation is approved. Testing must

    include safety and operating controls, input,flue gas analysis, and venting. Flue gas mustbe tested at high, medium, and low fires.Provisions must be made in the system toallow a firing test in warm weather. Aftercompletion of the test of newly installed oil-or l iquid-fuel burner equipment, asprovided in this section, the installer shallfile with the Authority Having Jurisdictioncomplete records of the test on a forma pp ro ve d b y t he A ut ho ri ty H av in g

    Jurisdiction. The tag stating the date of thetest and the name of the tester must beattached to the appliance at the main valve.

    (b) Oil and liquid fuel burners of 1,000,000B tu /h i np ut o r m or e r eq ui re asupervised startup as in 10(A).

    (c) Installation of oxygen trim systems,modulating dampers, or other draftcontrol or combustion devices require asupervised startup as in 10(A).

    (d) All direct-fired heaters require asupervised startup as in 10(A).

    (11) The complete control diagram of theinstallation and suitable operatinginstructions must be supplied and posted bythe installer of the appliance.

    C.8.0 (Reserved)

    C.9.0 Special Requirements Based on Btu/h

    Input.

    (A) Zero to 400,000 Btu/h per burner (0 to 2.8gallons per hour):

    (1) One (1) approved manual shutoff valvelever handle.

    (2) One (1) approved fuel oil filter, installedon the supply piping.

    (3) Approved automatic safety shutoffvalve to provide 100 percent shutoff ofall oil.

    (4) A flame safeguard control capable ofproviding 100 percent shutoff in theevent of flame failure. Flame failureresponse timing shall not exceed thecontrol manufacturer's specifications.

    (5) Two (2) controls, one operating and onehigh limit, activated by temperature orpressure, as appropriate.

    (6) All burners relying on mechanicalmeans to provide air for combustion musthave actual proof-of-air interlockdevice.

    (7) Installations with dampered com- bustion air openings must provedamper open position before trial for

    burner ignition.

    (8) Vent dampers and flue dampers must be properly interlocked to preventburner ignition unless safely open.

    (B) 400,001 to 999,999 Btu/h per burner(more than 2.8 to 7.0 gallons per hour)

    (1) One (1) approved manual shutoff valvelever handle.

    (2) One (1) approved fuel-oil filter, installed

    on the supply piping.(3) Two (2) safety shutoff valves in series,

    maximum five seconds closing time.

    (4) One (1) electronic flame safeguard pilotc on tr ol p ro vi di ng a s ep ar at el ysupervised and proven pilot, 100percent shutoff manual reset. Flamefailure response time shall not exceedthe control manufacturer's specifications.

    Direct-spark ignition is allowed onlywhen approved by the AuthorityHaving Jurisdiction and then only whenused on number 2 or lighter oil.

    (5) Two (2) controls, one operating and onehigh limit, activated by temperature orpressure, as appropriate.

    (6) All burners relying on mechanicalmeans to provide air for combustionmust have actual proof-of-air interlockdevice.

    (7) Power burners must include provenprepurge of at least sixty (60) seconds athigh-fire damper settings. This prepurgemust occur before every burner cycle,regard- less of reason.

    (8) Installations with dampered combustionair openings must prove damper openposition before trial for burner ignition.

    (9) Vent dampers and flue dampers must be properly interlocked to preventburner ignition unless safely open.

    (10) One (1) high-oil or liquid-fuel pressureinterlock, reset from flame safeguard ormanually.

    (11) If hot water or steam, one (1) low watercutoff.

    (12) An atomizing medium proving switch.

    (13) A low-oil-temperature switch for oil orliquid fuel requiring preheating.

    (14) A high-oil-temperature interlock for oilor liquid fuel requiring preheating.

    (15) T he burner oil pump mustautomatically not operate or rotatewhile the alternate fuel is firing.

    (16) A pressure-relief valve must beprovided between safety shutoff valvesand between pump and safety valves ifan integral valve is used with a pump.

    (17) A separate relief device is required oneach transfer pump.

    (C) 1,000,000 to 2,499,999 Btu/h input per burner(more than 7.0 to 17.5 gallons per hour)

    (1) One (1) approved manual shutoff valve lever handle.

    (2) One (1) approved fuel oi l f i lter,installed on the supply piping.

    (3) Two (2) safety shutoff valves in serieswith a combined flame failure responseand valve closing time not to exceed five(5) seconds with strainer directly beforethe valves.

    (4) Programmed electronic flame safeguardincluding proven low fire start, manual

    reset lockout, 100 percent shutoff (bothpilot and main burner), and a separatelysupervised and proven pilot.

    Note:

    Flame-sensing systems utilizing a UV scanner mustprove pilot and interrupt ignition spark prior to

    main burner valves being energized.(5) Two (2) controls, one operating and onehigh limit, activated by temperature orpressure, as appropriate.

    (6) All burners relying on mechanicalmeans to provide air for combustionmust have actual proof-of-air interlockdevice.

    the requirements of the appropriatestandards listed in Chapter 17 and thefollowing (greater than 87.5 gallons perhour):

    (1) One (1) approved manual shut-off valve lever handle.

    (2) One (1) approved fuel oi l f i lter,installed on the supply piping.

    (3) Two safety shutoff valves in series, onewith proof of closure, with a combinedflame failure response and valve closingtime not to exceed two (2) seconds with

    strainer directly before the valves.(4) Programmed electronic flame safeguard

    including proven low fire start, manualreset lockout, 100 percent shutoff (bothpilot and main burner), and a separatelysupervised and proven pilot.

    Note:

    Flame-sensing systems utilizing a UV scanner mustprove pilot and interrupt ignition spark prior tomain burner valves being energized.

    (5) Two (2) controls, one (1) operating ando ne ( 1) h ig h l im it , a c ti va t ed b ytemperature or pressure, as appropriate.

    (F) Shutoff Valve. All oil or liquid-fuel burnerinstallations must include a non-electricshutoff valve that is held open by a fusiblelink designed to close at 165F (79C),installed near the burner in the same roomas the burner. This must prevent the flow ofoil or liquid fuel to the burner through the

    supply pipe. A check valve is required in thereturn line if the tank is higher than the

    burner.
