A. CLUBPHILOSOPHYThepurposeofUNIDIVEInc.is:
● Unidive strives to create a socially-vibrant community for certified SCUBA divers and underwater sportsparticipantstolearnandgrowtogetherinasafeandsupportiveenvironment.
● AttheheartofUnidivesitthecorevaluesofCommunity,Discovery,Responsibility,andOwnership.● UnidiveworkstoallowcertifiedClubMemberstoengageinunderwatersports,includingrecreationalSCUBA
diving,insafetycommensuratewiththepracticesexpectedtobeencounteredinresponsiblegroupsinthelocalcommunity.
● UnidiveworkstoassistandencourageClubMemberstoundertaketraininginalllevelsofSCUBAdiving,andaffordClubMemberstheopportunitytoparticipateinallaspectsofClubactivities.
● Unidive Club Members are expected to take ultimate responsibility for their own actions and safety, toensure that they aremedically fit to participate and to only do sowithin the limits of their training andcertifications.
B. DEFINITIONSBoatHandler:refertoSectionI,‘BoatingOperations’Club:Unidive:TheUniversityofQueenslandUnderwaterClubInc.ClubBoat:anyboatownedbytheClub.ClubMember:Ordinary,HonoraryandLifemembersasdefinedintheClubRules.OrdinarymemberspayUnidive
fees.Lifememberspaynofees.AllClubMembersmustabidebyallUQSportmembershiprules.Unidivemembershipiscurrentonlyifallrequiredfeesarepaidandallrelevantpaperworkcompleted.
Clubsanctionedactivity:aneventoractivityconductedwithpriorapprovaloftheManagementCommitteeandincompliancewiththerequirementsofUQSport.
DiveLog:Arecordofdiveprofileinformationforalldiversparticipatinginanevent,detailsofdivesiteconditions,identities of those accepting designated roles (e.g. dive supervisor), and any other required informationregardingadivingeventsuchasboatrelateddetailsandpreliminaryincidentdetails.
DiveSupervisor:DesignatedpersonsupervisingaClubdivingactivity.SeesectionH3.ExecutiveCommittee:President,Vice-president,TreasurerandSecretaryManagementCommittee:asdefinedinsection10intheRulesofTheUniversityofQueenslandUnderwaterClubInc.

Allcommitteemembers:Role:RepresenttheClubandprovidedailyrunningofUnidiveDuties: Complies with safe diving standards and promotes safe diving, complies with Club Rules, By-Laws andguidelines and actively promotes them atClub Events (Note: CommitteeMembers should familiarise themselveswithallsectionsoftheseBy-Laws,particularlywithregardstothesafeconductofClubSanctionedEvents).Workasateamwithothermanagementmembers.Ableandwillingtotakeoverothercommitteemember’stasksasrequired.Communicate clearly and regularly; advise other committee members when assistance is required. Attendmanagementmeetingsasmuchaspossible.Allmanagementmemberswillsendnewformsandprocedurestothesecretary,sohe/shecanaddthemtothehandoverdocumentsandelectronicdocumentstorage.AllManagementCommittee members are to keep their Management Committee Handbook up to date with updated or newdocumentsandensureallrecordsarehandedoverattheendoftheirterm(inelectronicform).Updatesofdigitaldocumentsaretobedistributedafterapprovalinmanagementmeetings.PresidentRole-UltimateresponsibilityforallClubsanctionedactivities.Duties - Chairperson of all Clubmeetings, ensure allManagement Committee members perform their duties asdetailed intheClubRulesandBy-Laws,ensureadequate insuranceofClubproperty,responsibleformaintainingaprofessionalworkingrelationshipwithUQSport,actasClub liaison(bothwrittenandverbal)withexternalparties,maintainandensurerecordsaremaintainedandkeptinproperworkingorder,responsibleforanydecisionrelatingto the Club if the executive cannot be called upon. Responsible for all aspects of Club activity. Organises thehandoverbetweenprevioustermandnewlyelectedcommittee.VicePresidentRole-AssistPresidentandsupportallotherrolesDuties - Chairperson for meetings in President's absence; undertake organisational role e.g. Market Day; aidsPresident and Treasurer with formulating the annual budget submissions, when the President is not available,assumesall of thePresident's responsibilities; responsible forensuring thewebsite ismaintainedandup todate;assists with other Management roles as required due to absences to ensure Club activities continue to runappropriately.OverseeupdatingoftheClubwebsiteandassistothercommitteemembersinensuringitremainsuptodate.SecretaryRole-TheSecretaryshoulddevelopacloseworkingrelationshipwiththePresident,havearealinterestintheClubandbefamiliarwithsomeofthelawsandproceduresthatgovernanIncorporatedAssociation.Duties - Check the post box formail on a regular basis (at least once aweek); refer correspondence to relevantManagement Committee members; handle new member inquiries and send relevant information out to thosemembers; assist thePresident orVice Presidentwith the preparationof the agenda formeetings; notify relevantmembers ofmeeting time, place, date etc.; recording theminutes at executive and generalmeetings; typing upminutesanddistributingthemtoExecutivemembers;preparingandlodgingrelevantlegislativedocuments;submitannual report to consumer affairs department;;writing correspondence tomembers on an as needs basis; assistwiththepreparationofMarketDayandthemeetingheldthereafter;liaisewithUQSportonrelevantissuesonanasneedsbasis;submitthemembershipdatabasetoUQSportwhenrequired;addnewapprovedrulesandregulationsinappendixofBy-Lawsand/orrules.Thesecretaryisresponsiblefororganisingatthebeginningofeverynewcommitteetermthat:

MembershipsOfficerRole–OverseesClubmembershipsadministrationDuties-KnowingabouthowtheCluboperatesandbeingabletosellthebenefitsofmembership
● BeattheshedeveryThursdaynighttosignupnewmembersandonOpenDayswherepossible,orensureamembershipassistantispresentwhenunavailable.
● Respondtoemailenquiriesandensuremembershipissuesareresolved● ConfirmthemembershipformfieldsandUQSportwaiverarebothcompletelyfilledoutinthemembership
systembeforeconfirmingmembership(esp.email,mobile,emergencycontact,medical,membershiptype).● ProvidereceiptbooksandwriteallClubMembersareceipt.Managethemoneytin(ensureitisemptiedby
theTreasurerregularly)andprovidethetreasureramonthlyreportontakingsifrequested.● EnsureClubMembershaveregistered in themembershipdatabase,matchpayments to registrations and
approvemembershipsinthesysteminatimelymanner.● AddClubMembersto thetwoUnidiveemail listsandremovethem if requestedtodoso (normal listand
chatlist,notelistshavedifferentmembers).● PromptexpiringClubMemberstorenew.● ReporttoUQSportasrequiredoncurrentmemberships;theyrequireataminimumanannualreportonthe
numberofeachtypeofmember(UQStaff,UQStudent,UQAlumni,Juniors,Others).● ProvidealistofnewClubMemberstothesecretarytosignoffonateachmonthlymanagementmeeting.
TreasurerRole–OverseeallClubfinancesDuties-AssistPresidentinformulationofbudgetsubmission,collectandbankmoneysincludingmemberships,paybills, report financial statement at eachClubmonthlymeeting, organise audit ofClub finances annually, approveexpenditureclaims.Keeparecordforeverytransaction(e.g.receipts, invoices)throughouttheyear; thesewillberequired by the auditor. At the end of every financial year the Treasurer, with the assistance of the Loans andMaintenanceOfficers,compilesaninventoryoftheboat,campingandSCUBAgearownedbytheClubasarecordofClub assets. This information is used to draw up a statement of assets and liabilities which is required for theexternalauditandinsurancethroughUQSport.ItshouldbenotedthattheexternalauditisalegislativerequirementandmustbecompletedandsubmittedtotheOfficeofFairTradingwithinthefirst6monthsofthefollowingyear.
DiveOfficerRole - Promote diving activities and use his/her discretion to make decisions regarding resolution of conflictingdemandsfortheuseofClubresourcesDuties-GeneraloverviewandcoordinationofClubDivingactivitiestoensuresafepracticeinlinewithClubby-lawson all Club sanctioned diving activities (see OPERATIONS AND TRIP PLANNING). This person need not be a DiveMasterorequivalent,butdivemanagementexperiencewouldbeofbenefittotheClub.CoordinationofClubboatusage, incoordinationwiththeBoatOfficer,underconsiderationofthecurrentClub’sapprovedboathandlerandboattower list.LiaisewiththeBoatingandLoansOfficers ifnecessary inregardstoClubboatorClubgearusage;encourage and supportClubMembers in the organisation of diving trips, update the dive calendar; keep a briefrecord of dive trips undertaken by the Club; encourage dive organisers to submit trip reports to the NewsletterEditororemail list,ensure togetherwith theSafetyCommittee thatTripPlansarekeptup todate,announcethedive calendar atClubmeetings. Collectdive logs and review to ensure everyone is diving safely, report toSafetyCommitteeandrecordindatabase;reporttothemonthlymanagementmeetingthenumberofdivesconductedanddivescancelled.

MaintenanceOfficerRole-EnsureavailabilityofSCUBAequipmentforClubactivityDuties-Ensurefaultygearisquarantined,andsubsequentlyrepairedandreturnedtoserviceassoonaspractical;maintaintraceableservicehistorydata(scheduledservice[summary]file,ensureserviceagentsmaintain‘fullservicehistorybook’);workwiththeserviceproviderstoidentifyrecurringproblemsdetectedduringservicing.Report(totheManagementCommittee)anyrecurringproblemswiththescubagear,whichmaybedirectlyrelatedtoincorrectuse/cleaning;ensureallinvoicesrelatingtogearservice/purchasearepassedontotheTreasurerassoonaspractical;obtaingearservice/maintenancequotes(minimumof2)viaatenderprocess,forfullservicing(asrecommendedbythemanufacturers)ofallscubagear.MaintaininventorydataforalltheClubsSCUBAgear,andtrailers.Thisdatashallincludepurchasedate,price,make,modelandanyotherinformationasrequiredbytheManagementCommittee;obtainyearlyestimatesofnew/replacementandasispricesfromthenominated/preferredserviceagent,forthescubagear;includepriceestimatesintheinventorylists,thisinformationisneededforUQSportforinsurancepurposesandfortheTreasurer(Secretary/President)inregardtotheexternalfinancialaudit;maintaintheexistingrecord/documentstructuresandprocedures,unlessdirectedotherwisebytheManagementCommittee.AdvisetheManagementCommitteeofanysuggestionsforimprovingtheexistingsystems;coordinatefullscheduledgearservicingwithLoansOfficertoensureminimaldisruptiontodivingactivities;ensureservicereportsincludeserviceagentdetails(name,address,phoneno.),invoice(job)number&date,gearmake&model,gearmanufacturersserialnumbers,Clubidentificationnumber,serviceperformedi.e.fullorpartial[ifpartial,thenspecifyproblem],partsreplaced,costbreakdown[parts&labour],notesonanydamage/problemwhichyoubelieveisdirectlyrelatedtoeitherincorrectoperationorincorrectcleaning.Provideupdatedlistofgeartonewexecutivemembers.BoatingOfficerRole-Ensureavailabilityofboat(s)Duties -Make recommendation for purchase and disposal of boat, organise appropriate safety equipment andmaintenanceandkeepmaintenancerecords,maintainboatlogs,promoteproperuseandreportanymisuse,ensureregistrations(boat,trailer,radio)arepaid,grantpermissionfortowing.Maintainaninventoryofallboats&ancillaryitems e.g. radios, GPS, depth sounder. This data shall include purchase date, price, make, model and any otherinformationasrequiredbytheManagementCommittee. TheBoatingOfficerorganisesameetingofallClubBoathandlers at least every three months to update boating procedures and exchange experiences between boathandlersand/orencouragessuchdiscussionviatheemaillist.TheBoatingofficerisalsoresponsibleforthedutiesoftheAncillariesofficerwherenoneisappointedorotherwisedelegated.
TrainingOfficerRole-InitiateandcoordinatetrainingactivitiesforClubMembers.Duties-ThispersonneednotbeanInstructor,butitwouldbeofbenefittotheClub.ResponsibleforandarrangesallClub trainingactivitiesandworkswith theDiveOfficer toensuresafetyonallClubsanctioneddivingactivities.MakesrecommendationstotheExecutiveontrainingactivitiesandorganisesseminarsandworkshopsto increaseknowledgeandstandardofdivingamongstClubmembership. CoordinatespoolhireforClubactivitiesandassistsAffiliatedTrainerswithpoolhirearrangements.Courses and presentations may include, but are not limited to: Boat handlers (O2 update, boat handling, radiocourse), Advanced, Rescue,DiveMaster, Refresher course, FirstAid andO2,Dive trip organiser andboat handlernights,generalpresentationsandpooltraining.Workshopsmaybeaboutanyaspectofunderwatersportthattheworkshopleaderiscompetenttoassistwith;competencemaybedefinedbytheTrainingOfficerattheirdiscretion.

LoansOfficerRole-AdministerloanofallClubequipmentandreportgearthathasbeendamagedorrequiresservice.Duties - Ensure equity of access to all ClubMembers, notifyMaintenance Officer of maintenance requirements,promote proper use and reportmisuse, if appropriate reprimandClubMembers formisuse of gear, ensureClubMembersareawareofthetermsandconditionsofloaningClubgear,collectappropriateloanfeesincludingdeposit,arbitrator for deposit forfeiture for abuse and breakage, maintain security of Clubmoneys and submit same toTreasurermonthly.CoordinatespriorityforloaningClubgearfortripsifclashesoccur(e.g.priorityshouldalwaysbegiventoClubtripsoveruseforprivatetrips).AssistsMaintenanceOfficerwithannualstocktakeandpurchaseofnewgear.SocialOfficer(s)Role-Coordinatesocialactivities(e.g.weeklyBBQ,annualparty).Duties-encourageClubMemberstogodivingandjoinintrainingopportunities(e.g.workshops,underwatersport,pool training), promotes the social aspect of the club, organises fund-raising activities as approved by theManagementCommittee(e.g.sellingClubshirts,entertainmentbooks).Provideseachcommitteememberwhomsatonthecommitteeformorethanahalftermwithasmallgiftofappreciationprovidedattheannualgeneralmeeting.Organizeend-of-yearcelebration.C2. OTHERPOSITIONSBYNECESSITY
OtherpositionsmaybechosentosupporttheManagementCommitteeinitsduties.Thesepositionsarenon-votingmembersthatmayormaynotberequiredtoattendmanagementmeetingsbutthatdocontributetotherunningoftheorganisation. Thesepositionsmaybe choseneitherbyelectionat theAGMorbyelectionat amanagementcommitteemeetingasdelegatesofthemanagementcommittee.Suggestedassistantpositionsinclude:AssistantLoansOfficersTwoormoreassistantsshouldbeappointedtoassisttheLoansOfficer,toensurethereisalwayssomeoneavailableatClubmeetingstoassistwithloans.MembershipAssistantsTwoormoreassistantsshouldbeappointedtoassist theMembershipOfficer, toensurethere isalwayssomeoneavailableatClubmeetingstoassistwithmembership.MemberProtectionInformationOfficer(MPIO)Role–ProvideanindependentinformationsourceregardingthecomplaintshandlingprocedureoftheClub,forClubMemberswhoneedtomakeacomplaintregardingClubactivitiesand/orClubMemberbehaviour.Duties-TobeanMPIOthepersonmusthavecompletedanMPIOtrainingcourserecognisedinQueensland.AnMPIOisresponsibleforprovidinginformationaboutaperson'srights,responsibilitiesandoptionstoanindividualmakingacomplaintorraisingaconcern,aswellasprovidingsupportduringtheprocess.Theymayresidewithintheclub,thestatesportsassociationornationalsportsorganisation(i.e.ifnoClubMembervolunteerstoundertakethisrole,contactdetailsfortrainedMPIOsoutsidetheClubmaybeprovidedtoClubMembersinstead).Theydonothandlethecomplaint.AncillariesOfficerRole-Ensureavailabilityofcompressor,campinggearandtrailerDuties–ActingasanassistanttotheBoatingOfficer,thispositionorganiseappropriatemaintenanceandmaintaincompressor, reports in writing to themembership onmatters concerning compressor use, organises courses oncompressoruse for theClubmembership,assists loansofficerasnecessarywith fillingof tanks,maintaina listof

Ensure that the box trailer is registered, and maintainedcorrectly.UnderwaterSport&FitnessRepresentativeRole –Working as a representative of the Training Officer, this position acts as the official liaison between theManagement committee and Club Members who participate in Club sanctioned underwater sport and fitnessactivities.Duties-RepresentthecollectivegoalsandviewsofClubMemberswhoparticipateunderwatersportactivitiessuchasUnderwaterHockeyandUnderwaterRugby.ReportthecollectiveneedsoftheClubMemberstotheManagementcommittee.Manage sport relatedmonies and equipment, or take responsibility for those towhom this task hasbeendelegated.IncreaseawarenessandintroductionofthevarioussportstoClubmembers.Whenrequired,actasaClubrepresentativetoexternalpartiesforthepurposesofunderwatersportrelatedactivities.PublicationOfficerRole - Ensure the assembly of contents for the quarterly newsletter and monthly news update on the UnidiveWebsite,preparethemastercopyanddistributethenewslettertoallClubMembersonthemailing listusuallybyemail. D. SAFETYCOMMITTEETheSafetyCommitteeisestablishedtoadvisetheManagementCommitteeregardingsafetyaspectsofallactivitiesoftheClub.CommitteeMembership:TheSafetyCommitteeshallconsistofatleastfive(5)ClubMembers(withaquorumformedbysimplemajority)whoare appointed by vote of theManagement Committee after annual elections, termination of a membership orresignation.TheSafetyCommitteecontainstwoofthefollowingManagementCommitteemembers,assumingtheyhave the right experience in areas of boating and/or diving: Boating, Diving and/or Training Officer. investigation personally or delegate the task to another competent ClubMember. The person investigating theincident may request further information from other involved parties. Those investigating incidents should bemindfulthattheyarenotlookingforsomeonetoblame,butratherdeterminingthefacts(e.g.whatoccurredwhen)for thepurposeofpreventing similar incidents in future.For incidentswhere there isa learningexperience tobeshared, the Safety Committee are encouraged to distribute appropriate information to the Club, for example byemailand/orinclusioninaClubnewsletter.Thehazardalertisnotintendedto‘name-and-shame’,insteaditshouldbe anonymous but still inform the reader of the facts of the incident. The intention is to educate and preventsomeoneelserepeatingthesamemistake.MakesuggestionstotheManagementCommitteeastoremedialactionthatitmayconsiderednecessary.Committee Decisions: The Safety Committee is empowered by theManagement Committee to make decisions,approvalsandrecommendationsonmattersdetailedabove.TheManagementCommittee shallbe informedofallSafetyCommitteedecisionsandreservestherighttooverturnanysuchdecisions,approvalsorrecommendations.Committee Meetings:Meetings should be held at least every three months or as required, in any appropriatemedium(e.g.inperson,overemail,orviaotherremotemethods).MinutesofSafetyCommitteemeetingsmustbeprovided to the Secretary of theManagement Committee and produced in advance of the next meeting of theManagementCommittee.CommitteeRecords:TheSafetyCommittee is tokeepMinutesof theirMeetings, copiesofassociateddocuments(e.g.BoatHandlerqualifications)andcopiesofincidentreports.Attheendofeachyear,thesedocumentsaretobearchivedwithdocumentsbelongingtotheClubandthusmadeavailabletotheincomingcommittees.
E. RISKMANAGEMENTRiskmanagementwithintheClub involvesdocumentedriskassessments,TripPlandocuments,on-sitefinalchecks(e.g.whether conditions suitable for theplanneddiveon theday), and theseBy-Laws. TheseBy-LawshavebeenformulatedwiththeaimofminimisingrisktoClubMembersandtotheClub;ariskassessmentprocessshouldbefollowedifmaterialchangesareproposed.
Riskassessmentsaretobecompletedforallpotentiallyhazardousactivities,submittedtoUQSportandreviewedannually. All Club Sanctioned activities should be assessed before they commence and the assessment madeavailabletoClubMembers(e.g.accessedviathewebsite).RiskassessmentsandTripPlansshouldbepreparedbyasuitablyexperiencedorqualifiedClubMember,reviewedbytheSafetyCommittee,approvedbytheExecutiveandsubmittedtoUQSport.
Risk assessments should also be reviewed following incidents to determine whether changes to procedures arenecessary. Organisers of Club activities are encouraged to review existing risk assessments before their activitycommences,howeverTripPlandocumentsshouldcontainsufficientinformationtorunaroutinediveeventssafelywhenfollowingtheseBy-Laws.
RoutineEventsareSCUBAtrips, trainingworkshops,UnderwaterSport trainingsessions,Clubmeetings,andsocialbarbecuesattheClub’susualmeetingspace.TheseareconsideredClubSanctionedEventsaslongastheyfallwithinthescopeoftheriskassessmentscurrentlyapprovedandsubmittedtoUQSport,theyhavebeenapprovedbytheappropriateManagementCommitteememberaheadoftime(aspertheseBy-Laws),andhavebeenincludedontheClub’seventscalendarintheClubmanagementsystem(whetherornotdisplayedpublicallyonthewebsite).
Non-RoutineEvents,suchasUnderwaterSportcompetitions,trainingcamps,eventsinvolvingnon-members,socialevents at locations other than the Club’s usual meeting location, must be planned well ahead of time with thefollowingprovidedtotheManagementCommitteeatleastonemonthpriortotheproposedevent:
• CompletedRiskAssessmentandproposedsafetycontrols;• CompletedUQSportEventProposalForm,alongwithanyotherinformationrequestedbytheManagement
CommitteeinordertofullyunderstandwhathasbeenplannedandseekapprovalfromUQSport;and• Adetailedbudgetplan.

INCIDENTS/ACCIDENTSIncludesallincidentsinvolvingClubproperty(e.g.boats,trailers,motorvehicles),ClubMembersorthepublic,thateventuateinanearmiss,propertydamageorpersonalinjury.Seriousincidentsshallbereportedverballyassoonaspractical to an Executive Committee member and followed up with a written report (i.e. email) when practical.IncidentreportsmustalsobeforwardedtotheSafetyChairandUQSportassoonaspractical (within48hours, ifpossible).CommunicationsoutsidetheSafetyandManagementCommitteesshallbede-identified.AllClubMembersarealsoencouragedtomaintaindiscretionwhendiscussingincidents.Allboatingaccidentsresultingininjuryorlossoflife,andaccidentscausingmaterialdamagetotheClubboatmustbereportedtoQueenslandTransportwithin48hours;a“MarineIncidentReport”formmustbecompletedbytheBoatingOfficerorsuitabledelegate(e.g.SeniorBoatHandler).The“MarineIncidentReport”formisavailableviatheMaritimeSafetyQueenslandwebsite.SuchmajorincidentsmustalsobereportedtoUQSportassoonaspracticalforinsurancepurposes.
G. CLUBPROPERTYG1. STORAGE
Allproperty,exceptthecurrentworkingClubdocuments,shouldbestoredoncampus,preferablyinthegear/boatshed(s)unlesstheManagementCommitteegivesapprovalforanalternativestoragesite.G2. BUDGET&REPLACEMENT
Club dive gear replacements and capital purchases shall form part of the annual budget prepared by theManagementCommittee.Anon-goingreplacementplanforClubdivegearandotherassetsshouldbemaintainedbytheManagementCommittee, taking intoaccount theexpected life-timeof the items. Forexample, replacingonethirdoftheregulatorsetseachyearwithanexpectedlife-timeof3years.G3. SERVICING&MAINTENANCE
AllClubowned equipment shall be serviced by insured certified professionals as per themanufactures/suppliersrecommendations(e.g.annualservicingofmajorequipmentsuchasthetrailers,regulators,boatandcompressor,annual cylinder testing, regulator servicing). Servicing Schedule - theMaintenance Officer should compile andmaintainaservicingscheduleinconsultationwiththeLoansOfficer,BoatOfficerandAncillariesOfficer(e.g.SCUBAgear annually, compressor on hourly usage basis). On-going routine maintenance and minor repairs may beperformedbyasuitablyknowledgeableandexperiencedClubMemberapprovedbyanindependentClubMemberoftheManagementCommittee(e.g.replacingregulatormouth-pieces,computerbatteries,compressorfiltersetc).UnlesstheExecutiveCommitteehasacceptedapreferredsupplier,forservicesthatexceedtheExecutivespendinglimit at least two quotes (preferably three, if possible) should be obtained prior to servicing or maintenance.Preferred suppliers are chosen froma tenderprocessof aminimumof two suppliers, andexist Ffor a fixed termnominatedbytheExecutiveCommittee.WhenchoosingsupplierstheManagementCommitteeshouldconsiderpriorhistoryofservice,expertise,warrantyandlocation,aswellascost.Fuelstorage:FuelforvehiclesandboatsshallbestoredinaccordancewithassociatedlegislationandthereforeNOTstoredinthegearshed.Smokingisprohibitedaroundallfuelstorageareas.G4. ELIGIBILITYTOUSE

Learning to Tow the Boat: If aClubMemberwho is not yet competent to tow the boatwishes to learn how tobecomecompetent, theymaytowtheboatunderthedirectsupervisionofanapprovedandsuitablyexperiencedboat tower. They would usually have been approved to, and have experience in, towing the box trailer beforegraduating to towing the boat. This training arrangement should be approved by the Safety Committee beforecommencing.DIVECOMPRESSOR
Operation:AClubMembermust completeClub-approved trainingprior tobeinggrantedapproval tooperate thecompressor. Following any significant changes to the Club compressor or significant absence from the Club, theManagementCommitteemaydeemthatretrainingisrequired.TheClubManagementCommittee,oranauthoriseddelegateshallcoordinationsuchtrainingandmaintainalistofcurrentlyapprovedcompressoroperators.Logbook:Allcompressoroperationshallbeloggedintheapprovedlogbookatthetimeofuse.Maintenance:TheAncillariesOfficermustarrangeforcompressor,filterandmotormaintenanceinaccordancewithManufacturer'srecommendations.Airqualitytestingshallbeundertakenatleastannually.Motor Changes: Changes between the petrol and electric motors shall be performed only by a suitablyknowledgeable and experienced Club Member approved by an independent Club Member of theManagementCommittee.G5. DIVEGEAR
Use:ClubdivegearisloanedtoClubMembersfortheirpersonalrecreationaluseonly(includingdivingcourses)andpreferably forClub related activities.Gearmaynot be hired by aClubMember on behalf of a non-member (e.g.instructors cannot hire gear for divers they are training who are not Club Members). Hire for Club dive trips,includingClub training activities, have priority over hire for personal use. In the case thatmultipleClub trips arescheduledatthesametime,prioritywouldgenerallybeintheorderinwhichthosetripswerecommunicatedtotheDiveOfficer.However,intheeventthattheLoansOfficerhasmadeaprioragreementwithaClubMembertoensureavailabilityforaspecificevent,thisshouldbehonoured.Gearcannotbehiredforuniversityworkorstudyrelatedactivities(e.g.HeronIsland).Duration:Divegear isusually loanedonaweeklybasisandshallbereturnedcleanedonthenextdesignatedloannight.Extensionstothe loanperiodshallbenegotiatedwiththeLoansOfficerpriorto,oron,thenext loannight.ClubMemberswishingtohireClubgearformorethantwoweeksmustseekapprovalfromtheLoansOfficeratleast1monthbefore,sotherequirementsofClubdivetripscanbeascertained.Return:TheClubMemberwhomhiredthegearisresponsibleforensuringthegeartheyhaveloanediscleanedandreturned(seecleaningguidelines inappendix).Furthermore,tanksshallbereturnedcommerciallyfilled(minimum200Bar)andcorrespondingreceiptsshallbepresenteduponrequestbytheLoansOfficerorAssistant.IfatankhasbeenfilledwiththeClubcompressor,it istheresponsibilityofthepersonfillingittoanalysethecarbonmonoxide(CO)concentrationanditmustnotexceedsafelimits.Othernon-commercialfillsarenotallowed.Proof of ID: Current ClubMembers shall provide proof of identity, SCUBA qualification, record of deposit and acompleted loan agreement before being allowed to collect dive gear. This applies irrespective of the activity forwhichthedivegearisloaned,i.e.thedivegearforworkshopsandcourseswillbeloanedtotheparticipantsunderthesameconditionsasforadivetrip.Malfunctions:ClubMembersmustcheckthatgeartheyareloanedisfunctioningcorrectlybeforeacceptingtheloan,andbeforeuse(e.g.followstandardproceduresforcheckingSCUBAequipmentisfunctioningbeforeeachdive)andhaveadutyofcaretoreportallgearmalfunctionstotheLoansOfficer/MaintenanceOfficer immediatelyupon its

return.Malfunctioning gear shall be tagged to identify the problem and shall not be loaned until the problem isrectified.Sanctions: If thedive gearhasbeenabused/misused, sanctionsmaybe imposedandmay include lossof depositand/orsuspensionofborrowingprivileges.Loss/Theft: Club Membersmust notify theManagement Committee of any dive gear loss, theft, etc. in writingdetailingthecircumstances.TheManagementCommitteemayimposesanctionsitdeemsfitonacase-by-casebasis.RecordKeeping:RecordsshallbekeptbytheLoansOfficerwhich:
● Allow tracking of items borrowed, by whom, when and any damage or problem identified uponreturn.
● Facilitateconsistentfrequencyofuseforallitems.
H. OPERATIONSANDTRIPPLANNINGTheCluboffersarangeofdivingactivitiesincludingClubrundivesfromtheshoreortheClubBoat,anddivingwithcommercialoperators.AllClubdivingactivities(whethershore,Clubboat,orcommercial)mustbecoordinatedwiththeDiveOfficerandconformtotheseBy-laws.H1. DEFINITIONS
ClubRunDiveEvents:arediveactivitiesfromtheshoreortheClubboat thatarefullyorganisedandoperatedbyClubmembers.ClubRunDiveEventsarerununderthecontrolofaDiveSupervisorwhoholdsdivingqualificationsthatmeet,orpreferablyexceed, that required toparticipate in theproposedactivity.Whendivingusing theClubBoat,theboatmustbeunderthecontrolofClub-approvedBoatHandler(s),whomayalsofulfilthepositionoftheDiveSupervisor.Commercial Dive Events: are dive activities that in part or whole use a Commercial Dive Operator to provide aservicethatsupportsthediveactivity.CommercialDiveEventsneedanagreementoftheservicesbeingprovidedbytheCommercialDiveOperatorandbytheClub.Ataminimum,thisagreementmustcoverroles,responsibilitiesandcosts.CommercialDiveOperator: An entity that provides commercial charter dive services. CommercialDiveOperatorservicesrangefromabasicbareboatchartertoafullserviceoperation.ClubAgreedResponsibilities(CommercialDive):isalistoftheactionsthattheDiveEventOrganiserhasagreedtheClub will provide as part of the Commercial Dive Event. These actions will be specific to the running of theCommercialDiveEventandwouldbeundertakenbysuitablyqualifiedandexperiencedClubMember(s)participatingintheCommercialDiveEvent.Dive Supervisor: The Dive Supervisor controls the dive operations on Club Run Dive Events and if required, onCommercialDiveEventsasperagreedroles.ADiveSupervisormustalwaysbedesignated,evenifallservicesaretobeprovidedbytheCommercialDiveOperator.DiveEventOrganiser:TheClubMemberwhoisorganisingthetrip.DiveEventOrganisermayorganiseClubRunDiveEventsorCommercialDiveEvents.TripPlan:ATripPlanshouldincludeimportantorganisationalpoints,divebriefingpoints,divesiteassessment,andprovision for rescue and first aid information. Trip Plans provided by the Dive Officer to potential Dive EventOrganisersarenotnecessarilycurrentandareintendedtoonlytoassistwithplanningandriskmanagement;itistheresponsibilityoftheDiveEventOrganisertoconfirmtheaccuracyandcurrencyoftheinformationandshouldinformtheDiveOfficerofany incorrectoroutofdate information.TripplansshouldbeupdatedasrequiredbytheDiveOfficerwithassistanceoftheSafetyCommittee.

H2. GENERALTRIPPLANNING
AnyClubMembercanbeaDiveEventOrganiserforeitherClubRunDiveEventsorCommercialDiveEvents.The general duties listed below are to be read in conjunction with both the sections Club Run Dive Events andCommercialDiveEvents.Beforethetrip,DiveEventOrganiserisresponsiblefor:
• GainingapprovalfortheEventfromtheDiveOfficer,oradelegateapprovedbyeithertheDiveOfficerortheExecutiveCommittee,beforeadvertising.
• ObtainingtheTripPlanfromthewebsiteandmakingandrecordinganyamendmentsnecessary.IfnoTripPlanisavailable,obtainingthetemplatefromtheDiveOfficerandpreparingone,whichmustbeforwardedtotheSafetyCommitteeforapprovalwellinadvanceoftheEvent.
• EnsuringtheEventplanningprovidesafairandequitableopportunitytoforanysuitablyexperiencedClubMembertojointheEvent;generally,thiswouldmeanadvisingClubMembersoftheEventviaanemailfromtheClubmembershipsystemsothatallcurrentClubMembersareawareofthetripandwhenregistrationswillopen(BoatHandlers,Organisersandothersrequiredforthesuccessofthetripshouldbeaddedtotheregistrationlistbeforeopeninggenerally).
• Gatheringpre-tripparticipant’sdetailsaswellassuitableemergencycontactdetailstoprovidetotheBoatHandler,DiveSupervisorand/orCommercialDiveOperator.Itisrecommendedthattheemergencycontactisawareandabletoinformrelevantauthoritiesofmedicalhistoryrelevantincaseofanincident,andarereadilycontactablebyAustralianauthorities.
• InconsultationwiththeDiveSupervisororCommercialDiveOperatorresponsiblefortheEvent,ensurethatalltripparticipantsmeettheexperience/certificationrequirementsoftheeventbasedoninformationsuppliedbytheparticipants(i.e.checkqualifications,membershipstatusandexperiencelevelofClubMembersparticipatingintheevent).InformClubMembersthatdonotmeettherequirementsthattheywillbeunabletoparticipateandrefundanydepositpaid(note:thisshouldbecompletedsufficientlyinadvanceoftheEventdatethatsuchparticipantscanbereplaced),Thisselectionprocessmusttakeintoaccountsuchfactorsasdiving,certification/experienceversussuchfactorsastypeofdivingactivity(e.g.non-decompression,decompression,Nitrox),maximumplanneddepthattheproposeddivesite,bottomtopographyandsurge/currentanddistancefromshore(e.g.Flinderstripsusing‘theClubboat’involvesalongboattripwhichisunsuitablefordiverswhogetseasick,arenervousorunusedtosmallboats).ItisrecommendedthattheClub’sriskassessmentsareconsultedtoensureallrelevantvariablesareconsidered.
• Takingnoteofanytripparticipantsholdingqualificationssuchas‘Rescue’orhigher,‘OxygenResuscitation’,CPRor‘DiverFirstAid’.
• MakingtheTripPlanavailabletoparticipants.• OrganisingallaccommodationifrequiredfortheEvent(thismaybedelegated).• Collectingandrecorddeposits(maybedelegated;overseetoensurecorrectrecordkeepingand
calculations).

H3. CLUBRUNDIVEEVENTS
ResponsibilitiesOverall:TheDiveOfficerhasgeneralauthorityoverClubdivingactivitiesandmaycancelanevent,forexampleinthecasethattheseBy-lawsarenotfollowed.TheDiveSupervisorhasauthorityoverClubdivingactivitiesonthedayoftheevent,ThePrimaryBoatHandlerhasprimarycontroloverboatingactivitiesonClubboattrips.ForaClubboatdive, the final safetyassessmentsat thedive siteare thePrimaryBoatHandler’s responsibility and theirdecisionmayoverruletheDiveSupervisor.TheDiveSupervisorrolemaybeundertakenbythesamepersonasaBoatHandlerrole.Whenplanning the trip, theDiveEventOrganiser,BoatHandler andDiveSupervisor should consult regarding thechoiceofdivesiteandwhetherthetripwillgoahead,takingintoaccountsuchconsiderationsasthetiming,tides,weatherandcomplementofdivers.DiveEventOrganiser:TheDiveEventOrganiseristo:
• ReviewtheTripPlan,usingtheinformationtoassistinplanningtheevent;• ConfirmwiththeDiveOfficerthattheClubfacilities(Boat,Traileranddiveequipment)willbeavailablefor
theproposeddiveevent;• EnlistasuitablyqualifiedandexperiencedDiveSupervisorfortheevent;• For shore dives, ensure a qualified oxygen provider (including CPR) is on site and sufficient oxygen is

• EmailtheManagementCommitteeandSafetyChairtoadviseofparticipantnumbersandtheClubMembersundertaking theDive Supervisor andBoatHandler roles (if theClubboat is used) at thebeginningof theeventandanotheremailadvisingwhentheparticipantsaresafelybackonland.
IfClubfacilitieswereusedtheDiveEventOrganiserisresponsiblefortheremittanceoffundstotheclub.ThefundsshouldbedepositeddirectlyintotheClubbankaccount(withsufficientidentifyingdetailsincluded).TheDiveEventOrganisermaybesupportedbyotherparticipantsincompletingthisactivity.NotethatClubeventsmustberunonacost-pricebasisonlyandnofinancialgainistothemadebyanyClubMember;fund-raisingeventsmustbeapprovedbytheManagementCommitteeandaretobeclearlyadvertisedassuch.

DiveOfficer:TheDiveOfficermustbeawareoftheresponsibilitiesset-outin:
● CLUBDIVETRIP–SUPERVISION,PRACTICES,RULESANDPROCEDURESTheDiveOfficer is to confirm theproposedeventdate is suitableand that the requiredClub facilities (boat, geartrailer,divegear,tanks,compressor,campinggear,etc)willbeavailable.Ifthedateisnotsuitable,orrequiredClubfacilities are not available, theDive Officer is to advise the Dive Event Organiser. The Trip Plan should provideguidanceonEventrequirementssuchastheneedforasuitablytimedhightide.TheDiveOfficer should review the choiceof suitableBoatHandler(s) andDive Supervisor taking intoaccount therequirementsofthedivesiteasdescribedintheTripPlan. It isexpectedthattheDiveEventOrganiserwilldiscusstheirchoiceswiththeDiveOfficerandrecordthisdecision.IftheClubBoatorClubGearTrailerwillberequired,theDiveOfficerwillreviewtheallocationofsuitablyapprovedClubMembers.TheDiveEventOrganiser isexpectedtoadvisethenamesofpeopletakingtheserolestotheDiveOfficerandrecordthisdecision.TheDiveOfficer istocheckthatstatedqualificationsandexperiencelevelsofClubMembersparticipatinginadiveevent are suitable for the Event and inform theDive EventOrganiser if changes are required.Note that theDiveEventOrganisersshouldhavealreadycheckedsuchrequirementsasClubMembersregisterfortheevent,howeveritisrecognisedthattheywouldordinarilyhavelessexperienceandknowledgethantheDiveOfficer.EmergencycontactsforEventparticipantsmustberecorded,ataminimumthiswillincludethenameanduptodateemergencycontactnameandphonenumber.DiveLogsaretobereviewedbytheDiveOfficer.Incaseofirregularitiesorabnormalities,thedocumentsaretobepresentedtoanddiscussedbySafetyCommittee.TheDiveOfficermaychoosetospeaktoindividualClubMemberswith regard to repeatedpoordivingpracticeorask theSafetyCommittee to investigateand/or speak to theClubMember;itisexpectedthatanysuchdiscussionswillbeundertakeninasupportiveandeducationalmanner.DiveSupervisor:TheDiveSupervisormustbeawareoftheresponsibilitiesset-outin:

• CLUBDIVETRIP–SUPERVISION,PRACTICES,RULESANDPROCEDURESTheBoatHandler(s)shouldbeawareandfamiliarwiththeproposedsite’sTripPlan.ThePrimaryBoatHandlerhasresponsibilityoverboatingactivitiesonClubboattripsandmakesthefinaldecisionwithregardstosafetyandconditionsonthedayoftheevent.
Beforecommencingeachtrip,thePrimaryBoatHandlerisresponsibleforensuringtheManagementCommitteeandSafetyChairareawarethetripisproceeding.Thiswilltypicallybeadvisedbyemailpriortotheboatbeinglaunched.
ThePrimaryBoatHandlerisresponsibleforcompletingtherelevantsections(i.e.weatherandseaconditions)oftheDiveLogs.
TheBoatHandlersarerequestedtosubmitanyerrors/omissionsintheTripPlantotheSafetyCommittee.

TheClub recommendsClubMembers keep andmaintainacurrentlogbook.ClubMembersarealsoexpectedtocomplywiththeirresponsibilitiesset-outin:

ExperienceRequirementTheClubrunsdivestoavarietyofdivesites,thesesitesprovidedifferingrisksandhencediversarerequiredtomeetthe experience level associated with that site, as designated in the Dive Site Trip Plan. Experienced DiverclassificationsareprovidedinDIVEREXPERIENCECLASSIFICATIONS.TripCostReconciliationTheDiveOfficerandTreasurershouldconferatregularintervals,asappropriate,toensurefundsweredepositedforeachtripthatusedClubequipment.H4. COMMERCIALDIVEEVENTS
ResponsibilitiesOverall:TheDiveOfficerhasgeneralauthorityoverCluborganisedCommercialDiveeventsandmaycancelaneventif they are not confident that the required safety standards are to bemet. Due diligence should be undertakenbefore new commercial service providers are usedby theClub; it is expected that all operators conform to locallaws,industrybestpractice,andarefullyinsuredfortheservicestheyprovideWhenplanningthetriptheDiveEventOrganiserandDiveOfficershouldconsultregardingthechoiceofCommercialDiveOperatoranddivesites.ADiveSupervisormustbedesignated.DiveEventOrganiser:TheDiveEventOrganisermustliaisewiththeCommercialDiveOperatorandagreeastowhowill take responsibility for each aspect of the dive trip; this will result in a list of Club Agreed Responsibilities(CommercialDive).Where it is agreed theClubwill take responsibility for an aspect of the event, the Dive EventOrganisermustensurethattheactiontakeneffectivelyaddressestheresponsibility; thisshouldbediscussedwiththeDiveSupervisor.Areasofresponsibilitythatmustbeaddressed:
● ProvisionofDiveMasterorequivalent,particularlywithrespecttosupervisionofinexperienceddiversandassiteguides
● Provisionof sufficientactive lookoutsatall times thatdiversare in thewater (ratiosmustbedeterminedusingariskmanagementapproachanddependuponthedivesitetypeandconditionsandtypeofdive,e.g.smallerratioswouldbeexpectedfordriftdivesorpoorweatherconditions)
● Decisionsregardingtheminimumnecessaryexperiencelevelofparticipants● Ensuringallparticipantsareontheboatpriortoleavingthesite● Assistingorleadinglogistics,suchasboatloading,tankfillingandboatlaunch/recovery● Provisionoffoodanddrinkingwater● DeliveryofBriefings–logistics,site,safety,boating● CompletionofDiveLogs● SafetyManagement–diverrecovery,firstaid,oxygen(equipmentandtrainedpersonnel).
Theyshouldcheckthequalificationsandexperienceofparticipantstoensuretheymeettherequirementsasagreedwith theCommercialDiveOperator sufficiently aheadof time to allow cancelation and replacementof thosenotsufficientlyexperienced.

TheDiveEventOrganisermust confirmcancelationpolicieswith theCommercialDiveOperatorbeforeconfirmingthebooking.ItisalsorecommendedthattheDiveEventOrganisercollectsdepositsfromalltripparticipants(orthatdeposits are paid directly to the Commercial Dive Operator by participants) and does not take on any financialliabilitybeyondtheirowndivingactivitycosts,astheClubwillnottakeonfinancial liabilityforClubMemberswhodefaultontrippayments.TheDiveEventOrganiserisresponsibleforFinancialReconciliation,ensuringthecostsforparticipantsarecalculatedandcollected,theCommercialDiveOperatorispaid,andanyothermoneyowingispaid.IfClubfacilitieswereusedtheDive Event Organiser is responsible for the remittance of funds to the Club; the funds should be depositeddirectlyintotheClubbankaccount(withsufficientidentifyingdetailsincluded).DiveEventOrganiserisresponsibleforsubmittingcompletedDiveLogsfortheeventtotheDiveOfficer.Theselogsmay have been completed by the Commercial Dive Operator or Club Members based on the agreement ofresponsibilities.IfcompletedbytheCommercialDiveOperator,acopy(orphoto)istobemadeandsubmittedtotheDiveOfficer.ThetripwillconformtotheClub’s:GENERALGOODPRACTICESFORDIVERSMARINECONSERVATIONDiveOfficer:TheDiveOfficerwillconfirmtheproposedeventdate issuitableandthatanyrequiredClub facilitieswillbeavailable.IfthedateisnotsuitableorrequiredClubfacilitiesarenotavailabletheDiveOfficerwilladvisetheDiveEventOrganiser.The Dive Officer will review the Club Agreed Responsibilities (Commercial Dive) and determine if theseresponsibilities can be met by the club’s capabilities and, in consultation with the Executive Committee, thatinsuranceconsiderationshavebeenappropriatelymet.Priortothetripproceeding,andatatimethatallowscancellationofthetrip,theDiveOfficer,withadvicefromtheDiveEventOrganiser,willreviewtheactionstobeundertakenintheClubAgreedResponsibilities(CommercialDive).Where theundertakingofa responsibility requiresaskill,qualificationorcertification theDiveOfficermustagreethatthepersonassignedtotheresponsibilityhastherequiredskill,qualificationorcertification.If the Club Gear Trailer will be required, the Dive Officer will review the allocation of suitably approved ClubMembers.TheDiveEventOrganiserisexpectedtoadvisethenamesofpeopletakingtheserolestotheDiveOfficerandthatitisrecorded.TheDiveOfficerwillcheckqualifications,membershipstatusandexperiencelevelofClubMembersparticipatinginadiveevent,andconfirmwith theDiveEventOrganiser. Whencheckingqualificationsorexperience levels for theproposed trip, if they are not clear anddocumented theDiveOfficer should confirm theExperienceRequirementwiththeCommercialDiveOperator.Dive Logs are to be reviewed and archived by the Dive Officer. In case of irregularities or abnormalities, thedocumentsaretobepresentedtoanddiscussedbySafetyCommitteeattheirmeetings.DiveSupervisorResponsibilities:ADiveSupervisormustbedesignatedforallDiveEvents.Typically,theywouldbeprovidedbytheCommercialDiveOperator;ifoneisnotprovidedthenadesignatedClubMemberundertakingthisrolemustbeagreedwiththeCommercialDiveOperator.IftheClubisrequiredtoprovideDiveSupervisor(s)(asdescribedintheCodeofPractice)onCommercialDiveEvents,theCommercial DiveOperatorwill expect the person taking this role to be a person certified asDiveMaster (orequivalent)orabove.TheresponsibilitiesmustbeagreedwiththeCommercialDiveOperatorandthepersonaskedto take this rolemustunderstandandagree to the responsibilities. Liabilityand insurancearrangementsmustbeagreedbetweentheindividual,theClubandtheCommercialDiveOperator.

DIVEREXPERIENCECLASSIFICATIONS
Different dive sites have different experience level requirements. DivingSupervision:TheDive Officer,Dive Supervisor andBoat Handler may be called upon by the Safety Committee to justify theirdecisions/actions.The Primary Boat Handler has the final overriding control of all boat-based diving activities. They will usuallytherefore also takeon theDive Supervisor role. If these roles are takenonby two separate individuals, then thedivision of duties must be agreed on prior to the event. As above, the Primary Boat Handler has precedence ifopinionsdiffer.Priortocommencingadive,theDiveSupervisorshouldensurethefollowingiscompleted:1) Matchbuddypairsorteamsbasedondetailsenteredunderthe‘participantdetails’inthetripregistrationform.
Lessexperienceddiversaretobepairedwithmoreexperienceddiversonlywiththeagreementofbothdivers.2) Ifarepetitivedive,checkpreviousdiveprofile informationtoensurethattheplanneddiveprofileandtypeof
dive activity is compatible, and/or ensure divers determine and state theirNDL for the planneddepthof therepetitivediveusingtheircomputerortables.

yourbuddywhilesharinggas).e.g.followingthe‘50bar’or‘minimumgas’rules,followingthe‘ruleofthirds’when in an overhead environment without easy exit to the surface. In the case of freediving activities,appropriatesurfaceintervalsmustbeobservedbetweendives.
7. Beforeandaftereachdive(ASAP)ensurecompletionofalldiveprofilerelateddetailsintheDiveLog.8. Fornon-decompressiondivesandwhereitissafetodoso,performasafeascentastaughtbyarecreational
divertrainingagency,e.g.anascentwitha‘safetystop’of3min@5m,ora‘minimumdecompression’ascent.9. Fordecompressiondivesperformanascentprofileappropriatetothediveplan,asdiscussedin13.10. Ensureyouareatthesurface,havingcompletedtherequiredsafetystopandacontrolledascentwithinthe
timelimitspecifiedbytheDiveSupervisor.11. Allgasmixesotherthanairmustbeanalysedandthetanklabelled.It isrecommendedthatthisbedoneby
thediverusingthegas.Theresultinganalysismustbewrittenontapeaffixedtotheshoulderofthetankandinclude:analysisdate,analyst'sinitials,tankpressureandgasmixpercentages(i.e.O2%orO2%/He%).Whennon-standard gasmixes (e.g. a ‘best mix’) are used, themaximum operating depth (MOD) should also beincluded.Ifthetanksarenotcorrectlylabelled,theDiveSupervisorcanrefusethediver’sparticipationontherespectivedive.
12. Ideallynitroxandmixedgasdiversdive inbuddyteamswithotherdiversusingthesamegas. Inthecaseofmixedbuddyteams,allteamClubMembersshouldbemadeawareofthegasesbeingused,theirsuitability,andtheireffectonthediveplan.
13. Technicaldivesa. Decompressiondivesorthosebeyond40m(withorwithoutmixedgas)mustbepre-plannedanddive
plans verified by a suitably certified dive buddy. A copy of the dive plan must be submitted to andsighted by the Safety Committee no less than 10 days in advance of the dive. The Safety Committeereserves theright todisallowanysuchdive.Atanypoint theManagementorSafetyCommitteesmayinvite outside expertise for the purposes of interpreting and reviewing plans. A copyof the dive planmustbeleftintheshedpriortoleaving.Diveplansshouldincludegasmanagementplanning.
b. TheSafetyCommitteeshouldkeepalogofthesediveplans.Aslongasthereisarecordofit,adivermaydivetotheirpreviouslysubmittedplanswhendivingatthesamesites.
14. DiversmustacceptthedecisionsoftheDiveSupervisororBoatHandlerwhomaybanindividualdiversfromdivingif,intheiropinion,thediverisnotsafetodivee.g.fastascent,divernotsufficientlyexperienced,undertheinfluenceofdrugsoralcohol.
15. JuniorClubMembers(i.e.thoseunder18yearsandnotcurrentlyenrolledasaUniversitystudent)musteitherdivewiththeirparentorlegalguardian,orwithadesignatedClubMemberover18yearsofage.Inthelattercase,theDiveSupervisorshouldrequestthattheparentanddesignatedbuddyputtheagreementinwritingsoastoacknowledgethatpermissionhasbeengivenbytheparent/guardianandthatthedesignatedbuddyacceptstheresponsibility.TheagreementmustbeforwardedtotheSafetyCommittee.
StandingRulesforConductofDivingOperations
● CommandofBoat:AnapprovedBoatHandlermustbeinchargeofanyClubboatinvolvedindivingactivities● DiveBriefing:TheDiveSupervisororBoatHandler(orappropriatedelegate)aretogiveanappropriatedive
sitebrief.Thedivebriefshouldincludeimportantsafetyaspects(e.g.reminderregardingnodecompressionlimits,dangerofentanglement,sharpobjects,dangerousmarinelife,strongcurrent,boathazards)aswellmaxdepth,divetimesandotherimportantaspects.
● Active Lookout: An active lookout must be maintained at all times whilst divers are in the water. Thisapplies for bothBoat and shoredives. For some tripsmore thanone lookoutwill be required, basedonconditionsornumberofdivers,refertotheTipPlanfortheplannedDiveSite.
● DiveBrief/Flag:Adivebriefmustbegivenaddressingbothsitespecificdetailsandgeneraldivingpractices,furtherinformationisfoundinDivingSupervision(trip).Adiveflagwillbedisplayedwhilstdiversareinthewater.

● DivingOperationsDocumentation:AsaminimumrequirementaDive Log on the standard formmustbekeptasrecordofeachClubevent.IthastobeensuredeachdiverisresponsibleforcompletionofhisorherdiveprofilerelateddetailstotheDiveSupervisor.
NightDivingProcedures:Foranightdive,thefollowingconditionsmustbemet:
● Theremustalwaysbesurfacewatch(withappropriatelighting)whetherdivingfromtheClubboatorshore.● Each divermust have at least 2 sources of light, preferably 2 torches. A cyalume stick or similarmay be
substitutedfor1torch,unlessitisawreckdiveinwhichcase2torchesaremandatory.● Experienced divers with less than FIVE logged night dives should be teamed with buddies who are
experiencedatnightdiving.● Inordertotakepartinanightdivethedivermusthaveloggedatleastonediveonthatsitepreviously.● Additionallyforboatbaseddives:
o TheBoatHandlermusthaveawhite lightsuitableforsignallingpassingboatsandtoassist inamissingdiversearch-spotlightwouldbesuitable.
o Afteranchoring,aflashingstrobelightmaybeattachedtotheanchorline(ifappropriate)attheoptimumdistance below the surface that will allow divers to find the vessel without surfacing (where visibilitypermitsthis).
H7. GENERALGOODPRACTICESFORDIVERS
ThefollowingpracticesareexpectedfordiversparticipatinginClubdivingactivitiesandshouldbemadeavailabletonewClubMembersbeforetheybeginparticipationinanyClubdivingactivities:• Maintaingoodphysicalandmentalconditionfordiving;avoidtakingdrugsincludingalcoholwhendivingis
contemplatedandhavearegulardivingmedical.• Ensureyoumaintainanappropriatelevelofswimmingabilityandfitness.• Donotdrinkalcoholbeforediving–evenasinglebeerconsumed8hoursbeforeadivewillincreasedehydration
andhencetheriskofdecompressionsickness.• Usecorrect,completeandwell-maintaineddivingequipment,whichyoucheckbeforeeachdive,andperform
buddychecksbeforeeachdive.• Knowthelimitationsofyourself,yourbuddyandyourequipment;usegoodjudgementandcommonsensein
planningeachdiveandsetmoderatelimitsfordepthandtimeinwater,allowingamarginofsafety.• Alwaysmonitoryourgasconsumptionanddecompressionlimits/requirements.• Knowyourdivinglocation;avoiddangerousplacesandpoorconditions.• Controlyourbuoyancyatalltimes;bepreparedtoditchyourweightsinanemergencysituationifwarranted.In
anemergencySTOP,THINK,GETCONTROL,thenACT.• Neverdivealone;stayincontactwithyourbuddy;reviewyourhandsignalswithyourbuddy;knowand
implementlostbuddyprocedure;communicatethe"OK"signaltosurfacesupportbothonenteringthewaterandonsurfacingafteradive.
• Useadescent/ascentline(e.g.anchorline)wheneverpossiblefordescendingorascending.• Ensureadiveflagisflown.• Bewareofbreathholdingespeciallyonascent,equalisepressureearlyandoften.• Ifyouarecold,tired,injuredorfeelunwellindicatetoyourbuddythatyouwishtoterminatethedive;obtain

TheClubactivelyencouragesitsClubMemberstofollowlowimpactdivingtechniquesduringClubdivingactivities.Briefly,ClubMembersareexpectedtorespectwildlife,obeymarineparkrules,andavoiddamagingreefstructures,forexamplebystrivingto:
• Beingawareofandcomplyingwithlocallegislation,particularlythatregardingmarineparks• Ensuringdivegearissecuredappropriately(i.e.nodanglinggauges)• Beingcorrectlyweightedandpracticingbuoyancyskillstoavoidaccidentaldamagingcoralsetcand/or

I. BOATINGOPERATIONSAllClub boating operations must be under the control of aBoat Handlerwho has approval for the site ofoperation.ThispersonisreferredtoasthePrimaryBoatHandlerandhasultimateresponsibilityforthesafetyofthevesselanditspassengers.Thefollowingisbasedupontherecognitionthathandlingboats inthesupportofdivingoperations relies upon different skills and may present very different challenges to other marine sports. It istheClub’s position that in order to ensure the safety of itsmembers, allClubBoatHandlersmust demonstrate ahigher level of skill and experience than is required for the basic QueenslandMarine Driver’s License boat-safecourses.
I1. BOATHANDLER
AnyClubMember: (except those specifically banned by theManagement Committeeon the recommendation oftheSafetyCommittee)maydriveaClubboatwiththeapprovalof,andinthepresenceof,aPrimaryBoatHandlerinconditionsjudgedsafebythePrimaryBoatHandler.
BoatHandlerRolesduringClubEvents:Therearetworolesthatmustbefilledonanytrip:SecondaryandPrimary:
PrimaryBoatHandlerRole:

TheSecondary Boat Handlerwill typically maintain watch while thePrimary Boat Handlerdives.TheSecondaryBoatHandleris second incommandandmustbeable toassume full control if thePrimaryBoatHandlerbecomesunavailable.
BoatHandlerApprovalsTherearethreelevelsofClubapprovalandaccountabilityforBoatHandlers:Novice,ApprovedandSiteApproved.Afourthcategory,Senior,alsorecognisesthosewithextensiveexperienceontheClubBoat.
MinimumStandardsforalllevelsAllClubMemberswishingtobeaUnidiveBoatHandlermusthaveataminimum:
• RecreationalshipmasterslicenseissuedbyanAustralianStateorInternationallicenserecognisedbythelocalauthorities(e.g.MarineSafetyQueenslandinQueensland,RoadsandMaritimeServicesinNewSouthWales);
• VHFradiooperatorcertificateofproficiency:ShortRangeOperatorCertificateofProficiency(SROCP)orequivalent,suchasthesupersededMarineRadioOperatorVHFCertificateofProficiency(MROVCP);
• CurrentoxygenproviderandCPRcertification(i.e.renewedinthelast12months);and• CompletedtheUnidiveBoatHandlersworkshopandbeendeemedcompetentbypracticaldemonstration.
NoviceBoatHandlerDefinition:AClubMemberwhohassatisfiedtheMinimumStandardsstatedandhadthisrecognisedbytheSafetyCommittee(FormA-NoviceBoatHandlerApplication).
Role: TheNoviceBoatHandlerwill ideallybe gaining general boatingexperience includingnavigating to and fromsiteswiththeintentionthattheyareworkingtowardssatisfyingtherequirementsforApprovedBoatHandler.
ThispersonmayonlyactasBoatHandlerunderthesupervisionofanApprovedBoatHandler.ThispersoncannotbeincommandoftheboatandthereforecannotfilleitherPrimaryorSecondaryBoatHandlerrolesforClubEvents.
ApprovedBoatHandlerDefinition:AClubMemberwhohassatisfiedboth theNoviceBoatHandlerrequirementsand the requirementsofanApprovedBoatHandlerbelowandhadthisrecognisedbytheSafetyCommittee(FormB-ApprovedBoatHandlerApplication).
RequirementsforApproval:TobecomeanApprovedBoatHandlertheClubMemberneedstobecompetentintheoperationoftheboat,demonstrating:
• abilitytolaunchandretrievetheboatfrommorethanonelaunchsite• abilitytonavigatetheboatinavarietyofseaconditionthatrepresenttypicaldivetrips• deployingandretrievingtheanchoratvarioussites• competencyintheuseofallequipmentaboardtheClubdivevesselincludingelectronicnavigationaids.
TheseguidelineshavebeendesignedtoallowNoviceBoatHandlerstheopportunitytolearnvitalskillsfromarangeofothermembers,inavarietyofdifferentconditions,andatavarietyofsites.TheaimistoproduceBoatHandlerswhoarebothconfidentandcompetentintheirabilitiestooperateaboatinthetypicalscenariosfacedonUnidivetrips.
A ClubMemberwishing to undertake Approved Boat Handler roles must show a high degree of competence ingeneralboatingknowledgeandexperienceandSEQld/NthnNSWspecificboathandlinganddivingknowledgeandexperience.
Followingamentoringperiod,NoviceBoatHandlers should submit their FormB forRegistrationas anApprovedBoatHandler to the Safety Committeewhowill consider approval, in consultationwithSenior BoatHandlers andconsiderationofpriorexperienceandqualifications.
Role:AnApprovedBoatHandlermayassumetheroleoftheSecondaryBoatHandleronanyClubtrip.

TheseguidelineshavebeendesignedtoallowBoatHandlerstheopportunitytolearndetailsofparticularsitessuchthattheycannavigatetoandmoororanchoratthesite.Knowledgeandskillswillbegainedthroughoperatingtheboat/tripunderthesupervisionofaPrimaryBoatHandler.
TheaimistoproduceBoatHandlerswhoarebothconfidentandcompetent intheirabilitiestooperateaboattositesfrequentedonUnidivetrips.
Role: AnApproved BoatHandlermay act as thePrimary BoatHandler only on voyages to specified locations forwhichtheyhavebeenapprovedbytheSafetyCommittee.
Inthecaseofnewsites,aForm3(soontobereplacedwithFormD)mustbepreparedandsubmittedtotheSafetyCommitteebyanApprovedBoatHandler.SafetyCommitteeapprovalofanewsitemayalso includeSiteApprovalfortheapplication;inthecasethattheapplicantisnotaSeniorBoatHandlerapprovalofthesiteadditionmayalsorecommendthataSeniorBoatHandlerfilltheroleofPrimaryBoatHandleruntiltheyaresatisfiedthattheApprovedBoatHandlerhasfulfilledtherequirementsforSiteApprovalabove.
SeniorBoatHandlerDefinition:ASeniorBoatHandler is anApprovedBoatHandlerwho is recognisedby theExecutiveCommittee,onrecommendation of the Safety Committee, with the Safety Committee determining the competency of the ClubMember applying.ASeniorBoatHandler shows significant competency in operationof theClub’s boat andhas acomprehensive understanding of the Club’s dive operating procedures. This person will likely have many yearsregularlyrunningdivetripsusingtheClub’sBoat.ThepersonwilllikelyhavehelpedorheldpositionsoneithertheClubManagementorSafetyCommittees.
AnApprovedBoatHandlercanapplytoberecognisedasaSeniorBoatHandlerorbenominatedtoapplybyoneormorecurrentSeniorBoatHandlers. Senior Boat Handlers would ordinarily also be involved the process of approving new sites (Form 3, soon to beupdated to become Form D), either in preparing applications themselves or advising the Safety Committee onevaluationofsuchapplications.

The number of Approved Boat Handlers required for a given location are specified in the document‘Divesite_Overview.xlsx’maintainedbytheSafetyCommittee.
ApprovedBoatHandlersareexpectedtoofferopportunitiesforClubMemberstogainexperienceandcompetencewithaviewtothemalsobeingauthorisedasBoatHandlers.AnyClubMember(exceptthosespecificallybannedbytheManagementCommitteeon the recommendationof theSafetyCommittee)maydrive theClubboatwith theapprovalof,andinthepresenceof,aPrimaryBoatHandlerinconditionsjudgedsafebythePrimaryBoatHandlerMasteringtheboatandinaccordancewithlocallaws.
TripPlan:AdocumentedTripPlanmustbesubmitted(foranewdivesite)toaSafetyCommitteememberpriortoputtingtheboattosea,whereasanamendmenttoanexistingplanneedonlybecommunicated.
ChecklistProcedures:Checklistsmustbecompletedpriortolaunchingandleavingshore.
Log:Thedetailsrelatingtotheboat(motorrunningtimeetc.)shouldbeimmediatelyenteredintheBoatUsageLogBookkeptintheshed.

It is acknowledged that the social aspects of opportunities toparticipateininter-clubcompetitionsenhancesboththeparticipationofmembersinsuchfitnessactivitiesandthegeneralparticipationofClubMembersinallClubactivities.TheUnderwater SportRepresentative is to coordinatepoolbookings in consultationwith theTrainingOfficer andExecutive,andensurethatalistofparticipantsisrecordedforalltrainingandcompetitionsessions.Whiletrainingsessionsareprovided forClubMembers,non-membersmayparticipate inup to four sessionsas ‘tryouts’beforejoining;non-membersmustacknowledgeinwritingthattheyunderstandthattheydosoattheirownriskandwillnotbecoveredbytheClub’sinsurance(subjecttocompliancewithUQSportrules).Underwater Sport competition and training camps are consideredNon-routine Events and to beClub SanctionedEventstheymustbeapprovedbyboththeManagementCommitteeandUQSportaheadoftime.TheUnderwaterSportRepresentativeshouldensureaUQSportEventProposalFormandassociatedRiskAssessmentissubmittedtothe Management Committee and UQ Sport before the designated deadline. M. PERSONALPROPERTYClubMembersareresponsiblefortheirownpersonalpropertyatalltimes.TheClubacceptsnoresponsibilityunderanycircumstancesforlossordamagetomember'spersonalproperty.ClubMembersareexpectedtotakeduecaretopreventthelossordamageofbothClubpropertyandthepersonalpropertyofotherClubMembers,forexampleensuringitemsaresecuredagainsttheftbylockingvehicles.
N. JUDICIARYShort of termination of membership (as outlined in the Club Rules), disciplinary action may be taken. TheManagement Committee at its discretionmay suspend amember's Club privileges, such as participation in ClubSanctionedEventsoraccesstoClubproperty,uponamember'sfailuretocomplywiththeClubRulesorBy-laws.Thereason,consequenceandactionsrequiredtoallowreinstatementmustbegiventotheClubMemberinwriting(e.g.by email). Appeal to such suspensionmay bemade at the nextManagement Committeemeeting. Regulators1. Ensurethedustcap(witchescap)isonwhenevertheregulatorisnotconnectedtothetank.
• Itispreferable,thoughnotalwayspractical,toinitiallycleantheregulatorwhileitisstillconnectedtothetank.Thendryandreplacethedustcapandwashitoncemorewithfreshwater.Itisessentialthatthedustcapisontightlysowatercannotenterthefirststageregulator.
• Never submerge the regulatorswithout either thedust caponor it being attached to a tank andpressurised.
